CITY COUNCIL REGULAR MEETING MINUTES
NOVEMBER 24, 2015
CALL TO ORDER.
Mayor Faust called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.
ROLL CALL.
Present: Mayor Faust; Councilmembers Brever, Gray, Jenson and Stille
Absent: None
Also Present: City Manager Mark Casey and Police Sgt. Jeff Spiess
CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING
ITEMS.
I. APPROVAL OF THE NOVEMBER 24, 2015, CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Gray, seconded by Councilmember Jenson to approve the City
Council Meeting Agenda of November 24 2015
Motion carried unanimously.
II. PROCLAMATIONS AND RECOGNITIONS
A. Presentation of 2015 Fire Prevention Poster Winners resented by the St. Anthony Fire
Department
Chief Mark Sitarz and Captain Chris Fuller presented the 2015 Fire Prevention Poster Winners.
The contest has been going on for over 20 years. There were a couple hundred submissions for
the contest. The theme was "Hear the Beep — Where you Sleep ". The winners were:
4`h Place — Nevin Nguyen — 4c' Grade Wilshire Park
3rd Place — Violet Urdahl — 5a` Grade Wilshire Park
2 "d Place — Aislyn Saravia — 5`" Grade Wilshire Park
1 sr Place — Alayna Peterson — 5"' Grade Wilshire Park
Photographs were taken of all winners with Mayor Faust.
Mayor Faust stated he is grateful for the young children growing up in the community. The
Council is proud of the students and encouraged them to keep working hard.

13 V1. GENERAL BUSINESS OF COUNCIL

15 A. Ordinance 2015 -06 an ordinance Approving CenturyLink Franchise Agreement and
16 Findings of Fact.

18 City Manager Casey reviewed the second of three readings of an ordinance to approve the
19 CenturyLink Franchise Agreement and Findings of Fact. The first reading was held at the
20 November 10, 2015 St. Anthony City Council meeting. Since the first reading, the City has
21 received no calls or written comments.

23 The third reading and adoption of the ordinance is scheduled for December 8, 2015. Following
24 the adoption of the ordinance, the ordinance goes into effect upon publication in the St. Anthony
25 Bulletin.

27 Motion by Councilmember Gray, seconded by Councilmember Stille to approve Second
28 Reading of Ordinance 2015 -06 Approving CenturyLink Franchise Agreement granting a
29 franchise to Owest Broadband Services Inc DBA CenturyLink, to construct operate and
30 maintain a cable communications system in the City of St Anthony setting forth conditions
31 accompanying the grant of the franchise, for regulation and use of the system and the
32 yubhc rights-of-way in coni unction with the City's right-of-way ordinance if any, and
33 prescribing penalties for the violation of the provisions herein
34
35 Motion carried unanimously

37 B. Ordinance 2015 -07 an ordinance Setting Sewer Water and Storm Water Charges for
38 2016.

40 City Manager Casey reviewed the second of three readings of an ordinance Setting Sewer, Water
41 and Storm Water Charges for 2016. The first reading was held at the November 10, 2015 St.
42 Anthony City Council meeting. Since the first reading, the City has received no calls or written
43 comments.

45 The third reading and adoption of the ordinance is scheduled for December 8 2015. Following
46 the adoption of the ordinance, the ordinance will be published in the St. Anthony Bulletin. The
47 ordinance will become effective January 1, 2016.

I Motion by Councilmember Stille seconded by Councilmember Brever, to approve Second
2 Reading of Ordinance 2016 -07 Setting Sewer Water and Storm Water Charges for 2016 an
3 ordinance amending Sections 33.018 sewer charges to owners; 33.036 water charges to owners
4 and 33.090 charges for storm water facilities for St Anthony Village effective January 1 2016

8 C. Presentation of St. Anthony Police Reserve Program
9
10 Police Sgt. Jeff Spiess provided an update on the St. Anthony Police Reserve Program. Sgt.
11 Spiess noted the summer time is always a very busy time for the Reserve Officers. They are
12 present at many community events especially Village Fest. They logged in over 200 hours for the
13 State Fair doing traffic control and parking assistance. The Reserve Officers were present at
14 many school events.

16 Sgt. Spiess stated he has been involved in the Reserve Program for eight years. One of the
17 biggest challenges he has had is turnover. This year, six were lost within a month. They moved
18 onto become full time Police Officers. The Police Field Training Officers will be used to train
19 the Reserve Officers as a solution to that problem. A training manual was developed. This was a
20 huge success for the program. Three recent graduates from the program were present at the
21 meeting. The Program is a great benefit to both the participants and the City.

23 Trent Studer, Brandon Hess, and George Oyoo introduced themselves stating their background
24 and desire to become Police Officers.

26 Councilmember Jenson thanked the Police Reserves for coming to the meeting and their interest
27 in becoming Police Officers.

29 Mayor Faust stated the problem of losing the Reserve Officers was solved very well with the
30 pairing up of the Officers with the Police Field Training Officers. This is a great example of
31 professional development. This is indeed a tangible asset. Mayor Faust welcomed Trent,
32 Brandon and George to the City. He stated each presented themselves very well. The Program
33 has the full support of the Council, City Staff and residents.

35 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

37 City Manager Casey noted with the end of the year there are some terms expiring on two
38 Commissions. He noted Chair Crone, Commissioners Heinis and Poucher are leaving the
39 Planning Commission and Jeff Fahrenholz who is leaving the Parks Commission. He thanked
40 them for their service to the community.

42 Mayor Faust thanked all for their service.

44 VIII. COMMUNITY FORUM.

46 Mayor Faust invited residents to come forward at this time and address the Council on items that
47 are not on the regular agenda. Hearing none, Mayor Faust moved forward with the agenda.

IX. INFORMATION AND ANNOUNCEMENTS.
3 Councilmember Stille noted on November 29, he attended the Sustainability Fair at Silverwood.
4 He stated the attendance to the Fair was great, the quality of the Fair was excellent, and a good
5 community gathering. On November 23, he attended the Planning Commission Meeting as the
6 City Council Liaison. Mayor Faust asked City Manager Casey if the Comprehensive Plan has
7 been linked to the Met Council on the City website. Mr. Casey replied not yet but it will be
8 done.

Councilmember Gray stated he had no report.
Councilmember Brever stated on November 28, she attended the LMC Metro Cities Regional
Meeting. She also attended the Sustainability Fair and it was very informative. Last Sunday, she
attended the Sister City Annual Meeting.
Councilmember Jenson stated on November 18, he attended the Kiwanis Meeting and History
Committee Meeting. He attended the LMC Metro Cities Regional Meeting on November 28
along with Councilmember Brever.
Mayor Faust stated he attended the LMC Metro Cities Meeting. He attended the Sustainability
Fair on November 19, which was the 4`s Annual Fair. It was the most people he had seen
attending the Fair. Mayor Faust wished everyone a Happy Thanksgiving.
X. ADJOURNMENT.
Mayor Faust adjourned the meeting at 7:35 p.m.
