Chair Hodson called the meeting to order at 8:06 p.m.

APPROVAL OF MARCH 11, 2003 H.R.A. AGENDA.
Motion by Commissioner Sparks to approve the March 11, 2003 Housing and Redevelopment
Authority Agenda as presented.
Motion carried unanimously.
CONSENT AGENDA.
Motion by Commissioner Thuesen to approve the Consent Agenda, which consisted of:
A. H.R.A. Meeting Minutes of February 11.2003: and
B. Claims.
Motion carried unanimously.
GENERAL POLICY BUSINESS OF THE H.R.A.
A. Consider Request for Proposals for inspection services for Apache Plaza redevelopment
(Stacie Kvilvang. Ehlers & Associates. Inc).
Stacie Kvilvang of Ehlers & Associates, Inc. came forward to give an update on the Northwest
Quadrant TIF Inspection RFP Response.

provilvang said that on January 17, 2003 Ehlers sent out an RFP, on behalf of the City, for
perty inspection services related to creating and assessing qualifications of property for
redevelopment eligilbity and inclusion within a TIF Redevelopment District. She said the

tions would consist of inspecting twenty-eight buildings, located on twenty-four parcels.
vilvang said the RFP responses were due on Friday, February 14, 2003. Ehlers received
responses from SEH for the amount of $25,100.00, LHB Architects for the amount of
$20,000.00, and Bonestroo for the amount of $18,850.00. She said that based upon Ehlers
review of the RFP responses, they are not recommending utilizing the lowest responsible bidder,
which is Bonestroo. She indicated that the reasons for not recommending them are their extent
of exp

erience and their inspection report is not as comprehensive as the other two bidders.
0 vilvang stated that both LHB and SEH have experience in completing these types of
48 inspections and providing the required comprehensive and detailed reports. She said that based

1 upon the bids received, Ehlers recommends awarding the Inspection Contract, in an amount not
2 to exceed $20,000.00, to LHB as the next lowest responsible bidder.

4 Char Hodson stated he appreciates the advice of going with the lowest most responsible bidder.

6 Motion by Commissioner Thuesen to authorize LRD not to exceed $20,000.00 for inspection
7 services for the Apache Plaza redevelopment.

9 Motion carried unanimously.

11 IV. STAFF REPORTS.
12 Executive Director Momson said to expect more HRA action as the Apache Plaza Project
13 progresses.
