ANTHONY 10 HOUSING AND REDEVELOPMENT AUTHORITY MEETING 4 5 AUGUST 12, 2003 6 7 CALL TO ORDER. 8 Chair Hodson called the meeting to order at 7:25 p.m. 9 10 ROLL CALL. I 1 Commissioners present: Chair Hodson; Commissioners Sparks, Thuesen, Horst, and Faust. 12 Commissioners absent: None. 13 Also present: Executive Director Michael Morrison and City Attorney Jerome 14 Gilligan. 15 16 17 I. APPROVAL OF AUGUST 12, 2003, H.R.A. AGENDA. 18 Motion by Commissioner Faust to approve the August 12, 2003, Housing and Redevelopment 19 Authority Agenda as presented. 20 21 Motion carried unanimously. 22 23 H. CONSENT AGENDA. 10 Motion by Commissioner Thuesen to approve the Consent Agenda, which consisted of-. 26 A. H.R.A. Meeting Minutes of July 22, 2003; and 27 B. Claims. 28 29 Motion carried unanimously. 30 31 Ill. PUBLIC HEARINGS. 32 None. 33 34 IV. GENERAL POLICY BUSINESS OF THE H.R.A. 35 A. H.R.A. Resolution 03-015, re: Request Council to call hearing on TIF plan. 36 It was noted H.R.A. Resolution 03-015 requested the City Council to call for a public hearing on 37 a proposed modification to the Redevelopment Plan for Redevelopment Project Area No. 3, the 38 proposed establishment of Tax Increment Financing District No. 3-5 (a redevelopment district) 39 therein and the proposed adoption of a Tax Increment Financing Plan. 40 41 Motion by Commissioner Faust to adopt H.R.A. Resolution 03-015 requesting the City Council 42 of the City of St. Anthony call for a public hearing on a proposed modification to the 43 Redevelopment Plan for Redevelopment Project Area No. 3, the proposed establishment of Tax 44 Increment Financing District No. 3-5 (a redevelopment district) therein and the proposed 46 adoption of a Tax Increment Financing Plan therefor. Housing and Redevelopment Authority Meeting Minutes •August 12, 2003 Page 2 1 Discussion: 3 Commissioner Sparks stated she did not think it had been made clear that this was a public 4 hearing scheduled for September 23, 2003, regarding the TIF Plan for the Northwest Quadrant 5 and Apache Plaza. She added this was a big step, as it was the first step in the redevelopment of 6 Apache Plaza. 7 8 Commissioner Thuesen noted it might seem Council was being nonchalant regarding this issue. 9 He indicated there had been countless work sessions and meetings over the last two years before 10 this step was reached. 11 12 Commissioner Horst asked if this was the second public hearing. City Attorney Gilligan 13 responded this resolution was requesting the City Council hold a hearing for the proposed plan, 14 as the TIF plan was an H.R.A. plan. He noted State law required Council approve a TIF plan. 15 16 Commissioner Horst noted that the public hearing was an opportunity for those interested in 17 addressing the TIF plan. He also asked if this issue would come before the Planning 18 Commission. Mr. Gilligan replied the Planning Commission was required to give a 19 recommendation to the Council by State law. 46 Executive Director Morrison explained there would be two public hearings: The Planning 22 Commission hearing regarding development would be held September 16, 2003. The public 23 hearing before the City Council was scheduled for September 23, 2003. He suggested those who 24 wished to comment on TIF come before the Council and those who wished to comment on the 25 PUD come before the Planning Commission. He added press releases would be issued. 26 27 Commissioner Thuesen explained that "TIF" referred to Tax Increment Financing, which were 28 dollars contributed by the City toward redevelopment. Mr. Gilligan added "TIF" was 29 incremental tax revenue generated by development that would be used to reimburse or pay for 30 public redevelopment costs associated with that redevelopment. 31 32 Motion carried unanimously. 33 34 V. STAFF REPORTS. 35 None. 36 37 V. H.R.A. COMMISSIONER COMMENTS. 38 Commissioner Faust thanked Executive Director Morrison for quickly following up on the 39 graffiti problem mentioned at the July 22, 2003, meeting.
