Motion by Marks, second by Thuesen to approve the April 13, 1998 HRA Meeting Agenda as

CLAIMS.

Motion. by Marks, second by Faust to approve the following claims:

A. TIF District Analysis:

1. Snringsted in the amount of $1,078.25 for financial advisory services performed

from November 10, 1998 through December 1, 1998 with regard to TIF District

Cash Flow Analysis.

B. Payments to Developers:

1. Alan Chazin Homes Inc. in the amount of $30,000.00 for reimbursement per
36
HRA Resolution 98-001.

C. Auditing Services:

1. Stuart J. Bonniwell in the amount of $1,150.00 for professional services rendered
39
with regard to the audit and preparation of the 1997 HRA financial report.

D. Engineering Services:

1. RLK Kuusisto Ltd. in the amount of:

a. $678.60 for professional planning services rendered from December 1998

through January 1999 with regard to the St. Anthony Shopping Center.

2 VI. OTHER BUSINESS.
3 Momson stated that WSB, Inc., will be assisting the City in filling in the small pond outside the
4 community center classrooms. He added that Todd Hubmer is working with Richard Knutson,
5 Inc., to landscape the pond area by the tennis courts at no cost to the City which will be a big
6 improvement.
8 Momson stated that the City is making progress with one of the Kenzie Terrace homeowners.

10 Momson stated that he met recently with Apache Plaza owners and the bank who indicated they
1 I are negotiating with many prospective buyers, all of whom expressed interest in the continuance
12 of a retail center. He added that a buyer should be identified by early summer.

14 Momson stated that 2 of the prospective buyers are theater developers who have presented an
15 overall plan for the center to include a retail mix with potential multiple housing components.

17 Momson stated that Richard Krier is continuing his consulting work on the shopping center,
�8 adding that he will present an outline to the Planning Commission at their April 20, 1999
9 meeting. He stated that the City has not heard from shopping center's prospective buyers
20 recently but the paperwork will take some time. Ranallo stated that the perception of merchants
21 at the shopping center is that the sale is definite.
