CALL TO ORDERIPLEDGE OF ALLEGIANCE. 5 The meeting was called to order and the Pledge of Allegiance was led by Chair Bergstrom at 6 7:00 P.M. 7 II. ROLL CALL. 8 Commissioners present: Bergstrom, Makowske, Gondorchin, Horst, Faust, Thompson, and 9 Franzese. 10 Commissioners absent: None 11 Also present: Kim Moore-Sykes, Management Assistant. 12 III. APPROVAL OF THE AUGUST 15, 1995 PLANNING COMMISSION AGENDA 13 Chair Bergstrom asked if there were any additions or changes to the August 15, 1995 Planning 14 Commission agenda. There were none. Motion by Makowske, second by Horst, to approve the Planning Commission Agenda for August 15, 1995. 17 Motion carried unanimously. 18 IV. APPROVAL OF JULY 18, 1995 PLANNING COMMISSION MINUTES. 19 Motion by Faust, second by Makowske to approve the Planning Commission minutes of July 18, 20 1995 as presented. 21 Motion carried unanimously. 22 V. PUBLIC HEARINGS. "f 23 A. Leslie Formell, for Salvation Army Silver Lake Camp, 2990 West County Road E; 24 Lakeshore setback variance request. 25 Chair Bergstrom declared the Public Hearing opened at 7:03 p.m. 26 Management Assistant Moore-Sykes briefly presented the staff report. She reported Mr. Leslie 27 E. Formell, CEO for Formell & Associates Architects has submitted a Petition for Variance to the City for a shoreline variance on Kiwanis Island in Silver Lake. Planning Commission Regular Meeting Minutes August 15, 1995 Page 2 1 Moore-Sykes noted the Salvation Army Camp, is requesting to be allowed to construct an open- 2 sided picnic shelter on Kiwanis Island. 3 Moore-Sykes indicated the Salvation Army Camp is proposing to construct the picnic shelter in 4 the middle of the island. This proposed site will require a 125 foot variance from the southeast 5 corner of the structure to the shoreline and a 100 foot.variance from the northwest and northeast 6 corners of the structure tot he shoreline. 7 Moore-Sykes reported the proposed structure otherwise meets the permitted uses restriction of 8 the ordinance in that it will be an outdoor recreational facility that is operated by a nonprofit 9 service organization. She noted the Department of Natural Resources regulations require a 75 10 foot lakeshore setback for structures on shoreline property and St. Anthony currently requires a 11 200 foot setback for a recreational/open space district. 12 Moore-Sykes indicated staff recommends approval of the petitioner's request for setback 13 variances. This recommendation is based on the hardships addressed in the Petition for Variance 14 submitted to the City in order to construct an open-sided picnic shelter. Conditions that exist to 15 create hardships are the following: 16 The shape of the island prevents the construction and placement of the picnic shelter 17 within the City's requirement for a 200 foot setback for lakeshore structures. 18 The City's Zoning Ordinance requires that a structure in the recreation/open district be 19 setback 200 feet from the lakeshore; the Department of Natural Resources requires only a 20 75 foot setback for lakeshore structures. If the shelter is constructed, it would meet the 21 DNR's.75 foot setback requirement for lakeshore structures. The City's ordinance is a 22 cause of hardship in this situation. 23 Commissioner Faust felt the DNR requirement was a mute point. 24 Chair Bergstrom asked if there are any requirements set forth by the Rice Creek Watershed 25 District. Moore-Sykes indicated she had been unable to contact them as of yet, but if this 26 petition was recommended to the City Council it would be contingent upon review and approval 27 of the Rice Creek Watershed District. 28 Dr. Bill Carr, representative for the Salvation Army Camp, indicated the purpose for the request 29 was so the Camp would be able to use the island during inclement weather and programs would 30 not have to be canceled. He also noted the Kiwanis Club is providing for the funding of the 31 construction of the shelter. 32 Dr. Carr noted the structure is designed to provide the least amount of visual impact. He noted 33 there has been no objections from the neighbors at this point. • Planning Commission Regular Meeting Minutes August 15, 1995 • Page 3 1 Mr. Leslie Formell, architect for the project indicated the shelter would not destroy any trees, but 2 would be surrounded by trees, therefore reducing the visual impact. 3 Commissioner Faust inquired as to any form of security the Camp had planned. Dr. Carr 4 indicated the Camp has not yet approached any specific plan for security, they did not feel it 5 would be a problem. 6 Commissioner Faust asked how the Camp is currently policed. Dr. Carr noted there is a 24 hour 7 Camp staff and there are gates that are closed and one policed gate. 8 Commissioner Franzese indicated she had visited the property and found there to be quite 9 adequate security. She felt there would not be any additional attraction than what was already 10 there. 11 Commissioner Franzese expressed her desire to have more public access to the Camp. Dr. Carr 12 indicated the Camp was declared open space approximately 20 years ago and for policing 13 reasons,the Camp was kept private. 14 Chair Bergstrom closed the Public Hearing at 7:21 p.m. 0 Commissioner Franzese inquired as to the setback requirement. Moore-Sykes indicated the 16 setback requirement is different for lakeshore homes than structures in a recreation/open district 17 with lakeshore. 18 Commissioner Faust expressed concern that conditions for-the variance do not exist. He felt this 19 would be done for mere convenience, which the ordinance addresses as not a condition for a 20 variance. 21 Commissioner Horst inquired if the 200 foot setback was established as an arbitrary number, he 22 wondered at the reasoning behind the 200 foot requirement. 23 Commissioner Horst felt the topography of the island was a hardship. . 24 Chair Bergstrom in response to the 200 foot setback requirement, he felt this was established on 25 the basis of visual impact. Commissioner Horst felt there was not a problem with visual impact. 26 Commissioner Franzese also commented that you would be able to see through the structure, so 27 there would not be a great deal of visual impact even in the winter. 28 Commissioner Faust expressed concern that the structure would be a draw during inclement weather and security would once again be an issue. He noted he would have to return to the statute. Planning Conunission Regular Meeting Minutes August 15, 1995 Page 4 1 Chair Bergstrom also noting the State statute that requires the Commission to find conditions 2 regarding the variance, he felt this would be a mere convenience. 3 Commissioner Gondorchin questioned if the Commission was saying they could not put their 4 land to reasonable use because of the ordinance. 5 Dr. Carr noted he realized the hardship would be the call of the Commission, but he indicated not 6 having a shelter is a hardship to the counselor and programs have to be canceled. 7 Commissioner Thompson indicated he felt they are not taking an unused island and changing it, 8 he believed this to be a good use of the island. 9 Motion by Makowske, second by Horst, to recommend to the City Council approval for the 10 request a shoreline variance on Kiwanis Island in Silver Lake based on the following conditions: 11 12 1. The shape and size of the island, creating extraordinary circumstances for building 13 any structures, 14 2. the structure will not be used to provide revenue, 15 3. the ordinance is the cause of the hardship. 16 and contingent and subject to any other requirements set forth by the Rice Creek Watershed • 17 District. 18 Commissioner Faust expressed concern for setting a precedent. Commissioner Franzese felt 19 there is no other island where this situation exists. 20 Motion carried 5-2 (Commissioners Bergstrom and Faust opposed 21 Chair Bergstrom indicated this item will be before the City Council at their August 22nd regular 22 meeting. 23 Chair Bergstrom indicated Commissioner Gondorchin will be representing the Planning 24 Commission at the next City Council meeting. 25 26 VI. MISCELLANEOUS. 27 A. Representative of Columbia Heights Planning Commission to discuss their 28 Comprehensive Plan update experience. 29 Chair Bergstrom introduced Marlaine Szurek, Chair for the Columbia Heights Planning 30 Commission. 31 Ms. Szurek indicated Columbia Heights updated their Comprehensive Plan in 1992. Planning Commission Regular Meeting Minutes August 15, 1995 Page 5 1 Ms. Szurek indicated their Commission first directed the staff to provide a list of consultants. 2 They provided a list and sent letters stating their need for a consulting firm to help with updating 3 their Comprehensive Plan. 4 Ms.Szurek noted they received six letters back and from those chose three consulting firms to 5 present proposals. 6 Ms. Szurek reported they requested the participates to attend Planning Commission meetings to 7 understand the direction of the City. 8 9 Ms.Szurek noted the firm that was eventually chosen was a firm that was actually second from 10 the lowest bid. She indicated the lowest bid did not provide a readable Comprehensive Plan. I 1 The goal of the Planning Commission was to have a document anyone would be able to read. 12 Ms.Szurek noted in 1992 they paid their consultant$24,820 for their Comprehensive Plan and 13 $18,000 for their Water Resource Management Plan. She indicated the firm they worked with 14 was very good and worked through all the revisions very graciously. 15 Ms. Szurek described many various issues Columbia Heights faced during the update of their Comprehensive Plan. She also indicated results because of the Comprehensive Plan update in their Zoning Ordinances helped to redevelop parts of Columbia Heights. 18 Commissioner Gondorchin asked what changes Ms. Szurek saw in regard to the 1982 19 Comprehensive Plan. Ms. Szurek indicated the City's direction had changed, and the attitude of 20 maintenance and not development was a detriment to the life of the City. 21. Ms. Szurek indicated the Comprehensive Plan is the vision of-the City and it will need strength. 22 Ms. Szurek encouraged the Commission to choose a consultant that they will be able to 23 understand and communicate well with. 24 25 Commissioner Horst inquired as to how they established a consulting firm that would provide an 26 easy to read plan. Ms. Szurek indicated the participants provided Comprehensive Plans they had 27 done for previous cities. 28 Commissioner Horst inquired as to what issues were debated on. Ms. Szurek indicated each 29 section was discussed and drafted before moving on. 30 Discussion regarding neighborhood redevelopment in Columbia Heights was held. Ms. Szurek noted during the process of updating the Zoning Ordinance mechanisms were 0, established to help redevelopment of deteriorating neighborhoods. Planning Commission Regular Meeting Minutes August 15, 1995 Page 6 • 1 Chair Bergstrom inquired as to the time frame of updating the Comprehensive Plan. Ms. Szurek 2 believed it took approximately one and a half years to complete. 3 Ms. Szurek noted anytime there was an issue that would provide for major impact on the 4 community the Planning Commission held a public meeting. But to their surprise not many 5 attended. They held approximately 4 and also sent out surveys. 6 Chair Bergstrom inquired if the Fire and Police were involved in the updating of the 7 Comprehensive Plan. Ms. Szurek noted they did hold discussions with both. 8 Commissioner Horst inquired as to how the cost was determined. Ms. Szurek noted the 9 consultants provided all the figures. 10 Chair Bergstrom thanked Ms. Szurek for attending the meeting and helping them in their effort 11 to start updating St. Anthony's Comprehensive Plan. 12 C. Review of article provided by Chair Bergstrom. 13 No discussion was held regarding this issue. 14 D. Review of the Water Conservation Plan sent to Met Council. 15 Moore-Sykes noted this item was contained in the packet for information purposes and is a 16 compilation of the Water Conservation Plan that will be presented to the Met Council. 17 Commissioner Gondorchin asked what the City's the capacity levels are. Moore-Sykes noted this 18 water conservation plan references emergency use only. 19 D. Review of information provided by Commissioner Franzese. 20 No further discussion on this item. 21 E. City Council Meeting Minutes 22 No further discussion on this item. 23 F. Preview of September 19, 1995 Planning Commission Public Hearings/Agenda Items. 24 Chair Bergstrom requested information for that meeting be available to the Commissioners by 25 September 8th. To date, nothing is scheduled for a public hearing. 26 Moore-Sykes noted the new zoning map and updated address map. Planning Commission Regular Meeting Minutes August 15, 1995 Page 7 1 - Moore-Sykes reported the Village Commons development has gone through some changes. She 2 noted Mr. Schroeder has changed his mind and is only constructing an addition to his home 3 'rather than purchasing any land. 4- Moore-Sykes noted the developer is adding landscape to the area bordering the Schroeder 5 property. 6 Commissioner Gondorchin encouraged the Housing Inspector to review the addition of the 7 Schroeder property. 8 Moore-Sykes noted there was a change to the final plat, but there was no land added, so per the 9 advice of the City Attorney there was no need for review of the plat again by the Planning 10 - Commiss_ion::If Mr. Schroeder should change his mind again,they would return to the original 11 final plat submitted. 12 Chair Bergstrom noted he had received a phone call from Mr. Doug Jones (who is now chair for 13 the Water Vision Committee for Ramsey County)regarding a water quality issue and indicated 14 to him the Commission will be updating the Comprehensive Plan. Chair Bergstrom indicated to 15 Mr. Jones he would contact him when discussions about City water and wetland resources begin. 0 Commissioner Faust commented he noticed when reviewing variance requests, if the 17 Commission held to the letter of the law,petitioners seem to always come with an alternate plan 18 and find a way to solve their dilemmas within the law. 19 VII. Mayor. 28 Mayor Ranallo commended Richard Enrooth and George Wagner for their excellent work 29 with Village Fest. He reported Village Fest was a huge success and thanked all the 30 people who had been involved with the celebration. Ranallo announced everyone who 31 was involved with Village Fest was invited to a meeting at his home on Friday, August 32 11, 1995. He indicated this would be posted at the City Hall. He reported he had an 33 interesting evening with the Lindqvists of Salo, Finland and very much enjoyed their 34 company. • City Council Regular Meeting Minutes August 8, 1995 Page 3 1 B. Council. 2 Enrooth reported revenues for Village Fest were up from previous years. 3 Wagner reported there was record attendance at the Kiwani's pancake breakfast on 4 Sunday. He also reported the Kiwani's Golf Tournamenf had been a success. He 5 indicated it was the 1 st Annual Memorial Golf Tournament for Elmer Iverson and it 6 appears this tradition may continue. 7 There was Council consensus to postpone Agenda Item C. as Mr. Nedegaard had not yet 8 arrived. 9 VIII. PUBLIC HEARING - None. 10 IX. NEW BUSINESS 11 A. Resolution 95-043. re: Emergency Water Plan. 12 Motion by Enrooth, second by Wagner to approve Resolution 95-043, adopting the City 13 of St. Anthony Emergency Portable Water Plan. There was Council consensus to direct City Manager to discuss the addition of fire T5 hydrants to the emergency water plan with the Fire Department. 16 Motion carried unanimously. 17 B. Resolution 95-044, re: CDBG Subrecipient Agreement. 18 Motion by Enrooth, second by Wagner to approve Resolution 95-044, authorizing the 19 Mayor and City Manager to execute Subrecipient Agreement with Hennepin County for 20 the year 1995 (Year XXI) Urban Hennepin County Community Development Block 21 Grant Program. 22 Motion carried unanimously. 23 X. UNFINISHED BUSINESS -None. 24 VII. REPORTS (CONTINUED) 25 C. City Manner. 26 1. Bruce Nedegaard's Request for Modification of the Final Plat for the Village 27 Commons. City Manager Mornson reported at the time of the,final plat approval for this project, there were four property owners involved in the transaction. Since that time, one 30 property owner has reneged on the sale of their property. Mr. Nedegaard is intending to City Council Regular Meeting Minutes August 8, 1995 Page 4 1 close on the other three properties at the end of this week. Mornson explained Mr. 2 Nedegaard is present to request modification to the final plat approval of June 27, 1995. 3 Mornson reported the City Attorney indicated the Council can approve the request 4 without referring the matter back to the Planning Commission or holding another public 5 hearing, as the amendment would be deleting land, rather than adding land, to the plat. 6 Mr. Bruce Nedegaard,Nedegaard Construction, reported he does have a signed purchase 7 agreement from Mr. Schroeder but not signed by Mrs. Schroeder. 'He indicated he does 8 intend to pursue the issue but he is unsure of the final outcome. He stated at this point, all 9 other property owners are ready to close. He explained without the purchase of the 10 Schroeder's land,there will be a 67 foot piece of property between the Reed and 11 Schroeder property, which will stay as an outlot. There will also be a 30 foot piece of property between the Schroeder property and the road. He stated if an agreement can not 13 be reached with the Schroeders, he intends to donate this piece of property to the City and 14 berm it heavily. 15 Motion by Enrooth, seconded by Fleming to allow Mr. Bruce Nedegaard,Nedegaard 16 Construction, to delete Lots 15 and 16 from the original final plat of Village Commons, 17 as necessary. 18 Motion carried unanimously. 19 Mr. Nedegaard reported he hopes to close on the project this week with construction 20 beginning in two weeks. Mr. Nedegaard indicated there are presently five lots sold out of 21 the twelve proposed twinhomes. 22 City Manager Mornson reported Arnie Gregory will tentatively be closing-on the property .23 included in his project on August 18, 1995 and it may be appropriate to conduct the 24 groundbreaking ceremony for the Gregory project and the Nedegaard project together. 25 He reported the American Monarch project is scheduled to close on September 15th with 26 the new business moving in the beginning of October. 27 There was Council direction for City Manager to include the tax base of the Nedegaard, 28 Gregory and American Monarch projects in their respective news releases. 29 In response to Wagner, Mornson reported the parties involved in the Gregory project 30 easement issue met last night and will be meeting again tomorrow. He indicated the 31 seller and buyer appear optimistic the issue will be resolved. 32 Mornson reported the School Board will be meeting next Tuesday to finalize their 33 decision in regards to the extended care at the.Community Center and to discuss the issue 34 of day care. There was Council consensus for the architect to proceed with advertisement 35 of bids once the plans and specifications were completed. City Council Regular Meeting Minutes August 8, 1995 Page 5 1 Morrison indicated he would provide the Council with updates at each Cite Council 2 meeting. 3 Ranallo indicated it is crucial to keep to the time schedule due to the price of construction 4 this year versus next year and the interest rates. 5 Morrison reported the Cable Commission is encouraging all cities to develop a 6 telecommunication ordinance in response to the House and Senate passage of the 7 Teleconununications Bill later this year. 8 Morrison indicated the City had received information on the new Metropolitan Council 9 Livable Community Grant. He indicated a representative from the City will be attending 10: the meetirigs'to determine if St. Anthony will qualify. He indicated he did not think St. 11 Anthony would qualify, as the City is currently fully developed. 12 Morrison indicated the budget for 1996 was complete and a copy was included in 13 Councilmember's packet. He stated this would be discussed at the work session 14 scheduled for October 3rd but encouraged anyone with questions to contact himself or 15 Roger Larson. 16 Morrison reported there would be one last piece of capitol equipment purchased this year 17 and that was a front end loader for the Public Works Department. This is included in the 18 capitol equipment budget. 19 There was Council consensus to have some type of opening celebration for American 20 . Monarch. There was Council consensus to hold a special meeting to approve the bids for 21 the community center if necessary. 22 Ranallo reported the celebration at the St. Anthony Shopping Center is scheduled for 23 August 19th from 12:00 to 4:00 p.m. 24 XI. REPORTS. 1 10 A. Planning Commission Aug ust 15 9 95 11 1. Leslie Foretell for Salvation Army Silver Lake Camp 2990 West County Road 12 E., Lakeshore Setback Variance Request, 13 Commissioner Gondorchin reported the Salvation Army is proposing construction of a 14 picnic shelter in the middle of an island. They are requesting a variance of 125 feet from • 15 the southeast corner of the structure to the shoreline and a 100 foot variance from the 16 northeast and northwest corner of the structure to the shoreline. He indicated the Planning 17 Commission had approved the variance on a split vote of 5-2. Those in favor had 18 determined the configuration of the land caused the condition, the ordinance was arbitrary 19 and the structure will not be used to provide revenue. In addition, they felt the structure 20 would not cause an alteration of character to the area and there was no objection from 21 neighbors. There was also screening provided by the trees in the area. The Planning 22 Commission had approved the variance subject to any regulations set forth by the Rice 23 Creek Watershed District. Commissioner Gondorchin reported Mr. Bill Carr had been 24 present at the Planning Commission meeting and had indicated the shelter was being 25 erected to be used only in inclement weather. 26 Councilmember Enrooth arrived at 7:08 p.m. 27 Commissioner Gondorchin reported those opposed to the variance were concerned with 28 security of the area,that it could possibly become a center of after hour activity, that this 29 would set a precedent for further development of the area, and that it was a mere 30 inconvenience to the landowner as the shelter could be located elsewhere. 31 Councilmember Marks stated he did believe there was a reason for the 200 foot setback 32 requirement. City Council Regular Meeting Minutes August 22, 1995 40 Page 3 1 Commissioner Gondorchin indicated this was a subject for debate amongst the 2 Commissioners. He indicated the DNR only required a 75 foot setback from the lake. He 3 stated he had personally voted in favor of the variance as there would be no utilities 4 provided to the site. 5 Councilmember Marks noted it was generally a good idea to not have any structures 6 erected near the lakes. He stated any human activity could have adverse effects to the 7 lake. He questioned if this might alter the character of the existing land. 8 Commissioner Gondorchin indicated he did not feel this project would have any affect on 9 the area. 10 Leslie Formell, for the Salvation Army,presented a drawing of the island and location of 11 the proposed structure. He stated it was a small structure which would be located in the 12 middle of the island. He noted the island was a difficult shape and would make it 13 difficult to retain the 200 foot setback. He indicated the structure would be within the 75 14 foot setback as required by the DNR and would be built of four pylons with a roof above. 15 It would have a sand base and could utilize picnic tables or chairs. The structure would 16 have wood siding with a pyramidal roof. He stated there would be no utilities and he felt athe structure would blend in well with the island and the rest of the buildings on the site. 18 Councilmember Marks asked the distance across the island at the center point. 19 Mr. Formell stated he thought the island was approximately 200 feet across at its widest 20 point. 21 Mayor Ranallo indicated the last time the Salvation Army had asked the City Council for,_ 22 a variance, they had indicated they would never be before the Council for another 23 variance. He questioned the fact that there was now another structure being built in the 24 area. 25 Mr. Formell stated the Salvation Army was in the process of remodeling and making 26 additions to the camp and was striving to maintain consistency with the woodsy and 27 residential appearance of the camp. 28 Mr. Fred Dresser, stated he was a member of the Downtown Kiwanis. He noted the 29 Kiwanis Island used to have cabins and a dining hall which were destroyed due to age. 30 He indicated the Downtown Kiwanis want to build a shelter on this location for the 31 Salvation Army Camp. 'W3 Councilmember Wagner indicated he felt it was a good idea since it would not hurt the island and would provide a place for children to go to if it were raining, etc. City Council Regular Meeting Minutes August 22, 1995 Page 4 1 Councilmember Marks questioned if any structure truly belonged on the site as the island 2 was only 200 feet across. He indicated if the shelter fit in with the view of the lake, the 3 variance probably should be granted. He stated there was a hardship based on the 4 topography of the island. 5 Councilmember Enrooth questioned if the island would be repopulated as before if this 6 variance were granted. He indicated he would rather see the island left natural as it is 7 now, rather than repopulated at it was before. 8 Mayor Ranallo indicated this was a difficult decision, as he would like to see the comfort 9 of a shelter for the children but had been told previously that the Salvation Army would 10 not be coming forward with any future variance requests. 11 Councilmember Wagner reminded there were no utilities involved in the project. 12 Councilmember Marks agreed with Councilmember Enrooth indicating if this variance 13 were granted,there would be no reason for the petitioner not to request another variance. 14 Councilmember Enrooth noted the petitioner could later install a lavatory and then 15 possibly a changing room, etc. • 16 Motion by Fleming, seconded by Wagner to approve the lakeshore variance request for 17 Salvation Army Camp, 2990 West County Road E. 18 Voting on Motion: 19 Aye: Ranallo, Fleming, Marks, Wagner 20 Nay: Enrooth 21 The motion carried. 22 B. Mayor. 23 Mayor Ranallo reported he and City Manager Morrison had met with Arnie Gregory in 24 regards to his development. All necessary documents had been signed and all easement 25 issues had been resolved. The closing is set for next week. 26 Fleming asked if the Brauns have indicated they were satisfied with the easement 27 arrangements. 28 Ranallo reported they had reached an agreement with Mr. Gregory. He indicated Mr. 29 Gregory had received a large number of telephone calls in regards to the 18 units which 30 are available in the development. He indicated he had asked for a copy to send to Salo Finland. He stated it 5 needed to be edited and the standards changed to PAL before it could be forwarded. 6 Marks indicated he would obtain an estimate as to the cost of having a copy made with 7 the PAL standards. 8 Marks reported the visit from the Lindqvists of Salo Finland went very well. He thanked 9 the City Council and the City for all their participation. He indicated the next goal was to 10 have a teacher from St. Anthony go to Salo, Finland in the spring. Then, next fall, a 11 teacher from Salo, Finland come to St. Anthony. Once the teachers were familiar with 12 the teaching practices, the Sister City Committee would like to begin a student exchange 13 program. 14 Enrooth reported Village Fest 1995 was coming to a conclusion tonight with its final 15 meeting at 8:00 p.m. Is D. City Manager 17 1. Falcon Heights/St. Anthony Police Department Open House. 18 City Manager Mornson reported Falcon Heights was holding an open house on 19 September 12, 1995 from 5:00 p.m. to 6:30 p.m. and would like all 20 Councilmembers to be in attendance. 21 Mornson reported the next work session is scheduled for September 5, 1995. 22 Mornson reported a development agreement had been signed for the Gregory 23 Development,the Nedegaard Development and the American Monarch project. 24 He reported Nedegaard Construction closed yesterday without the Schroeder 25 property and the project will start next week. He indicated American Monarch 26 plans to close on September 15, 1995, with the new company tentatively moving 27 in October 1, 1995. 28 Morrison commended the Bulletin for their recent article regarding the current 29 developments which included a comparison of the old tax and the new resulting 30 tax. Mornson reported staff is meeting with the architect daily in regards to the new community center. He indicated the final bids for the plans and specifications 33 should be received by the end of October. PUBLIC HEARING -None. 7 IX. NEW BUSINESS 8 A. Memorandum of Understanding for Conduct of Local Elections. b Marks second b Enrooth to approve the memorandum of understanding 9 Motion y y rr g 10 between the City of St. Anthony and St. Anthony/New Brighton School District No. 282 11 for conduct of local elections. 12 Motion carried unanimously. 13 B. Parking Request by the School District, 14 Morrison explained the ordinance states parking requirements in the R/O District will be 15 set by the City Council according to the expected demand for a particular facility. Since 16 Wilshire School is expanding, it is anticipated more parking spaces will be required. 17 Mr. Zack Johnson,Architect for the School District, reported the only proposed 18 expansion to the Middle/High School will be to the library. Therefore no additional 19 parking is expected to be required at this site. He reported Wilshire School proposed 20 expansion will include an expansion of classrooms, library and multi-purpose room. He 21 indicated based on the parking formula used by numerous other cities and the opinion of 22 the school administration, this site will require approximately 90 parking spaces. He 23 reported the site currently has 77 parking spaces. He demonstrated the proposed location 24 of the parking spaces on the site. 25 Commissioner Gondorchin expressed concern as to the location of the parking spaces, as 26 they were right in the line of traffic. 27 Mr. Johnson indicated the School District would be more than happy to post these spaces 28 as "employee only" spaces so there would not be vehicles pulling in and out of traffic. 29 Ranallo indicated he felt the residents living near the parking lot should have some input 30 as to the location of the parking spaces. 31 Mr. Johnson reported the School District has not invited the public to view the location of 32 the parking spaces but did have the plan available at the summer picnic and received no 33 complaints from residents attending. City Council Regular Meeting Minutes August 22, 1995 Page 7 1 Commissioner Gondorchin stated he felt the location of the parking spaces would have a 2 low impact to residents. 3 Mr. Johnson indicated the site provided a limited opportunity for expansion of the 4 parking spaces while maintaining safety. 5 Enrooth noted the City had no requirements for the amount of parking spaces, therefore 6 no public hearing was required. He suggested the school notify the residents in the area. 7 Ranallo noted anytime anything was done to change the aesthetics of the City, the public 8 was notified. He felt something should be done to notify the residents of this change. 9 Marks noted this was a modest alteration of the property that did not change the use of 10 the land. 11 Mr. Johnson stated the City Council was not required to approve the site plan, he was 12 only asking them to approve 13 additional parking spaces at Wilshire School and no 13 additional parking spaces at the Middle/High School. Ranallo indicated he had no problem approving 13 more parking spaces but felt someone should show the proposed layout to the residents. 16 Enrooth stated the school should at least send a letter to the residents regarding the visual 17 impact and traffic. He noted having the plans at the summer picnic was good but it did 18 not bring the issue to the attention of the residents who did not have children currently 19 attending the school. 20 Motion by Marks, second by Wagner to approve an additional 13 parking spaces at 21 Wilshire Elementary School. 22 Mr. Johnson asked the Council to approve a minimum of 13 parking spaces with the 23 possibility of up to 20 spaces. 24 Motion by Marks, second.by Wagner to amend the motion to approve an additional 13 to 25 15 parking spaces at Wilshire Elementary School and recommend the school consider 26 contacting the residents m' the area regarding the change. i 27 Motion carried unanimously 28 X. Anthony, I have two issues that might be helpful . the first is that we have enormous excess capacity for emergency runs . We currently respond to about 630 emergencies per year . We could double this number without affecting productivity in other areas . In other words , a potential development project should not be judged by the burden it might place on the fire department. The second issue is the trend toward small islands of concentrated residential units ( townhomes) with a narrow dead end access . Ideally, the water supply to these developments should be a looped system with a fire hydrant located within the development . This Comprehensive Plan describes objectives, guidelines, and basic policies intended to guide the development and growth of New Brighton until 2000. This plan has been developed by the New Brighton Planning Commission from 1975 to 1980. The plan was updated during the period from 1987 to.1989. BASIC PLANNING PREMISE This Comprehensive Plan has been developed on the premise the general character of the City — a metropolitan community where people live and work — will be preserved. In the development of this plan, the Planning Commission has considered the existing stage of development of the City and the various alternatives for future development. Changes in zoning, in ordinances, and transportation systems are recommended where such changes will act to preserve the character of our maturing and developing City. O COMPATIBLE WITH METRO PLANNING New Brighton is a developing inner-ring suburb that will, within the period covered by this plan, reach a fully developed status. It is the intent of this plan to manage this final development to be consistent with the needs and capabilities of the City and of the Metropolitan area. In this context, the plan contains objectives, policies and standards and defines action steps required to implement the plan, to guide public and private land use development, redevelopment and preservation of lands and waters within New Brighton. The Land Use Plan section specifically defines land uses and policies and standards established to control those uses. The Land Use Plan section is compatible with the other four sections (Transportation, Housing, Community Facilities, Protection Open Space) of the Plan. The Transportation Plan section defines existing and expected traffic patterns and proposes upgrading of traffic systems as required to maintain specified levels of service as demands increase. The Housing section of the Plan defines existing and projected housing standards and recommends actions designed to insure the availability of a variety of housing compatible with the needs and responsibilities of a metropolitan community. The Community Facilities section of the Plan is a recitation of the existing situation — series of facilities that are now at a stage generally compatible with the long term needs. CHAPTER 1 INTRODUCTION 2 The Protection Open Space section of the Plan describes in some detail the existing situation, the need for managing/controlling lands that should remain open forever, and recommends policies for insuring they do remain open. AREAS OF CHANGE This Plan, in some areas, departs from the paths of development dictated by previous plans. Normally, these departures are merely changes in emphasis, in other cases, they represent a change required to cope with changing outside influences and the added maturity of the City. The more significant of these changes include: • the potential for strip commercial developments • providing for transportation system alternates, particularly for pedestrians and bicyclists • recognition of our responsibilities in the area of affordable housing • taking direct action to preserve some of our remaining open space • adding a new High Density Residential designation • recognition of the City's redevelopment efforts specifically within the Highway 8 Corridor PLANNING IS NEVER COMPLETE The Planning ommission has recognized City Planning is a never ending task. External • g g ty g forces, beyond the control of the City as well as the ongoing internal factors require continuous monitoring of the plan. This plan established broad guidelines that should be appropriate through the 1990's, but proposes controls that are particularly pertinent to only the near future, e.g., until 1995. CHAPTER 2 LAND USE 4 BACKGROUND The Land Use Plan is the core of the Comprehensive Plan. It sets out the general goals for the use and reuse of public and private land within the City. As such, it establishes the physical structure and character of the City which are prime determinants of the community's social and economic characteristics. The Land Use Plan is a guide and decision making aid for land use location and development decisions. It forms the underlying basis for the City's Zoning Ordinance. This Plan projects the pattern of land use which the City feels should evolve in the future. Development of the Plan has been influenced by many factors, one of the most important of which has been the existing pattern of land use. The City is not a blank map waiting to be filled in. New Brighton is a developing inner-ring suburb. The basic pattern of land use has been established by the development decisions over New Brighton's first century. Only a few areas are likely and desirable to see change in the near future. The 'land use plan calls for the continuance of existing land use patterns in most areas. In these locations the character of the area seems to be set for the foreseeable future, though the established uses, are not always ideal. The'plan avoids proposing unrealistic changes. Many other factors have also been considered in establishing this land use plan, including natural features, and transportation conditions. This Plan is an update of the 1979 Comprehensive Plan. Many of the actions identified in that document have been accomplished and most of the goals, objective, policies and physical plans committed to at that time are still valid today. This document is built around the previous plan. The 1979 Plan lead to the comprehensive rezoning of land throughout the City. The Land Use Plan has and will continue to be the basis for City zoning actions and a reference for evaluating development plans and issues. Organization — The Land Use Plan is divided into three parts, the introduction and general goals and objectives, the discussion of the general classes of land use and their associated policies, and a neighborhood by neighborhood description of existing conditions and neighborhood land use plans. For this last section, the City has been divided into ten "planning neighborhoods." EXISTING LAND USE CONDITIONS New Brighton is approximately 4,464 acres in size. Only 396 acres remain undeveloped, however another 311 acres have been identified as potential redevelopment sites within the Highway 8 Corridor. As a result, the opportunities for major changes in land use patterns in New Brighton are very limited. New Brighton's land use decisions will be primarily focused on fitting new development into existing development patterns. Residential uses occupy 41.8% of the City's land area. Commercial land uses occupy only a small percentage of the City's land (3.1%), and are concentrated in a few locations, most notably along Silver Lake Road. Industrial land uses are also concentrated in selected locations, although they occupy significantly more land (13.1%). The concentration of commercial and industrial land uses in limited areas is a very positive attribute to New Brighton's land use pattern. It minimizes negative impacts on residential areas and should continue to be encouraged. GOALS: LAND USE The following goals have guided development of the Land Use Plan- 1. Reserve adequate, but not excessive, amounts of land for each land use as determined by community desires and realistic projections of market demand. 2. Interrelate land uses and design developments to minimize conflicts between different land uses. 3. Maintain the present community character of variety, open space and limited intensity of development. CHAPTER 2 LAND USE 7 4. Protect natural features, such as wetlands.and steep slopes, which serve a significant public purpose and are necessary to protect the public health, safety and welfare. 5. Strive to protect and maintain the quality of New Brighton's residential neighborhoods. 6. Coordinate land use proposals with uses and proposals in adjacent communities. 7. In a manner consistent with other goals of this plan, develop a tax base capable of supporting the level of service desired by the community while maintaining the present low level of taxation. 8. Minimize changes from existing land use or zoning except as necessary to achieve the other objectives of this plan, 9. Control height of proposed structures more than 150 feet to conform to applicable regulations regarding development affecting air traffic and to prevent any danger of interference to that air traffic. 10. Encourage economic development of New Brighton, new investment in the community and the growth and prosperity of existing New Brighton businesses. 11. Actively strive for the elimination and redevelopment of blighted areas. 12. Increase the intensity of development of under-utilized or marginally used property, thereby increasing City tax base, job opportunities, and the variety of housing opportunities and goods and services available to New Brighton residents. 13. Maintain and improve New Brighton's image and continue to encourage quality development. OBJECTIVES: LAND USE 1. A comprehensive rezoning of land in the community to create general consistency with the adopted Comprehensive Plan was instituted following the 1979 update of the Comprehensive Plan. The City should continue to rezone property to be consistent with the Land Use Plan. Rezoning should occur on a timely basis and in a manner which will maximize the City's ability to control development of specific parcels. In particular, upzonings should not occur until an actual development proposal is at hand. 2. Examine all land use proposals for conformance with the Comprehensive Plan. Do not allow development inconsistent with the Comprehensive Plan. CHAPTER 2 LAND USE 8 �• 3. Continuously review and update the land use plan in light of changing circumstances and events. 4. Maintain the current high development standards by assuring the continued maintenance of required landscaping and site improvements. 5. Increase Zoning Code conformity of developed properties through vigorous administration of nonconforming use restrictions. 6. Development controls should continue to be strictly and uniformly enforced by the City Council, Planning Commission and Administration. Variances and other special permissions should be granted only after definite demonstration of compliance with ordinance criteria, Comprehensive Plan policies, and accepted planning principles. 7. The City should aggressively pursue redevelopment of those areas of New Brighton which are deteriorated and not likely to be redeveloped without public intervention and assistance. 8. The City should continue to use responsibly the economic development and redevelopment tools that are available to help redevelop the City and implement our land use goals and policies. LAND USE DEFINITIONS Business Use — are those areas allocated to active commerce. Within the City of New Brighton these fall into 5 categories: 1. Limited Business areas accommodate professional services and small agency offices. 2. Neighborhood Business areas are designated to accommodate the daily retail needs of the immediate surrounding residential areas. 3. General Business areas provide for retail and service needs for a larger segment of the population than the average neighborhood. 4. Downtown Business area provides a unique commercial area which serves both local and regional commercial needs. 5. Office Development areas are intended for large office developments of one or several buildings. Dwelling Unit — is the physical structure required to meet the basic housing needs of one family or similar grouping. Generally dwelling units are "single family" (1 unit), duplex (2 units), or multiple (3 or more units). Dwelling unit may appear abbreviated as D.U. CHAPTER 2 LAND USE 9 Industrial Uses — in New Brighton are presently divided into three categories: light industry and heavy industry, and limited industrial. 16 1. Light Industrial uses would include warehousing, wholesale business and general light manufacturing. 2. Heavy Industry would include large manufacturing plants, processing plants, foundries, etc. 3. Limited Industrial is a category which includes those industrial lands which because of their location have a high potential for negative effects on adjacent uses. They require stricter development standards controlling such things as permitted uses, appearance of structures and property, and amount of and type of traffic generated. Land Use — The manner in which land is developed to meet the needs of people. Open space, residential, commercial, etc. are terms generally used to qualify specific land use configurations. Control of land use is generally achieved through zoning land. Public Land Uses — Encompass such public areas as parks, schools, and other public buildings. Generally, areas of this type are designed for recreational, educational, cultural or other use. Quasi-Public — Uses are those which are generally open only to members of a - particular group or organization. Characteristically churches, cemeteries, rest homes, hospitals, etc. which are not operated for profit fall into this classification. Residential Land Uses 1. Single Family Residential — Comprises the most extensive land use in the City of New Brighton. Expressed in terms of density, it is a low density category. Within the text of this report, the term "Single Family" refers to all areas of low density development characterized by single family detached housing unit development. Two categories of single family residential land uses are designated in New Brighton. They are: R-1, which corresponds to single family districts with a 75 foot wide, 10,000 square foot minimum and an optimum density of 2.5 units per acre, and the R-lA area, which corresponds primarily to the older residential areas of the City where single family dwellings have been built on lots with a 40 foot minimum width and a 5,000 square foot minimum lot area. 2. Low Density Residential — Those areas in which the density of land uses are essentially the same as in single family residence areas, but not occupied by single- family structures. Characteristically, low density residential areas are occupied by duplex and townhouse structures. The optimum number of dwelling units in these areas should not exceed 2.5 to 5 units per acre of developed land. A higher density is tolerable if Planned Residential or Planned Unit Development methods are employed. CHAPTER 2 LAND USE 10 3. Medium Density Residential — Land uses should generally occur in areas well served by major thoroughfares. The characteristic structural type found in this classification is the "21h story walk up" apartment structure. Typical density for areas developed-in this manner should not exceed 8 to 12 units per acre except under Planned Residential or Planned Unit Development techniques. 4. High Density Residential — Residential land uses in excess of 12 units per acre and or higher than 3 stories. Structures-may be apartments or condominiums. No land is specifically shown for this use on the plan, but a few selected areas, such as downtown, may be appropriate locations for higher density housing. 5. Planned Residential Development (PRD) — A development process encouraging advances in housing design, changes in types of dwellings, more flexibility in layout and site planning, the development of the life cycle environment, and the more efficient use of land, open space and public facilities and hereby authorizes the application for the granting of a permit for a Planned Residential Development of residential and ancillary uses. LAND USE CATEGORIES Residential As in most communities, residential land use in New Brighton is the largest category of land use and within that category single family residential use is predominant. The acreage of the various residential uses is as follows: Single Family Residential 1,544 acres Low Density Residential 103 acres Medium Density Residential 252 acres January 1, 1988 It is clear from these figures that the residential areas, and particularly the single family areas, are the-core of the community's 4,464 acres. They are also the most sensitive uses and the-uses most id need of protection from.the.potential adverse impacts of more intense land uses. A primary emphasis of this land use plan is the preservation of the City's residential neighborhoods. The principal threats to the residential areas are the effects of adjacent non-residential land uses and the effects of vehicle traffic which can have significant negative impacts on residential areas. Potential negative impacts of non-residential development on residential land uses can be minimized by concentrating commercial and industrial land uses as much as CHAPTER 2 LAND USE 11 possible in appropriate locations and the careful treatment of the edges where residential land use abuts non-residential land uses. Concentrating non-residential development, and in particular avoiding spot zoning and strip development patterns, minimizes the number of residential/non-residential edges that occur. Where they do occur, landscaping, careful site design, special height restrictions and setback requirements, among other things, can be used to protect residential properties. The effects of traffic can be somewhat controlled by locating land uses so higher volume traffic. generators are closest to major streets. In this way, traffic can be kept off local, residential streets. In many areas, residential uses will have to be located next to major streets. In these cases, the possible negative effects of the location can be minimized though site planning techniques such as increased setbacks, and location of open space adjacent to the roadway. The particular problem of freeway noise has been dealt with through construction of noise abatement barriers. One technique that should not be used is to uniformly locate apartments in undesirable areas, such as adjacent to freeways. Particular building types, such as apartments, should not be thought of as a buffer use in less desirable areas, though it may occur that they are appropriate uses in some instances. Consistent with the desire that apartments should not be located in inferior areas, is the desire that these areas not be inferior in their architectural or site design. While the intent is that these developments should not be excessively costly and loaded with unused facilities, they should provide for the basic open space and recreation needs of their residents. Usable open space and tot lots should be minimum requirements for apartment developments. A major objective of this plan as it relates to residential land uses is the provision of opportunities for the development of a variety of housing types in a variety of price ranges. The present housing stock provides this diversity through the present mix of older and newer single family homes, duplexes, apartments, townhouses and mobile homes. A function of this plan is to maintain this diversity in the development of new areas. This is proposed to be done through development of the larger parcels as planned residential developments ' (PRD). Through the PRD, a variety of structure types and lot sizes can be allowed as part of a single development having significant open space. A density bonus is also offered for development under this procedure as an incentive for conformance to City goals such as provision of amenities, protection of natural areas and conformance to housing goals. Part of the present diversity in the housing stock exists because of the large number of smaller homes and lots in the older eastern part of the community. This area is dominated by lots which are 5,000 square feet in area and 40 to 50 feet in width. They provide a reservoir of modestly-priced, affordable housing, which is an important community asset. The existing and proposed amounts of residential land use by acreage is graphically portrayed in Figures lA and 1B. Low Density Residential — 27 acres x 5.0 D.U./acre = 135 D.U. Medium Density Residential — 45 acres x 9.9 D.U. /acre = 445 D.U. TOTAL 1,063 D.U. In addition, a number of areas which are not presently vacant are proposed for a more intense residential use. If these area were redeveloped, whether publicly or privately, the following additional numbers of dwelling units could result: Low Density Residential — 33 D.U. Medium Density Residential — 111 D.U. POLICIES: RESIDENTIAL LAND USE 1. Protect residential neighborhoods from encroachment by commercial and industrial uses and from the negative effects of higher intensity uses. 2. Design subdivisions and site plans to relate well to adjacent subdivisions and to discourage through traffic on local residential streets. 3. Medium or higher density residential.uses should not be located in areas generally inferior to those used for other residential uses. 4. Residential development sites and building areas should be designed with a high degree of architectural and site design quality. S. Medium density areas should provide adequate usable open space and recreation 10"i facilities. CHAPTER 2 LAND USE 14 - 6. Maintain the current balance of varied housing types and affordability. 7. Maintain the present high standard of maintenance in single family and multiple family housing. 8. Continue the present active housing maintenance code enforcement program. 9. Encourage use of the planned residential development (PRD) procedure for the remaining large undeveloped residential parcels to preserve natural features, provide a variety of housing types and costs, and create usable open space. 10. In general, create transitions between commercial and residential uses through use of limited business developments as transition uses, rather than locating medium density areas adjacent to general commercial areas. ' 11. Medium density area should be located adjacent to minor arterial or collector streets and developments should be designed to channel traffic onto these streets rather than local streets. BUSINESS AND COMMERCIAL LAND USES Commercial land uses presently occupy about 130 acres or,about 3.5% of the City's total area. This percentage is typical of the amount of commercial use in-most communities and is, in fact, smaller than in many. Commercial development in the City reflects the pre- existing traffic patterns. Continuous traffic movement is limited to County Road D and I-694 in an east-west direction, and Silver Lake, Old Highway 8 and I-35W in a north-south direction. Understandably, it is on these roads that the,bulk of the City's commercial development is found. Development of major regional shopping centers such as Brookdale, Rosedale and Northtown as well as Apache Plaza and the Central Avenue commercial strip have limited the opportunity for such development in New Brighton. Commercial development has been and likely will continue to consist primarily of neighborhood or community retail and service businesses. However, office development has increased in the City and likely will continue to expand. This plan reflects these factors in providing for only a modest amount of commercial land use. SHOPPING CENTERS The plan provides for three community business districts, one at Mississippi Street and Silver Lake Road, a second at Silver Lake Road and I-694, and a third at 10th Street and 5th Avenue, the old downtown area. Significant amounts of general business development, including shopping facilities, either exist or are contemplated at each of these locations. CHAPTER 2 LAND USE 15 Office and/or medical facilities have developed at each of these area in recent years also. Smaller concentrations of business development exist in other locations as well. Convenience retail is located at County Road E and Silver Lake Road; and along County Road D. Highway 8 near 5th Street has developed a mix of land uses including auto-oriented businesses, clubs and industrial businesses. These areas.will all continue to exist and, in some cases, grow. The interchange at I-694 and 10th Street NW represents a new office development site; as does the I-35W/Highway 96 interchange. The 10th Street office site is a key entrance leading to the downtown area, while the Highway.96 site is a key entrance to the Highway 8 Corridor. Development of both of these sites should be done carefully to create a positive image for the community at large and to encourage quality development in the rest of the downtown and Highway 8 redevelopment areas. The existing and proposed amounts of commercial land use by acreage and category is graphically portrayed in Figures 2A and 2B. Of the designated commercial acreage, approximately 30 acres are presently vacant. Most commercial enterprises thrive in shopping centers where the automobile can be parked and several buying tasks can be accomplished at a single stop. Strip type developments create traffic problems and increase the potential for land use conflicts. Traffic flow on an arterial street is hampered by multiple entrance points along a commercial strip. Each entry presents a safety problem. Where possible, strip developments which now exist should be redesigned to limit access points to the thoroughfares and provide adequate parking facilities. It is nearly impossible to provide adequate buffering between strip developments and adjacent residential development. Strip commercial tends to have a degenerative effect on the quality and value of the residential area. For these reasons, both strip and spot commercial development should be discouraged. Rezoning of existing spot and strip zones should be carefully evaluated to see if rezoning is warranted. While some strip developments have negative impacts on adjacent development, some are good neighbors. In the latter case, rezoning may only contribute to their deterioration. Spot and strip zones which are not problem areas now should be considered for keeping their present zoning, but should be carefully monitored over time as to the need for possible rezoning in the future. POLICIES: COMi1OERCIAL LAND USES 1. Neighborhood business uses should only be allowed in each area to the extent necessary to support the basic day-today shopping and service needs of the surrounding neighborhood. 2. Limited business uses should be allowed to the extent that such uses are the object of a viable market demand, are of a scale and architectural character consistent with adjacent uses, especially residential, and are effective buffers in protecting residential areas from higher intensity commercial areas. 3. Commercial uses shall be so designed and located to be compatible with adjacent residential areas in terms of scale, aesthetics, traffic, noise, light, hours of operation, and odors. 4. General business uses should be limited to the general locations of Mississippi Street and Silver Lake Road, I-694 and Silver Lake Road, Highway 96 and Old Highway 8, I-694 and 5th Avenue NW, 8th Avenue NW from 4th Street NW to 6th Street NW and County Road D and Highway 8, to limit the possible intrusion of more intensive uses into residential neighborhoods. 5. The commercial area near I-694 and 5th Avenue NW should be redeveloped in a manner compatible with its accessibility and prominence in the City. ..' CHAPTER 2 LAND USE 18 6. Strip and spot commercial zones and uses should not be created, expanded, or in any way encouraged to become more permanent, and elimination of existing zones of this type should be encouraged. At the same time, these uses should not necessarily be put in a nonconforming status which may promote their deterioration. Such areas should be continuously monitored as to their effects on adjacent land uses. 7. High standards in building and site design should continue to be required and even extended where appropriate, e.g., requiring paving of parldng and maneuvering areas. 8. General and neighborhood business shall be located adjacent to non-residential uses or at the edge of residential areas and shall be located on minor arterial or collector streets. Commercial uses shall be designed so as not to channel onto residential streets amounts of traffic inconsistent with those residential areas. INDUSTRIAL LAND USES Industrial land uses consist of a wide variety of businesses including manufacturing, distribution, warehousing, food processing, high tech businesses, and wood products, among other things. These land uses provide the community tax base and employment opportunities, and should be encouraged along with other non-residential land uses, such as services, retailing and office development, to locate in New Brighton to create a balanced, economically strong community. The City of New Brighton is favorably situated within the Metropolitan Area to attract industrial development. Served by freeways I-694 and I-35W with rail service from the Minnesota Transfer Railway Company and the Minneapolis, St. Paul and Sault Ste. Marie-Railway Co., New Brighton has excellent accessibility to transportation systems necessary to move goods and people to and from industrial sites. New Brighton is a suburb with easy access to both downtown Minneapolis and St. Paul. The close proximity of industrial land uses to major transportation arteries also minimizes traffic intrusion into the City. From 1960-1970, actual development figures indicate that of the 315 industrial firms which left the central cities, 2.5% located in New Brighton. This placed New Brighton 13th out of 39 communities which received this migration. Since that time, New Brighton has continued to see warehousing/light industrial development growth; much of that growth has occurred as a result of City assistance. Despite the advantages that New Brighton has and the success it has achieved in capturing industrial development, it, as well as the Northeastern suburbs in general, has trailed other sectors of the Metro area in development growth. New Brighton's ability to attract and accommodate future industrial development will depend on the City's ability to foster redevelopment. Only 156 acres of vacant land is available for industrial land use in New Brighton, and what is available is generally in small parcels. There are only five areas in single ownership with acreage greater than 15 acres, the largest being 32 acres. Other factors further constrain development of the vacant parcels ;l including poor soil conditions, irregular parcel shape, limited access or other conditions that CHAPTER 2 LAND USE 19 require careful planning in development. Several other parcels have been identified within the Highway 8 Corridor as potential redevelopment sites. These parcels, frequently blighted • or marginally used, may require public involvement to develop. Much of New Brighton's industrial development occurred along Highway 8, before effective development controls or more modern site design controls. The result has been a mixture of uses, frequently incompatible, and under-utilizing the land on which these uses sit. The industrial development in New Brighton is almost exclusively confined to the eastern quarter of the City extending north/south along the west side of I-35W, and along Highway 8. A small industrial district also is located on the east side of I-35W. The City is fortunate that this area is separated from the bulk of residential areas of the City by park, and open space, lakes, major streets or railroads, since industrial land uses can create very significant negative impacts for residential areas. Traffic, particularly from trucks, noises, odors, and around-the-clock operation can adversely affect residential areas. Some residential/industrial boundaries do remain, however. In addition, there are other sensitive areas, such as public open space where the character of the industrial development that occurs must be controlled to maintain the quality and usability of the open space. The functioning and character of the residential areas and the open space uses should not be impaired through inappropriate development on adjacent industrial land. The potential for problems of this kind can be reduced through careful drafting of the land use plan. Effective development controls are also needed. land use p lan was established for sensitive In 1981, a limited industrial zone and industrial areas. Sensitive industrial areas are areas where industrial development is most appropriate, but has the potential for severe negative effects on adjacent land uses. Uses allowed in these areas should have a much higher than average quality of site and architectural design, no outside storage, very limited truck traffic, limited activity outside normal hours of operation, and no potential for even intermittent negative environmental effects. The Trend Enterprises facility is an example of this type of development. A final consideration in the industrial areas is the character of development on the presently vacant land. The City should strongly encourage development of the remaining large industrial parcels as industrial parks and require that those parks either include adjacent underused areas whose use is likely to change in the future, or require that those parks be planned so such adjacent land can be integrated into the parks or efficiently developed in the future. The existing and proposed amounts of industrial land use by acreage and category are graphically displayed in Figures 3A and 3B. Of the designated • industrial acreage, approximately 156 acres are vacant, and another 311 acres are considered candidates for redevelopment within the Old Highway 8 Corridor. As an industrial land reserve for the future, this acreage is adequate and not excessive. In the period 1966-1975, 155 acres of industrial land were developed in New Brighton. In the period 1975-1988, 103 acres have been developed. Even assuming that the rate of industrial development in the metropolitan area will decline, New Brighton's supply of developable or redevelopable land will not last for long. The amount of land proposed for industrial use is not excessive, and once it is built upon, it is not likely to change use for a very long time, and without great public effort. Priority should be given to the use of the relatively few remaining developable parcels for tax base generating land uses, such as industrial land use. Furthermore, New Brighton should strive for the highest density and quality of development possible and appropriate to the particular site in question. New Brighton, like all cities, has only a finite land area. The choices of how its limited land area is used must be carefully made to maximize the benefit to the community policies. POLICIES: INDUSTRIAL LAND USE 1. Contribute to a balance of land uses in the community by designating for industrial use or other business use an ample amount of land currently vacant or suitable for redevelopment. 2. Locate and design industrial development to protect residential areas and to provide a high level of aesthetic quality. 3. Encourage more intensive use of industrial land while maintaining a high level of aesthetic quality. 4. Encourage high quality clean industry to locate in New Brighton. 5.- Actively pursue redevelopment of blighted and marginally used industrial areas. 6. Continue to prohibit uses injurious to the public health, safety and welfare through vigorous enforcement of performance standard controls. 7. Assure the availability of adequately sized parcels for industrial use by: a. Encouraging the elimination of small nonconforming land uses through combination with other parcels. b. Allowing commercial uses in industrial districts only by special use permit. CHAPTER 3 PROTECTION OPEN SPACE 44 INTRODUCTION The protection of the environment is an essential element of Planning. A method of preserving sensitive natural land features is through the dedication of open space. Open space is best described as that portion of the community, excluding private lots and public right-of-way, which remains undeveloped. Open space is intended to benefit the community as a whole in contrast to private open space, which is solely for the enjoyment of the individual landowner. The purpose of open space is to protect natural resources or features and set the character of the community. We have traditionally viewed land and many other natural things in terms of what they do for people. While our value system has included aesthetics, the primary emphasis has been on economics. Open space usually takes the back seat when viewed in this manner. Although wetlands, rivers, trees and other features appear to be insignificant and inactive to the casual viewer, they are, in fact, an active, integral part of everyone's life support system._ The natural environment provides us with clean air and water, recreation and scenic beauty. It can soften the starkness of an urban setting and increase or decrease our costs for energy, food and development. With this knowledge, it is possible to provide stronger justification for protecting and managing the natural environment for man's health, safety and welfare. Some opportunities to preserve open space in New Brighton have been permanently lost. Therefore, the City must attempt to preserve and capitalize on the remaining open space opportunities. GOAL: PROTECTION OPEN SPACE The City must attempt to preserve and capitalize on the remaining opportunities for open space preservation and management. OPEN SPACE ISSUES This section of the plan uses the outline contained in the Protection Open Space Chapter of the Metropolitan Council's Development Guide. It contains the following sub-sections: a. Water basins and Watercourses b. Wetlands c. Groundwater Recharge Areas d. Floodplains e. Erodible Slopes f. Forest and Woodlands g. Soils and Severe Limitations CHAPTER 3 PROTECTION OPEN SPACE 45 • h. Mineral Lands i. Lands Containing Unique or Endangered Plants and Animals WATER BASINS AND WATER COURSES Water basins are lakes and ponds entirely surrounded by land. Watercourses are channels for year-round or intermittent flow including rivers, streams, and creeks. Both water basins and watercourses provide aquatic habitat, recreational opportunities, and aesthetic values. They are essential ingredients in the hydrologic cycle for the storage and movement of water. This is particularly important in New Brighton because the water basins and watercourses are essential parts of the City's storm sewer system. Four segments of the system flow through New Brighton. (See Map 3.) County Ditch No. 2 drains the area from Roseville through Jones Lake, Hansen Park, Pike Lake, and Long Lake. County Ditch No. 3 drains the area from Columbia Heights (Silver Lake), to Poplar Lake, Jones Lake into Ditch 2. A third system drains the easterly areas of Round Lake, Josephine Lake, Johanna, Owasso, and other ponds, crossing under I-694 and I-35W from Old Highway 8 into Long Lake. The fourth system collects from the north through Rice Creek, draining into Long Lake. All systems then drain to the west via Rice Creek to the Mississippi River. New Brighton is part of the Rice Creek Watershed District, a special purpose district • organized to deal with water resources and related land use problems within the drainage area of Rice Creek. A serious problem exists from the erosion of County Ditch 2 from Jones Lake to Long Lake. The erosion has caused the silting in of ponds in Hansen Park and the undermining of the upper control structure there; it is a major factor in the silting of Pike and Long Lakes. Also, the level of Jones Lake has fallen considerably since the ditch was widened and deepened several years ago. Siltation in Long Lake from Rice Creek is an increasing problem. Solutions have been approached on a watershed district basis since they cross municipal lines and exceed local technical resources. Studies were done by the Watershed District and improvements to County Ditch 2 through Hansen Park were conducted in 1979. A storm water management plan was subsequently prepared and adopted by the City. In general, the negative impact of the urban runoff on the water quality of the lakes and ponds is considerable, and, if left unaddressed, will lead to accelerated eutrophication, lake degradation and possible health problems. The lakes and ponds are one of the most valuable resources of this community. GOALS: WATER BASINS AND WATER COURSES 1. To maintain the natural function and environmental quality of our lakes, streams, and other natural drainage features. 2. To prevent damage to the environment (both natural and man-made) by controlling stormwater runoff. OBJECTIVES: WATER BASINS AND WATER COURSES 1. Natural features such as lakes, ponds, wetlands, and natural floodways should be maintained in their natural state and actively managed to ensure that they continue to perform their natural drainage, storage, and wildlife functions. The value of these features for real estate development shall be secondary to their natural function. 2. Protection of ponds and wetlands should be an integral part of public and private land development. 3. Stormwater and other discharges into water basins and watercourses must meet effluent standards set by the Minnesota Pollution Control Agency (MPCA) and the Rice Creek Watershed District. 4. Water quality in lakes and streams should meet or exceed MPCA standards. 5. Within the City, priority should be given to non-structural flood protection measures. CHAPTER 3 PROTECTION OPEN SPACE 48 6. Local drainage plans should be coordinated with overall watershed drainage plans. POLICIES: WATER BASINS AND WATER COURSES 1. The City will cooperate with Rice Creek Watershed District in developing district-wide drainage plans, and by establishing and enforcing district-wide regulations dealing with surface drainage which apply to all public and private ditch systems and require proper maintenance by the operating authority. 2. The City will enforce the existing subdivision regulations which require easements for natural watercourses and water basins and continue to make these an integral part in the consideration of land development site plans. 3. The City will enforce the floodplain management ordinance which is consistent with the Department of Natural Resources standards. 4. The City should encourage the Rice Creek Watershed District to collect baseline water quality data on major City lakes and conduct regular monitoring to assure compliance with appropriate standards. 5. The City will continue to cooperate with the MPCA in enforcing existing or future point and non-point discharge standards. _ 6. The City should, in cooperation with Ramsey County, evaluate the condition of each lake and, where appropriate, zone the surface for specific uses according to DNR recommended regulations. 7. The City requires that developers demonstrate that any proposed alteration to the shoreline, channel, or bottom profile of water basins and watercourses by filling-or dredging is non-detrimental to the resource and is in accordance with Minnesota Department of Natural Resources requirements. 8. The City will give careful consideration to zoning or acquiring lakeshores for public use and access, and to the acquisition of scenic and other easements along the shorelands of water basins and watercourses. WETLANDS Wetlands are low-lying areas frequently associated with a high water table which may be covered with shallow and sometimes intermittent waters. Swamps, bogs, marshes, feeder ponds, wet meadows and sloughs are wetlands. (See Map 4.) --;-T - r? -��F3 MUD H 00M uo Ell c�� r 0 ' MAP 4 WETLANDS AND WATER BODIES CHAPTER 3 PROTECTION OPEN SPACE 50 In New Brighton, as in other parts of the Metropolitan Area and the State, wetlands have been viewed as nuisance—obstacles to development and/or low quality land. The vast majority have been drained, filled and developed. Remaining wetlands in the City play an important role in storing and filtering stormwater, removing nutrients, and providing habitat for a host of plants, animals, and birds. Some may serve as groundwater recharge areas. All remaining wetlands should be restricted from any and all kinds of development which would have any adverse impacts on their natural functions. In addition, wetlands and their surrounding environments offer tremendous untapped potential for undeveloped forms of recreations geared toward nature appreciation. GOAL: WETLANDS To preserve all remaining wetlands and associated lands in the City so they may continue to perform their natural functions. OBJECTIVES: WETLANDS 1. Alterations which would inhibit the role of wetlands in the hydrologic system or an • ecological system should not be allowed. 2. Subdivision regulations should require that protection of wetlands be an integral part of public and private land developments. POLICIES: WETLANDS 1. The wetlands in the City will be inventoried and classified. 2. The City will continue to enforce its regulations in regard to altering wetlands. 3. The City will engage the services of a consultant to prepare a plan for managing wetlands and for making them available for public use when appropriate. GROUNDWATER RECHARGE AREAS Groundwater recharge area are lands where water is added to the major groundwater aquifers by force of gravity, usually where a highly permeable soil layer lies close to the surface. Most of the Twin Cities' water supplies depend on the Prairie du Chien and Jordan aquifers. If water is prevented from percolating down to these aquifers, the water supplies CHAPTER 3 PROTECTION OPEN SPACE 51 • could dry up. Urban development—paving, building, and the like—hastens and channels the runoff of water into storm sewers and prevents percolation. Therefore, all communities overlying the recharge area have a responsibility to assure a continuing source of water and to minimize any toxic substances which could enter the aquifers and contaminate the water. Little detailed information is known about the location of groundwater recharge areas. The Metropolitan Council's Protection Open Space Chapter shows New Brighton in the recharge zone. New Brighton needs to be particularly concerned about the construction of local sources of potential groundwater pollution. GOAL: GROUNDWATER RECHARGE AREAS To identify all groundwater recharge area in New Brighton and protect them from - physical development and/or contaminating sources. OBJECTIVE: GROUNDWATER RECHARGE AREAS No alterations of recharge areas shall be allowed which would negatively affect infiltration of water into or divert the flow of surface water from recharge areas. POLICY: GROUNDWATER RECHARGE AREAS Development proposals within designated recharge areas will be required to provide proof there will not be a detrimental effect on the quality or quantity. FLOODPLAINS The Minnesota Department of Natural Resources defines a floodplain as the area adjacent to a watercourse which may be covered by the regional or 100 year flood ( a flood which has a one percent chance of occurring each year). A floodway refers to the river channel and the portions of the adjoining floodplain which are required to carry and discharge the regional flood. A floodfringe refers to areas outside the floodway which may be subject to inundation. The capacity of a floodplain to carry stormwater is reduced by development restricting the natural stream flow, such as bridges, or ice debris jams that may cause water to backup and inundate adjacent areas. In urban areas, large areas of impervious surfaces tend to accelerate runoff. In New Brighton, where watercourses play an important role in the storm CHAPTER 3 PROTECTION OPEN SPACE 52 sewer system, measures must be taken to maintain the full capacity of watercourses to minimize flood damage to development. GOAL: FLOODPLAINS Maintain the natural capacity of floodplains to carry floodwaters. OBJECTIVES: FLOODPLAINS 1. Floodplain designations and regulations should be uniform along each watercourse. 2. Encroachments into watercourses or floodplains which would reduce their water carrying ability below planned capacity, shall not be allowed. 3. Wetlands in a floodplain should not be developed or altered. POLICY: FLOODPLAINS The City will enforce the floodplain management ordinance adopted October 4, 1978, - which is consistent with Department of Natural Resources standards and time limitations. ERODIBLE SLOPES Erodible slopes are lands whose percent of slope and surface soil type make erosion, slippage, or construction a potential hazard. Generally, these slopes have a 12 percent grade or more, although underlying soils may cause a problem at lesser grades. The moisture content of the soil also affects how the slope will erode. The Soil Conservation Service of the U.S. Department of Agriculture has determined erosion susceptibility by soil type. New Brighton has a soil survey prepared by the Soil Conservation Service which shows erodible slopes. GOAL: ERODIBLE SLOPES Preservation of erodible slopes in a natural condition can be an aesthetic addition to the City. Grading, developing and devegetating these slopes will lead to unsightly gullies and siltation of water bodies and watercourses. CHAPTER 3 PROTECTION OPEN SPACE 53 • OBJECTIVES: ERODIBLE SLOPES 1. Slopes which are susceptible to severe erosion because of their surface soil type should be maintained in a natural state. 2. Slopes subject to moderate erosion should be managed to minimize erosion and slippage, management may include special design and construction methods for development, or appropriate vegetation or other cover. POLICIES: ERODIBLE SLOPES 1. The City will amend and enforce existing regulations to maintain or replace vegetative cover or erodible slopes to reduce erosion and slippage problems. 2. The City will enforce existing regulations which control development on slopes that are susceptible to erosion. WOODLANDS • New Brighton has no forests, but does have scattered woodlands and the general tree cover associated with developed areas. Trees have a positive effect on the quality of life by providing recreation, habitat for wildlife, buffers against noise, air purification and shade for buildings. GOAL: WOODLANDS To preserve all remaining woodlands in the City in their natural state. OBJECTIVES: WOODLANDS 1. Innovative development plans should be encouraged in areas containing woodlands. These features should be incorporated as permanent parts of the development. 2. In the construction.of public and private facilities, the removal of trees should be avoided and replanting should take place where removal is unavoidable. POLICIES: WOODLANDS • 1. The City will enforce zoning code regulations which require a development plan to note existing trees, proposed tree removal and proposed plantings. CHAPTER 3 PROTECTION OPEN SPACE 54 2. The City Forester shall play an active role in the review of site and landscaping plans with regard to the preservation of existing trees and the planting of new trees. SOIL LEMTATIONS Certain soils are susceptible to erosion and present difficulties in the construction of high density urban development such as multi-family, commercial, and industrial structures. Basically, these are organic soils, shallow soils overlying bedrock, or poorly drained soils. These soils present problems due to their poor permeability, shrink/swell properties, compressibility, and other characteristics. An important benefit of protecting and managing these soils is the reduction of public/private cost. Buyers should be aware of soil problems as not to be confronted with remedial costs later. Construction on these soils is more expensive due to special engineering needs. Land reclamation and drainage are frequently involved. New Brighton contains widespread patterns of soils with severe or very severe limitations. Often, development has already occurred probably without the desired precautions. With new soils data, the City can guide development in these areas and require desirable construction practices. It is important to remember that often the buyer, not the developer, lives with the problem. 1 GOAL: SOIL LMMATIONS The suitability of soil or rock formations for urban development should be a basis for determining what kind of development is to be permitted. OBJECTIVE: SOIL LMMATIONS Where urban development is permitted, it should be designed and constructed to compensate for existing soil problems. POLICY: SOIL LIMTrATIONS The City will continue to enforce building code regulations which prohibit development when remedial measures cannot or will not be taken in cases of severe soil limitations. CHAPTER 3 PROTECTION OPEN SPACE 55 • PRODUCTION LANDS While New Brighton has no land suitable for agriculture use, it does have mineral lands. Lands for mineral productions are lands with commercially valuable mineral deposits, such as sands, gravel, shale, dolomite, limestone, peat and clay. They constitute a regional source of construction material, and their "close-in" locations can lower costs. Proper management can ensure that the resources will be available when needed and that these lands will be reclaimed so they subsequently will be suitable for other uses, including public open space. If not properly managed, valuable resources may be lost to the Metropolitan Area. Permanent urban density development over these deposits would eliminate them from future use. Current planning and land use controls do not protect mineral deposit areas. Often, surface mining excavations are left as major scars on the landscape. If restoration does take place, it is usually after the operation is over, increasing the cost to the operator and the local unit of government. Concurrent reclamation is slowly becoming more common. GOAL: PRODUCTION LANDS • Reclamation and restoration plans for mining operation sites should be submitted to and approved by the City before permits are granted. OBJECTIVE: PRODUCTION LANDS Reclamation and restoration of the landscape should be concurrent with mining operations. POLICIES: PRODUCTION LANDS 1. The City will adopt regulations for the interim use, development, and reuse of mineral deposit areas and create standards in regard to water tables and slopes of mineral deposit areas. 2. The City will continue to enforce existing performance standards for mining operations through special use permits, including requirement of bonds to cover the cost of restoration work and requirement of annual review permits. CHAPTER 3 PROTECTION OPEN SPACE 56 LANDS CONTAINING UNIQUE OR ENDANGERED PLANTS AND ANIlViALS These are lands with unique indigenous natural resources which may be a last example of a land feature or endangered species of plants and animals. They provide natural laboratories for scientific research and may also be the only areas left where the public can view and learn about certain plants and animals. Should such lands exist in New Brighton, they could easily be lost to development. Alteration of these areas can irreparably damage the resource. In addition, many surrounding uses are not compatible with their preservation. Public land use regulations rarely recognize and control these unique lands. Identification and protection of lands containing unique or endangered plants and animals will require the efforts of state, metropolitan, and local levels of government including .special districts such as school, watershed, and park districts. GOAL: UNIQUE OR ENDANGERED PLANTS AND ANIMALS Land area within the City containing unique or endangered species should be identified and protected. OBJECTIVE: UNIQUE OR ENDANGERED PLANTS AND ANIMALS Alterations or developments adversely affecting land containing unique or endangered species should be prohibited by the City. POLICY: UNIQUE OR ENDANGERED PLANTS AND ANIMALS The City will make use of the state and federal listings and regulations regarding unique and/or endangered species to protect those species in areas delineated by the State of Minnesota when receiving development plans. .M CHAPTER 4 TRANSPORTATION 58 • INTRODUCTION Being a developing inner-ring suburb, New Brighton has a well established and, for the most part, adequate transportation system. The major highways and most of the minor streets have been developed in a typical rectangular gridiron pattern. Most streets and highways are adequately spaced and presently meet the community's needs. The roads are generally in good repair. The system is, however, not beyond need of improvement. Future development in communities north and east of New Brighton will result in increased through traffic on City roads. New development within the City will generate increased traffic. It is estimated people will drive more, and the population of licensed drivers will increase. This increased traffic will overload some roads and capacity improvements will be needed. The automobile is, and will continue to be, the primary mode of travel in New Brighton, but mass transit must play a heavier role in many areas in the future. In addition to the fact that transit service is more economical and has less impact on the environment, the highway system cannot feasibly accommodate all projected future traffic if made by private automobile alone. The City must strive to make mass transit service a convenient alternate mode of transportation for as many people as possible. • Many schools, parks and small convenience stores are within easy walking distance of our residential neighborhoods and bicycling is becoming more and more popular. There is a demonstrated need for safe and convenient sidewalks and bikeways. Since the cost of developing and maintaining these pedestrian and bicycle systems will be high and funds very limited, planning is necessary to assure the dollars are spent where they will do the most good. In the following sections of this plan, we have attempted to identify the transportation needs of the community and then develop a plan which would best meet these needs. Mass transit and non-motorized transportation modes have been considered as well as the primary network of streets and highways. This transportation plan is divided into the following sections: GOALS STREETS — OBJECTIVES AND POLICIES MASS TRANSIT — OBJECTIVES AND POLICIES NON-MOTORIZED TRANSPORTATION — OBJECTIVES AND POLICIES RAILROADS — OBJECTIVES AND POLICIES GOALS: TRANSPORTATION • The following transportation goals represent general values of the community. Although the goals may never be completely fulfilled, they indicate a direction to pursue. The CHAPTER 4 TRANSPORTATION 59 objectives are the more specific courses of action which will lead toward the attainment of the transportation goals. 1. New Brighton seeks to develop safe, efficient and convenient transportation systems for use by automobiles, mass transit, bicycles and pedestrians. 2. New Brighton seeks to develop transportation facilities in a manner which does not adversely impact adjacent land and deteriorate the quality of life in the community. 3. New Brighton seeks to develop its transportation system consistent with the Metropolitan Development Guide and to be compatible with adjacent communities, Ramsey County and the State of Minnesota. STREETS Many of the problems of the street system result because the various parts of the system are used for something other than their intended purpose. For example, a quiet residential street can become a carrier of through traffic because adjacent land is developed without provision for new major roads to accommodate the increased traffic. The residential homes are disrupted by the increased traffic and, since the existing street was not intended or • designed for the increased traffic, an unsafe condition has developed. Because of this and similar problems, it is important to understand the purpose of the various parts of the street system. For New Brighton's purpose, the parts of the street system are local street, collector street, minor arterial and principal arterial. These are functional classification categories of the federal highway administration and will serve New Brighton's needs well in both the motorized and non-motorized vehicle areas. The functional classification of New Brighton's streets and highways is shown on Map 5. The government agencies having jurisdiction over the various streets in New Brighton are shown on Map 6. They are located within neighborhood areas and should be laid out to preserve the natural amenities and character of the area. Local streets should not be greater than a quarter of a mile in length without intersecting a collector or minor arterial. They should not be platted in such a manner that will result in a short circuit of traffic through the neighborhood area. On the other hand, they should not be platted too circuitously or with long cul-de-sacs which result in maintenance and public safety access problems. Local streets should be built to a two-lane width and on-street parking will normally be acceptable. Speed limits are the statutory 30 miles per hour, however, actual driving speeds would normally be lower because of the considerable number of driveways and short trip purpose. Average daily traffic on local streets should be below 1,000 vehicles per day. The local street right-of-way provides the ideal location for public and private utilities, sanitary sewer, watermain, storm drains, telephone, gas and electric services. Local streets also serve as surface water drainage ways. Residential lots should be graded towards the street whenever possible. Local streets also serve as open space between buildings to provide light and air between adjoining properties, and to serve as a fire break. In addition to the traffic volumes being low and the speed limits low, most of the traffic on the local streets will be from within the neighborhood. If proper safety rules are followed by bicyclists and pedestrians as well as vehicular traffic, the local street can safely accommodate all uses. Major truck traffic and large transit service buses should be confined to the collector and minor arterial streets on the fringes of the neighborhood areas. There will be a minimal number of local industrial roads in the City. These roads will provide access to the industrial land in the same manner that the residential local street serves the residential areas. In appearance, however, the local industrial roads will be very similar to the collector roads because of the heavier axles and larger turning radii necessary for truck traffic. COLLECTOR STREETS Collector streets move traffic between neighborhood areas, shopping centers, recreation facilities and other traffic generators. The collector serves the short intra-city trip purpose. While collectors are typically under City jurisdiction, some are county roads. Collector streets are wider, more heavily travelled and allow for a higher speed than local streets, and, as such, they tend to become the boundaries of what we consider the neighborhood areas. Residential driveway access on the collector street should be held to a minimum, because they reduce the capacity and safety of a road. Ideally, the residential driveways should be CHAPTER 4 TRANSPORTATION 63 accessed onto the local street and the local streets onto the collectors. Schools, churches and other,land uses which generate moderate traffic volumes should be located to access onto collectors. Since the primary purpose of the collector street is mobility, they, with minor arterial roads, should make a good network or grid throughout the city and connect with collectors and minor arterials in neighboring communities. The collector street should typically have two driving lanes, two parking lanes and bike lanes, if necessary. The road would be designed for 30 miles per hour speed limits and typical traffic volumes would be between 1,000 and 5,000 vehicles per day. Collector streets provide an ideal location for public and private utilities such as sanitary sewer, watermain, storm drains, telephone, gas, and electric services. The collector street also serves as open space for providing light and air. Since the collectors link the different land uses, they are important routes for the bicyclists and pedestrians. Separate lanes or sidewalks should be provided along the collector instead of encouraging these other modes to use aiternate routes. Crosswalks should be provided at intersections. Because of the greater activity on collector streets and minor arterials, they are actually safer in many respects than meandering routes through neighborhoods and park areas. These roads are patrolled more heavily, generally better lighted, and are normally plowed and maintained sooner and more frequently than local • streets. MINOR ARTERIALS The primary purpose of the minor arterial is to move large volumes of traffic longer distances, either from one part of the City to another or between adjacent cities. Minor arterials are under the jurisdiction of the county or state, however, the City has an important role in approving the design and location of new and upgraded routes. A secondary function of the minor arterial is to provide land access to high traffic generating uses such as a shopping center, fast food establishment, etc. To a certain extent the two purposes of the minor arterial are in conflict with each other. The high capacity of minor arterial leads to strip commercial development. If not controlled, the strip commercial expands along the arterial and the numerous accesses eventually result in reduced capacity and congestion. This problem of capacity versus access is usually avoided by clustering commercial development into one area with a common access or by the construction of frontage roads. Ideally, the minor arterial should connect the collector streets and heavy traffic generating land uses with the freeways. Local streets and especially private driveways r should not be accessed onto minor arterials, if possible. These minor accesses tend to obstruct the free flow of the traffic resulting in reduced capacity and safety. CHAPTER--4 - TRANSPORTATION 64 is The minor arterial and collector are very important to the City in terms of mobility and city-wide circulation. The need to identify these elements of the circulation system cannot be understated. If a street is not clearly designated as a collector or minor arterial and serves a lower purpose for many years, a future upgrading may be impossible or met with major opposition. The width of minor arterials can vary greatly depending upon traffic volumes and the need for commercial land access. A typical minor arterial would normally have four lanes. The center two lanes would be the driving lanes and the outer two lanes would be primarily for right turning. The road design would normally include concrete medians and additional left turn storage lanes at major signalized intersections. Traffic volumes on the minor arterial should be between 5,000 and 30,000 vehicles per day. Minor arterials are the normal transit routes and should be designed accordingly. Minor arterials are a good location for public and private utilities, however, because of the high vehicle speeds and volumes it is desirable to locate the utilities in the boulevard area where maintenance can be performed more safely. In some cases, due to the great width of the road, it is more feasible to have parallel utilities on both sides instead of long service crossings. Because of the commercial land access purpose of the minor arterials, they are important routes for bicycles and pedestrians as well as motorized vehicles. However, due to the high vehicle speeds and volumes, separate paths or sidewalks and striped crosswalks at - intersections are necessary. PRINCIPAL ARTERIALS Interstates I-694 and I-35W are the only existing and proposed principal arterials in New Brighton. There are no intermediate arterials in the City and therefore they will not be discussed. Principal arterials are the largest and most heavily traveled roads in the circulation system. Their function is to carry large volumes of traffic over moderate to long distances at relatively high speeds. Traffic volumes on principal arterials are between 30,000 and 100,000 vehicles per day. Principal arterials are normally four, or more, lane divided highways. They are normally constructed below grade level with the lesser traveled minor arterials and collectors bridged over the top. Right-of-way widths are typically around 300 feet and interchanges can occupy over 30 acres in area. Principal arterials, generally, fall under the jurisdiction of the state government. Construction and upgrading of principal arterials does not require municipal approval as in the case of minor arterials and collectors, although as a matter of policy the Minnesota Department of Transportation submits plans for local approval. CHAPTER 4 TRANSPORTATION 65 Only high volume collectors, minor arterials and other principal arterials should intersect principal arterials. Principal arterials should not provide-any direct land access. Principal arterials are a great benefit to the City. They provide fast and convenient access to adjacent communities, the core cities and outstate areas. Principal arterials can also create many problems for a community. The large amount of truck traffic they carry generates high noise levels. Because of this noise and the accessibility and exposure these roads provide, the land they abut is generally more suited for commercial and industrial uses than for residential development. In many areas where residential development does abut principal arterials, sound barriers have been constructed to reduce the noise. Principal arterials are also substantial barriers. Interstate I-694, which divides New Brighton north and south, can only be crossed at 3 locations. The traffic volumes at these crossings (Silver Lake Road, Long Lake Road, and Old Highway S) are so high that separation between traffic lanes and sidewalks and bike lanes is necessary. In addition, the southeast area of New Brighton is totally separated from the rest of the City by I-35W. Principal arterials cannot normally be used by non-motorized vehicles and pedestrians. They also serve no useful purpose for utility locations. They do, however, provide the express routes for transit services. CAPACITY ANALYSIS OF THE ROADWAY NETWORK A good transportation system must have adequate capacity to safely and conveniently accommodate the anticipated future traffic volumes. To evaluate the capacity of New Brighton's roadway network, two steps are necessary. First, it is necessary to estimate the amount of traffic that will be using the road network at the future plan target date. Secondly, a determination of the traffic carrying capacity of the various segments in the network is needed. FORECAST YEAR 2000 TRAFFIC VOLUNIES If the estimated future traffic volumes exceed the road capacity, problems can be expected. By knowing in advance the possible ramification of development on the City's roadway network, the best choices for development and roadway capacity improvements can be made. For the purpose of this section, the year 2000 has been chosen as the target date. By the year 2000, it is assumed the City will be at a point of-full development. The forecasted year 2000 traffic volumes were determined through a refinement process of the Metropolitan Council's year 2000 traffic forecasts. Much assistance was provided by the Metropolitan Council planning staff in refining their figures to the level of detail necessary to serve the City's needs. CHAPTER 4 TRANSPORTATION 66 The primary purpose of the metropolitan travel forecasts is to get a picture of regional travel and particularly traffic volumes on the metropolitan system of intermediate and principal arterials. The level of confidence of the predicted volumes on these routes is expected to be high. However, the accuracy of the predicted traffic.volumes on New Brighton's minor arterials and collector streets was questionable without further refinements. The process used in refining the metro projection can be summarized as follows. The total traffic on New Brighton streets and highways can be thought of as comprised of three basic types; through traffic, interzonal traffic and intrazonal traffic. THROUGH TRAFFIC Through traffic is that traffic which passes through New Brighton non-stop. This portion of the total future traffic was determined by subtracting the metropolitan trip assignments of the four TAZ's comprising New Brighton from the metropolitan area travel forecasts. The resulting through traffic volumes represent trips of fairly long distances and, therefore, should be quite accurate. Some adjusting and redistribution of traffic between parallel routes was made on the basis of existing traffic counts and observed travel patterns. INTERZONAL TRAFFIC f Interzonal traffic is basically traffic between the four TAZ's comprising New Brighton and outside areas. Also included, however, would be a small percent of traffic between the four TAZ's within the City. This interzonal traffic was determined by subdividing the four TAZ's comprising New Brighton into thirty-six smaller and more homogeneous subzones. The amount of traffic which would be generated by each of the subzones was then determined based on the City's land use plan and assuming saturation development. The estimated year 2000 population, housing and employment are the factors used to estimate traffic generation. This information by subzone is tabulated on Figure 4 and the resulting number of daily vehicle trips are listed on Figure 5. Subzone estimates in total, exceed the total estimated housing and population shown in the Housing Section. This is because we attempted to illustrate a "Worst possible case" situation in each subzone to see if traffic problems would develop in that sub-area. The same intensity of development will not occur community-wide, so the population and housing estimates of the Housing Section are a more accurate reflection of the likely total development of the community. Actual 1986 traffic counts are shown on Map 8. It should be mentioned that the forecasted traffic volumes were assigned to the road network assuming unimpeded flow capacity. In reality as one travel route approaches congestion, drivers begin to use alternate routes which may be less direct. In other words, shifting of some of the traffic from one route to alternate routes will occur if the desired route lacks adequate capacity. This is an important factor which must be considered in interpreting the forecasted volumes. TRAFFIC CARRYING CAPACITY Once the quantity of travel demand for the year 2000 has been determined the roadway system must be evaluated to determine its ability to handle the forecast travel demand, not only in terms of quantity, but also in terms of service afforded. Quality of service is apparent to the road user in terms of his freedom to follow a path and speed of his own choosing, the ease, and the physical and mental comfort of his driving task. Quality of service also affects his safety, convenience and vehicle operating costs. "Level of Service" is a term devised by traffic experts to provide a qualitative measure of traffic related to various volume (quantity) conditions. "Level of Service" is identified by letter designations A through P to of increasing travel demand and decreasing quality of service. Levels of service are defined for two basically different operating conditions: Uninterrupted traffic flow as experienced on freeways and rural highways without traffic signals or STOP signs. Interrupted flow as experienced on urban arterials where the controlling factor is the ability of signalized intersections to handle travel demand. 1. Uninterrupted Flow — Level of service A through F for uninterrupted flow is defined as follows: Level of service A is the highest quality. It is a condition of free flow in which there is little or no restriction on speed or maneuverability. Level of service B is stable flow, but operating speeds may be affected by the presence of other traffic. CHAPTER 4 TRANSPORTATION 72 Level of service C is stable flow but much of the time speed and ability to change lanes is restricted by the presence of other traffic. Operating speeds are reduced to % or -X of maximum. Level of service D approaches unstable flow. Tolerable speeds are maintained but are subject to sudden variations and the probability of accidents is increased. Level of service E describes operating speeds lower than level D. The traffic volumes are at or near capacity. Level of service F describes congested conditions. Interrupted Flow — (Signalized Intersections) The level of service for signalized intersections is quantified by use of a term called "loaded cycle." A signal or phase is considered to be "loaded" if vehicles arriving on any approach, having stopped for a red indication, fail to clear the signal on the next green indication. At level of service A, there are no loaded cycles. At level of service B, an occasional signal phase is fully utilized and platoons may begin to form. At level of service C, most drivers are beginning to feel some restriction, but not to an objectionable degree. At level of service D, excessive backups are avoided only because occasional periods of low demand allow the signals to catch up and clear out developing queues. At level of service E, capacity is reached. Delays may exceed several signal cycles. At level of service F, all approaches to the signal are jammed. Backups from • intersections beyond may prevent vehicles from clearing the intersections. 3. Design Capacity Level.of service C is generally used to establish design parameters. Corresponding traffic volume figures for various situations are: Freeways — 1350 vehicles per lane per hour. Signalized 4-Lane Arterials — total of 1500 vehicles per hour on the arterial with a moderate amount of cross traffic from the side street. Four Way Stop (two lane by two lane intersection) — maximum total of 1900 vehicles per hour for all four approaches. ANALYSIS OF YEAR 2000 LEVEL OF SERVICE METHODOLOGY By comparing future travel demand with the capacity of the existing roadway system it can be determined where increased capacity may be needed to maintain "C" level of service. CHAPTER 4 TRANSPORTATION 76 • It must be recognized that in long range forecasting small changes in the value of assumed variable, such as daily traffic volume, or peak hour traffic volume may make large changes in the results of the analysis. For example, with each 11% or 12% change in travel demand on the same facility, the level of service changes one letter grade. By comparison, a one percent change in the percentage of the total daily traffic that occurs during the peak hour, say from 10% to 9%, is also equivalent to a letter grade change in the level of service. Other assumed variables have even more effect. For example, the Metropolitan Council has assumed that travel demand in the year 2000 will be 3.30 trips per person, as opposed to 2.72 trips per person today. This is an expansion of 21% and may be highly questionable in view of the uncertainties about future gasoline supplies and prices. This assumption, however, is fundamental to the whole forecasting process. The obvious conclusion is that the forecasting and analysis methods employed are adequate for a gross examination, but cannot provide the reader with a complete sense of ease where a precise answer is needed. The complexity of factors involved, the uncertainty of the future, and the inherent variability and adaptability of traffic suggest only that the analysis results can be used as the best available guide, subject to mature reflection and judgement. Annual monitoring of traffic volume changes, particularly at potential trouble spots, will be needed to detect emerging problems. • FINDINGS: PRINCIPAL ARTERIALS Since New Brighton is a nearly fully developed community, the projected infill and redevelopment activity within the City would have a minimal impact on the Metropolitan Transportation System. However, the Metropolitan Council identifies New Brighton as being "a community in or near a highly congested transportation corridor." Therefore, though New Brighton itself would not contribute heavily to the future traffic levels of I-35W and I-694, the Metropolitan Council projected increase in traffic volumes along these regional corridors causes New Brighton to recognize the need for a mixture of carrying capacity improvements and traffic management strategies for I-35W and I-694. These improvements and strategies include High Occupancy Vehicle Lanes (HOV's), HOV bypass ramps, and the metering of ramps. The Metropolitan Council recommends that traffic flow onto the metropolitan highway system be regulated, as soon as possible, by metering entrance ramps in the western two-thirds of the Metropolitan Area. Metering will increase roadway capacity, improve safety and protect the system from traffic generated by development that exceeds capacity. It may, however, reduce the capacity of individual entrance ramps. Typically, the capacity of a metered ramp lane is about 400 to 800 vehicles per hour. In some cases of extreme congestion, the capacity of a metered ramp could be as low as 200 vehicles per hour. Ramps with HOV bypass ramps for the exclusive use of car pools, van • pools and buses will have additional capacity, and will encourage use of high-occupancy vehicles that can bypass meters. CHAPTER 4 TRANSPORTATION 77 Metering could also have an impact on local roadways. Vehicles waiting in line at ramps may cause localized traffic problems. Those ramps which are not yet metered include I-35W and County Road E2 southbound, I-35W and County Road D north and southbound, and I-694 and Long Lake Road north and southbound. Metering may also divert traffic from the metropolitan highway system to other roads. This emphasizes the need for an adequate minor arterial system. Fortunately, New Brighton's minor arterial system is adequate to accommodate shorter trips (less than five miles), eliminating these trips from the metropolitan highway system. The Metropolitan Council also recommends that high-occupancy vehicle (HOV) lanes be provided where additional lane capacity is needed on the metropolitan highway system. However, because of serious funding constraints and the long process required to implement major highway projects, adding lanes to the metropolitan highway system is unlikely-before the year 2000. Therefore, travel-demand management strategies are critical to maintain good regional accessibility. FINDINGS: NIINOR ARTERIALS/INTERSECTIONS SILVER LAKE ROAD Silver lake road is a minor arterial which is deficient in roadway capacity, load capacity, and vertical alignment. Projected traffic volumes for Silver Lake Road are greater than the capacity of the existing roadway. Therefore, in 1992, Ramsey County plans to reconstruct Silver Lake Road from Silver Lane to I-694. Silver Lake Road will be widened along the entire length of the project to provide a system of left turn lanes, or center median, or a combination of the two, such that no left turns will be made be made from a through lane. The proposed section from Silver Lane to 7th Street is a five lane roadway with two through lanes in each direction along with a center left turn lane. Four foot wide medians are proposed on the approaches to the signalized intersections at Silver Lane, County Road E, 5th Street, and 7th Street. In the more densely developed residential area between 5th Street and 7th Street, an alternate to the five lane design is being considered. This alternate consists of providing a narrow raised center median rather than a center left turn lane to minimize right-of-way acquisition. The proposed design of the Silver Lake Road at 7th Street/Forestdale Road intersection is to leave the two minor street approaches offset and to prohibit northbound left turns to Forestdale Road by a center median extending into the intersection. The vertical alignment of the existing road will be improved to provide a minimum 40 mph stopping sight distance on Silver Lake Road. Retaining walls will be necessary in areas of substantial vertical alignment change. CHAPTER 4 TRANSPORTATION 78 • Six foot wide sidewalks are proposed for both sides of Silver Lake Road along the entire length of the project. The exception is that sidewalks from 5th Street to 7th Street will be located directly behind the curb to minimize right-of-way acquisition and widened to eight feet to accommodate signs and mailboxes. Traffic signals will be revised at the intersections of Silver Lake Road at Silver Lane, County Road E, 5th Street, and 7th Street to accommodate the new, wider roadway design. These signals will be interconnected to provide a coordinated system. Minor revisions will be necessary to the signals on Silver Lake Road at County Road D, Silver Lane, and Palmer Drive so they can be interconnected and coordinated with the other signals along Silver Lake Road. LONG LAKE ROAD Long Lake Road is an important north/south route from the standpoint of intracity mobility and freeway accessibility. Long Lake Road is properly classified as a collector street. C level of service or better is indicated at all but one location on Long Lake Road without capacity improvements. The one location is the I-694 interchange area where F level of service is anticipated until the bridge over I-694 is widened; the bridge widening will • result in B-C level of service. OLD HIGHWAY 8 For both safety and capacity reasons, a new railroad overpass should be constructed on the Soo Line over Old Highway 8 (near 1st Street SW). The old overpass lacks adequate horizontal and vertical clearance and the concrete abutments are badly deteriorated. The underpass is one of the few possible north/south routes in this area and provision for bicycles and pedestrians should be considered when a new underpass is built. OTHER INTERSECTIONS All other intersections will enjoy "C" level of service or better. Further improvements will be needed to parts of the street system for increased safety and ease of maintenance, even though capacity may be adequate. County Road E is one location where upgrading will be necessary. Its design should conform to the functional classifications of its different segments. Additional right-of-way will be needed at the intersection with Silver Lake Road. This should be kept in mind when reviewing proposed development on these corners. The upgrading of local streets is recommended from a serviceability and cost of maintenance standpoint. A pavement management .plan has been developed considering the rapidly escalating cost of road construction and repair materials. The plan contains an CHAPTER 4 TRANSPORTATION 79 economic approach to street maintenance, repair and replacement work as well as a cost effective program to phase out non-permanent streets. ACCIDENT SPOT MAP A review of the accident spot map (Map 10) shows no unusual traffic accident problem. As would be expected, the number of accidents at the various intersections correlates closely with the volume of traffic through those intersections. No intersection has averaged as much as one accident per month over the 1985-87 period, however, and this seems an acceptable accident rate given the high traffic volumes at some of these intersections. Maintain at least a level of service "C" on all streets and highways within the community. 3. Construct all local streets to a minimum 7 ton design permanent surface with concrete curb and gutter. 4. Development and reconstruction of streets should be sensitive to the topographic and natural amenities of the community. 5. Discourage through traffic on residential streets. 6. Minimize vehicular generated noise and exhaust emissions. 7. All traffic signs and traffic control devices are to be in conformance with the Manual of Uniform Traffic Control Devices. 8. It may be appropriate in the future for major new developments which place a significant impact on the City's transportation system to be at least in part responsible - for the cost of needed transportation improvements. 9. Ensure the installation and success of HOV lanes, HOV ramps, and metered ramps as they become necessary. 10. Provision for queuing vehicles on local streets waiting at metered ramps on I-35W and I-694. POLICIES: STREETS Several areas of needed improvement or possible improvement to the street system were noted in the previous section. These locations are shown on Map 11. The numbering on this map corresponds to the following list of street policies: 1. Upgrade Silver Lake Road intersections as needed to maintain "C" level of service. 2. Upgrade I-694 to 6 lanes. 3. Upgrade Long Lake Road including widening of I-694 bridge. 4. Install semaphores at I-694 and Long Lake Road. CHAPTER 4 TRANSPORTATION 83 • 5. Upgrade Soo Line bridge over Old Highway 8 to a 4 lane width. 6. Upgrade County Road E. 7. Upgrade 5th Avenue from 6th Street NW to County Road E2. 8. Upgrade 5th Street NW from 5th Avenue NW to I-35W. 9. Extend County Road E-2 from 5th Avenue NW to 8th Avenue N.W. 10. Extend 5th Avenue NW from 1st Street NW to 1st Street S.W. 11. Upgrade non-permanent type streets to a permanent construction design. With the exception of the last measure the other proposed projects are under the jurisdiction of Ramsey County or the State of Minnesota. New Brighton's role in improvements must be to press for timely construction and adequate design. MASS TRANSIT Mass transit service for New Brighton residents is provided by the Metropolitan Transit Commission and North Suburban Lines. The MTC operates seven local routes and three express routes. North Suburban operates one local route. The University of Minnesota also has a bus route in New Brighton. These routes are shown on Map 12. The bulk of this service is oriented to downtown Minneapolis and St. Paul. The Metropolitan Council has forecast that in the year 2000 daily mass transit ridership will be about 5% of all trips, or 3,147 people leaving the City and 3,718 people entering. About 56% of these trips are going to and coming home from work. Mass transit use can be improved by providing better service. It can also be encouraged by provision of shelters, sidewalks for access and parktride lots. The City should encourage construction of these facilities and request the Metropolitan Transit Commission (MTC) to revise its criteria so passenger waiting shelters can be provided at more locations. New Brighton will also need to be attentive to intra-city transit needs in the future. It is probable that the elderly, who are generally more dependent on transit, will make up a larger segment of the City's population in the future. They may need better transit service to nearby shopping, services and churches. The City should monitor this need and investigate the feasibility of paratransit programs to meet it. ® New Brighton continues to work with the Regional Transit Board to assess mass transit services in the City and identify those transit services which show a need for expansion or modification. The City is also represented on the Ramsey County and Anoka County CHAPTER 4 TRANSPORTATION 84 Regional Railroad Authority Intergovernmental and Technical committees which have developed Comprehensive Light Rail transit Plans for the two counties. No LRT corridors in either plan are proposed to directly serve New Brighton, however, the city may still benefit from new or redirected bus service connecting with nearby LRT lines. Finally, the City should work with the business community to encourage car pooling, van pooling, use of the mass transit system, and commuting in off peak hours to further reduce traffic levels on I-35W and I-694. The City should also develop a Travel—Demand Management Plan which would develop specific strategies aimed at increasing the number and proportion of people who share rides and who travel outside of rush hours. Work with the business community to promote ridesharing and off peak hour commuting and creating a favorable environment for it. POLICIES: MASS TRANSIT 1. Request MTC to construct bus shelters in areas that meet established warrants. 2. Encourage MTC to review and revise criteria for shelter location to increase number of shelters. 3. Cooperate with adjacent suburban communities in promoting connecting routes to expand bus service in the north suburban area. 4. Investigate need for and feasibility of paratransit programs through Mn/DOT and/or the MTC. 5. Develop a Travel—Demand Management Plan to become a component of the Comprehensive Plan — Transportation Element. NON-MOTORIZED TRANSPORTATION Non-motorized transportation can generally be divided into bikeways and pedestrianways. CHAPTER 4 TRANSPORTATION 87 • Ramsey County is currently developing plans for three cross country ski/bicycle/ pedestrian trails in the City of New Brighton. First, the "Rice Creek West Trail" will parallel the Minnesota Commercial Railway right-of-way from Stinson Boulevard east to the end of Mississippi Street and will be constructed in June of 1991. Second, the `Rice Creek North Trail" will parallel Rice Creek from the end of Mississippi Street north to Mounds View and will be constructed in June of 1998. Finally, a "Long Lake Park Regional Trail" is scheduled to be constructed from Mississippi Street to the south shore of Long Lake by June of 1991. All three trails will consist of a 10 foot wide bituminous path for bicycling and a 10 foot wide grass shoulder for walking and skiing. These trails will meet near the east end of Mississippi Street. The trails will offer three entrance/exit points; one to the south along Long Lake; one to the north along County Road H; and one to the east along Old Highway 8. BIKEWAYS Bikeways can consist of one or more of three different elements — bike paths, which are exclusively for bicycle use and are totally separate from motor vehicle routes, bike lanes which are areas of motor vehicle routes separated by appropriate signing, lane striping or barriers for bicycle use, and bike routes which are motor vehicle routes signed to identify • them as areas of bicycle traffic. The current New Brighton bikeway system, established in 1974, is a system of bike routes on city and county roads. This original system had the basic goals of providing a recreational circulation system primarily on low traffic volume streets that provided access to or near major trip generators such as schools. Evaluation of the existing system leads to the principal conclusion that the orientation of the bikeway system should primarily be to serve recreational trips. At the same time, however, shopping, commuting and school trips are of sufficient importance to justify attempts to accommodate them within the bikeway system and increase the safety of those trips. A second conclusion relates to the length of the trips. It appears that most trips are in the 3-5 mile range and that it is this type of trip to which the municipal system should respond. In designing the municipal bikeway system it is obvious that other elements, such as the proposed Ramsey County Bikeway System, the municipal sidewalk system and systems in adjacent communities can provide connecting links for local recreational bike travel. These systems and the present City system, are shown on the "Bike Ways" map. (Map 13) The use of the sidewalk system is one method of providing a separation of bicycle and motorized traffic. • When considering the separation of bicycle and motorized traffic by bike lanes or paths, we must consider what conditions warrant separation. Total separation of bikeways from motorized vehicles is, however, a desirable safety feature and should be done whenever it can be done at a reasonable cost with minimal inconvenience to property owners. Routing bike paths through City parks is one way this can be accomplished. PEDESTRIANWAYS The public form of pedestrianway, and the only form which exists in New Brighton, is the sidewalk. Walkways can also be included in planned residential developments but at present these are all privately owned. New Brighton has a skeleton sidewalk system, begun in 1974, which creates an interconnected set of publicly maintained sidewalks along major roads. Detailed criteria covering pedestrian volumes, traffic volumes, roadway characteristics, and American Association of State Transportation Officials standards are used to determine which areas will be included in this system. The skeleton sidewalk system was reviewed and updated by the Citizen Study Committee in 1986. In many cases, these new sidewalks will be best done as part of a road upgrading project, but in others State Aid or other City revenues should be used to add sidewalks to major streets already having an urban design. OBJECTIVES: BIKEWAYS AND PEDESTRIANWAYS 1. Provide a safe and convenient sidewalk system in areas of high pedestrian and automobile traffic volumes such as schools and major commercial areas. 2. Link City sidewalks to sidewalks in adjacent communities. 3. Locate sidewalks along all collector and minor arterial streets. 4. Provide for pedestrian ways in the upgrading of bridges over I-694 and I-35W. 5. Provide a safe and convenient system for short distance recreational bicycle travel which also provides opportunities for longer distance recreational trips, work trips (commuting), shopping trips and school trips. CHAPTER 4 TRANSPORTATION 89 • POLICIES: BIKEWAYS AND PEDESTRIANWAYS 1. Limit bikeways as much as possible to low traffic volume streets having less than 5,000 trips per day. 2. Where higher traffic volume streets must be included in the system, provide additional separation and identification for bikeways. 3. Connect municipal system to other municipal and County systems. 4. Provide a bikeway within 'h mile of every home in New Brighton. 5. In both the north and south parts of the City, provide looped routes of a length equal to the average recreational bike trip. 6. Connect bikeways to all City and regional parks, schools and major commercial areas. 7. Locate bikeways to provide a pleasant visual experience where possible. 8. Provide for bikeways in the upgrade of bridges over I-35W and I-694. Implementation of suggested.improvements should continue through the Capital Improvement Plan. Possible bikeway improvements are shown on Map 13. The Soo Line Railway Company has a mainline track with trains passing through frequently. The track formerly owned by the Minnesota Transfer Railway Company serves New Brighton on a less frequent basis and the tracks end in communities that border New Brighton. In most instances, the track-street crossings are at grade and do not have signals, but just a crossbar warning. (See Map 14.) OBJECTIVE: RAILROADS Provide for the safe and efficient use of railroads by marling all railroad crossings of minor arterials and collectors with a flashing signal. POLICY: RAILROADS Install flashing signals at all railroad crossings of collectors and minor arterials at the time the affected roads are rebuilt. �b CHAPTER 5 HOUSING 94 POPULATION TRENDS In the mid-1940's, the small towns and communities surrounding Minneapolis and Saint Paul began experiencing an increase in the number of residential dwellings being constructed, as a housing boom spread through what is now the Twin Cities Metropolitan area. During this period, the population of New Brighton tripled from 658 in 1940 to 2,218 in 1950. This figure:again tripled to 6,448 in 1960, and tripled once more to 19,507 in 1970. As suburban growth engulfed the former freestanding City and spread beyond, New Brighton was transformed into an inner-ring suburb of the central cities. After 1970, New Brighton's population growth and housing construction activity largely stabilized due to the community approaching full development. Since 1980, New Brighton's population has grown only slightly from 23,269 to an estimated 23,360 in 1988. Onfy modest population increases are anticipated through the end of the century with New Brighton's population topping-out at 25,000 in 1990. Due to New Brighton's nearly fully developed status, opportunities for substantial new housing development to accommodate the projected slight increases in population are limited. However, the development of the vacant and residentially zoned JUO and St. Mary's properties at a higher density than projected could easily put New Brighton's population figure over the 25,000 mark forecast by the Metropolitan Council for 1990 and the year 2000. Also, as the downtown and Highway 8 Corridor areas are redeveloped, additional housing units may be added. (See Figure 6). A total of 9,000 housing units are projected for New Brighton in 1990 and 9,500 housing units are forecast for the year 2000. The average size of households, however, has steadily declined from 2.86 in 1970 to 2.61 in 1986. (See Figures 7 and 8). Therefore, the increase in housing units is expected to be offset by the decline in the average number of persons per household, maintaining a stable population base of 25,000 through the year 2000. EMPLOYMENT TRENDS The 1980 Comprehensive Plan made little note of employment characteristics of New Brighton residents. Employment has become a more pressing issue with the increased emphasis on economic development. New Brighton's employment stood at 8,300 in 1980. (See Figure 6). Employment in New Brighton was expected to peak in 1990 at 10,000 jobs, and hold at 10,000 jobs through the year 2000. However, that forecast could prove to be too conservative based on Metropolitan Council regional forecasts which.show the north suburban area adding • employment faster than the metro region as a whole. In fact, employment growth in the north suburban area in the first five years of the 1980's has exceeded what was the original Metropolitan Council projected absorption rate for the decade. This growth in employment could be further triggered by any redevelopment activity along the Highway 8 Corridor. New Brighton has been able to hold a relatively constant 7.9% share of the total metropolitan area employment. At the projected peak of employment of 10,000, New Brighton would hold about 8.8% of the total employment in the Metropolitan area. For the period 1980 to 1985; New Brighton increased employment in manufacturing by 5% and increased employment in trade 10% with no growth in the area of office or service oriented employment. It appears New Brighton has not held onto service oriented employment which is the fastest growing area of employment in the region. The mix of occupations by New Brighton residents is shown in Figure 9. Not totally unexpected is the large percentage of employment in managerial and professional occupations. AGE DISTRIBUTION New Brighton's population age characteristics are quite similar to those of other • communities in the Twin Cities Metropolitan Area with the notable exception of the increase in the number of elderly residents. (See Figures 10 and 11). New Brighton's population is still primarily young families (ages 19-35) with young children. However, the elderly CHAPTER 5 HOUSING 98 population (age 65+) almost doubled between 1970 and 1980 and is estimated to have grown by another 607 between 1980 and 1985 and now represents 8% of New Brighton's population. Conversely, the percentage of children (ages 0-5) was reduced by nearly one- half from 15% in 1970 to 8% in 1980. The aging of New Brighton's population is not an uncommon pattern. A small decline in kindergarten enrollment is projected into the 1990's, with a slight increase in elementary and junior high enrollment. The most drastic change is the projected loss of enrollment at Irondale High School in the period 1986 to 1992. A 23% reduction in enrollment is projected. These figures would seem to identify the presence of a small baby boom exiting the school system in the 1990's. INCOME DISTRIBUTION While the Metropolitan Council projects substantial increases in employment, more than what may actually occur given the land use proposals in this plan, New Brighton will remain predominately a residential community. Most residents work in major employment centers near the City or in the central cities. The average family income in 1970 was $14,266 compared to the 1980 average family income of $31,610. (See Figures 13 and 14). The average family income in New Brighton in 1984 was estimated at $35,578. This compares to an average family income for the Twin City Metropolitan area of$32,297 in 1984. In 1980, the percent of families below poverty level dropped slightly to 2%, while the actual number of persons age 65 and over below poverty level decreased to 2.9% in 1980. This reduction coincides with recent studies which show the income level for persons over 65 years of age has been increasing at a faster rate than any other population age group in the country. HOUSING NEED Based on population and household projections by the Metropolitan Council, New Brighton will need to accommodate approximately 1,800 new households from 1980 to the year 2000. However, the total number of housing units is only one dimension of New Brighton's housing needs. A balanced price range and an assortment of types of housing are also necessary. The Metropolitan Land Planning Act requires that all plans include a housing element "containing standards, plans and programs for providing adequate housing opportunities to meet existing and projected local and regional housing needs, including but not limited to the use of official controls and land use planning to promote the availability of land for the development of low and moderate income housing." The law also directs each community to provide an implementation program with plans for sufficient existing and new housing, to meet the local units share of metropolitan area need for low and moderate income housing. To achieve this objective, the plan will address both subsidized low and moderate income housing as well as unsubsidized, modest cost, middle income housing. GOALS: HOUSING 1. Increase the supply of housing affordable to all residents as part of our responsibility to meet our housing needs both as an individual community and as an integral part of the greater metropolitan community. 2. To provide residents with the choice of a variety of dwelling unit types throughout the City to meet the needs of diverse family sizes, age groups and income levels. 3. Promote and maintain suitable living environments for City residents by providing neighborhoods that are designed well, are in harmony with nature, in scale with surrounding uses and that provide adequate community facilities, services and open spaces. CHAPTER 5 HOUSING 106 • HOUSING AFFORDABLE TO LOW—MODERATE INCOME PERSONS There are two basic sources of housing for low and moderate income persons; lower priced, generally older private housing; and housing which is subsidized by the government to reduce its cost to the consumer. The largest area of need for affordable housing continues to be for families and persons with specialized needs such as the elderly and handicapped. PRIVATE HOUSING Households considered to have low and moderate incomes vary with family size. For a household of four, it would be an annual income less than $20,350 (1988 dollars). As of 1980, 13.8% of New Brighton's housing stock was in the price range affordable to low.and moderate income persons. This includes all units renting for under $400 per month and homes valued under $47,000 in 1988 dollars. The City of New Brighton, in partnership with the private sector, has put together a proposal for the construction of a new apartment building for low and moderate income persons. The project location is the southwest corner of 10th Street NW and 3rd Avenue NW. Construction of the 85 unit housing project is expected to be completed by the summer of 1989. SUBSIDIZED HOUSING Subsidized housing is virtually the only way that a community can expand its supply of low and moderate income housing. Given market conditions, it is generally not possible to provide such housing.without some type of government subsidy to reduce its cost to the low income consumer. The Metropolitan Council has adopted a Subsidized Housing Allocation Plan directed at providing low and moderate income housing opportunities throughout the Metropolitan area. According to this plan, all communities within the metropolitan Urban Service Area have a responsibility to provide subsidized housing. Communities are given priority ranking and numerical goals according to their level of services and facilities. The Allocation Plan designates New Brighton as a second priority community for the allocation of subsidized housing. This is the second highest priority ranking and represents the moderate level of existing services and facilities found in suburban communities such as New Brighton that can support low and moderate income housing projects. Under the Metropolitan Council HRA Section 8 rent subsidy program there were 53 subsidized units in New Brighton in 1988. This is down from the all time high of 78 subsidized units in 1979. However, the fall in the number of Section 8 subsidy units does not reflect a diminished need for subsidized housing. The Section 8 Rent Subsidy Program CHAPTER 5 HOUSING 107 • has a six month to two year waiting list in 1988. Statewide, more stringent guidelines on such programs as AFDC have increased the need for subsidized housing. Locally, the construction in 1979 of Aspen Glen, a 64 unit Section 8 family housing project, and Palmer Drive, a 108 unit Section 8 apartment building for seniors have put less local pressure on the rent subsidy program. Again, demand remains high. In 1988, Aspen Glen had a one to two year occupancy waiting list and Palmer Drive a three to five year waiting list. Past subsidized housing programs implemented in New Brighton include the old Section 235 mortgage interest subsidy program that constructed 16 low and moderate single family homes in 1970-1972 along Cleveland Avenue between 2nd Street NE and 4th Avenue NE. OBJECTIVES: HOUSING AFFORDABLE TO LOW AND MODERATE INCOME PERSONS 1. The City will continue to provide low and moderate income housing opportunities in the decade preceding 2000. 2. Maximize the use of federal, state and regional resources in providing housing affordable to low and moderate income families and individuals. I 3. The City will continue to be involved in the Metro Section 8 Rent Assistance Program. Depending on the availability of funds, the City will participate in and expand its involvement in this program. 4. Assure that the City of New Brighton considers the need for housing for low and moderate income families when determining the use of land to be redeveloped. 5. Provide at least ten percent (10%) of new subsidized dwelling units in a 3 or more bedroom size to meet the needs of larger families for this type of housing. 6. Use public financing alternatives to assist with the cost of building construction, operation or maintenance of subsidized housing. POLICIES: HOUSING AFFORDABLE TO LOW AND MODERATE INCOME PERSONS 1. Continue to meet the Metropolitan Council's goal for providing housing affordable to low and moderate income persons. 2. Establish a New Brighton position on housing for the elderly that • is considered an essential element of New Brighton's housing needs • there are locations within New Brighton that are suited uniquely for such housing CHAPTER 5 HOUSING 108 • there is a cooperative attitude that exists within the City that will work to the benefit of any owner or developer of housing for the elderly 3. Require as a condition of plan approval that non-elderly subsidized housing developments have at least 10% of their units with 3 or more bedrooms. 4. The City will investigate the participation in tax increment financing and tax exempt mortgage revenue bonds to provide affordable housing within the City. 5. Contingent on funding of the program, the City will continue to participate and expand its participation in the Section 8 Rental Assistance Program. MODEST COST HOUSING Rapid increases in the cost of the typical new home have priced most middle income persons out of the new home market. Modest cost housing serves middle income households with annual incomes between $20,350 and $32,400 for a family of four. (The income figures listed are in 1988 dollars and income ranges will vary with household size.) New Brighton has some control over the cost of houses through the zoning and construction requirements it establishes in codes and ordinances. As of 1980, New Brighton had 34.3 percent of its single family houses and 56 percent of its rental units in the modest cost range. Modest cost housing is defined, in 1988 dollars, as houses costing $74,000 and apartments renting for $600-700 per month for a family of four. New Brighton appears to have a slightly lower percentage of its single family homes in the modest cost price range compared to other similar suburban communities in the area. New Brighton's percent of modest cost apartments is considerably higher than that of other suburban communities. Upon recognition of the need for modest cost single family housing in the late 1970's, the community has striven to increase modest cost housing opportunities in the 1980's. First, New Brighton's code requirements for single family homes have been kept relatively free of additional requirements which unnecessarily raise the cost of housing. Second, in 1981, New Brighton created a new zoning district, R-lA that allows for a reduced lot area of 5,000 square feet and a reduced lot width requirement of 40 feet. The new zoning district has spurred development of new single family homes in the older area of town where original plats did not meet the R-1 zoning requirements of 10,000 square feet in land area and 75 feet in lot width. Thirdly, the City approved 10 planned residential developments (PRD's) constructed during the period of 1980 through 1987. The PRD development procedure will continue to be implemented as a method of providing well planned housing alternatives to the residents of New Brighton. CHAPTER 5 HOUSING 109 • OBJECTIVES: MODEST COST HOUSING 1. The City will continue to provide the opportunity for the construction of modest cost, market rate housing. 2. Remove or do not adopt unnecessary code requirements which inhibit construction of modest cost unsubsidized housing. 3. Encourage the use of the planned residential development approach (PRD) on all presently vacant, residentially zoned parcels of two or more acres. This ordinance permits the development of a variety of housing types and cost ranges, and allows flexibility in design and site planning. Making use of the increased number of housing units per acre permitted by the PRD ordinance provides an opportunity to develop land at a higher density development be done in a fashion that does not destroy the spatial openness characteristic of New Brighton housing areas. 4. Encourage development of modest cost unsubsidized housing by permitting in selected areas a housing density greater than now permitted under present ordinances. While land and facilities costs are generally a small portion of the annual cost of housing, even some small reduction is desirable. • POLICIES: MODEST COST HOUSING 1. Encourage the use of the planned residential development (PRD) procedure by amending the zoning code to decrease the required minimum lot area per dwelling unit from 80% of the normal requirement to 70%. - 2. The City will with the assistance of the private sector provide the opportunity for infilling existing mobile home parks. - 3. The City will continue to cooperate with the private sector in the conversion of existing rental properties to condominiums to encourage the developers to maintain cost ranges within the scope of modest cost housing. HOUSING MAINTENANCE AND REHABILITATION New Brighton continues not to appear to have a substantial problem in terms of housing conditions. In 1987, a study of New Brighton's housing stock by the Ramsey County Assessor's office indicated 74 units were at or.near the substandard level with regard to exterior conditions, unit size, number of baths, and the year constructed. This represents • less than I% of the New Brighton housing stock. Of the 74 units identified, 9 of these have already been demolished for new construction or rehabed. Over half of the identified units are located in Neighborhood VII, the oldest residential area in New Brighton. Other units CHAPTER 5 HOUSING 110 are concentrated in Neighborhood III, an older cottage district next to Long Lake, and Neighborhood X. an older residential area. In cooperation with the Metropolitan Council and the Minnesota Housing Finance Agency, (MHFA), the City provided rehabilitation assistance in 1980 through 1982 for seventeen homes. After 1982, the program was converted from a grant program to a loan program. The loan requirements combined with the extremely low income eligibility limits diminished local interest in the program. Local banks have participated in the low interest home improvement loan program with MHFA, but little to no demand for this program contributed to the banks' discontinued participation. In 1988, Ramsey County will revive a housing rehabilitation grant program through their • Community Development Block Grant (CDBG) entitlement funds. New Brighton will work locally to ensure eligible New Brighton residents are aware of the program and assist their participation. Maintenance of the existing housing stock can also be encouraged by promoting residential development in areas where negative environmental effects are absent and where care is taken to preserve the natural amenities of the site. Where negative environmental effects or deficient public facilities and services are already present, corrective measures should be introduced when the opportunity arises. Maintenance of a generally desirable living environment can promote maintenance of the housing stock. f e older areas of the community revealed a continuing high level A visual inspection o the ty g g of private investment in home maintenance and improvement. OBJECTIVES: HOUSING MAINTENANCE AND REHABII,ITATION 1. Continue to enforce housing maintenance codes to protect the health and safety of residents and ensure the stability of neighborhoods. 2. Pursue federal, state and regional funding for the rehabilitation of existing housing, thereby retaining the most plentiful source of moderately priced housing. 3. Periodically review the condition of housing units to have early warning of deterioration in the housing stock. 4. Encourage private investment in housing rehabilitation. 5. Provide a level of public facilities and services to areas of potential housing decline equal to other areas of the community to enhance the neighborhood environment in these areas. CHAPTER 5 HOUSING 111 POLICIES: HOUSING MAINTENANCE AND REHABILITATION 1. Promote existing Metropolitan Council and Ramsey County subsidized maintenance programs which provide technical assistance and financing to residents attempting to rehabilitate their homes. 2. Conduct a survey of housing conditions at least every five years. 3. Investigate ways such as federal or state funds, to provide improvements to public facilities and services in areas of potential housing condition decline without use of special assessments. ASSORTMENT OF HOUSING TYPES New Brighton has a variety of housing types. While Figure 8 shows the basic breakdown of housing types into single family, duplex, multi-family and mobile homes, it does not show other details of the housing stock. Included within the multi-family category are 365 owner-occupied and rental townhouses. Single family housing ranges widely from the smaller homes on 5,000 square foot lots in the older part of New Brighton through medium priced housing on 10,000 square foot to large, expensive homes developed on larger lots in recent years. The multi-family category also ranges widely from townhouses serving large families through a number of 4-plexes and 12-16 unit apartment buildings up to large complexes of 400-500 units. Additional planning considerations are required in providing housing specifically for the elderly. Currently, a 48 unit facility (Palmer Drive) is located adjacent to the Brighton Village,Shopping Center and a 72 unit facility (Brightondale) was recently constructed next to the Rice Creek Shopping Center. These projects justify higher densities to keep development and subsequent user costs low and justify variances to allow for reduced parking needs. In addition, location requirements must be accommodated such-as accessibility to services (shopping, public transportation, medical care, recreation, churches, personal services) as well as compatibility with other social service delivery plans and with sur- rounding developments. The City also acknowledges the need for Group Homes throughout the Twin Cities Metropolitan area for foster care and developmentally disabled persons. Many people who might have lived in large congregate living arrangements in the past now live in smaller, more homelike settings. This change has occurred due to a combination of judicial opinions, new legislation, new funding arrangements, deinstitutionalization, normalization treatment • philosophies, and families desire to remain together. A majority of these Group Homes are concentrated in and around the urban core of the Metropolitan area; specifically Minneapolis CHAPTER 5 HOUSING 112 and St. Paul proper. To disperse these Group Homes more evenly throughout the Metropolitan area, new legislation has been introduced which would establish minimum distance requirements between Group Homes. Currently, one Group Home is located in New Brighton. Said Group Home has been in existence since 1975. This relative absence of Group Homes is not due to local zoning restrictions, but to a lack of requests for Group Home licenses from New Brighton residents. If a Group Home license were requested, current legislation would allow for up to six persons in a child Group Home and up to four persons in an adult Group Home without a special use permit. The number of persons allowed without a special use permit would be increased under the new legislation being considered. OBJECTIVE: ASSORTMENT' OF HOUSING TYPES 1. Encourage developments providing a variety of housing types and cost ranges under the PRD procedure. Discourage the concentration of any one type of structure in any one area. 2. Recognition of the need for Group Homes for foster care and developmentally disabled persons. POLICY: ASSORTMENT OF HOUSING TYPES 1. When reviewing proposed planned residential developments, consider the impact of the development on the goal of providing a variety of housing unit types. 2. The City amend its Zoning Ordinance to acknowledge Group Homes as a permitted use and special use per State legislation. YEAR 2000 PROJECTIONS The trend for population, employment, and housing in New Brighton through the year 2000 is projected in Figure 6. The forecasts for the years 1990 and 2000 were prepared by the Metropolitan Council in 1985. The Metropolitan Council's forecast for the year 2000 is considered reasonably accurate for the region as a whole, but at the individual community level, it is not possible to incorporate into the forecasts the unique events which can change past trends significantly. For example, the aggressive marketing of the Highway 8 Corridor redevelopment districts could attract new businesses and jobs resulting in a higher employ- ment figure than projected for the end of the century. Likewise, the construction of additional high density elderly and conventional housing units could result in a higher housing unit figure and population figure in the year 2000 than projected. CHAPTER 5 HOUSING 113 In 1988, the City of New Brighton updated it projection for the maximum saturation of population and housing units (Figure 15). The City's projection is based on existing population figures, housing unit counts through 1988, the potential density of remaining vacant parcels, and a continued decrease in persons per household. The City's forecast results were similar to the figures projected by the Metropolitan Council. Again, these projected trends do not reflect the potential for economic growth or redevelopment activity within certain areas of the City which could result in higher density development and cause a significant shift in these forecast figures. • SATURATION OF POPULATION AND HOUSING UNITS FIGURE 15 .. .Occ. In each functional area, a discussion of present facilities provides a basis for a set of recommended policies and implementation measures. New Brighton's community facilities are generally complete. While there are some issues to be confronted, there are relatively few new facilities that may have to be constructed, yet existing facilities are sufficiently new that replacement is not a concern in most cases. SANITARY SEWER SYSTEM EXISTING CONDITIONS AND NEEDS Except for a small percentage of undeveloped land and a few small underdeveloped areas, the New Brighton sanitary sewer system is completed. The system presently consists of approximately 70 miles of mains, over 1,500 manholes and 5 lift stations. The smaller 8 and 10 inch diameter sewers which are generally located in the centers of the City streets and serve the properties along each side are known as lateral sewers. These small sewers were installed at the time the various areas they serve were developed. Most of the lateral sewers were paid for by special assessment against the areas which received service. The City's lateral sewer system is more than 90 percent complete. The larger 12 inch through 42 inch diameter sewers are known as trunk sewers. The trunk sewer system is the backbone of the City's sewer system and collects the sewage flow from the smaller laterals. New Brighton's trunk sewer system flows in a northwesterly direction, generally along the surface drainage routes of County Ditch No. 2, Long Lake and Rice Creek. As opposed to the laterals, the trunks are generally located in low land areas on easements. New Brighton's trunk sewer system was constructed in 1967 and 1968 and is 100 percent complete. The 42" sewer located along the south and east sides of Long Lake and Rice Creek was acquired by the Metropolitan Waste Control Commission (M.W.C.C.) in 1987, when an extension was constructed along the north side of I-694 to service portions of Arden Hills. Final treatment and disposal of New Brighton sewage is handled on a metropolitan level. New Brighton is in the Metropolitan Waste Control Commission Service Area No. 2. The sewage flows from New Brighton discharge into the 42" interceptor sewer. The City's sewage is metered at the northwest corner of the City by the M.W.C.C. for billing purposes. CHAPTER 6 COMMUNITY FACILITIES 117 • The treatment costs and the cost of maintaining the City's system of trunk and laterals are paid for by the sewer user charges. TRUNK SYSTEM CAPACITY The projected 1990 sewage flows from the City of New Brighton are shown on Figure 16 and Map 15. These sewage flows are based on full development of the City. Map 16 shows the sanitary sewer subdistricts and the points where these subdistricts drain into the sewer system. The projected flows from each subdistrict are tabulated on Figure 16. All land uses based on the land use plan have been converted to REC's (residential equivalent connection) for computing these daily sewage flows. Based on past records, a residential equivalent connection has been estimated to generate 201 gallons per day. Map 15 also shows the accumulative flow from the subdistricts at the point they enter. By the year 1990, it is estimated that the City will generate 2,244,592 gallons of sewage per day. Map 16 shows the diameter and capacity of the trunk sewer system at various points of the projected 1990 sewage flows on Map 15. The percent of capacity for full development at any of these points can be determined from Map 16 and 17 by multiplying the projected flow of 3.87 and dividing this product by the pipe capacity. The 3.87 figure is the product of a 1.55 factor for converting a million gallons per day to cubic feet per second and a 2.5 peak flow factor. In fact, much of the trunk system will be operating around 50% capacity which provides a good factor of safety. LATERAL SYSTEM CAPACITY The lateral system as it presently exists has no capacity problem. However, when future lateral extensions are made to serve major new developments. the adequacy of the lateral mains should be checked. In most cases, if one lateral branch does not have adequate capacity, other alternate branches are probably available not too far away. Sewer subdistricts where the situation would most likely occur would be Numbers 7, 11, 13, 18, 20, 21, 25, 26, 27, 28, 31, 33 and 38. LIFT STATIONS Lift Station No. 2 — Lift Station No. 2 is located in the alley north of County Road E2 between 2nd and 3rd Avenues Northwest. This station is a 200 gallon per minute wet well mounted pumping station. This lift station serves subdistrict 21, which is projected to generate .026 million gallons per day or a peak flow of 75 gallons per minute. Lift Station No. 3 — Lift Station No. 3 is located in the alley north of County Road E2 between 2nd and 3rd Avenues Northwest. This is a 75 gallon per minute wet well mounted pumping station. Lift Station No. 3 serves subdistrict 22 which is projected to generate .008 million gallons per day or a peak flow of 25 gallons per minute. Lift Station No. 7 — Lift Station No. 7 is located near the Chateau Royal Apartments on Cleveland Avenue Southeast. Lift Station No. 7 is a 200 gallon per minute wet well mounted pumping station. This lift station serves subdistrict 1, which is projected to generate .003 million gallons per day or a peak flow of 85 gallons per minute. Lift Station No. 8 — Lift Station No. 8 is located in the alley west of New Brighton Road and north of 1st Street Southeast. Lift Station No. 8 is a small pneumatic ejecture with a capacity of 30 gallons per minute. Lift Station No. 8 serves subdistrict 2, which is projected to generate .002 million gallons per day and peak flow of 5 gallons per minute. Lift Station No. 10 — Lift Station No. 10 is located on the northeast corner of 14th Street Northwest and Old Highway No. 8. Lift Station No. 10 is a duplex centrifugal pumping station with a capacity of 500 gallons per minute. This lift station serves subdistricts 25, 26, 27, and 28 which are projected to generate .071 million gallons per day and peak flow of 200 gallons per minute. There appears to be no problem with the lift stations as far as capacity; however, lift stations are mechanical devices which use a considerable amount of electrical energy and CHAPTER 6 COMMUNITY FACILITIES 120 require a lot of surveillance and maintenance. Sanitary Sewer Subdistrict 45 in the northwest corner of the City flows across County Road H into the Mounds View system. This is a very small area consisting of about 12 residential lots. The existing homes are billed for sewer by New Brighton and submitted to Mounds View. 2. Six homes along Stinson Boulevard, 1473, 1649, 1659, 1669, 1769 Stinson Boulevard and 1799 Valerie Lane are in New Brighton, but receive sewer service from the City of Fridley. ' These homes are billed directly by Fridley. 3. The Mounds View High School in Arden Hills is connected into the New Brighton sewer system at 10th Street Northwest west of I-35W. The Mounds View School District is billed directly by the City of New Brighton. SEPTIC SYSTEMS r The City has an existing ordinance requiring all structures to contain sanitary facilities to be connected to the sewer system. As a result, the developed areas of the City are virtually totally sewered. When new areas are developed, sanitary sewer is required. GOAL: SANITARY SEWER SYSTEM The City of New Brighton seeks to promote a healthful and attractive environment by collecting all sewage from existing and projected development in a sanitary and economic manner. POLICIES: SANITARY SEWER SYSTEM 1. To provide sewer lines of adequate size to handle existing and future sewage flows. 2. To maintain the City mains and lift stations at a high level to minimize sewer backups and other system problems. 3. To eliminate any remaining septic tanks which may be in use and require all structures with sanitary facilities to be connected to the sanitary sewer systems. CHAPTER 6 COMMUNITY FACILITIES 124 i • 4. To eliminate any infiltration/inflow problems that may exist or develop in the sanitary sewer system and meet or exceed standards set by the Metropolitan Waste Control Commission. 5. To phase out any lift stations if possible in the future when new gravity lateral sewers are installed. 6. To require any malfunctioning septic systems to be eliminated and require connections to the sanitary sewer system. WATER SUPPLY DISTRIBUTION EXISTING CONDITIONS AND NEEDS New Brighton's water system originally utilized a system of wells in the Prairie Du Chien/Jordan aquifer for its water supply. Following the discovery of volatile organic contamination in several of these water wells in 1981, the City was forced to construct new wells into the deeper uncontaminated Mount Simon/Hinckley aquifer. The source of the contamination was determined to be the Twin Cities Army Ammunition Plant in Arden Hills. In 1987, the City obtained a settlement from the Army for the loss of the water supply and associated costs. As a result of the groundwater contamination and Army settlement, the City's future water supply will be from a combination of the new Mount Simon/Hinckley wells and granular activated carbon (G.A.C.) facilities installed on the old wells. The G.A.C. facilities will remove the volatile organic chemicals to a undetectable level. Utilization of the G.A.C. facilities to purify the water from the old wells will restore the capacity of the City water supply and also help to clean up the aquifer. Throughout the 1980's, the City's water demand was approximately one billion gallons per year for an average daily water demand of approximately 2.75 million gallons per day. Peak water demand days, which are primarily attributable to lawn sprinkling during dry summer months, have approached 7.5 million gallons per day. Since New Brighton is close to fully developed and the population is near the expected peak, the future water demand is not likely to.increase appreciably. • When the G.A.C. treatment facility is completed in 1989, the City will have a total water production capacity of approximately 8,000 gallons per minute. CHAPTER 6 COMMUNITY FACILITIES 125 The water system includes three water storage tanks with a combined capacity of 2.6 million gallons. OBJECTIVES: WATER SUPPLY DISTRIBUTION 1. Water quality shall meet the purity standards of the Minnesota Department of Health and the Federal Safe Drinking Water Act. 2. Any hydrant on the system shall, under maximum conditions deliver no less than 500 gallons per minute with a residual pressure of 25 pounds per square inch. 3. The firm pumping capacity, with the largest pump out of service plus the effective storage, shall equal the pumping rate required to produce the maximum daily demand during a 16 hour peak period. The effective storage is equal to the total storage minus storage required for fire flow and residual pressure maintenance. 4. The system shall be looped to provide maximum reliability. 5. The supply and storage system shall have maximum reliability. 6. Locate and design water supply structures and pipes to be compatible with the adjacent environment and a possible influence on the surrounding neighborhood. POLICIES: WATER SUPPLY DISTRIBUTION 1. Encourage water conservation. 2. Strictly enforce all rules and regulations such as plumbing and building codes to prevent development of water-related health hazards. 3. Route and construct watermains to minimize permanent damage to natural resources. 4. Properly operate the system under the responsible charge of trained and properly certified personnel. 5. Actively support efforts concerning delineation, protection and management of the recharge areas of the major groundwater aquifers of the Twin Cities basin. CHAPTER 6 COMMUNITY FACILITIES 128 • PUBLIC LANDS AND BUILDINGS EXISTING CONDITIONS AND NEEDS Office and Meeting Space — The original City Hall located'at 803 - 5th Avenue NW was constructed in 1956. At the time of its construction, the City population was approximately 4,000. This original building had 10,415 square feet of space. In 1987, due to seriously overcrowded conditions, the original City Hall Building was remodeled and a 9,000 square foot addition added. The new remodeled City Hall building houses the departments of Administration, Community Development, Finance, Police, Public Works and Ramsey County Courts. The new City Hall also includes two public meeting rooms and a spacious atrium. The new building is expected to meet the City's office space needs for the next 20 years. In 1988, the City began dialogue on the possible development community center in the downtown area to serve as a focal point for community identity and activity. Liquor Facilities — The City has two liquor facilities: an on-sale facility, constructed in the 1940's, located in the old downtown area near the City Hall, and an on and off-sale building constructed in 1981 at the intersection of Palmer Drive and Silver Lake Road in the Brighton Village Shopping Center area. Profits from the operations have been used primarily for capital expenditures in-recent years; annual earnings are nearly $100,000. There appears to be a potential market for an off-sale facility in the southern part of the City, somewhere in the County Road D/Old Highway.8/New Highway 8 vicinity; however, long term uncertainties in the merchandising of.liquor should make the City very cautious in considering any expansion of the present operation. Maintenance Facilities — A maintenance building was constructed in 1973 and is projected to be able to serve City needs for the next 20 years. The building, located on a 6 acre site just off Old Highway 8, provides for the storage and repair of City vehicles and equipment. Fare Protection Facilities — The City has one fire station, built in 1948 and recently remodeled, located just south of City Hall. The station is in generally good repair. A primary problem is lack of visibility to north bound traffic on 5th Avenue because of a high bank. There are two major facility issues related to fire protection which should be resolved during the next few years. These are, first, whether to expand the present fire station to provide sleeping facilities for night time volunteer staffing, and second, whether to construct a second station that would primarily serve the north and west part of the community. CHAPTER 6 COMMUNITY FACILITIES 129 Other City Land and Buildings — The City presently owns a small number of parcels which are not being used or have no definite future use, many acquired for street purposes or through tax forfeiture. These parcels should be catalogued and evaluated for their potential usefulness, especially park and open space purposes. In addition, vacant lands in the downtown area should be evaluated for the possibility of their inclusion of any redevelopment project. Acquiring and assembling land into larger parcels is one of the most difficult and expensive aspects of redevelopment. GOALS: PUBLIC LANDS AND BUILDINGS 1. To provide general public lands and buildings of an adequate size and type which are located to allow convenient, efficient, performance of City business, and designed to be compatible with surrounding uses and a positive influence on the surrounding - neighborhood. 2. To operate liquor establishments of sizes and locations to safely and efficiently provide for the profitable sale of liquor within the City. OBJECTIVES: PUBLIC LANDS AND BUILDINGS 1. Provide office and meeting areas sufficient in size to accommodate the City staff needed to deliver the level of service requested by the City Council and residents. 2. Locate office and meeting buildings at places of safe and convenient access from all parts of the City.. 3. Locate and design office and meeting buildings so they will be compatible with surrounding uses and will be a positive influence on the surrounding neighborhood. Without being elaborate, public buildings should set a standard for tasteful design, landscaping and compatibility with other properties. 4. Locate office and meeting buildings in such a way as to create a central area in New Brighton and investigate the development of a community center in this central area to serve as a focus'for community identity and activity. 5. Concentrate office and meeting buildings to promote economies of scale, more efficient communication and,coordination, and reinforcement of the focusing effect of public facilities. CHAPTER 6 COMMUNITY FACILITIES 130 • POLICIFS: PUBLIC LANDS AND BUILDINGS 1. Share office and meeting space with other units of government to avoid duplication and scattering of services. 2. Further expansion of liquor facilities should be done with a minimum of expenditures for additional land and buildings, and only after definite demonstration of the need and potential for such facilities. 3. Provide facilities adequate to achieve a maximum 4 minute daytime and 3 minute nighttime response to all points in the City by the by the volunteer Fire Department. 4. With respect to tax forfeit or surplus City land: a. parcels should be offered first for acquisition for park and open space purposes where consistent with established plans. b. parcels which might have.a function within a renewal area should be retained. c. parcels with a potential use should be retained but an attempt should be made to lease them for low investment, short term productive use. `? d. parcels with no probable uses should be sold and returned to the tax rolls. EDUCATION EXISTING CONDITIONS AND NEEDS The present educational facilities are described in the following chart. Principal concerns related to the educational system in New Brighton are efficient usage of governmental facilities and manpower through cooperative efforts between school districts and the City, creating physical improvements to provide safer travel near school sites, and the future of the present educational facilities. Like most school districts, those serving New Brighton are experiencing declining enrollments. With one school already closed, the possibility of future school closing must be considered. The proper reuse of these school sites so they will not in any way be a detriment to the residential neighborhoods in which they are located must be a prime concern of the City in the future. At the same time,the productive and efficient reuse of these properties that represent a considerable expenditure of public funds, must be considered. Facilities in certain of the existing park areas are only partially developed and thus, serve only a particular age or recreational interest group within the total population. Most development during the last four years has emphasized facilities for school-age boys engaged in active, organized sports, as a result, these needs are provided for whereas the remaining population groups are not totally served. Ramsey County and New Brighton are jointly developing and operating a regional park in the Rush Lake/Long Lake/Rice Creek area'. In addition to its regional function, this park will also play an important role in the City's park system by providing various special use facilities such as a swimming beach, group camping area, and nature study center, in addition to the large, pleasant open space area. Many of our sites originally became available for park use because they were unsuitable for development; today they are to fulfill a dual purpose of providing recreation open space while preserving or managing the use of certain natural drainageways, wetlands, floodplains, erodible slopes, forest and soils which have severe limitation for development, need protection and wise management to allow the natural ecological systems.(especially hydrological cycle) to function normally. The lakes, streams, ditches, floodplains and wetlands are integral parts; the others are related in that they are affect by or affect the hydrological cycle. This natural function must be considered as a basis on which development, landscaping and maintenance plans are made. The continued maintenance and renewal of trees and grounds on a systematic basis must be done on a high priority basis with the enhancement of parks by formal plantings as a lower priority. GOAL: PARK AND RECREATIONAL OPEN SPACE 1. To provide adequate park and recreation open space and facilities to provide for the needs of the estimated saturation population projected for the City. OBJECTIVES: PARK AND RECREATIONAL OPEN SPACE 1. Provide a park and recreation system of sufficient size to meet the national standard of 1 to 1112, acres of recreation open space per 100 population. 2. Provide a recreation open space within walking access of every resident. CHAPTER 6 COMMUNITY FACILITIES 136 3. Develop park facilities to meet the needs of various user groups. 4. Preserve and enhance the aesthetic qualities of parks and open space. 5. Promote and encourage cooperative development of park and recreation activities and facilities between the City and other governmental units. 6. There should be continued citizen participation in the planning, development and evaluation of park and recreation open space facilities and activities. 7. Acquisition and/or development of additional recreation open space should emphasize location. 8. Where feasible, obstacles which isolate a neighborhood from a park site should be avoided. 9. Local schools, both public and private, should be encouraged to develop their recreational facilities and environmental study areas in coordination with County and City plans. 10. The private sector should be encouraged to provide play areas, and to give public easements for pathways and trails when land is to be developed. 11. Park development should continue to provide a balance of facilities among the population age groups and between active and passive recreation. 12. The protection and wise management of natural resources should be an integral and basic part of all park development plans,. 13. Plans for development of roads, utilities and other public and private uses which would encroach upon or be adjacent to park areas should be compatible with the park plans. 14. Park shelters should maintain a consistent building design provided such design is compatible with the site and neighborhood. POLICIES: PARK AND RECREATIONAL OPEN SPACE 1. Allocate sufficient funds in the annual operating budget to include planting and increased maintenance and renewal of trees and grounds. 2. Expand cooperative agreements with other units of government and School.Districts 282 and 621 to utilize fully available recreation open space facilities and services. CHAPTER 6 COMMUNITY FACILITIES 153 GENERAL ACTIVITIES As a community which is almost fully developed, New Brighton is not anticipating major development activity. Zoning and subdivision regulations and the City's capital improvement plan have proven in the past to be adequate to guide the City's development. These tools will be the primary implementing devices for the comprehensive plan. Some revisions and "fine-tuning" are needed in these ordinances, but no major changes are contemplated. In addition, the City has a number of specific ordinances covering various aspects of environmental protection which will continue in force. OFFICIAL CONTROLS New Brighton's primary control on development will continue to be its zoning ordinance. A comprehensive rezoning was completed in 1981 after adoption of the comprehensive plan to make zoning consistent with the proposed.land use categories. Following the adoption of this updated version of the plan, the City will embark on the rewriting of its present Zoning Ordinance. The purpose of this rewrite is twofold: one, to more effectively implement the goals of the City's Comprehensive Plan and Highway 8 Corridor Plan, and two, to update the Ordinance's current standards and guidelines. ZONING The zoning districts are described below. All districts-described below are presently part of the New Brighton Zoning Code and would continue with only minor changes. R-lA. Single family residence district Purpose: This district recognizes existing single family residential development on smaller lots in the older downtown area of New Brighton. Standards: Minimum lot width — 40 feet Minimum lot area — 5,000 sq. ft. Minimum house size — No minimum R-1. Single Family Residence District Purpose: This is the standard single family residence district. The vast majority of housing developed in the City has been developed in accordance with the standards in this district. Standards: Minimum lot width — 75 feet CHAPTER 6 COMMUNITY FACILITIES 154 Minimum lot area — 10,000 sq. ft. ' Minimum house size — No minimum R-2. Two Family Residence District Puroosg: This district allows construction of duplexes and double bungalows in addition to single family homes. Standards: Minimum lot width — 85 feet Minimum lot area = 12,500 sq. ft. Minimum dwelling unit size — No minimum R-3A. Multiple Residence District Purpose: This is a medium density residence district allowing apartment buildings up to 21/2 stories in height. Duplexes, single family homes and townhouses are also allowed. Standards: Minimum lot width — 100 feet Minimum lot area — 12,500 sq. ft. Minimum lot area per dwelling unit: 1 floor — 3,000 sq. ft. 3 2 floors — 2,800 sq. ft. y 3 floors — 2,500 sq. ft. Minimum dwelling unit size — No minimum R-3B. Multiple Residence District Purpose The R-3B district allows buildings up to two stories in height. Building types allowed are apartment buildings, townhouses, duplexes, and single family homes. Standards: Minimum lot width — 100 feet Minimum lot area — 12,500 sq. ft. Minimum dwelling unit size — No minimum Minimum lot area per dwelling unit: Efficiency — 2,500 sq. ft. 1 bedroom — 3,500 sq. ft. 2 bedroom — 4,375 sq. ft. 3 bedroom — 5,625 sq. ft. Minimum dwelling unit size: Efficiency — 500'sq. ft. 1 bedroom — 650 sq. ft. 2 bedroom — 800 sq. ft. 3 or more bedrooms — 1,000 sq. ft. plus 200 additional sq. ft. for J each bedroom over three. CHAPTER 6 COMMUNITY FACILITIES 155 Planned Residential Development This development procedure allows variation from the normal zoning code requirements based on approval of a specific, detailed plan. Allowable density can be computed up to 80% of the lot area per dwelling unit required in the underlying residential zoning district. Commercial and Industrial Districts New Brighton has five commercial and three industrial districts. Commercial districts include Limited Business (office), Neighborhood Business, General Business, downtown Business, and an Office development District. Industrial districts include Light Industrial, Heavy Industrial, and Limited Industrial, a district bordering residential and open space areas. The.commercial and industrial districts do not allow residential uses, except mobile home parks are allowed by a special use permit. Performance standards are specified for commercial and industrial districts. SUBDIVISION REGULATIONS New Brighton has had regulations governing land subdivision for several years. Points of particular note in the regulations are a requirement for conformity of subdivisions with the Zoning Code and comprehensive plan and a requirement that natural features, such as woodlands and wetlands be taken into account in subdivision design. ENVIRONMENTAL REGULATIONS The City of New Brighton has a number of specific ordinances which will be used to implement various aspects of this plan. The major ordinances are discussed below. Additional implementation measures are discussed in each section of the plan. Sewer and Septic Tank Regulations The City's sewer ordinance has a number of provisions among which is a requirement that any sewer improvement be consistent with the comprehensive sewer plan approved by the Wastewater Control Commission. The ordinance prohibits any sewer discharge to any natural outlet. Connection to the municipal sewer system is required when a sewer line is within 75 feet of the property. This requirement applies to virtually every lot in the City. All new subdivisions are sewered at the time of construction. If any of the handful of private systems malfunctions, correction is enforced under the City's nuisance ordinance. Connection to the City sewer system or reconstruction according to Minnesota Department of Health standards is required. The City will adopt Minnesota Department of Health Regulation WPC-40 to govern septic systems. CHAPTER 6 COMMUNITY FACILITIES 156 Wetlands and Water Bodies Protection The City has an ordinance which prohibits filling or other alteration of wetlands without a special permit. Applicants for such permits are also referred to the Rice Creek Watershed District approval. Permits approved by the City are routinely conditioned on approval of the Rice Creek Watershed District. the City also has adopted a floodplain management ordinance conforming to State of Minnesota guidelines. The City uses the services of Ramsey Soil and Water Conservation District in the review of development plans and in the design of erosion control plans. The City will investigate the,desirability of preparing an official map showing wetland area necessary to the City's drainage system. The City also proposes to adopt a surface sue classification system for Long Lake. Air and Noise Pollution Air and noise pollution problems are handled under the City's public nuisance ordinance, zoning code, performance standards, for commercial and industrial land uses, and through licensing of "offensive trades" which have particular possibilities of creating pollution problems. These ordinances, in conjunction with Minnesota Pollution Control Agency regulations and'assistance, give adequate control over potential problems. enforcement of pollution related ordinances is handled by the City's full-time, professional sanitarian. HOUSING IlAPLE IENTATION The steps to be taken to implement the goals and policies of the Housing Section of this 'plan are described in detail at the end of the Housing section. ` CAPITAL EWMOVEAIENT PLAN Construction of the City's public facilities is programmed in a capital improvement plan. The plan covers a five year period and is divided into two parts, a budget for projects to be constructed in the coming year and a plan of projects that are expected to be undertaken in the following years. The plan is revised and approved annually with a full revision being done every other year. In the off year, a simple update is prepared.
