B. City Council Reports

5 The City of St. Anthony received a Hennepin County 1990 Partner-
L ship Award for the best regional recycling program in 1990. Mayor
7 Ranallo felt the lion's share of the credit for the success of this
P
program was due to the efforts of Councilmember Enrooth. Council-
9 member Enrooth recognized that the major efforts of coordinating
the program came from Sue VanderHeyden.
12 The City's Neighborhood Crime Watch Program is an interest of Council-
13 member Fleming . She has visited with Chief Engstrom regarding in-
i4 creasing the number of participants and neighborhoods in the Program.
15 A program has been initiated in Councilmember Fleming 's neighborhood
16 and its first meeting will be held at Councilmember Wagner's home.

18 Mayor Ranallo recalled the Police Department sponsored "Night Outil
19 activites from last year had met with modest success in four areas
20 of the City. He requested the City Manager to gather information
21 on th's subject from the Police Department and coordinate publicity
22 and activities* for this year.

24 The City Manager stated that the City 's new intern, David Urbia,
25 would coordinate the "Night Out" activities .

27 The City Manager formally introduced David Urbia.

29 The Mayor noted that November 23, 1991 is the tentative date selected
30 for a fundraiser for the D.A.R.E. Program. Angie Eklund is coordinating
31 the planning for the fundraiser and hopes to have the services of Paul
32 Todd for entertainment.

54 Mayor Ranallo and Councilmember Wagner will be attending a land use
35 and zoning seminar on May 29th sponsored by the Popham, Haik
36 Snobrich law firm.

38 Councilmember Enrooth indicated his willingness to work with the City
39 Manager to gather data for a water quality study program for Silver
J40 Lake and to focus on the lake as a oatural resource.
42 Councilmember Wagner noted that the, St. Anthony Kiwanis Club will
43 be volunteering at the Special Olympics in July. Training sessions
J44 are being given for anyone interested in volunteering. Bus trips
br, to some of the Special Olympics events are being organized by the
46 Kiwanis Club as well . All of the events are free, but Councilmember
47 Wagner said all of the tickets for the aquatic meets are already
48 given out. He will be meeting with the Chamber of Commerce regarding
49 member participation and will pursue the placement of a banner across

St. Anthony. Included in a letter from the City to the athletes is
2 a video of the City ' s Village Fest .
Mayor Ranallo mentioned he will be hosting a family for. ten days who
will be participating in the Special Olympics. He explained the re-
5 quirements for hosting a family or athletes.
7 The Mayor will be meeting with representatives of Apache Merchants
P Association and of the St. Anthony Merchants Association to discuss
9 a "Shop St. Anthony" campaign. Councilmember Wagner advised that
10 Anderson Furniture, presently located on 37th Avenue, will be moving
11 into space at Apache Plaza.

13 The Ramsey County League of Local Government will be holding a meeting
i4 on May 15th to discuss drugs .

16 A joint meeting of the City Council and the School Board was held
)7 on May 13th where revenue sources and their distribution were the
18 topics for discussion. The next joint meeting of these two bodies
19 will be June 24th at City Hall . Issues regarding distribution
20 similarities between the City Council and the School Board will be
21 discussed.

23 C. City Manager's Report

25 1 . Recycling Center
26 More yard waste, tires , and junk is being brought to the Recycling
27 Center. Black dirt is being removed. The City Manager this is a
78 frustrating situation and also there are safety concerns as the area
29 is becoming an "attractive nuisance" for children.

31 It was recommended that the matter of the location of the Recycling
32 Center be directed back to the Recycling Task Force.

34 The City Manager advised that an ordinance must be in place by July
35 1 , 1991 , which addressed individual household/family recycling. This
36 is a Hennepin County regulation.

38 Mayor Ranallo received a letter from a resident who felt the Recycling
39 Center is being used as a dumping grounds. The writer also felt
if 0 garage sale signs should be allowed to be placed on property owners '
41 front yards.

43 2. Pavement Management Study
44 The City Manager has evaluated three firms to conduct the Pavement
br, Study. He noted that they all were fairly close in costs. He is
46 recommending Braun Intertec Pavement of St. Paul . $80,000 has been
47 placed in the Public Works ' budget for road replacement . It more
48 funds are needed , they can be designated .

7 3. Request from Evergreen Townhomes
P Dave Newman, legal counsel for Evergreen Townhomes built by Nedegaard
9 Builders, sent a letter to the City requesting permission to leave in
place a fence located at the Evergreen Townhome development. A survey
was conducted and it was found that- the fence is from .three inches to
12 fifteen inches into the public right-of-way. The request is for
13 a license to leave the fence at its present location. The City Attorney
i4 will review the matter. It was noted that the firm was advised if the
15 fence were to be damaged more than fifty percent or need to be replaced,
16 it will have to be located in the correct place out of the public right-
17 of-way.

19 4. Public Works Personnel
20 Presently, the Public Works Department is short four employees .
21 One vacancy occurred when a replacement was not hired to fill a
22 position left by a retiring employee. The other three absences are
23 due to various reasons of each employee.

25 The City Manager noted that because of these vacancies in the Depart-
26 ment the trail near Autumn Woods may not be completed in a -timely
27 manner.

29 Students who fill seasonal positions will be coming on board in June.
30 The City Manager has requested property owners whose property is
31 located near Old Highway #8 to -now the grass in that area.

33 Councilmember Marks inquired when the crosswalks in the City will
54 be painted. He was advised this item is on the list of tasks to
35 be completed this summer or fall .

37 5. Proposal from Walgreen Drug Stores
38 A realtor has 'contacted the City Manager regarding a proposal for the
39 location of a Walgreen Drug Store on the triangular parcel in. an area
J10 south of St. Anthony Boulevard and east of Coolidge. The realtor is
41 presently working on purchase agreements for Rosie's Cafe and a home
42 located in the area. The realtor is requesting the City to require
J,3 no variances.

br, The City Manager is concerned with the location being so close to a
46 residential area but noted that this building would be permitted
47 under the present zoning.

J49 Mayor Ranllo felt the realtor should consider locating in one of the
50 two shopping centers in the City since both of them have vacant

space.

The realtor told the City Manager that a corner lot and a singular
site .-was the preference cf the store. The City Manager felt removal
of a home from a residential area would not be well received by
5 property owners in the area. He will advise the realtor of this
fact.
9 Councilmember Marks felt the Council should be sensitive to the -gateway
atmosphers that St. Anthony Boulevard projects.
11 Burt noted that the owner of the single family home has resisted selling
12 his home and has increased the price as he does not want to sell it
13 to Walgreen's. The City Manager- felt this issue should be reviewed
i4 .n respect to the Comprehensive Plan. He will bring the request to
15 1
16 the Planning Commission and will request actual sized plans for the
17 meeting.
is Doug Jones advised the Council that the sites in this area had been
19 brought before the Planning Commission about ten or twelve years
20 ago for review. The City Council took no action at that time.

22 Burt advised that most of the parcels in the area were identified when
23 reviewing zoning for the recodification. All of the areas will be
24 addressed when rezoning is being considered.

26 6. Association of Metropolitan Municipalities
27 The AMM is holding �its annual meeting. The City Manager requested any
28 Councilmembers who plan to attend the meeting advise him so he can
29 coordinate the, reservations . Councilmember Enrooth serves on the Board
30 of the AMM.

32 The League of Minnesota Cities sent an Action Alert to the City
33 regarding a bill being proposed by Senator Luther to require all
34 local elected officials to freeze the salaries of their non-union
35 employees and any employees not represented by a bargaining unit.

37 7. Water Quality of Silver Lake
38 Concern for the quality of the water in Silver Lake was on the agenda
39 of a recent Council work session. It has three cities and three
40 counties involved as governing entities. Councilmember Enrooth will
J41 follow this matter as an environmental control issue.

J13 Mayor Ranallo indicated he would like to attend the next Silver
44 Lake Homeowners ' Association meeting. He knows the City Council is
br, concerned -about the water quality of Silver Lake and it appears to
46 -be getting worse.

48 Doug Jones, who resides on Silver Lake, advised that a brochure is being
49 distributed to lakeshore owners which cautions them to be aware of
so their treatment of the property and the lake, especially in the use of

fertilizer and other chemicals .

L 8. Sidewalk Project on Silver Lane
appraiser for this project is
The City Manager stated that the —
doing a parcel-by-parcel review of the benefit for assessment
9 purposes. This review should be completed by the end of the month.
10 He noted that there is a possibility of receiving some funding for
11 the City's portion of the assessment if the project is approved
12 from the profits from gambling funds.

i4 Doug Jones felt a public hearing must be held on this prcject. He noted
15 that there are a very large number of people using this area for
16 walking on Silver Lane to areas near the freeway.

is Mayor Ranallo met with people from New Brighton regarding the newly
19 presented plan from Ramsey County for Silver Lake Road. He noted
20 that it does include sidewalk on the St. Anthony side of Silver Lake
21 Road. Doug Jones felt a sidewalk on the south side of Silver Lane
22 would stop the erosion that is taking place in the area. The City
23 Manager advised the Council that Ramsey County representatives held
24 a special meeting for Hennepin County residents living on the south
25 side of 37th Avenue to reassure them regarding traffic and other
26 matters.

78 The City Manager referred to a recently passed ordinance of the City of
79 Minnetonak regarding speed which is very effective.

31 9. Proposed Zoning Change
32 The City Manager advised that the northwest corner of Silver Lake Road
33 and County Road E is zoned as a Business District and is not Commercial .
54 Doug Jones noted that when the stretch 'of County Road E near the
35 Salvation Army Camp was resurfaced, it was sloped so all of the runoff
36 goes directly into the Camp property.

38 Doug Jones advised the Council that the property owners on Silver Lake
39 will be holding their tradittonal Fourth of July Boat Parade on the
J10 Lake. He felt the Salvation Army could be approached about having a
41 limited Open House on the Fourth. The City Manager will pursue this
42 suggestion.
43 Mayor Ranallo has been advised that Tri-City American Legion in New
Brighton will be open on the Fourth of July but that no special
46 activities have been planned. The American Legion will supply an
47 honor guard for any community event where it could be appropriately
48 used. The Mayor suggested some activity be pursued in light of the
J49 fact that most of the personnel who participated in Desert Storm
50 would have returned by that time.

C. Ordinance No. 1991-003; Regulations on Lake Usage (Ist reading)
2 The City Manager distributed copies of the revised ordinance which is
an ordinance regulating the surface use of the water of Silver Lake
located within the boundaries of the City of St. Anthony; amending
the 1973 Code of Ordinances to add a new section 1500:00.

L The only revision made to this ordinance were the hours . Burt met with
7 representatives of Ramsey County and the City of Columbia Heights
to discuss the ordinance. Enforcement falls under the pervue of Ramsey
County as the enforcement agent . Signage may be an effective control ,
.10 but it was felt that realistically the lakeshore property owners
11 may be depended upon to coordinate some of the control .

13 A resident of the 'area noted that jet skis activity near the swimming
i;4 beach and the boat landing is the source for most of the objectionable
15 behavior and noise. The City Manager is waiting for the results of
16 a survey regarding th.is matter.
