5 The meeting was called to order at 6:30 P.M. by Mayor Ranallo.

7 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner, and Fleming.
8 Also Present: Michael Momson, City Manager; Larry Miller, Hennepin County Principal
9 Appraiser; and Carrie Luther, Hennepin County Appraiser.
10 Mayor Ranallo explained this year there was a physical assessment done of one half of the homes
11 in St. Anthony located north of 33rd Avenue and east of Silver Lake Road to the county line. He
12 indicated the meeting tonight was to discuss the market value of the property and not to discuss
13 taxes. This meeting was an opportunity for residents who felt they had not received a proper
14 appraisal of the property, to voice their opinion, and a second appraisal could then be ordered.
15 Hennepin County Appraiser Miller explained there is a ratio between what the estimated market
16 value of a home is and what the home will actually sell for. A home that sells for the estimated
17 market value is at 100%. The ratio Hennepin County strives for is between 93% and 94%. The
18 median ratio achieved in St. Anthony is 93.5%, which is comparable to other suburbs in
Hennepin County. Miller explained that for the homes the assessors were unable to gain
entrance to, the appraisal is based on physical data on file, such as age, size, condition, etc. The
21 estimated market value is then adjusted by computer based on other sales.
22 Mayor Ranallo then invited any resident who wished to speak to approach the podium.
23 III. . PUBLIC COMMENTS.
24 Arthur Johnson, 3100 Townview Avenue N.E., (PIN#06-029-23420068 ), indicated his
25 estimated market value had risen$12,000.00 in the past two years.
26 Miller explained the appeal process. He stated the initial assessment was performed. The
27 homeowner could then contact the Hennepin County Assessors Office and voice his concern or
28 complaint. If it was necessary, someone would again go and look at the property. If the
29 homeowner was not pleased with the results, he could come before the Board of Review. At that
30 time, another assessment could be ordered. If the homeowner was again not pleased with the
31 results, he could then appear before the County Board of Equalization and then, if necessary, go
32 to the Minnesota Tax Court.
33 Mr. Johnson stated he did not want another appraisal of his home.
34 There was no action taken on this appeal by the Board of Review.
0 Ms. Charlotte Olson, 3418 Skycroft Drive, (PIN#06-029-23 1401 1 1 ), stated in 1991, the
36 estimated market value of her home was$130,000.00. She came before the Board of Review and

1 it was re-assessed and the market value was reduced to $124,500.00. She indicated it has risen •
.2 over the years and this year the estimated market value of her home is $136,000.00. She
3 indicated she lived in a small colonial and felt this was a steep increase.. She indicated the other
4 colonial style homes in the area were all much larger and she did not think they compared to her
5 home. She indicated she would like her home to be reappraised.
6 Motion by Enrooth, second by Marks to approve a County reappraisal of the property owned by
7 Charlotte J. Olson, 3412 Skycroft Drive, PIN#06-029-23140111, as requested.
8 Motion carried unanimously.
9 Ms. Charlotte Ferraro, 3013-32nd Avenue N.E., indicated she called the appraiser's office and
10 was told the reason the market values were rising is that St. Anthony is a "hot area". She stated
11 she purchased her home for$79,900.00. She indicated the estimated market value of her home
12 this year is $91,000.00 and she does not believe her home is worth that much. She indicated she
13 would like her home to be reappraised.
14 Motion by Marks, second by Enrooth to approve a County reappraisal of the property owned by
15 Charlotte Ferraro, 3013-32nd Avenue N.E., as requested.

18 Mr. Ron Hansen,2704-32nd Avenue N.E., indicated he called the Hennepin County Assessors
19 Office to complain about the estimated market value of his property and was given false
20 information. He indicated he was only in attendance tonight to have it put on record that he was
21 appealing the valuation. He stated he intended to take his complaints to the County Board of
22 Equalization and then to the Minnesota Tax Court.
23 Mayor Ranallo indicated if there was a problem with the Hennepin County Assessors Office, the
24 City would like to be aware of it.
25 Mr. Hansen made an appearance at the Board of Review and stated his complaint and there was
26 no action taken on this appeal by the Board of Review.
27 Mr. John Jadinak, 2805-27th Avenue N.E., (PIN#07-029-23210115 ), asked why his valuation
28 would increase by$5,000.00 this year. He indicated he lives across the street from a filling
29 station and there is trash laying everywhere.
30 Mayor Ranallo indicated Mr. Jadinak had a unique situation because of the location of his
31 property.
32 Enrooth stated his property may have to be physically appraised every year due to his situation. •
33 Mr. Jadinak requested his property be reappraised.

Motion by Marks, second by Enrooth to approve County reappraisal of the property owned by
2 John J. Jadinak, 2805-27th Avenue N.E., PIN# 07-029-23210115, as requested.

5 Mr. Lee Seely, 2508 St. Anthony Road, indicated there has never been'an assessor in their home
6 since they have owned it. He indicated he would like someone to physically come and assess the
7 home.
8 Motion by Marks, second by Enrooth to approve a County reappraisal of the property owned by
9 Lee and Jan Seely, 2508 St. Anthony Road, as requested.
10 Motion carried unanimously.
11 Ms. Lois C. Krebs, 3009 Silver Lake Road, indicated her estimated market value has increased
12 by $11,000.00 over the past two years. She stated she lives on Silver Lake Road which is a
13 highly traveled roadway. She has to deal with the traffic, noise, and the pollution and she feels
14 the estimated market value is too high for her location. She requested that an assessor come and
15 look at her house.
Motion by Marks, second by Wagner to approve a County reappraisal of the property owned by
l Lois C. Krebs, 3009 Silver Lake Road, as requested.

20 Ms. Rosemary Franzese, 3308-36th Avenue ME:, inquired if there were any county or state
21 programs available for senior citizens to help prevent the market value of their homes from
22 accelerating and also how a development at Apache Plaza would affect the market value of
23 homes in the area.
24 Miller indicated he was not aware of any specific programs available to senior citizens. He also
25 indicated any improvement in the City of St. Anthony will have a positive influence on the
26 market value of the homes in the area.
27 Mr. Robert Brown, 3304 Wendhurst N.E., stated he believes the rise in his property's estimated
28 market value to be excessive. He reported he was informed by the Hennepin County Assessor's
29 Office, they were trying to bring the valuation of property as close as possible to a realistic
30 figure. He was led to believe the ratio for Hennepin County and the City of St. Anthony were
31 very close to one. He.indicated that by law, the goal of the Assessor and the Superintendent of
32 Assessment in the State of Minnesota, is to try to bring the ratio across the state as close to one as
33 possible. 'He indicated his assessed market value was $142,000.00. When he called the
Hennepin County Assessor's Office,they asked him how much he felt his house was worth. He
16 indicated he felt it was worth $135,500.00 and they adjusted the valuation to that amount. He
36 stated he felt he had been cheated and would like to have his property reassessed.

4 Mr. Alfred Kemper, 3413-33rd Avenue N.E., indicated his estimated market value has increased
5 $12,000.00 in the past two years. He requested that his property be reassessed.
6 Motion by Marks, second by Enrooth to approve a County reappraisal of the property owned by
7 Alfred Kemper, 3413-33rd Avenue N.E., as requested.

9 Mr. Harold Lawko, 3421-33rd Avenue, inquired as to the average estimated market value of the
10 homes in St. Anthony. He indicated it was not right that people improve their homes and try to
11 keep them nice and then only end up paying more in taxes.
12 Miller indicated the average estimated market value of the homes in St. Anthony is $104,918.00.
13 He also stated that it is true if people make improvements to their homes, the market value will
14 increase. If they do nothing and the home becomes run down,the market value will decrease.
15 Mrs. Justin O'Connell, 3201 Bell Lane, indicated there have been no improvements made to their
16 home and still the estimated market value rises every year. She indicated she would like to have
17 someone reappraise her home.
18 Motion by Marks, second by Enrooth to approve a County reappraisal of the property owned by
19 Justin and Marguerite O'Connell, 3201 Bell Lane, as requested.
20 Motion carried unanimously.
21 Mr. Jeff Amundsen, 3316 Croft Drive, indicated he had just purchased his home last July for
22 $135,000.00 and was assessed this year at$140,000.00. He indicated he felt this was a little
23 high. He stated that Hennepin County Assessor Carrie Luther,had been to the property and the
24 valuation had been dropped to $138,500.00.
25 Luther explained that when the house was sold, it was not listed on the open market. She
26 indicated this makes a difference,as it was not available to as many people.
27 Miller explained that because the home was for sale by owner, it did not receive the exposure it
28 typically would have. He indicated the home had been reassessed and $138,500.00 was the value
29 of record now. He felt this was a good assessment.

There was no action taken on this appeal by the Board of Review.

3 reassessed.
4 Motion by Marks, second by Enrooth to approve a County reappraisal of the property owned by
5 Ivar Slettemoen, 3027-31st Avenue N.E., as requested.

7 Mr. Bruce Holten,2909 Rankin Road, indicated he had built his house in 1991 and took out a
8 mortgage for$110,000.00 with a cost to build the house of$107,000.00. In 1992, it was
9 appraised with a value of$133,600.00. The house was reappraised and the valuation did not
10 change. In the two years following, the valuation decreased. Last year the valuation increased to
11 $136,000.00 and this year to $140,000.00. He indicated he didn't see how his market value could
12 increase $11,000.00 in such poor economic times. He indicated he only wanted a fair appraisal
13 of the property.

15 Bruce Holten,2909 Rankin Road, as requested.

1 Enrooth reported that the planning of Villagefest was progressing well. He indicated they
2 have hired a band for the one day event. There is a meeting scheduled for April 27, 1995
3 and there are two positions on the committee remaining to be filled.
4 Enrooth reported he and George Wagner had attended a meeting with the Sports Boosters
5 last Sunday in regards to the gym in the proposed Community Center. He indicated they
6 discussed the size and type of gym they would like to have. He stated he has since met
7 with City Manager Morrison regarding the figures and will now meet again with the
8 Sports Boosters to propose those figures.
9 Mayor Ranallo indicated he and City Manager had met with the School Board. He
10 indicated that due to the legislative adjournment in May,they hoped to have everything
11 prepared and ready by June 1, 1995.
12 Ranallo also reported a new restaurant, The Dragon, will be opening in the St. Anthony
13 Shopping Center on May 1, 1995.
14 Ranallo stated the St. Anthony Volunteer Appreciation Dinner will be held on April 20,
15 1995. He urged any councilmembers who had not yet confirmed their attendance to
10 notify City Staff as soon as possible.
17 C. City Manager.
18 City Manager Morrison reported the staff changes for RCM Engineering which were
19 discussed at the work session will commence at the start of the 1995 street projects which
20 should begin in May of 1995.
21 VIII. PUBLIC HEARING -None.
22- IX. NEW BUSINESS
23 A. Resolution 95-025. re: Contribution to a Diagnostic Study of Silver Lake,
24 Morrison indicated this study had been generated by the Apache Plaza development. The City
25 stated to the homeowners on the lake that they realized there were problems in Silver Lake. The
26 City also indicated they did not feel the City of St. Anthony was the only contributor to the
27 problem. This resulted in a meeting. It was agreed that the City of St. Anthony would contribute
28 $3,000.00 to the study with the Cities of New Brighton and Columbia Heights, each contributing
29 $3,000.00 also. The Rice Creek Watershed will contribute$5,000.00 and the Silver Lake
30 Homeowners will contribute$3,000.00.
31 Motion by Marks, second by Wagner to approve Resolution 95-025, Authorizing the City of St.
32 Anthony's Contribution to a Diagnostic Study of Silver Lake.
Enrooth questioned if everyone else involved was committed to this study.

1 Fleming suggested it be added to the resolution that the funds will not be allocated until everyone.

3 Momson indicated the study should not be done until all the ponding has been put in, including
4 the Columbia Heights ponding, the Salvation Army ponding, and the Apache Plaza ponding. He
5 indicated the City is committed to the study. He stated even if only two of the three ponding
6 projects end up being completed, the study will still be done. He indicated the Council could add
7 a line to the resolution stating "the funding will be tied to the development at Apache Plaza".
8 Ranallo indicated even if nothing were done at Apache Plaza, it is important to do the study.
9 There was Council consensus to not change the wording of the resolution.

11 B. Resolution 95-026. re: Withdrawal of the 1992 Petition to the Rice Creek Watershed
12 District,
13 Motion by Marks, second by Wagner to approve Resolution 95-026, To Withdraw a Petition to
14 the Rice Creek Watershed District by the City of St. Anthony.
15 In response to Ranallo,Mornson explained that if the petition is left in place, the Rice Creek •
16 Watershed District has to act upon it. He reported the Watershed District has indicated they feel
17 this matter is primarily a local issue and they do not believe the Board would find this project
18 appropriate for "common benefit funding". This would mean all costs of the study would be the
19 responsibility of the City of St. Anthony.
20 Motion carried unanimously.
21 C. - Resolution 95-027. re: Lease with Minnesota Swimming,
22 Motion by Marks, second by Enrooth to approve Resolution 95-027,Approving a Lease with the
23 Minnesota Swimming and Authorizing the Mayor and City Manager to Execute Said Lease on
24 Behalf of the City of St. Anthony.
25 Motion carried unanimously.
26 D. Resolution 95-028 re: 1995 Hennepin Count Municipal Recycling Grant Application
27 Motion by Marks, second by Enrooth to approve Resolution 95-028, Approving Submittal of the
28 1995 Hennepin County Municipal Recycling Grant Application.

30 E. Resolution 95-029, re: City Manager's 1995 Salary.
31 Motion by Marks, second by Wagner to approve Resolution 95-029, Approving the 1995 Salary

2 F. Resolution 95-030. re: Amend Use of the 1995 Community Development Block Grant
3 Funds.
4 Motion by Marks, second by Wagner to approve Resolution 95-030, Amending Projected Use of
5 Funds for 1995 Urban Hennepin County Community Development Block Grant Program.
6 Morrison explained the Senior Citizen Allocation had changed from $6,000.00 to $4,072.00 as it
7 was necessary to reduce the amount of funding to public services activities to no more than 20%
8 of the City's allocation. These funds were moved to the Single Family Rehabilitation area and
9 would allow another family on the waiting list to receive assistance.
10 Motion carried unanimously.
11 G. Resolution 95-031. re: Change Date of Regular Council meeting.
'12 Motion by Marks, second by Wagner to approve Resolution 95-031, Changing the Date of a
13 Regular Council Meeting From Tuesday June 13, 1995 to Monday June 12, 1995.
14 Motion carried unanimously.
0 H. Ordinance 1995-003, re: Mayor and Council Salaries ( 1st reading_).
16 Motion by Enrooth, second by Marks to approve the 1 st reading of Ordinance 1995-003, relating
17 to Mayor and Councilmember Salaries, amending Chapter 2, Section 200.12, Subds. 1 and 2 of
18 the 1993 St. Anthony Code of Ordinances.
19 Motion carried unanimously.
20 I. Ordinance 1995-004. re: Sale of Alcoholic Beverages , 1 st reading,
21 Motion by Enrooth, second by Fleming to approve the 1 st reading of Ordinance 1995-004,
22 relating to hours of operation for the sale of alcoholic beverages, deleting section 1000.08(c)of
23 the St. Anthony 1993 Code of Ordinances.
24 Momson explained this section of the ordinance needed to be removed as it was in violation of
25 the Minnesota State Statue.

28 Motion by Fleming, second by Marks to allow the Shrine to deliver and sell onions at the

BACKGROUND
The owner, Mildred Verkin has submitted a petition for property subdivision and a
preliminary plat for consideration. In her application, she. is requesting that the City
approve her request to subdivide her property at 3220 - 29th Avenue NE into five lots.
Currently, there are three existing residential structures, one of which will be removed in
order to facilitate the subdivision of the property. The other two structures will remain,
one on proposed Lot 1 and the other on proposed Lot 4. The three remaining proposed
lots will be built-to-suit.
The resultant square footage of the proposed lots will be:
Lot 1: 11,177 sq. ft. with an existing house.
Lot 2: 9,338 sq. ft. vacant lot.
Lot 3: 11,128 sq. ft. vacant corner lot. The ordinance requires 11,000 sq. ft.
for corner lots.
Lot 4: 12,266 sq. ft. with an existing house.
Lot 5: 12,665 sq. ft. vacant lot.
The attached proposed plat shows the information as required by the Subdivision of Land
ordinance, including the proposed building sites, the structures to remain, the driveways,
the structure to be removed and proposed drainage.
RECOMMENDATION
Staff recommends the approval of the property subdivision of 3220 - 29th Avenue NE into
five lots and the attached preliminary plat.

Dear Members of the Planning Commission:
• I have reviewed the proposed Plat of Verkin's First Addition, and have the
following comments:
1. Lot Size. According to the zoning map for the City, all of this property'
appears to be in the R-1 District, which requires interior lots to have an area of at
least 9,000 square feet, and which requires corner lots to have an area of at least
11,000 square feet . According to the survey by Kemper & Associates, Inc. dated April
2, 1995, all 5 lots are over 9,000 square feet, and Lot 3, which is at the corner of 29th
Avenue N.E. and Highway 88, is 11,128 square feet.
2. Access. Lots 1, 2 and 3 have access to 29th Avenue N.E., and Lots 4 and
5 have access to Highway No. 88.
3. Fro_ntage. The required frontage in the R-1 District is 75 feet. All lots
appear to have in excess of that amount.
4. Setbacks. The minimum front setback is 30 feet, and the minimum
side setbacks must total 15 feet with a minimum of 5 feet on each side. The rear
setback is the greater of 20% of the depth of the parcel or 25 feet. These are not
clearly shown in all cases on the survey. The proposed locations of the houses
appear to meet the setback requirements, but you should have verification of this.

5. Sewer. Each parcel must have its own separate sewer connection. The
Director of Public works should verify that each lot will have a separate connection.
6. Easements. Under Section 1500.05, Subd. 2, easements must be
provided for utilities and drainage where necessary. The easements must be at least
10 feet wide for utilities and must have continuity of alignment with existing
easements. This.means that the property should be platted with these easements
being dedicated in the plat. The owner or surveyor should highlight these on the
preliminary plat.
The property is subject to an easement of record in favor of Minnesota Gas
Company 10 feet in width. The legal description in the easement document of
record appears to locate the easement approximately along the east and southeast lot
lines of Lot 1. The survey, however, appears to show the easement along the west
line of the entire plat. This should be cleared up on the plat.
C7.) Tit e. We have been provided with an abstract of title as evidence of •
title to this property. The abstract shows a deed to Mildred M. Verkins, but the legal
description in the deed is different than the description on the survey. I have faxed
the deed description to the surveyor and have asked him to try to determine what
the problem is.
8. City Expenses. The plat and final resolution approving the plat should
not be signed by the City and delivered to the owner until all fees, including the
City's engineering fees and legal fees, are paid.

BACKGROUND
The owner, John Bulicz has submitted a petition for a sign variance requesting that he be
allowed to have a second identification sign on a commercial building having only one
right-of-way frontage. He is requesting an additional sign because his current sign is not
readily noticeable to anyone looking for his business. The linear frontage allowed for
signage by the sign ordinance has the current Autotraac sign facing south and is clearly
visible to the residential area directly across the street. He is unable to install a ground
sign on the site because Ramsey County widened 37th Avenue at that point to
accommodate a right turn lane onto Silver Lake Road. This eliminated the space he would
have had available for a ground sign. Had the owner been able to install a ground sign, the
identification sign would be visible from both directions along 37th Avenue and possibly at
the intersection of Silver Lake Road and 37th Avenue.
Mr. Bulicz is asking to be allowed to paint an identifying wall sign on the west side of the
building. The proposed sign, which would be 13 feet by 5 feet or 65 square feet, is within
'the specifications of the sign ordinance regulating the size of wall signs. The proposed wall
sign is 8% of the wall surface and the sign ordinance limits a wall sign to not more than
15% of the wall surface. This proposed identifying signage would be visible from the west-
bound and the north-bound roadways.
RECOMMENDATION
Staff recommends the approval of the request for a sign variance that would allow a second
identifying commercial sign for Autotraac. The hardships that are addressed by this
variance request are:
• Unable to install a ground sign due to the construction of a right turn lane
for Silver Lake Road by Ramsey County; and
• the current sign is ineffective in providing a reasonable and equitable
opportunity for identification of the business.

Autotraac would like to paint a sign on the west side of the building at 3009-37th Avenue
13 feet by 5 feet, a total of 65 square feet. Please see attached diagrams.
The building front is a total of 61 feet 2 inches, a total of 122.3 square feet of available
signage. The sign above the door, facing 37th Avenue is 4 feet by 12 feet, totaling 48
• square feet, leaving 74.3 square feet of available sign space.
Since Ramsey County widened 37th Avenue to make room for a right turn lane,
our parking space has been reduced by approximently one half and the space for a ground
sign has been eliminated. The visibility of Autotraac is poor, to say the least, from all
directions except directly from the South. The front of our building sets 10-feet further
back than that of Berger Transfer's plus our buildings set just a few feet apart, making it
very hard for new customers to find us and others to see our business. Since the trees
have matured greatly to the North of the building, Autotraac finds its self almost totally
hidden from the community.
Because of the above stated reasons, we feel that we have meet the requirements needed
for a Sign Variance in compliance with the Minnesota Statutes and City Ordinances.

BACKGROUND
This property was acquired as part of the St. Anthony HRA'program for scattered-site
redevelopment. The same process was initiated for 3112 Silver Lake Road in 1993. These
two lots are the same size and Larry Beach is proposing to redevelop the 3111 Silver Lake
Road property in the same manner. Like 3112 Silver Lake Road, 3111 Silver Lake Road is
a platted and buildable lot. In order to build an updated, modern home Mr. Beach has
petitioned for the following variances which will be required for the redevelopment of
3111 Silver Lake Road. They are the same variances that were approved for 3112 Silver
Lake Road.
• Front yard variance of fifteen feet; the ordinance requires 30 feet in
• the front yard setback.
• Back yard variance of twelve feet; the ordinance requires 25 feet in
the back yard setback.
• Lot area variance of 440 square feet because it is a corner lot; the
ordinance requires that corner lots have a square footage of 11,000
feet. This lot has 10,560 square feet.
The property at 3111 Silver Lake Road has a front-yard setback of approximately 15 feet
and in'addition, there is a 6 foot right-of-way that the City owns. The structure will, in
reality sit 21 feet from Townview Avenue and its west side-yard will be 31 feet from Silver
Lake Road. The back of the structure will be 13 feet from the-property line and abuts the
sideyard of the neighboring property. There are no windows or doors on this side of the
neighboring home.
RECOMMENDATION
Staff recommends the approval of the above-listed variances. The hardships that the above-
mentioned variances are addressing are also the same that existed for the redevelopment of
3112 Silver Lake Road and are as follows:
redevelopment of a non-conforming lot that is platted and buildable;
• the lot is deemed non-conforming because of the adoption of the
City's zoning ordinances which require larger lot sizes; and
• the proposed house is of modern standards, which require additional
total square footage and different design considerations.

I am currently working with Mr . Mornson on the purchase of the
house and lot at 3111 Silver Lake Road . I will be removing the
existing home on the property soon after signing the Development
Agreement .
In order to rebuild a home on this site , building variances must
be granted . This lot is the same size as the property I •
developed last year , ( formally 3112 Silver Lake Road ) . I am
asking that the same variances be granted to this property as
well .
As you can see , on my plot the City owns a extra 6 ' on the North
side , this makes for a very narrow lot . This is why a front se-
back variance of 15 ' is needed .. -Also , a rear set-back variance
of 12 ' is in order , so that the house can be closer in line with
the existing homes on that block . Because the lot is so long and
narrow , a lot area variance of 440 square feet needs granting
also .
The house I propose to build will be similar in size to the one I
build last year , which is now 2922 Townview . That home is 2641
sq . ft . , and lot size of 10 ,560 sq . ft . ; which is under the
30% mark of house-to-lot ratio . .
I received much positive feedback last year while building that
new home . Many residents were stopping in to see the progress ,
and were excited to see .some new construction in their community .
I am looking forward to this project in your City , and hope you

Dear Mayor Ranallo:
Much discussion is occurring about the eventuality of melding city
and suburban populations. As we plan for this eventuality, we have
all been aware for the need for appropriate low-cost housing which
will . make it possible for a diversity of people to live in our
communities. This addresses one of the needs of our changing
population, but fairly dramatically over looks the need for
appropriate support' services which are also desperately needed by
these same people.
This year a new CDBG process for establishing priorities of how the
suburban allocation of money should be dispersed was initiated.
• The three priorities established were low-cost housing, housing
rehabilitation and self-sufficiency targeted efforts. While we all
support the intent of these priorities to assist individuals to
maximize their potential and become self-supporting, there seems to
be a significant lack of attention to providing the necessary
services that will make these long-term goals possible.
Realizing the need to collectively address this concern as a
suburban community, we are asking you to attend a meeting on May 2,
1995 at 4: 30 P. M. at the League of Minnesota Cities Building, 3490
Lexington Avenue North. We are also extending this invitation to
our suburban county commissioners so they can hear and discuss with
us possible solutions. Please ask someone else from your city to
represent you, if this meeting time is impossible within your
schedule, as we want your city to be represented.
See you on the 2nd for a lively discussion and development of an
action plan.

Dear Mayor Ranallo:
I would like to introduce you to a new and exciting program we have developed called the
U.S. Army Reserve/Community Support program.
The purpose of this initiative is develop a greater understanding of the role of the U.S. Army
Reserve in your community and to solicit your advice in-community projects of mutual benefit to
you and the Army Reserve.
• I would like to invite you or your official representative to participate on the Fort Snelling
Community Support Advisory Council. The Council will consist of the mayors of each
community within the seven county metropolitan area.
The Fort Snelling Community Support Advisory Council will meet quarterly with the
Commanders of Reserve units located at Fort Snelling to discuss issues of mutual interest and
identify local community support projects.
It is my intention that this effort will build a stronger understanding of the valuable
contributions our members provide--not only to our country, but to the community where they
live, work and train.
As I indicated, this is a new community outreach effort that I am implementing throughout
Minnesota and intend to extend this program to the other five states within the new 88th Regional
Support Command.

A RESOLUTION RELATING TO REDEVELOPMENT PLANS,
REDEVELOPMENT PROJECTS, AND TAX INCREMENT
FINANCING PLANS OF THE HOUSING AND REDEVELOPMENT
AUTHORITY; CALLING FOR A PUBLIC HEARING ON
AMENDMENTS THERETO
BE IT RESOLVED, by the City Council of the City of St. Anthony, Minnesota (the "City"),
as follows:
1. It has been proposed that the City and the Housing and Redevelopment Authority of
St. Anthony, Minnesota (the "HRA"), approve modification to redevelopment plans,
redevelopment projects and tax increment financing plans previously approved by the HRA
and the City. The proposed amendments will expand the area subject to the redevelopment
plans and redevelopment projects and authorize additional expenditures of tax increment from
the tax increment financing districts created pursuant to the tax increment financing plans.
2. A public hearing on the amendments to the redevelopment plans, the redevelopment
projects and the tax increment financing plans is hereby called and shall be held on June 27,
1995 at 7:00 P.M., in the City Council Chambers at the City Administrative Offices, 3301
Silver Lake Road in the City. The City Clerk shall cause notice of the public hearing to be
published in the St. Anthony Bulletin, the official newspaper of the City and a newspaper of
general circulation in the City at least once not less than ten (10) days or more than thirty (30)
days prior to the date fixed for the public hearing.

Section 1. Chapter 2, Section 200.12 of the St. Anthony 1993 Code of Ordinances is
amended to read as follows:
200.12 Mayor and Councilmember Salaries
Subd. 1. Mayor. The salary of the Mayor is $450.00 per month.
Subd. 2. Councilmembers. The salary of each Councilmember other than the Mayor is
$300.00 per month.
Section 2. This ordinance shall be in-effect January 1, 1996. .
