P R O C L A M A T I O N
AMERICANISM MONTH
NOVEMBER, 1983
WHEREAS, it is appropriate that we remember the Americans who have
served our country in World War I , World War II , the Korean Conflict,
Vietnam, and most recently the Marines serving as peacekeepers in
Lebanon; and
WHEREAS , it is equally important to remember that as Americans we
who are not in the armed forces can serve our country in other ways
such as public service, individual action, and by promotion of a
general patriotic attitude; and
WHEREAS , the City Council of the City of St. Anthony wishes to
recognize the -

Auxiliary #513
St. Anthony American Legion Post and Auxiliary #513
for their continuing efforts in promoting Americanism by remembering
those who have given their lives for their country as well as those
living veterans who have served their fellow Americans .
NOW, THEREFORE, I , Robert Sundland, Mayor of St. Anthony, do hereby
proclaim November, 1983, as AMERICANISM MONTH and urge all citizens
to demonstrate patriotism and Americanism in whatever ways that they
are able by remembering that we honor the dead by serving the living .

COUNCIL MINUTES
• October 11 , 1983
The meeting was opened at 7: 35 P.M. with the Pledge of Allegiance led
by Mayor Sundland.
Present for roll call-: Marks , Ranallo, Sundland, and Enrooth.
Absent: Letourneau.
Also present: David Childs, City Manager..
The minutes of the Council's September 27th meeting were amended as
follows :
Page 3, para. 1 : Insert "also be added" at the end of last line .
para. 6 : Delete "was" before "presented" in line 1.
Page 8, para. 8 : Delete "be" in the last line.
Page 10 , last para. : Insert ."Doug Jones" between "member" and "had
raised" in line 1 .
Motion by -Councilman, Marks and seconded by .Councilman Enrooth to approve
S as amended -the- minutes of the Council meeting held September 27, 1983 .
Motion carried unanimously .
Motion by Councilman Marks and seconded by Councilman Ranallo to grant
a heating license to Northeast Sheet Metal , Inc. , and a multiple dwell-
ing permit to Gary Aherns for the Macalaster Manor Apartments , 3800-
3808 Macalaster Drive.
Motion carried unanimously.
Motion by Councilman Ranallo and seconded by Councilman Enrooth to
approve payment of verified claims listed for August 31st and October
11th, 1983 in the October 11 , 1983. Council agenda packet.
Motion carried unanimously.
Motion by Councilman Marks and seconded by Councilman Ranallo to approve
payment of $447. 77 to .Comstock . & Davis , Inc. , former City Engineers ,
as payment of labor costs -for pulling mylar and sepia copies of
asbuilt plans of City streets and utilities .
Motion carried unanimously.
Referring back ,to ...the. approval, of illuminated signage for TCF the pre-
vious meeting, . Mayor Sundland indicated he. had .-been . told. the owners of
• the' Jet gas station on.. the corner of 37th. Avenue N.E. and Silver- Lake
'Road intend, to -close the .station during. the reconstruction of that road-
way.- and would- only -resume, operation.,on that corner if they. are permitted

to stay open 24 hours a day when the project is completed. Whether or
not this would be permissible under the new hours of operation ordinance•
related to restaurants in the Apache Mall will be researched by the
City Manager. Mr. Childs told Councilman Enrooth it is his understand-
ing that the county only intends to close one side of the roadway at
a time during its reconstruction, but. he would let the road planners
know that the Council would be very adamant about not using 33rd
Avenue for a detour route should they decide to close the entire road.
Mr. Childs will again be serving on the Development Strategies committee
and Councilman Ranallo has been requested to continue his service on
the Personnel and Pension committee for the League of Minnesota Cities
next year and they will both keep the Council informed about any. new
developments or actions which would affect the � City . The Mayor will
also continue to monitor actions of the Association of Metropolitan .
Municipalities from his membership on that group's Board of Directors .
Mr. Childs is on the General Legislation committee of that group.
Judy Makowske, Planning Commission Chair and candidate for Council
membership, and Councilman Letourneau arrived at approximately 7 :'45 P .M.
Councilman Marks , whose term of office expires this year, announced
that he had filed for reelection.
Before the September Fire Department Report was ordered filed as
informational, the Manager told Councilman Enrooth. th.e fall reported
for September 12th had been from the roof at the Happy Potato Chip
facilities on Chandler Drive . Councilman Ranallo indicated he believed a
it would be very helpful to the Council to have the time of response
listed as well as the date on that report.
During the discussion of the various recommendations from Evelyn Holthus ,
Chemical Use/Abuse Coordinator Counselor, which accompanied the -minutes
of the September- 20th meeting of the St. Anthony Chemical Abuse Infor-
mation Committee , Bob Oliver, 2617 - 31st Avenue N.E. , indicated. he
was still interested in serving on that committee . Mrs . Holthus had
indicated in her letter that two of the City ' s appointees had requested
they be reappointed to the Committee and another had indicated her
willingness to step. down if the Council had another candidate to appoint.
Motion by Councilman Ranallo and Seconded by Councilman Marks to request
staff notify Mrs . Holthus that Robert Oliver, who had been interviewed
last year to serve on the St. Anthony Chemical Use/Abuse Information.
Committee still has an interest in serving on that Committee .

Motion by .-Councilman Enrooth and seconded by Councilman Ranallo to
reappoint Barb . Malrick and Tom Lindskog to serve on the St. Anthony
Chemical' Use/Abuse .Information Committee for another. year.
Motion carried unanimously . .
Councilman Marks: iridicated he would let Mrs . . Hol thus"know that he. would •
-be willing to serve.on the advisory. board. to the, Committee 's new Youth
.. . Service Bureau Counselor.

The Committee ' s minutes as well as the October 4th staff notes were
ordered filed as informational..
The Manager had reported• in his October 7th memorandum that when he and
the Mayor had met with school officials September 30th, the establish-
ment of a •joint City/School Marketing Committee had been approved.
Also included in the agenda packet had been the Mayor 's memorandum to
the other Council members in which he discussed this -seven person
committee which would market the City and school district to young
families who are essential to the community whose residents are aging
and school -enrollments are declining. It w.as. his suggestion that the
City ' s appointees be the Manager, Mayor, George Wagner of the Planning
Commission and Wil Johnson, an architect resident.
Councilman Ranallo indicated he would have no problem with that initial
committee developing the guidelines for a marketing program over four
months and then continuing their service on a larger advisory board
of between 15 or 20 persons, who would administer the marketing plan.
He saw the value of such- advisory groups demonstrated in the Kenzie
Terrace Task Force without which , he said, he is certain the Kenzie
Terrace Redevelopment Project would never have been possible.
Councilman Marks said he concurred with the A4ayor's recommendation that
Wil Johnson serve on the development committee recalling the invaluable
insight the architect had brought through his service on the Planning
Commission a few years ago.
iMotion by Councilman Marks and seconded by Councilman Letourneau to
approve the establishment of a joint City/School Marketing Committee
to formulate the guidelines for a program for marketing the City ,and
School District to which the Mayor, Manager, George Wagner and Wil
--Johnson would serve as the:-,City ' s appointees and to request a report
from that committee be made to the Council sometime in February .
Motion carried unanimously.
Mrs . Makowske reported a number of residents who intend to sell their
homes in the City are concerned their selling efforts might be adversely
affected by the aid given prospective buyers into the Kensington
condominiums by the redevelopers of that project. The Mayor told her
he could see no connection with this marketing committee whose purpose
would be to seek buyers for all available property in the City and whose
prime endeavor would be to keep the virtures of St. Anthony uppermost
in the mind of all realtors . Councilman Marks indicated he perceives
one of the marketing aids which could be developed by the Committee
would be brochures which .-could be distributed to..-large firms like. ,his.
own in- the area, to .let their people know there are attractive homes
available in St:: Anthony. Councilman Ranallo said the Committee would
probably offer•-the same service as a Chamber of -Commerce ,- which would
attempt to market- :all types of property, includi-ng...commercial and
industrial; as -well- as . residential, which is, available for utilization.
Included in- the--agenda -packet was census. .data for. St. -Anthony. which had
been developed -by. the :Manager. with the :Bureau of .•Census- to spe,cifieally
identify the -,seven neighborhoods : .in the City.- He: said a--narrative . had

also been developed along with the data and -map which could be utilized •
by the Marketing Committee and even by the redevelopers as a marketing
aid.
As he had indicated in his - October 7th memorandum, Mr. Childs reiterated
that- the' owners of Chick' s -Billiards had- surrendered the 20 amusement .
devices they held for the establishment which is no longer in operation
in the City and. the procedures for transferring those licenses to busi-
nesses` which had he
reserved .themby paying the fees had been. set
up by the City Attorney. ' Uncertainties about four of the. applications
led to;:the Council granting only 16 of the licenses .
Motion by Councilman Marks and seconded by Councilman' Ranallo to accept
the surrender of 20 amusement devices licenses from the Cheryl Strenger
Corporation and to' terminate those licenses as of October 15 ; 1983.
Motion carried unanimously.
Motion by Councilman Marks and -seconded by Councilman Enrooth to grant
16 amusement devices licenses to the C. G. Rein" Company for the Apache
Plaza Shopping Mall.
Motion carried unanimously .
The Manager. reported the purchase of the two parcels for Phase 1 of the
Kenzie Terrace Redevelopment Project had been completed and expected
Arkand Partnership would be ready to close on that property , as agreed,
on October 14th. A special H.R.A. meeting prior to the transfer would
be necessary to approve" the purchase and assessment agreements with
the redevelopers as well as the- revised redevelopment and preliminary
construction plans for- the project . That meeting was scheduled to be
held at 5 : 30 P.M. , October 13, 1983 .
Motion by Councilman Ranallo and seconded by Councilman Letourneau to
approve the list of election judges for the City elections to be held
November 8th as submitted by the Finance Director in her October 6th
memorandum, and to change the Council meeting time that same evening
from 7: 30 P.M. to 8 : 00 P.M. after the polls close .
Motion carried unanimously.
Nobody was present to comment on the final Revenue Sharing .Budget and
the required hearing was closed._
Mrs. Makowske. reported .a hearing was being held that evening in the
Wilshire School building'�for .the purpose of taking testimony on 'the
solid waste incinerator,.-,which :,could handle 200 tons .of waste, matter a
day,. proposed * for :New 'Brighton: , The Mayor told her several interested
persons had .mistakenly :come to ,'the Council Chambers earlier in the . .
evening and had been directed to -the school He then asked her to:
report 'on that meeting .-at the Council ' s ,next meeting, October 25th.
Mayor Sundland -also .commented that every time he sees ' the Mayor of ,
Roseville :he ::expresses-'the�-:City 's protestations about. .Rosevillets- .
enthusiasm for establishing a hazardous waste transfer. facility- on

St. Anthony 's boundaries- next to the Gross Golf Course when they had so
a • vehemently opposed such a- facility being constructed near Midland. Hills .

The annual St. Charles Borromeo Church Mardi Gras will
be held Sunday, March 4, 1984. This year we will also
hold a preview night of Bingo, - beverages and food on
Saturday March 3rd. This event will be held in our
school located at 2727 Stinson Boulevard, St. Anthony.
As in the past, we wish to request a temporary permit to
serve 3. 2 beer on those two dates. We would also like
to request that our bingo permit be renewed to cover

At 7 : 45 P.M. , the hearing on the request for variances for an addition
to the existing Donatelle Tool , Inc. building on Chandler Drive and Fo
Road. was opened by the Chair, who read the notice of the .hearing which
had .been- published in the Bulletin and mailed to all adjacent property
owners within 350 feet of the subject parcel .
The five people present were asked whether they had been notified about
the hearing and no one reported- failure .to receive the notice or
objected to its content. Mr. Childs reported having received only one
call about the proposal and that from the owners of the St. Anthony .
Townhomes across the street who were concerned that the addition might
be planned for the vacant property. to the south. Theyindicated they
did not object to the proposal as made.
The firm's owners, Mike Donatelle , 1980 Haimes Street, New Brighton,
and Charles Donatelle, 4008 Macalaster Drive, of Donatelle Properties ,.
were present to answer questions about their application and the sketch
. and site plans for the two story addition they propose to construct on
. the south side of their existing manufacturing and warehouse building
at 3824 Foss Road.
Mike Donatelle reiterated many of the points made in the statement
attached to the variance application, including the fact that the area
on Foss Road, which is proposed to be landscaped, could be blacktopped
to provide the required parking spaces if .onsite parking should prove-
to be inadequate for the increase in business expected with the expan-
sion.
Commissioner Franzese said she was puzzled to see the City ' s Compre-
hensive Plan showing single family zoning for this area . Commissioner
Bjorklund told her the planner had perceived there would be a conflict
of land use in that district where industrial development had become
too dense for the surrounding residential . There had been a "perfect
test case" of his recommendation, the Commissioner said, when the
Blanske warehouse expansion had been proposed and, "the determined_
effort of a few had been completely overridden by the Council , who- had
set a significant precedent of allowing industrial expansion in a
residential area which would be difficult not to follow in this case" .
Mr. Childs indicated the property in question is zoned light industrial
and the addition would not conflict with that zoning.
Mike Donatelle indicated his company proposes to purchase the single
family residence , which was on the property when it was zoned light
industrial, for the expansion and he perceives the City would eliminate
with the removal of that house , the problems associated with having
residential property sited between -two industrial buildings , as , well
as -devaluation of that property with the rezoning. The size of' the
proposed addition had ,been predicated on the need to offset the -costs
of purchasing and tearing down the existing residential structure,
Mr.- Donatelle added. As they stated in their application, Donatelle
Too1,.-.Inc. is a highly. automated plastic injuction molder business-..-
which= .the owners expect ,to-Ancrease with the expansion to such a `
degree . that the present. .work-. force of six employees. (excluding them- •
selves) could be increased.':to -between. X2.0 to : 25• `workers. However; Mr,.
Donatelle indicate d. .Yie :anticipates. .the 23 parking spaces provided with

his proposal would be more than adequate to serve the increased
• business . In addition to the two story addition on the west, the
applicant indicated he was also proposing the company be permitted to
bring the existing building out five feet towards Foss Road to bring
it into alignment with the "steel building" to the south and to provide
an enclosed loading area in which the company 's two vans could be
parked.- Two of the -proposed-'23 parking spaces would be in front -of that
enclosure.
The new addition on the south would be between 23 and 24 feet high,
ten feet higher than the existing building, which is built into the
ground. The elevation plans submitted for the proposed addition
illustrated the extent to which the new structure would also be con-
structed underground and Mr.. Donatelle told Mrs . Makowske this building
would be just about level with the eaves on the "steel building" next
door. The lower level of. the addition would be- used for manufacturing
and the upper floors -for warehouse , and the applicant said all existing
trees on the property would. be retained and the entire property land-
scaped further than at present.
The proposed curb cuts would have to ,be approved by the City's Public
Works Director, the Manager said, but he anticipates no problems since
the existing curb cuts are 50 feet apart (30 feet required) . Charles
Donatelle identified on the site plans just where additional parking
would be provided as well as the landscaped area along Foss Road where
additional six parking spaces could be provided, if needed. The
triangular corner of the property on Chandler Drive was also considered
as a potential site for additional parking. The office location was
poi-meted out for Commissioner=-.Franzese and she was--also told the roads
in that area were not constructed for truck traffic and the type of
business Donatelle conducts only requires van transportation.
Charles Donatelle assured Commissioner Jones that the new addition .would
require no additional electric service or water than is now provided
for the existing building. He said there is a large transformer in
front of the building and his company has never had to pay any more
than a minimum bill for their water.
Neil Hamlin, owner of Garment Graphics , 3819 Chandler Drive, west of
the -proposed addition, said he would have no problem whatsoever with
the expansion since he is happy to see the entire street developed .
for light industrial .
Mrs . Makowske reported she had learned the owners of the home which. is
proposed to be purchased were amenable to selling their property to
the Donatelle 's because they perceive there wouldn' t be much of a market
for a single home in that location.
Mr. ,Childs indicated he knew of no problems related to noise or pol-
lution connected to this business and when no -one present spoke in
opposition to the proposal, the hearing was- closed at 8 :20 P.M. for
Commission .-discussion.
• During. the.-development of a motion, Commissioner Franzese noted that
when .she had visited the site :there had been City trucks parked along
Chandler Drive and Foss Road and she was concerned this might be an
indicati=-- that with the addition of so many, new employees at the

plant, parking on the street might become necessary . She questioned
whether the applicants had demonstrated clearly enough what . hardship •
they would suffer if they provided the amount of parking required by
the City Ordinance. The response from several Commission members was
that. the City trucks had been servicing the Foss Road lift station
and that the proponents had inciated there would be adequate space
on their property to provide the necessary onsite parking, if and when,
it is. needed. - Commissioner Wagner indicated he perceives . adequate
parking might be provided with parallel parking in the existing lot.
He also said he had noticed the only people who park on. the street
now are residents from across the street.
Mrs . Makowske told Commissioner Franzese she has frequent business
dealings with another business in that area and. has never noticed a
parking problem. Commissioner Jones said the City has historically
granted parking variances where adequate space is available• for future
parking and has always preferred grass over blacktop whenever possible .
Commissioner Bjorklund indicated he perceived no land use problem with
the proposal since the precedent for industrial development had already
been set and the Foss Road setback had been established for the "steel
building" . He saw the unique topography of the triangular shaped parcel
and the adjacent property as justification for granting the requested
variances .
When Commissioner Jones told him they had both gone to school with Mike
Donatelle , Commissioner Bjorklund said he had not recognized the appli-
cant, probably because he had not seen him for about 18 years . The
consensus_ was..that this association would not present a conflict of
interest - for either Commissioner.
Motion by Commissioner Bjorklund and seconded by Commissioner Zawislak
to recommend the Council grant all three variances requested for the
expansion of the Donatelle Tool , Inc. , 3824 Foss Road finding that :
(1) Granting the five foot sideyard setback variance to the ordinace
.requirement for 35 foot sideyards along Foss Road would bring the
proposed addition into alignment with the adjacent building to the
south -which has the same five foot variance , and constructing the
building to match that variance would be aesthetically pleasing
and should not interfere with traffic since setbacks of this
nature have already been established for that neighborhood.
(2) Noting the unique triangular shape of both the subject and the
adjacent parcel to, the west, the Commission finds there would be
long distances between the subject proposed building and the
adjacent structure; between any proposed adjacent building and the
proposed subject building, and to the Chandler Drive right-of-way
which is at an angle with this sideyard area and therefore, rec-
ommends -the Council grant the requested 9 foot sideyard variance
to the City requirement for 15 foot sideyard setbacks for the
..addition.
(.3)' . :In .recommend-ing- a six parking stall variance be granted, - where 29 •
are -required for that property, the Commission recognizes that the

site is partially triangular in shape and that there is plenty
s • of landscaping, especially in the front yard, where the landscaping
r could be removed for six future parking stalls and thereby meet the
City Ordinance requirements.

2 (4) The City Comprehensive Plan indicates there is a conflict in land
use in that neighborhood and the proposal would partially eliminate
that conflict by removing a single family residence which is
s
surrounded on three sides by industrial.
(5) The adjacent property owner testified that he had no
� p p y problem
with, but actually liked, the proposal and there was no one who
spoke in opposition to. it at- the hearing.
(6) The proponents have indicated. they would anticipate no excess use
or strain-' upon the existing utility service with this expansion
and there is no history of complaints regarding noise or pollution
for the existing facility.
( 7) The three conditions required' -for granting these variances were
found to be in the affirmative.
This recommendation is .contingent upon the site plans provided by the
proponents showing landscaping, and parking layouts for . existing and
proposed alternate parking, should parking become a problem for the
neighborhood, and the proponents have agreed to provide that parking
whenever the City sees a need for it.
Motion carried unanimously .
The Chair complimented the proponents for their excellent site plans
and told them the Council would be-acting on the-Commission ' s recom-
mendations October 25th .
The Manager told Commissioner Bjorklund the Capital .Improvements Planning
program being developed for the City by the Metropolitan Council had
been delayed but would still be coming . He said the Housing Plan had
been given first priority . The Commissioner indicated he believed it
very necessary to let the residents know years in advance that there
are major improvements coming- so they would be prepared for the resultant
raise in taxes .
Mr. Childs reported the revised plans for the Kenzington condominiums
provide one level of enclosed .parking which would be ventilated, but
not heated, and the upper level. would now be partially enclosed. He
said prospective buyers -will be offered their choice , with those who
want the enclosed spaces, having to pay between $1 ,500 and $2,000 for
those improvements . None of the three purchasers of units had opted
for the lower level parking, he added. Commissioner Jones said he still
disbelieved that enclosing all of the parking would have raised the
cost of the' building ' $1,002 ,000 and the Manager told him those calcu-
lations , which -were made by .Kraus Anderson, are available in the City
offices .
Commission members had- been - furnished copies - of the City 's proposed
Housing Bond Plan which is necessary to secure housing revenue bonding

for the City and Mr. Childs requested they submit their comments on
-pages 17, 19 , 20 , 21 and 22 at their next meeting. November 15th . •
Commissioner Bjorklund indicated he would like to. see the format of
the report reversed so the first part which emphasizes the development
of low and moderate income housing' would not be .the. first thing people
read, because he perceives -.this thrust might alienate a lot. of St.,
Anthony. residents . Mr. -Childs reminded -him that all. the grants the
City has .received are .based on .the City '.s ,addressing. the needs of those
people but since incomes considered to be. moderate in the report are
high enough- that there should be no problem meeting those criteria..
Commissioner Jones perceived the number of subsidized rentals in. one
of the apartments in the northern section of the City should almost
. satisfy those goals. Mr.. Childs said the fact-.that 'the incomes- of the
elderly, and not their assets are counted., should qualify many of
them. He told Commissioner Franzese the neighborhood statistics
program developed with the Bureau of Census should provide specific
data 'related to the . number of rental occupied dwellings in the City .
The Manager foresees that by next fall there would be a general remodel-
ling effort by the owners of the portion of the St. Anthony Shopping
Center which is not being redeveloped. He told Commissioner Jones
the difference between rentals asked for the vacant Penny 's Store and
the former drug store which the City is utilizing for its new liquor
warehouse facility left no doubt as to which would be used.
Chair Makowske left the meeting at 9 : 30 P.M. , but before she went she
indicated she would be interested in attending the American Planning,
Institute , December 9th. The Manager will also make reservations for
Commissioners Zawislak, Wagner, and Franzese. and said he would con-
tact Commissioner Bowerman to see if he is interested.

to ajourn the meeting at 9 : 35 P .M.

1 . The additional area needed at the- west side of the building
is to enable the loading and .unloading of machinery and
material into the new addition. It would be virtually
impossible to relocate the loading dock area and also
extremely expensive .
The variance needed on the east side of the building_- is to
bring the new addition in line with the existing structures
on Foss Road. The additional space gained will help just-ify -
the high cost of the land.
2 . The proposed building addition would eliminate existing and
future possible problems associated with having a residential
house amidst light industrial buildings .
3 . At the time the city of St . Anthony rezoned the above mentioned •
property to light industrial , there was an existing house on
the site . This residential home could create potential
problems for existing and future light industrial development .
Donatelle Properties will be solving three problems as a result
of buying and . removing the existing house . They are as follows :
1 . Eliminating the homeowners possibility of not receiving
a fair market value for the house because of the undesir-
able location.
2 . Eliminating any problem that the city may encounter with
having a residential house on an industrial site.
3. . Donatelle Properties will be given the opportunity to
expand at the existing site. ;

• In addition to the afore-mentioned items, we feel , in order to
justify the cost of the house and removal of it, we will need
to construct the size building proposed.
Donatelle .-Tool is a highly automated plastic injection molder.
Although, we will be adding more -people to -our company, twenty
three (23) stalls at this time is more than adequate.. We will
add the six additional stalls that are layed out on the site
plan at a later date. We feel at this time, the green area
left by not adding the six stalls would be more attractive to
the surroundings .
In closing, we would like to take this opportunity to say that
operating our business at our present location in St . Anthony
• has been a pleasant experience and we look forward to expanding
and staying in the St . Anthony area.

Present: Jean Klosterman, Barb Malrick, Joe Malrick, Tom Lindskog, Pat Beaubien,
Karen Thoresen Quinn, Jan Stroom, and Evelyn Holthus.
Secretary's Report was read and approved.
Treasurer's Report - $926.16
Old Business:
1. Youth Service Bureau update.
A letter was sent to Chris Clauson stating we would serve 'as an
advisory board and we would add a student, pastoral representative,
and city council representative. A letter has been sent to Dave
Childsabout the advisory board. Pastor Seefeldt of Nativity wishes
to be on the board and Evelyn will meet Thursday morning with the
student council to seek a student to serve. Youth Service Bureau
has request two persons to attend the Y.S.B. Executive Meeting at
• 7:00 on October 20th. Evelyn and ;Jean will attend.
2. Chemical People.
Community meeting was attended by approximately 8 people representing
churches and some organizations. Town meetings have been scheduled
for November 1, 2, and 3 at High School Library, St. Charles Learning
Media Center, Elmwood Lutheran and Nativity Lutheran.
Teachers at High School were shown publicity film for educators on
October 11 and 12; the Middle School and Wilshire -Park will see it
on October 18 and St. Charles presented film and study guides at a
workshop on October 11.
Publicity plans are as follows:
2a. Newsletter sent out by City. Evelyn is to prepare articles and
get to Advance Printing. A motion was made, seconded and passed
to spend money needed for printing.
2b. Kiwanis are sponsoring a billboard for Chemical People. ad.
2c. The Focus should contain a short notice "The Chemical people are
coming"with longer explaination to be in October 27th.

2d. Mary Medved is to be asked by Tom Lindskog to help with publicity.
He will call to have posters sent. Members of the committee will
post in stores, Apache, Community Services, etc. showing location
of our town meetings. Tom will contact Kiwanis about use of
comauaity bulletin board. He will also contact St. Anthony
New Brighton Bulletin with emphasize on the paper that is
distributed on October 27th.
3. Emergency Cards `
Barb Malrick will update numbers for reprinting. Stress.will be placed
on Youth Service Bureau here and new Family's Anonymous group to be
formed here. ' -
New Business:
Jean Klosterman reminded us we had not elected new officers. New officers are:

Treasurer: Barb Malrick
Evelyn reported that she had attended a multi-media presentation - Kids, Drugs, and
Sports in Robbinsdale. It was a required night for students and one parent for all
those involved in sports and extra-curricular activities. Other schools requiring
attendance at such meetings are Bloomington, Hopkins, and Rochester. After Chemical
People is over we will get more information on this subject.
Discussion was held on what happens to youth who have been drinking and are stopped
by police. Evelyn will get information from police and also check the policy of
20-20 (an adolescent de-tox center) and the cost to the cities who use the facility.
A motion was made to change our meeting time to. the 3rd Tuesday of the month so as��
to not conflict with City Council meetings. Our next meeting will be on November -gill-
in the Library at .

The meeting opened at 9 :-30 A.M. Those present were Lee Entner, Dave
Childs , Connie. Kroeplin, Carol Johnson, Don Hickerson and Ray Nelson.
Larry Hamer was absent.
The new municipal liquor warehouse is scheduled to be opened November
11th. The advertising program has begun and the roof sign will .be
in place sometime. during the week of November 24th , according to Ray
Nelson. . He mentioned the Oktoberfest at Apache Plaza went well for
the liquor operations .
Lee Entner •recently attended the State Fire Chiefs conference where
workshops were presented on future Fire Department needs , the bene-
fits of community insurance , etc. Chief Entner indicated there have `
already been 17 to 18 interested bidders on the fire pumpers . The
bids will be opened November 15, 1983.
There ensued a lengthy discussion on the future of the fire joint
purchasing group . It appears interest growing rapidly and
the manner in which the program is administered must ne decided.
Chief Entner received several constructive suggestions on this topic
from those present.
Jeff Luther- has pneumonia and is in the hospital , Chief Hickerson
informed us . Officer Luther is the instructor for the first aid
response course , which will be postponed. Chief Hickerson also
informed those present Councilman Marks ' home had been broken into
sometime during the day, October 17th.
Officer Arvid Protelsch will retire November 13th after 20 years on
the City 's police force. The department is utilizing the MPRS to
hire another officer. Also, one of the City ' s Police Reserves has
submitted his application for the position.
TSB, the City 's computer service, has been bought by Comserv. During
the change-over process , there may be a delay in some of the reports .
Mrs . Johnson also mentioned the upcoming Municipals dinner at the
'Sheraton in Brooklyn Park.. Municipals is an organization comprised
,of office persons employed by area municipalities.
• This year's Christmas party -has been scheduled for Sunday night,
December 4th at the American Legion. Details of the party were dis-
cussed and further information will be sent to all City employees .

Mr. Childs reported that the phone company will be installing touch-
tone phone sets for the City offices and they will be installed the
week of October 24th at a cost of about $300 .00 . He also indicatedr,the
School District has given its approval for additional space for the'
Police offices. This project should begin sometime this winter.
Carol Johnson and Joyce Melcher will begin review of the City's fixed
assets and Chief Entner was requested to include time information on
his monthly reports to the Council.
The standards of flexibility relating to the fitness program were
discussed at length. Of the 20 program participants , 13 failed to meet
the standards . Mr. Childs prefers a mandatory program be established
to improve this statistic. Chief Hickerson has drawn up a chart and
participants will be required to log their activities to this end.
Mr. Childs also suggested the first 15 minutes of on-duty time be set
aside for the necessary exercises .

SUMMARY DISCUSSION OF SUBJECT: The five concerned cities met and reviewed the
fire pumper specifications recently. The changes listed in the addendum (attached)
were agreed upon and should be added to the final specifications. It was also
= agreed to advance the bid opening to November 15, 1983 to allow time for the
dealers to make up their bid proposals, at their request.

SCHEDULE OF ALTERNATES
In addition to the basic fire pumper specifications, contractors are being
requested to submit a bid proposal for several alternates listed 'under
Section 23.0. The following schedule of alternates shall be filled out by each
contractor submitting a bid. Each amount shall indicate an add or deduct to the
base bid. The total of all alternates indicated by each city are shown on this
schedule shall be totaled on the basis of bid for for each city. The amount for
Add/Deduct will include all costs for the item described to be operational .
The cities reserve the right to select any, all or none of the items from the

Section 125 : 00 of the 1973 Code of Ordinances, as amended, is
hereby amended to read as follows :
