REPORTS 9 R A. Council Reports 9 lC Report of Councilmember Waaner 1 ) Councilmember �Wagner attended the League of Minnesota Cities Annual 12 Conference in Rochester, Minnesota. He found it. to be well organized 13 and informative. He felt the City of Rochester was very hospitable; jy 15 Councilmember Wagner reported on the status, of the plans for the 16 Special Olympics which are being held in the Twin City area from 17 July 19th through July 27th. . St. Anthony is hosting the athletes from 18 St. Vincent and fourteen athletes are expected as are four coaches. 19 He noted that all of the athletes will be accommodated in dormatories 20 in the area and hoped some of them could visit the City. The City's 21 Chamber of Commerce is coordinating buses and schedules for some of 22 the residents to attend some of the events. 23 24 Mayor 'Ranallo advised he had applied to be a host family for some of 25 the athletes or their coaches or families. He received notice that 26 some members of the San Marino delegation will be staying. at his home. �7 San Marino is located in Italy and is the smallest province in the 28 world. Five families- and five athletes are coming to the Special �9 Olympics .from San Marino. - Mayor Ranallo is hopeful that some of the 30 family members will be able to attend the July Council meeting. 31 32 Six thousand athletes, two thousand coaches and numerous family members 33 will be attending and participating in the Special Olympics. �4 5 Report of Councilmember Fleming 35 Councilmember Fleming also attended the. League of Minnesota Cities Annual 37 Conference in Rochester. She felt it was very well organized and thought 38 there was real benefit to elected officials to be. able. to discuss matters 39 of mutual interest with other officials. She noted some of these issues fi 4 0 addressed attracting young families to reside in your city, nancing 41 opportunities/problems of smaller cities and crime in smaller cities.. 42 43 Councilmembe-r- F-lem-ing---commended--the r-epor--ter-- f-rom-the-$u_1-le-t_i-n_-f-o-r the 44 article she had written on the Crime Watch program in S-77 77iony. A topic of discussion was how the cities could be better -, served by the federal government when so many cities are experiencing R problems on the local level . 109 Councilmember Enrooth noted that the minutes from the recent meeting 11 of the Recycling Committee had many interesting suggestions regarding 12 better control at the Recycling Center. One torment felt a fence and 13 a gate should be considered. The gate would prohibit entering the Center i4 except by foot rather than-allowing vehicles to come in. Also mentioned i5 was the need to clean up the area as it resembles a junk yard. "Junk 16 attracts junk." Members of the Committee are pursuing the costs which 17 would be associated with the installation of fencing. 18 19 Report of Councilmember Marks 20 Councilmember Marks had nothing to report at this time. 21 22 Report of Mayor Rana'. lo 23 Mayor Ranallo advised there is a meeting scheduled for June 26th at 24 the Shoreview City Hall . Participants in the meeting will be six or 5 seven cities in the area who will discuss joint cooperative ventures. 25 Two meetings have already been held where this matter was discussed. 27 The Mayor is unable to attend this meeting. Councilmember Marks advised 98 he will attend. • 29 The City Manager noted that a study had been done which stated that 30 forty percentof all governmental activities have been done with some 31 32 joint cooperative. activities with other governmental agencies. 34 B. City Manager' s Report 35 1. Association of Metropolitan Municipalities 7 A letter was received from the AMM requesting elected officials and 37 city staff members to indicate their interest in serving on any of 9 the six AMM committees. During the reorganization of the AMM these 3 30 committees have not been active. The City Manager requested that any- if 41 one who may be interested in serving indicate their interest to him 42 as soon as possible. A3 2. Potential Assessment Costs for Chandler Drive Improvements 44 A report- was received from Maier Stewart and Associates which addressed 46 the potential assessment costs for Chandler Drive improvements. Using 47 an estimated project cost of $178,267 and dividing the cost by the total 4B assessable feet of 3,452.22 the cost per assessable foot would be $51 .64. 9 The typical lot assessment would be 124.51 feet and a total of $6,429.70. 4 4 0 The City Manager noted that most of the land is industrial . Staff also recommends that other areas in the City be reviewed 19 with regard to run down properties, underutilized land use, etc. 20 Mayor Ranallo suggested that a planner be hired to look at other 211 22 problem areas in the City, specifically the Clark Station. property. 23 8. PUBLIC HEARINGS 24 25 There were no public hearings. 26 27 �8 9. NEW BUSINESS 29 A. Resolution No. 91-031 ; Being a Resolution Litigation Settlement 311 3Agreement , Werlein Plaintiffs, et al . 32 The City Manager stated that the plaintiff names mentioned in the body 33 of the resolution are only a few of -the thirty people involved. This 34 matter deals with. the contamination of the ground water which led the City to have a treatment plant. He noted that the matter has been 36 settled and the funds are in escrow. He expects the funds to be sent 37 to the City in approximately .two weeks. 38 Motion by Marks, second by Wagner to approve Resolution No. 91-031 , J49 0 being a resolution authorizing the Mayor and City Manager to execute 141 the litigation settlement agreement and the Pierringer release by -and 42 between the Werle'in Plaintiffs, Norton Erickson and Sylvester Bendel . Resolution No. 91-032; Re : Lease Amendment with Apache Plaza, Ltd. 47 Motion by Marks, second by Enrooth to approve Resolution No. 91-032 48 being a resolution authorizing the Mayor and City Manager to execute 49 the lease amendment between Apache Plaza, Ltd. and the City of St. 50 Anthony. r Regular Council Meeting June 25, 1991 • ? page 8 4 5 This lease amendment concerns the space leased for the operation of the liquor lounge. The Liquor Operations Manager has negotiated a p lower lease rate for the first year and a higher lease rate for the 9 next two years. Resolution No. 91-030; Re: Hennepin County Yard Waste Rebate Application 17 18 Dave Urbia is recommending this resolution be tabled for further consideration. 19 He advised that the Recycling Committee prefers to use the funds for 2 0 equipment. He noted that Hennepin County has stated that the proposals 21 made by the City would not be eligible for funding. Minneapolis has no 22 drop-off site. Dave will be contacting the City of Fridley regarding 23 its drop-off center. 24 Motion by Fleming, second by Marks to table consideration of Resolution 25 No. 91-030 until the next regular Council meeting. 26 27 26 Motion carried unanimously �9 B. Ordinance No. 1991-004; Re: Rezoning of Lakeshore Properties Ord 30 Reading) 31 The City Manager advised that a hearing was held last Tuesday on this 32 ordinance. It addresses the area around Silver Lake.and only one pro- 33 perty owner spoke and he was supportive of the ordinance. The Planning 34 Commission recommends approval of passage. 35 36 Motion by Ranallo, second by Wagner to have the third reading and approve 37 adoption of Ordinance No. 1991-004 being an ordinance rezoning single 38 family property on the shore of Silver Lake, amending Section 3, sub- 39 division 1 of the zoning ordinances to add a new single family lakeshore 40 residence District R-lA classification, and by adding a new Section 41 4A setting forth the zoning regulations for the new'R-IA District 42 to Appendix I of the 1973 Code of Ordinances. This 4 matter deals with the contamination of the ground water which led the City to have a treatment plant. He noted that the matter has been 35 settled and the funds are in escrow. The work must �9 be done by the end of the year. 3 O Mayor Ranallo had concern with individuals soliciting in the City and 31 32 requested this be addressed by staff. The City Manager noted that 3 some cities place a ban on this type of activity. Burt, City Manager 3:']C EM : FINAL PLAT FOR FOSS ROAD PATIO HOMES Staff has reviewed the final plat for the Foss Road Patio Homes. The City Council has approved the preliminary plat as prepared by the,Harstad Company. The Council requested if the no parking was needed on the east side of Foss Road. Staff has discussed this and feels it is important for safety vehicles to continue the no parking. The Fire Chief has reviewed the plans and does not see a need for a fire hydrant in the development. STAFF RECOMMENDATION • To approve the Final Plat as prepared by the developer with the condition that drainage on their property is to keep on their property until it reaches the public right-of-way. • . CITY OF ST. ANTHONY RESOLUTION 91-033 A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS WHEREAS, the engineering firm of Maier Stewart and Associates, Inc. has been retained by the City of St. Anthony for the purpose and has prepared plans and specifications for the concrete surface repairs of the approximate 1850 foot long,. 43 foot wide Chandler Drive from 37th Avenue N.E. to -Foss Road (MSA 490-004-20; MSA 490-005-20) and has presented such plans and specifications to the Council for approval. NOW, THEREFORE, BE IT RESOLVED, by the City Council of St. Anthony, Minnesota: 1. Such plans and specifications are hereby approved. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon said construction • under such approved plans and specifications.
