a. Resolution regarding Join Representation in regard to IUOE Local No. 49.
The Metro Area .Managers' Association Committee representing us in our negotiations
with the 49'ers (Maintenance) is at a stage in the negotiations where impasse has
been declared and arbitration will be called for. Each city must decide if they
want binding arbitration and therefore the committee has requested that we adopt
this resolution.
ACTION: I strongly urge the Council to adopt this resolution. I feel that by
taking. this action and showing a united front we will take a large step towards
settling with the union.
b. Ordinance regarding Large Assemblies. .Attached please find copies of some
ordinances regarding large assemblies. The Council requested sometime ago that
the staff check into an ordinance of this nature. We have and before we spend
much more time or money on the matter I want the Council to review these examples
of what we find on the books around the state and see if this is what you had in
mind. Frankly, I think they are rather cumbersome and we could probably just
adopt a simplified version and then use existing ordinance regarding disorderly
conduct, etc. to control any assemblies we might have.

7. Old Business
a. Joint Council/Planning Commission Meeting on February 10th at 5:30 with
Howard Dahlgren. I need to know who will be there and what do. you prefer for
a box lunch.
8. New Business
a. AFS certificates of Citizenship. Oscar Pena and Brigitte Artho,AFS students
in the city have been invited to the meeting so we can meet them and present them
with certificates of citizenship.
9. Communications & Petitions
a. Suburban Public Health Service Report. This is the final report for 1975•
b. Information regarding openings on Ramsey County Eng/Env. , Welfare, Landmark
Committees. Commissioner. Salverda has advised Councilman Haik- that there are
openings on the committees listed above if anyone is interested in serving on them.

c. Discussion regarding North Memorial Home Care Service in place of
Public Health Nursing. Enclosed please find a brochure describing the service
North Memor-i.al offers. The .charge for their services is $40 per call and they
would check with the city for approval before all calls. Based upon the calls
that Suburban Public Health made for us last year we would pay North Memorial
approximately $2,000. Suburban. Public Health would have cost us approximately .
$3,500 for. 1976..
ACTION: I would like the Council to approve. our using North Memorial for our
public health nursing and budget $2,000 for 1976. If.we exceed $2,000' 1 feel
we should reconsider the options.
d.. Letter from. Wilshire Park PTA. based upon-my conversations with the Ramsey
County. Engi.neer's office .it seems that they would recommend the signal before
any of the other suggestions in the letter.
ACTION: Council
e. Discussion of requesting Metro Council to consider.metro significance of
stadi.um' in Ind: Square area. —Mayor Miedtke will discuss this with the Council .

a. Fire & Police Report for December. Please call if you have any questions.

b. Water Rate Study- Attached please find a memo. prepared by .Jim: Fornell regarding
our water. rates. Based upon the information Jim .has provided '1 would recommend
that we ..adopt a newrate, that will .give .the low users (primarily the elderly)
a break and will also insure the .fiscal health of .the water department i .e.
the $3.30 minimum and a .33f per 100 cubic feet.

ACTION: Recommend-we direct attorney to prepare new rate ordinance. j
