a. Resolution 76-015 RESOLUTION AUTHORIZING SUBMISSION OF THE
CITY OF ST. ANTHONY-GRANT APPLICATION TO
HENNEPIN COUNTY, ETC.
Resolution is _required to submit our Community Development
Grant application. The application has been submitted and copies
are in your packet.
7. Old Business
a. Discussion of legislative claim for 29th. The first factor
we needed to try to establish the `amount of the claim was the
repair expenses we incurred._ Attached .please find Public Works
Supt. Larry Hamer' s estimate of the repairs to 29th during the
period it was used as a detour. Based upon those figures it
appears to me that the $1500. per mile proposed by the state
is a fairly realistic figure for their use of 29th as a detour.
If we plan to proceed with the claim I don' t know on what basis.
ACTION: Council
b. Labor Agreement-Local -No. 49 .representing Maintenance Dept.
I .will have copies of the agreement for your review at the
meeting. The agreement calls for $1,000 per year or $83.33
per month per man raise.. That amount varies from about 7% .
to 8 . 5% raise depending upon- the men' s job classification. The
only other noteworthy change in the contract is the removal
of the longevity provision from it and in it' s place the
substitution of partial hospitilization coverage for the
employees dependents .
ACTION: Recommend approval.
C. Report by Ice Comstock, City Engineer, regarding 29th
Improvement ,Project.
8 . New Business
a. Letter from Hennepin County- regarding lease for radio
equipment. Attached is a copy of the• le.tter and Schedule A
• which indicates the equipment 'to be leased and the amount of
the lease. I will have copies of the lease, which Larry
Vickrey has reviewed, available for. your review.
ACTION: Recommend approval.

b. Passenger Shelter Waiting--Agreement. The attached Passenger
• Waiting Shelter .Agreement .and ' the Passenger Waiting Shelter
Cooperation Agreement are ..documents -that' 'the MTC requires we
approve . as part of' 'the process of installing a bus shelter in
St— Anthony. They -have tentatively approved one shelter for
Silver Lane and- Silver Lake Road.
ACTION: Recommend approval': of'. the .Mayor and Clerk signing
the agreements�_:when we receive the- official documents.
C. Discussion of guide,,'
establishing special limits in school
zones. .I have reviewed the :Guide and -it appears to me that
Ramsey County would have to .take care of 37th or County Road D.
I would -recommend that we request .Ramsey 'County take action on
37th..if we want the limit lowered there.

d. Minutes-Suburban Rate Authority-Informational
e. Petition for Street Lights. , -I have surveyed the area with
a representative of NSP: .. If the Council agrees to install the
lights we -would-recommend that they be installed at the
intersection of Silver ..Lane and Shamrock and' on the east side
of Shamrock-at the north end- of Emerald Park. Two poles will
probably. have to be installed .at Silver Lane but none will be
required at the other location. John Ranck of NSP has
recommended and .* I agree that we should install 100 watt
sodium vapor lights instead of the- normal' 175 or 250 watt mercury
vapor. The 100 watt sodium vapor requires less electricity and
provides more light than the 175 watt mercury vapor.

f. City of Brooklyn .Park regarding tax situation. Mayor
Miedtke has met with the' group in question on a regular basis
and can best advise the Council regarding the group whether
we should adopt the resolution.

g. MTC -regarding extended ;.route.. Letter attached.
ACTION: L recommend that we- grant approva-l- as this change would
provide -our residents south- of.-133-rd and east of Silver Lake Road
with more convenient service and -would -also allow the MTC to
find .a layover spot that wouldn' t be in front of a residence.
ACTION: Recommend approval.
h. Letter and information zegarding stadium. Mayor Benedict
has called-and requested that we 'take action ,on this matter.
