7. Old Business
a. Refuse pickup by High School Band Supporters. The pickup by the High
School Band was on 4/3/76 from 8 to 12 or 12:30. The task was performed very
thoroughly, a huge amount of refuse was picked up and there were no .mishaps
of any kind as far as I know. Approximately 230 band members and supporters
showed up and helped.
ACTION: Approve payment of funds earned by band ($2500) .
'�. 8. New Business
a. Discussion of removing "No Parking" restriction for 300' east of Silver
Lake Road and north side of 33rd. By moving the no parking restriction on
this section of street we will allow residents to stop and conduct business
at city hall .
ACTION: Recommend we change area, from "No Parking" to "30 Minute Parking".
b. Discussion of certifying old St. Anthony Cemetary a Historical Landmark.
Florence Marks and others are trying to get the old St. Anthony cemetary on
Stinson Boulevard declared a historic landmark. To accomplish that they
need a statement from the city that we own the cemetary and will maintain it.
Mrs. Haik has more background on the subject.

9. Communications & Petitions
a. Letter from .Columbia Heights regarding improvement of Stinson and
Silver Lane intersection. Enclosed is a letter from Malcolm Uatson, Columbia
Heights City Manager, regarding Columbia Heights plans to rebuild Stinson
Blvd.
ACTION: I recommend that we request Columbia Heights to build the portion
of Stinson in St. Anthony as a joint improvement project and that we assess
the costs as prescribed by our assessment policy.
1 would also recommend that we require the St. Anthony residents who are on
the Columbia Heights water system to hook up to ours so that problem area
will be eliminated.

b. Letter from St. Anthony High School regarding Juvenile Officer Hickerson-
Informational .
ACTION: File
c. Ramsey County regarding City sweeping selected county roads. The
attached agreement, if approved, would require `the city to sweep Silver
Lane twice per year for the county for $156.00.
ACTION: I would recommend that we approve agreement as we have to sweep our
streets that intersect Silver Lane and the additional work would not be
that substantial and would indicate that we want to cooperate with the county.
10. Reports
a. Maintenance Fire Runs. The attached list indicates the calls the
Maintenance Department actually answered and the potential calls. You will
note that they only answered an average of 7.5 calls per year for the last
2 years.
ACTION: I couldn't recommend that we change the $30 per month very substant-
ially. In that they have not received an increase in 7 or 8 years the
Council might want to make a minor adjustment.
b. Status Report on Section 8 Rent Assistance Program. Attached you will
find a report from Jim Fornell .
ACTION: File
c. Report on Legal Fees Paid for last si.x: years. You will note that there
has been little change except for the prosecutions.

d. Report on licensing. Attached is a report regarding a short phone
survey we conducted as Mr. Sauer requested.
