ANTHONY COUNCIL AGENDA October 26, 1976 1 . Call to Order 2 . Roll Call 3 . Council Minutes - 10/5/76 and 10/12/76 4 . Council Board Reports A. Planning Board Minutes 10/19/76 5 . Public Hearing 6 . Ordinances & Resolutions A. Ordinance re : Amusement Machines . Attached please find a copy of an ordinance prepared by the City Attorney regarding amuse- ment machines . There are several areas in the proposed ordin- ance the Attorney has left blank and the Council should consider filling in the numbers in those blanks . • ACTION: Recommend first reading . B. Resolution 76-048 . Execution of HECO Agreement. Along with the resolution you will find a HECO Joint and Cooperative Agreement, Ammendments of the original HECO agreement, Minutes of the meeting of the Hennepin County Public Safety Communications Committee when the new agreement was approved and a letter from the City Manager of the City of Richfield regarding the agreement. As you will note in the attached information the original agreement was deemed by the County Attorney to be improper for the County Sheriff to sign so the new agreement has been executed. ACTION: Recommend approval. C. Bingo Ordinance. The Council at the last meeting requested that that the Manager make a recommendation at the next meeting re- garding the amount of the license fee . After considering the matter, the Manager recommends that the fee be in the area of $150 to $250 . Under the present circumstances , that should be enough for the necessary paper work. ACTION: Recommend second reading. 7 . Old Business • A. Leasing part of space presently leased by Louiselle . Liquor store Manager and myself have reviewed and studied the space needs of the Apache operation and feel we should not lease more space at this time. ACTION: Recommend we advise C. G. Ryan that they can lease the space to other perspective leasees . B. Discussion of Budget. The buget letters for the 1977 budget have been transmitted to the Counties and the necessary forms have been transmitted to the State Department of Revenue re- garding our 1977 Budget. But prior to printing the budget, I wanted the Council 's approval of the budget as sae discussed at out last meeting. on October 5th. Even if we determine that there should be changes after the budget is printed that can be taken care of by a resolution. ACTION: Council. C. Council/School Board Meeting, Thursday 10/28/76 , 8 :00 P.M. , Council Board Room Civic Center - Reminder. D. Encroachment Agreement. Enclosed in your agenda you will find a copy of an executed encroachment agreement with Mrs. Carol King regarding the property on the holding pond. • ACTION: Recommend approval. 8 . New Business A. Roger Dunkley re: 29th Street Project. Mr. Dunkley wants to discuss problems on project with Council . ACTION: Council 9 . Communications/Petitions A. Resignation of Jim Stephens - Human Relations Commission. ACTION: Council. B. North Memorial Medical Center. Monthly Report. ACTION: File C. Kaufman,Spicer & Company - Liquor Advertising Program. Enclosed you will find information regarding an advertising program that we have entered into through the Kaufman,Spicer Company. This program will run throughout 1977 and we hope we ' ll improve our liquor business . - Informational. D. Hennepin County-Historical Society - Informational. Any action the Council wants to take on a marker would have to b-e.. budgeted out of the Council 's contingence as we have no funds for things of this nature. ACTION: Council. E. U.S. Conference of Mayors . Attached please find a letter from the U.S. Conference of Mayors regarding a conference on housing to, be held at several places around the country in the next couple of months , - informational. F. Office of Land Commissioner. Enclosed please find a letter from the Office of Land Commissioner - Ramsey County - regarding tax forfeited property .located at the Corner of 37th and Chandler Drive. The County needs our approval of the classification of this property and for the sale of this property. ACTION: Recommend approval of classification and sale. G. Statement of Assurances. The enclosed statement had to:-be completed and returned to the Office Revenue of Sharing to qualify for any recession under Title 2 Public Law 94369 . I did complete the form and returned it to the Office of Revenue Sharing. ACTION: File. H. Jack Anderson Associates - Traffic Engineering Consultants. En- closed please find a copy of the letter from Mr. Jack Anderson regarding the traffic. sign survey that he performed for the City. I will bring additional information to the meeting with me re- gar,ding his work and our proposal to upgrade the traffic signing throughout the Village. I . Traffic Signs - Proposed Changes . Attached please find a memo from the Public Works Superintendent, Larry Hamer, the- proposed recommendations of Jack Anderson. 10. Reports A. Recycling at Maintenance Yard. Attached please find a memo from Larry Hamer, Superintendent of Public Works regarding the operation of the recycling center at the Maintenance Shop. I would recom- mend that at least we close the recycling center on weekends . ACTION: Council. B. Sewer Rate Revision. Attached please find a memo from the Admin- istrative Assistant, Jim Fornell regarding the Sewer Department operation and rate structure. The report is self explanatory, I believe. ACTION: Recommend we switch back to the flat rate sewer bill but build in a provision for reduction of costs to senior citizens of possibly one half the regular rate. C. Jim Fornell, Administrative Assistant re: Community Development Block Grant Program. Report attached. ACTION: Recommend committees be considered. D.
