ANTHONY COUNCIL MINUTES March 7 , 1981 WORK SESSION The meeting was called to order at 8 :40 A.M. Present: Le.tourneau, Ranallo, Haik, Sundland, Marks. Absent: None. Also present: Fornell, City Manager; Rod Kelsey, Stanton Associates , Inc. A brief discussion on the N.L.C. Legistlative Conference ensued. Many cities are concerned about the Reagan administration's impact on urban programs but- there was a wait and see attitude by the majority. A lengthy discussion ensued about the City 's non-organized employee compensation program. Mayor Haik gave the background on the program and recent developments . Rod Kelsey advised the City Council to look at the positives that have come, in part ,or as a .result of the program, in terms of employee and productivity growth. He then asked each Councilmember what they felt about the program. Councilman Letourneau was concerned about major changes in the program and felt it was working reasonably well and that performance should come before compensation. Councilman Ranallo felt there was a need to review job descriptions and to re-evaluate the jobs . He was concerned about potential liability of.-,a program and wanted to see the supervisory ranges reviewed. He felt that we could possibly just increase the 1980 ranges by a greater percentage. Mayor Haik felt the City' s financial constraints had to be recognized but that they were not as severe as a few years ago. She felt the program had given direction to positions and that performance had to be recognized. The program must be communicated to the employees also. Councilman Sundland saw the program as a "tool" and that productivity improvements probably have been forthcoming. He felt there was a need for employee input in the job descriptions and their update, which is probably necessary. He felt there is a danger in ranges which are too high yet the City must be able to recognize performance in some fashion either in administration by the City Manager or by recommendation to the City Council. Councilman Marks -felt the employees should be involved in some fashion and that he has seen improvements , although he cited his limited time �` r on the. Council. He felt there needed to be recognition for performance. -2- Mr. Fornell gave his perspective in trying to reconcile a number of perspectives and interests. He felt the city financial situation. and productivity were- better, that this is one management tool and that the issue to him is market and internal equity for true performance. He felt the program had been administered as best he could but that it had some flaws and the recommended program would.. correct those flaws. Lengthy discussion- -ensued about. the various points raised. The Council was in agreement that a,.job- description/accountability program was very necessary. Differing opinions were expressed about how salary ranges should be established, how performance is determined and how and by whom the program is administered. After more discussion., review of selected .ranges. in 1980 and as proposed, and how ranges are to be applied to various positions , the Council directed. the City Manager to prepare a. comparison of three options :. (1) The January, 1981 program' as proposed. (2) The 1980 program with a 12% range increase., across the board. (3) The 1981 program with "A range restricted above the top of the "B" range. The budget impact, 1980 salary data, and 1981 total adjustments are also to be supplied for a work.- session on Saturday, .March 14th at 8 :15 A.M. Rod Kelsey departed at 1: 40 P.M. Mr. Fornell discussed the options available to the City in regard to reserve firefighter compensation. . He said there are problems with all three: a Relief Association, severance pay or deferred compensa- tion under the state program. Some benefit the younger or older reserves, some have restrictions on the City 's options. He was directed .to specify the options and problems; to the reserves and solicit,,-their reaction and proposal. Up=front compensation increases were also discussed but it was. felt that the two must be considered together. There was a discussion about the status of the Kenzie Terrace Study and whether more housing is not feasible, whether thestudy should be continued and. what might be ' accomplished.
