ADJOURNMENT. • U • MEMORANDUM DATE: November 7, 1994 TO: Mayor and Councilmembers FROM: Michael Mornson, City Manager ITEM: POLICE SUPERVISORY POSITIONS As you know, the Council has been considering the creation of three supervisory positions within the police department over the past year. With the addition of providing police services to 3 cities starting in 1995, the City will have 16 sworn officers, 1 Captain and 1 Chief. With 3 cities to cover and more • officers on staff, there is a need for supervisory coverage on all shifts. Supervisory coverage is needed even without the contract from Lauderdale and Falcon Heights. The primary benefit of supervisory positions is to reduce potential liability for the City. The estimated cost for the 3 supervisory positions is $13,000; $5,100 of this is programmed in the 1995 budget. It is recommended to take the remaining $7,900 out of the Falcon Heights and Lauderdale contracts on a split basis. There is enough funds in both those contracts to split the $7,900. When we negotiate new contracts with those cities for 1997, we will calculate those costs in the contract proposal. If the Council approves the budget transfer, Officers Ohl, Scholl, and Cotroneo will be promoted to the supervisory positions. They will also become non- union employees and will receive the same benefits that other non-union employees receive. •
