4 I. CALL TO ORDER.
5 Mayor Cavanaugh called the meeting to order at 7:00 p.m.
6 II. PLEDGE OF ALLEGIANCE.
7 Mayor Cavanaugh invited the Council, the School Board, and the audience to join in the Pledge
8 of Allegiance.
9 III. ROLL CALL.
10 The following members from the City Council were present:
11 Mayor Cavanaugh; Councilmembers Sparks, Thuesen, Horst and Hodson
12 The following members of the School Board wererep sent:
13 Warren Rolek, Katie Barrett, Jane Eckert,Barry Kinsey, Rick Dunn, Dave Evans, Denise Dunn.

q7IV. JOINT PUBLIC HEARING RELATING TO GRANTING OF A PROPERTY TAX
ABATEMENT WITH RESPECT TO EVERGREEN TOWNHOMES AND VILLAGE,
18 TOWNHOMES TO ASSIST WITH FUNDING FOR CENTRAL PARK
19 IMPROVEMENTS.
20 A. Mayor's Comments.
21 Mayor Cavanaugh welcomed everyone in attendance and noted that the purpose of this meeting
22 was to discuss the renovation of Central Park as well as for the School Board and City Council to
23 discuss the details of the Park and the financing.
24 B. School Board Chair's Comments.
25 Barry Kinsey, School Board Chair, thanked the Parks Commission Chair, Carol Jindra, and the
26 rest of the Parks Commission for the hard work that has taken place over the past to bring this
27 project forward. Mr. Kinsey announced that he is proud to bring this project to the public.
28 C. Carol Jindra, Chair of the Parks Commission will give an overview of Central Park.
29 Mayor Cavanaugh opened the public hearing at 7:05 p.m. and invited Parks Commission Chair
30 Carol Jindra to speak to the Council.
31 Chair Jindra noted that the current design of Central Park does not allow for a full use of
32 activities. She further described some of the key points that the renovated Central Park would
offer, such as an 8-foot trail system, baseball fields, soccer fields, concession stand, shelter and
other amenities. Additionally, another idea that is still being considered is making a hockey rink
`35 a paved area for rollerblading in the summer. A new wading pool and play area will be

1 renovated in its current location. A shuffleboard area will be added, and the northeast entrance
2 of the park will be enhanced with new pavement and attractive landscaping.
3 Chair Jindra announced that a meeting would be held on December 11 for residents and
4 interested parties to provide input and receive additional information. The parking lot will be
5 reconstructed and there are plans for a sledding hill.
6 Chair Jindra continued by stating that another consideration for the Park is that the Commission
7 is attempting to acquire funds to supplement the financing for the project. Water Tower Park is
8 essentially finished at this point; however, the Commission is considering some changes in the
9 future for the restroom facilities.
10 Chair Jindra stated that the entire community would clearly benefit from the renovations and
11 improvements to the Park.
12 Cavanaugh thanked Chair Jindra for her input and presentation.
13 D. Bob Thistle, Springsted, Inc., will give an overview of tax abatement properties.
Mayor Cavanaugh introduced and invited Mr. Bob Thistle to approach the Council and School
0 Board. Mr. Thistle stated that he believed that there has been a need in the community for the
16 renovation of Central Park, and the current language of the tax abatement law provided a vehicle
17 for the community to use to complete the project.
18 Mr. Thistle reviewed for the Council and the School Board the abatement process. He noted that
19 if the action for abatement proceeds and goes forward,the authority will be given to move ahead
20 with financing. He congratulated both the Council and the School Board on the joint effort to
21 take advantage of the abatement process and provide the opportunity to enhance the Park.
22 Cavanaugh thanked Mr. Thistle for his presentation.
23 V. PUBLIC INPUT.
24 Mayor Cavanaugh invited input from the public and hearing none, closed the public hearing at
25 7:14 p.m.
26 Cavanaugh thanked the School Board for joining the City Council in reviewing this important
27 issue.
28 VI. ADJOURNMENT.
29 Motion by Barry Kinsey to adjourn the meeting at 7:17 p.m.
