CITY OF ST. ANTHONY
COUNCIL MINUTES
SPECIAL MEETING
November 12 , 1980
The meeting was called to order at 7 :02 P.M.
Present.: Marks, Sundland, Haik,. Ranallo, Letourneau.
Absent: None.
Also Present, Jim Fornell., City Manager.
The City Council interviewed Mr. Lloyd Graven of the economic
research. firm of- Economic Research. Corporation,.-. Inc-. ;. Lee Munich,
Richard Slettebaugh, and Arsen Darney of Midwest Research Insti-
tute; and Arijs- Pakalns and Bill Weber of B.R.W. , Inc-.
The interviews were comprised of a presentation by each consultant
as to his proposal and questions by Council members concerning
various facets of the proposals and general questions on the
redevelopment/revitalization process .
The Council had no requested changes in Resolution 80-081 -
A RESOLUTION APPROVING THE DETAILED PLAN AND FINAL PLAN FOR A
PORTION. OF THE HEDLUND PLANNED UNIT DEVELOPMENT UNDER SECTION 13
OF THE ZONING ORDINANCE OF THE CITY OF ST. ANTHONY.
The Council discussed adult bookstores -and sauna parlors, the current
status of legal regulation of them and concluded that for the time
being the City does not permit their uses under the zoning ordinance.
It was recognized that an ordinance to be' legal may not be strong
enough and. if legal, the present fine is -only $100 per,violat-ion
occurence.
Motion by Councilman Marks, seconded by Councilman Ranallo to
adjourn at 10 : 25 P.M.
Motion carried unanimously.
