CITY OF ST. ANTHONY'
SPECIAL COUNCIL MINUTES
May 28 , 1981
The meeting was called to order by Mayor Haik at 5 :05 P.M.
Present for roll call : Letourneau, Ranallo, Haik, Sundland.
Absent: Marks.
Also present: Larry Hamer, Acting City Manager; Carol Johnson,
Clerk/Treasurer; James Day, Nordstrom Insurance
Agency; Ken .Kaufmann and .Mike Ruddy, Alexander &
Alexander Insurance Agency.
The meeting opened .with discussion of the insurance bids which are
up for .award. The Council requested Mr.. Day to explain the role
of the Nordstrom Risk Management and Nordstrom. Agency, Inc. Mr. Day
explained they are two separate firms and- that the Nordstrom Risk
Management firm has worked .wit_h the League of Minnesota Cities in
developing and .setting up the League' s insurance program. The
Nordstrom Agency, Inc. is an insurance agency.
It was determined that the City had two- bid proposals to consider.
Alexander & Alexander, Inc. ' s total package bid was $96 ,233 . The
Nordstrom Agency' s total package bid was $84 ,937 . Both bids
included .the .$2 million limit on the Umbrella Liability Policy .
The Council .discussed splitting the Umbrella Liability from the
package which- would result in a $3,100 savings to the City.
Motion by Councilman Ranallo and seconded by Councilman Sundland to
award the Umbrella Liability ($2 million limit) separately.
Motion carried unanimously.
Motion by Councilman Sundland and seconded by Mayor Haik to. accept
the lowest bid, that of the Nordstrom Agency, Inc. , exclusive of
the Umbrella Liability Policy.
Motion carried unanimously.
Motion by Councilman Sundland and seconded by Councilman Ranallo to
award the Umbrella Liability ($2 million limit) insurance to
Alexander &. Alexander, Inc.
Motion carried unanimously.
After the awards were made, Mr.. Ruddy of the Alexander & Alexander
Agency asked Mr. Day if the Workmen' s Compensation policy had an
assessable clause in- it. Mr. Day said he did not- believe it did.,
but would check that out. Mr.. Day also stated that he would
"stand behind the assessable .clause ..not being in the City of

St. Anthony's Workmen' s Compensation Policy" and that all bids were
firm quotations, with the exception of the Workmen' s Compensation
Policy, which is subject to audit (on salaries) as is any Workmen' s
Compensation premium.
The next issue of business was'.the Police Union contract for 1981-82.
Motion by Councilman Ranallo and seconded by Councilman Sundland
to accept the Police contract as submitted.
Motion carried unanimously.
Applications- for the City Manager 's position was then discussed .
It was decided that by Friday morning, June 5th, the Council was
to have all the application .packets turned into _Connie along with
their individual list of.. twenty. preferred applicants. The packets
would remain in the front office over the weekend for review by the
Council, if they so desire, prior to the first scheduled meeting
(Monday, June 8th at 7 : 00 P.M. ) in the Senior Citizen's Room.
Motion by Councilman Ranallo and .seconded by Councilman Sundland
to adjourn the meeting at 5 :45 P.M.
Motion carried unanimously.
