CITY OF ST. ANTHONY
COUNCIL MINUTES
September 22 , 1981
The meeting was called to order by Mayor Pro Tem Sundland at 7 :30 P.M.
. Present for roll call: Marks., Sundland, Ranallo, and Letourneau. -
Absent: Haik.
Also present: David Childs,. City Manager; William Soth, City
Attorney; Carol Johnson, Clerk/Treasurer; and Larry
Hamer, Director of Public Works .
Motion by Councilman Marks and seconded by .Councilman Ranallo to
approve- as submitted the minutes of the .regular Council meeting
held September 8, 1981.
Motion carried unanimously.
Motion by Councilman Marks and seconded by Councilman Ranallo to
approve as submitted the minutes of the Council budget work session
held September 28 , 1981.
Motion .carried unanimously.
• Motion by .Councilman Letoukneau and seconded by Councilman Ranallo
to approve as submitted the minutes for the Council budget work
session held September 15 , 1981.
Motion carried unanimously.
Motion by Councilman Ranallo and seconded by- Councilman Marks to
grant a heating license to Seasonal Control as recommended by the
City Manager.
Motion carried unanimously.
Motion by Councilman Sundland and seconded by Councilman Marks to
approve payment of all verified claims listed in the September 22 ,
1981 Council agenda.
Motion carried unanimously.
Motion by Councilman Marks and seconded by Councilman Ranallo to
approve payment of $32 ,628. 16 to the Kenko Company for their services
related to the construction of the storm sewer, street and water-
main on Anthony Lane North.
Motion carried unanimously.
Motion by Councilman Marks and seconded by Councilman .Letourneau to
approve payment of $1,079 . 6.3 to Planning Design and Research Engineers
for the Infiltration/Inflow Analysis.
Motion carried unanimously.

Motion by Councilman Letourneau and seconded by Councilman Marks
to approve payment of $4,900 .92 .to the Layne Minnesota Company for
repair of the Well House #5 .pump as recommended by. Mr. Hamer in
his September. 15th memorandum.
Motion carried unanimously.
Motion by Councilman Marks and .seconded by Councilman Ranallo to
approve payment of .$1,039 . 50. to Hennepin County for taxes on the
rental portion of the old City Hall at 2800 Kenzie Terrace N.E.
Motion carried unanimously.
Motion by Councilman Marks and seconded .by Councilman Ranallo to
approve payment of $8,625 to Adrian S . Helgeson & Co'. for the 1980
City audit and accounting services.
Motion carried unanimously.
Mr. Hamer 'advised. that the change order for base aggregate for
Anthony Lane North should be No. 2.,rather than No. 1 and his
rebommendations .regarding acceptance of the change .order and payment
for the aggreg.ate .testing were accepted, in the following:
Motion by Councilman Marks and seconded by Councilman Ranallo to
accept Change Order No. 2 for base material for the base course
on the Anthony Lane North project and to approve payment of $70 .00
• to Twin City Testing. -
Motion carried- unanimously.
Councilman Marks commented on the number- of tickets issued daily
by the Police Department before .the Department's July report was
ordered filed.
Mr. Childs presented the request from the St. Anthony. Civic Orchestra
to serve 3 .2 beer during their concert- at Apache .Plaza Sunday even-
ing October 18th. The City liquor store is cooperating with the
Apache Merchants. Association in serving: beverages. during the week-
long anniversary celebration at Apache and Mr. Soth- .confirmed that,
although the City cannot sell . alcholic. beverages 'on Sunday, state
law does permit. a private organization to do so.
Motion by Councilman Letourneau and seconded by Councilman Sundland
to waive the .fees and grant a temporary. beer license to the St.
Anthony Civic Orchestra for their OKTOBER TANZFEST, .Sunday, October 18 ,
1981.
Voting on the motion:
Aye: Letourneau., Sundland, and Ranallo.
Abstention: Marks .
Motion carried.
The Manager .said reservations .should be made through staff for the
seminar sponsored. by the League of Minnesota Cities in Shakopee ,
September 30th.

Councilman Ranallo reported he and a good representation from the
Kenzie Task Force and the Planning Commission had. attended an
excellent seminar on housing held at the Sheraton Northwest.
Councilman Marks said he had attended .the budget hearings for Hennepin
County and the Chairman of. the Planning Commission had testified
against the proposed cut in , services for the St. . Anthony library.
The Councilman said conversations he had with .Commissioner Sivanich
had indicated the Commissioner's intention of opposing the cuts .
Councilman Sundland said he had told the Commissioner's secretary
by phone the .City' s concerns that the services , .which at present are
below those of other municipalities., will be cut further when they
should rather be upgraded. _
The City Manager recommended writing off. .the uncollectible checks
cashed by the City municipal liquor stores in 1980 . Mr. Childs
compared the $5 ,409 . 10 in uncollectible checks with. the $17 ,829 . 47
net profit from check cashing for the stores and assured the Council
the Police Department will continue its efforts to apprehend the
check writers .
Motion by. Councilman Sundland and seconded by Councilman Letourneau
to authorize the write-off of the 1980 uncollectible checks listed
in the September 22 , 1981 Council agenda.
Motion carried unanimously.
• Motion by Councilman Ranallo and seconded by Councilman Marks to
approve the listing of election judges as presented. for the City 's
General Election, November 3 , 1981.
Motion carried unanimously.
Mr. Childs explained that Chief Hickerson had requested the City 's
traffic control ordinances, be amended to allow -the police to issue traffic
citations in the City' s shopping centers which. are private property.
Motion by Councilman Marks and seconded by Councilman Ranallo to
authorize the preparation of ordinance amendments as developed by
the City Attorney at .staff request.
Motion carried unanimously.
Mr. Soth said, if the penalties for misdemeanors are not specified
in Ordinance 1981-010 , the City ordinance will not have to be
rewritten each time the penalty is increased by state statute. How-
ever,. he recommended specification of penalties for petty misdemeanor.
Motion by Councilman. Letourneau and seconded by -Councilman Ranallo
to approve the. final reading and adopt Ordinance 1981-010 .

Motion by Councilman Ranallo and seconded .by, Councilman Marks to
adopt Resolution 81-067 .

A RESOLUTION APPROVING PROCEDURAL GUIDES
FOR URBAN HENNEPIN. COUNTY CDBG PROGRAM
Motion carried unanimously.
Motion by Councilman Ranallo, and seconded by' Councilman Marks to
adjourn the meeting at 7 :55 P.M. for the budget work, session to
follow.
