• COUNCIL MINUTES
October 6 , 1981
The meeting was called to order by Mayor Haik at 7 : 30 P.M.
Present for roll call: Letourneau,.. Ranallo, Haik, Sundland, and Marks.
Also present: David Childs , City Manager and Carol Johnson, Clerk/
Treasurer.
Motion by Councilman Sundland and seconded by Councilman Marks to
approve as submitted the minutes for the regular meeting and budget
work session .held September 22 , 1981.
Motion carried unanimously.
Motion by Councilman Sundland and seconded by Councilman Marks to
approve payment of all verified claims listed in the October 6 , 1981
Council agenda as well as $400 to Westwood Planning & Engineering Co.
for the Walbon feasibility study; $13 ,193 .09 and $6 ,597.50 to Short-
Elliott-Hendrickson, Inc. for engineering and report preparation
services related to the Anthony Lane North reconstruction project,
and $2 ,713 to the Dorsey firm for legal services during June, 1981.
Motion carried unanimously.
• The August Police Department report was accepted as informational after
Councilman Marks had noted the uniformity in number of speeding tickets
issued daily by the patrolmen.
Councilman Letourneau reported he had recently addressed a very informa-
tive conference sponsored -by the City Fire Department at the Legion Club.
The Mayor opened the public hearing on the 1982 proposed City budget
at 7 : 35 P.M.
Mr. Childs had given the highpoints of the budget in his September
28th memorandum. The other Councili..members concurred with Mayor Haik
that a levy of $3 ,000 , rather than the proposed $1,000, might be more
realistic to cover HRA expenses and that, if there are unexpended monies
at the end of 1982 , the . 06 mill levy can be decreased for 1983 .
The Manager indicated the amount to be transferred from the City Liquor
Fund to the General Fund will be $35 ,000 less than originally proposed .,
and said liquor reserves could also be used to pay for hiring a police
officer, if such a decision is made. When the question of Police
Department attrition was raised, Councilman Ranallo recalled that the
former City Manager had estimated it would probably be eight years
before another retirement on the Police Department. The amount budgeted
for a squad car will remain for that purpose.
In reporting the League of Minnesota Cities conference in Shakopee ,
Mr. Childs repeated bleak financial forecasts for state aid to cities ,
with a possible 13% cut anticipated and said the. City' s Revenue Sharing

funds can be expected to be reduced . to $16 ,000 , with the funding eventually
phased out altogether.. He said out of. eighty-six officials attending
• the conference, all but two had -indicated they were going to up their
levy limits in 1982 .
Mayor Haik reported HUD has rejected the Kenzie Terrace senior housing
proposal in spite of the Metropolitan Council's priority listings and
the proponents are .meeting with HUD officials to see if an alternative
proposal might be acceptable.
No further input was offered by anyone present and the hearing was
closed at 7 : 55 P.M.
Motion by Councilman Sundland and seconded .by Councilman Letourneau
to adopt Resolution 81-069 as amended .to reflect the $3 ,000 levy for
HRA costs .

A RESOLUTION APPROVING THE 1981 TAX LEVY,
COLLECTIBLE IN 1982 AND THE 1982 CITY BUDGET
Motion carried unanimously.
Motion by Councilman Letourneau and seconded by Mayor Haik to adopt
the resolution which approves the October 1981 Reserve Firefighter
Uniform Allowance Policy .

A RESOLUTION APPROVING A RESERVE
FIREFIGHTER UNIFORM ALLOWANCE
Motion carried unanimously.
The City Attorney had indicated to Mr. Childs that the final plat
submitted by Sid Johnson for the St. Anthony_ Court Townhouses appears
to be in conformance with the preliminary plat for the project and,
since Mr. . Soth needs more time to go over the final .papers, he had
. recommended a foundation permit be issued so construction can be
started before poor- weather sets in. Several precedents for such
procedures were cited by the Council members . Mr. Johnson was present
but did not speak.
Motion by Councilman Sundland and seconded by Councilman Ranallo to
grant a foundation permit in advance of the final platting for the
St. Anthony Court Townhouses on Lot 12 , Penrod Addition.
Motion carried unanimously .
The Manager indicated he is looking at all legal costs including the
County workhouse assessments and will return to the Council with his
recommendations in -the next month or two. He also told the Council
he and Mr. Hamer are developing the information to be presented to
them at a special briefing prior .to the neighborhood hearings .on the
City' s street renewal program. The meetings were tentatively set .for
the weeks of either November 16th or December lst, with neighborhood
sponsors to be sought out in the meantime.

At 8 :00 P.M. , the Mayor .opened the public hearing on, the proposed.
expenditure of Revenue. Sharing funds by reading the Manager' s September
25th memorandum recommending the allocation of $34,600 in revenues.
• No one present provided further input and the hearing was closed at
8 :02 P.M.
Motion' by Councilman. Sundland .and seconded by Councilman .Letourneau to
approve. the. Revenue Sharing budget for 1982 .
Motion carried unanimously.
The Mayor joined with the Manager in thanking Carol Johnson and Larry
Hamer for "their tireless . efforts in preparation- of the 1982 budget
According to Mr. Childs , a .Minnesota flag is. being donated by the
St. Anthony Legion for the new Council chambers. The two American flags
flying outside the administrative- offices were donated by the VFW.
Councilman Ranallo said- he appreciated Mr.. Childs ' memorandum on the
staff meeting and the Manager reiterated his suggestion in that mem-
orandum that a letter be sent to. New Brighton in response to rumors '
regarding the possibility of that City .building a liquor store on their
border with St. Anthony on Silver Lake Road, reminding the New Brighton
Council that St. Anthony had abandoned plans for- such a facility in
that area -because of resident opposition. . Mayor Haik said . she believed
a .one-on-one contact by St.. Anthony .Council members with their New
Brighton counterparts might- be .more effective, suggesting one point
• to be made might be that St.. Anthony would appreciate reciprocation
of past favors when- the City has dropped several projects in the face
of New Brighton residents ' opposition, relayed ..by the New Brighton
Council.
The Council also agreed with her suggestion that they should host .a
North Suburban Chamber of Commerce luncheon in the Council chambers
sometime in November.
Motion by Councilman Marks and seconded by Councilman Ranallo to adjourn
the meeting at 8: 10 P.M.

RESOLUTION 81-069
A RESOLUTION APPROVING THE 1981 TAX LEVY,
COLLECTIBLE IN 1982 AND THE 1982 CITY BUDGET
WHEREAS , the City Council has reviewed the financial needs of the
City for fiscal year 1982 , and
WHEREAS , the Council has attempted to provide a level of expenditures
necessary to provide an adequate level of service.
NOW, THEREFORE , BE IT RESOLVED, that the following sums of money be
levied the current year, collectible in 1982 , upon taxable property
in the City of St. Anthony, for the following purpose:
Fund Levy
General (No: 101) $50 ,793
HRA Levy 3 ,000
AND, FURTHERMORE, that sufficient funds have been provided for all
debt service (bonded debt) obligations so that all tax levies
for such obligations .are hereby cancelled.
AND, FURTHERMORE, that the 1982 budget is hereby approved.
The City Clerk is hereby instructed to transmit a certified copy of
this resolution to the County Auditor of Hennepin and Ramsey
Counties.
