ANTHONY COUNCIL MINUTES November 24 , 1981 The meeting was ,called to order by Mayor. Haik at 7 :30 P.M. Present for roll call : Marks , Sundland, Haik, and Letourneau . Absent: Ranallo. Also present: David Childs , City Manager; Carol Johnson, Clerk/ Treasurer; Ron Berg, Administrative Assistant; Richard Enrooth, Planning Commission representative . Motion by Councilman Sundland and seconded by Councilman Marks to approve as submitted the minutes for the Council meeting held on November 10 , 1981. Motion carried unanimously. Motion by Councilman Marks and .seconded by Councilman Letourneau to approve the following licenses : (1) Bill's Sheet Metal - heat- ing; and, (2) Dick' s Standard - starting and towing. Motion carried unanimously. • Motion by Councilman Marks and seconded by Councilman Sundland to approve payment of all verified claims listed in the November 24 , 1981 Council agenda as well as $1 ,682 .04 to Planning Design and Research, Inc. and $1,730 . 26 to the Dorsey Law Firm. Motion carried unanimously. Richard Enrooth was present to update the Council on the November 17 , 1981, Planning Commission- meeting, including the Champion Auto Store signage,. the abandoned bus at Joe' s Service Station, and the excess signage at the Red Owl Country Store at Apache. He reported that the Sid Johnson variance request was tabled because Mr. Johnson did not attend the meeting, apparently due to an emergency. Councilman Marks recommended that the Planning Commission begin to look at .sidewalk needs on major .streets and the City policy for assessing their cost. He also commended the Public Works Department on their care of. the City streets during the last storm, indicating MTC bus drivers ' comments tha-c St. Anthony had the only streets in the Metro area so well taken care of. Mr. Enrooth also reported that the sign ordinance revision is nearly complete and -that at least one vacancy will be occurring on the .. Planning Commission in January, 1982 . -2- Motion by Councilman. Letourneau and seconded by Councilman Marks • to appr,ove .the third reading and adopt Ordinance 1981-011. ORDINANCE 1981-011 AN ORDINANCE RELATING- TO TRAFFIC REGULATION ON SEMI-PUBLIC PROPERTY: AMENDING SECTION 700 :00 , SUBD. 4 OF SECTION. 710 :OO ,. SECTION 715c00 AND SECTION 14.00 , OF THE 1973 CODE OF ST. ANTHONY ORDINANCES Motion carried unanimously. A letter from Mr. Craig Morris .regarding his business on Silver Lake Road was received as follows : "City Council of, St. Anthony: . In the spring of 1981 I: was requested by the St. Anthony City Council to construct- a fence between the property of Craig & Company, and the adjacent residential lot directly .in back .of Craig & Company. I am requesting an extension until May 1 , 1982 for the following reason: Mr. Lee , the owner of the residential property concerned, has . requested the construction of- a chain link fence with slats inserted in the .fence , as this would give us both complete • privacy. At the present time ,- I am unable for reasons of weather condi- tions and present personal ,financial status to construct such a fence. If I am given the. proposed extension, I will agree to have a fence constructed and ready for inspection by the above mentioned date , May 1 , 1982 . Since this type of fence is the request of the adjacent owner, and I would like to- be as agreeable as possible to all concerned parties , I will appreciate any and ever consideration you can offer me . " After much deliberation. a motion was made by Councilman Marks and seconded by Councilman Sundland to .grant an extension on the Letter of Credit until May 1 , 1982 to Craig Morris for the installation - of nstallationof a metal-slatted chain link - fence and shrubbery as shown on the proposed site plan. The Letter of Credit shall be of an amount sufficient to cover the cost of installing the chain link fence and shrubbery. and shall be submitted to the City Manager not later than 11: 00 A.M. , Monday, November 30 , 1981. It is understood that Mr.. Ken Lee, adjacent property owner, is a party to this request and that if the fence is not installed .by May 1 , 1982 , the City will cash in the Letter of Credit and cause the work to be completed. -3- Voting on the motion: Aye: Marks , Sundland, Letourneau. Nay: Haik. Motion carried. Motion .by Councilman Marks and seconded by Councilman Sundland to adopt the resolution which authorizes a budget transfer of $1,000 for additional overtime salary to the Public Works Department due to watermain breaks and a watermain project, unforeseen at the time ' the budget was prepared. RESOLUTION 81-073 A RESOLUTION MODIFYING THE 1981 BUDGET Motion carried unanimously. Motion by - Councilman Marks...and .seconded by Mayor Haik to approve Change Order #3 .(_Anthony Lane North project). on the condition that the cost is that of the City of Roseville ' s. Motion carried .unanimously. • Motion by Councilman Sundland .and seconded by Councilman Marks to cancel .the regular Council meeting of December 22 , 1981. Motion carried unanimously. Motion by Councilman Letourneau and seconded by Councilman Sundland to adjourn the meeting at 8 :30 P.M. Motion carried unanimously.
