ANTHONY COUNCIL WORK SESSION MINUTES . January 19 , 1982 The work session was called to order. by Mayor Sundland at 5 : 40 P.M. Present: Sundland, Ranallo, Marks , Letourneau, D. Childs , City Manager, and L. Hamer, Public Works Director. Councilman Enrooth arrived . at 5 : 50 P.M. Motion by Councilman Ranallo .and seconded by Councilman Letourneau to approve a license for. Riccar. Heating and Air Conditioning. Motion carried unanimously. St. Anthony Boulevard Bridge The proposed state participation in the bridge , railroad participation and. the need to use MSA f.unding. for .the approaches and engineering was discussed. . It was felt that adequate . MSA funds are available for the bridge to be constructed' in 1982 and for County Road "D" to be built in 1983, but that the reconstruction of other. MSA streets in the City would be delayed until at least 1984 (although discussions should proceed right along on the overall street program) . The Council discussed the effect of the bridge closure on business at the St. Anthony. Shopping .Center and possible detour methods and con-. • struction schedules which could -minimize the overall impact. Kenzie Terrace It was generally felt that. the Council and City staff should continue an active role- in the Kenzie Terrace Revitalization program. The proposal from Westwood Engineering to. provide. project management services for the project was favorable discussed, however, other proposals should also be sought. Budget Cuts It was discussed that total. state budget cuts to St. Anthony in 1982 would be about $31 ,000 . A sheet with proposed cuts was distributed and discussed.. Methods of keeping down - legal costs , dog control and conference costs were discussed. Also discussed with respect to. budgets were the 1982 non-union classi- fication compensation package and the effect of declining federal and state funded programs on the responsibilities of the .City administrative staff. Police Department The Councildiscussed the concepts of Police Reserves , Neighborhood Crime Watch and methods of enhancing the personal self-image of police officers (who are continuously exposed to situations where people are in an- unflattering position or cirumstance) . Also discussed was the need for. a plan of action or proposal regarding the future functions -2- of 2-of the department; the need for certain types of officers to be in uniform or not, replacement of squad,. cars , and- .the viewpoints surrounding one or two men cars _ and rotating, versus. permanent shift assignments . Fire Department . The Council discussed the vacancy in the- full-time. -ranks of the fire department and generally felt that seven full=.time officers is the proper level under current circumstances' and conditions . They agreed to discuss the -volunteer pension program--and replacement of a fire truck at a later work session. Other Items The Council agreed to discuss .possible future plans for the City liquor operation ata later work session. and heard about major maintenance problems with the copy machine (now 3 years old with 420 ,000 copies) .
