ANTHONY COUNCIL MINUTES February 9 , 1982 The meeting was opened with the Pledge of Allegiance by Mayor Sundland at 7 : 30 P.M. Present for roll .call : Marks , Ranallo, Sundland, Letourneau, and Enrooth. Also present : Dave Childs , City Manager; Carol Johnson, Finance Director; and Don Hickerson, Chief of Police. Motion by Councilman Marks and seconded by Councilman Letourneau to approve as submitted the minutes of the Council work session held January 19 , 1982 . Motion carried unanimously . Motion by Councilman Letourneau and seconded by Councilman Enrooth to approve as submitted the. minutes for the regular Council meeting held January 26 , 1982 . Motion carried unanimously. The minutes for the Housing and Redevelopment Authority held .January 26 , 1982 will be considered at the next HRA meeting. Motion by Councilman Letourneau and seconded by Councilman Ranallo to grant all licenses listed in the February 9 , 1982 Council agenda. Motion carried unanimously. Motion by Councilman Marks and seconded by Councilman Enrooth to approve payment of all verified claims listed in the February 9 , 1982 Council agenda as well -as $1., 782 .90 to the Dorsey Firm for legal services during November, 1981 . Motion carried unanimously. The Council concurred with Councilman Ranallo' s recommendation that a letter be sent to the Fire Chief requesting he let his men know how much the Council appreciates the hours they spent shoveling out the fire hydrants after the recent snow storms . The January Fire Department report and. Larry Hamer ' s report on the City water supply were accepted as informational. Before accepting the notes on the staff meeting held February 3rd, several matters which were discussed were commented on by Council members . Chief Hickerson reported the three property owners whose responsibility it is to keep the private alley off Old Highway 8 plowed • out have been informed that, if the City has to open the alley , which is a fire lane , the property owners will be charged for the plowing costs . He added that the residents of the apartment buildings on that -2- alley have been tagged for parking in the streets because they aren' t able to park behind the buildings . The Chief was requested by the Mayor to tell Sgt. Puffer the -Council is happy to learn he is making a good recovery from his recent operation and will be back on duty soon. Council concerns related to the weapon import business which is proposed for the Gottwalt building in the Office Park were discussed with Chief Hickerson and Mr. Childs who told them the owners have already secured the necessary state and federal licenses . Federal regulations for an operation of this type require custom officers to be present to inspect each shipment of guns and ammunition, as it arrives . - The most sophisti- cated security system is being sought for the operation and the Manager stated that if the .Fire Department indicates all state and city fire codes have been met and other zoning and related ordinances are met, an occupancy permit will be issued.. The Council noted the commendation recommended by the Police Department for Scott Anderson, whose license plate identification aided the police in apprehending the persons who forged a check at the ' St. Anthony National Bank. Chief Hickerson cleared up a misunderstanding which had been reported to a Council member by saying there , were several incidents of this type at the bank .and other bank employees were the ones who reported the license numbers in a similar case. Motion by Councilman Marks and seconded by Councilman Letourneau to approve the second reading of Ordinance 1982-001 with an addition to the wording on Page 7 to insert "or his designated representative" following "City Manager" in the second line of Section B referring to Confidentiality. ORDINANCE 1982-001 AN ORDINANCE RELATING TO CERTAIN ALARMS; REQUIRING ALARM USERS TO OBTAIN LICENSES; PROVIDING FOR ISSUANCE OF LICENSES AND REVOCATION THEREOF; PROHIBITING CERTAIN INTERCONNECTIONS AND AUTOMATIC DIALING PRACTICES; AND ALLOCATING EXPENSES FOR FALSE ALARMS; AMENDING CHAPTER IV OF THE 1973 CODE OF ORDINANCES BY ADDING A SECTION Motion carried unanimously. Motion by Councilman Marks and seconded by Councilman Letourneau to authorize the signing of the Memorandum of Understanding Between the City of Columbia Heights and the City of St. Anthony for Supplemental Engineering Services . Motion carried unanimously. The Board of Review will be conducted before the Council at 7 :00 P.M. prior to their regular Council meeting May 25 , 1982 . Motion by Councilman Marks and seconded by Councilman Letourneau to adopt the resolution which authorizes the final year-end budget transfers . • RESOLUTION 81-078 A RESOLUTION MODIFYING THE 1981 BUDGET Motion carried unanimously. -3- Motion by Councilman Marks and seconded by- Councilman Enrooth to adopt the resolution which authorizes the changes in the 1982 Budget result- ing from the reduction of State Aid payments . RESOLUTION 82-014' A RESOLUTION MODIFYING THE 1982 BUDGET Motion carried unanimously . Mr. Childs said 'he wished to correct the impression that Burlington Northern Railroad's share of the costs of rebuilding the bridge over the railroad tracks on St. Anthony Boulevard was tied' to the City ' s share of the reconstruction costs , the City Attorney having advised him that Burlington had agreed to pay one-half of the- costs not to exceed $150 , 000 , no matter what the City ' s .costs are. Mayor Sundland indicated he was happy to see confirmed in the resolution wording that the City will pay its share of the costs from MSA funds . Motion by Councilman Ranallo and seconded by Councilman Letourneau to adopt Resolution 82-015 . RESOLUTION 82-015 A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE STATE OF MINNESOTA, DEPARTMENT OF TRANSPORTATION, BRIDGE DIVISION, FOR RECONSTRUCTION OF THE ST. ANTHONY BOULEVARD BRIDGE Motion carried unanimously. A format of ten minute interviews was adopted for considering applica- tions to fill the vacancy on the Planning Commission which resulted when Dick Enrooth was elected to the Council. There were three appli- cants for the position. In order of their appearance they were : William Zawislak, 2500 - 34th Avenue N.E. ; , Robert E. Brown , 3304 Wendhurst; 'and Michael Volna, 3217 - 31st Avenue N.E. The candidates were questioned regarding their interest in serving , what expertise they would bring to Commission considerations , and how they plan to handle proposals which come before them which appear to pose a conflict of interest for them. The Mayor .urged each unsuccessful candidate to reapply when there is another opening on the Commission and assured them they will be kept in mind for-"other- types' o.f service . to the:-com- munity for which they might qualify . Mr. Zawislak received four first place votes and the Manager will notify him of his appointment immediately so he can attend the next Commission meeting. Nina Flanders , .,6828 Washburn Avenue South, presented the Positive Performance Systems , Inc. program for human development which she indicated might prove especially beneficial for members of the City Police Department whose self-image is constantly being challenged by the type of duties they perform. The Council saw there might be value in this type of program for City personnel but indicated an interest • in receiving proposals from other firms as well. -4- Councilman Ranallo reported he has been appointed to develop three seminars for the . League - of Minnesota Cities convention and invited Council input to the process . The consensus was that the threat to municipal liquor stores from legislation which would permit the sale of strong beer and wine in grocery stores- should be emphasized. Mr. Childs noted the bylaws for the Police Reserves require applicants to live within the City boundaries and wondered why these reserves should be treated differently than the reserve firefighters , some of whom live outside the City. He also questioned whether the age limits might not have been a factor in the minimum amount of interest demonstrated in the program. Councilman Ranallo indicated he would be reluctant to offer the program beyond the City limits because he believes. the City can exert more control. over- the program if the reserves are residents . However, he would .not be opposed to following the Mayor' s recommendation that residents who- live in that portion of New Brighton which is included in School District #282 should be recruited. Councilman Letourneau believes the program was never effectively promoted and duties of the reserves never specifically defined. The consensus was that the bylaws should be modified to expand the recruiting boundaries to permit applications to be taken from all District #282 residents and to set age limits to match those of the full time police officers . Mr. Childs reported he plans to set up a recruiting booth at Apache Plaza during a special promotion at the shopping center the end of February. The presentation of " the North Suburban D.A. C. request for funds had • been postponed. Motion by Councilman. Marks and seconded by Councilman Enrooth to adjourn the meeting at 9 :55 P.M. Motion carried unanimously.
