ANTHONY BOARD OF REVIEW • May 25 , 1982 The Board of Review was called to order by Mayor Sundland at 7 :00 P .M. Present for roll call: Marks , Sundland and Enrooth. Absent: Ranallo and Letourneau. Also present: Dave Childs , City Plana.ger and -Richard Becken, Hennepin County Assessors Office . The Mayor outlined the procedure to- be followed and recommended that as in-.the past, where differences are less than $500 , a reevaluation will not be requested. . Harold E. Olson, 3015 Rankin Road , who owns the rental property at 2926 Old Highway 8 , told the Council his conference with the county assessors had resulted in his .property appraisal being reduced from $101 ,000 to $92 , 000 . He believes . the figure should be no more than $85 , 000 and he doubts that he could even get that much for the building. He reported he has a negative cash flow for the building each month and only makes $912 a year on his investment. The only reason he keeps the property, Mr. Olson .said, is because he lives only a half block away and can provide close supervision. The • building is built on a concrete slab -which is cracked and Mr. Olson has to maintain the alley behind .the structuke, Mr. Olson distributed literature to substantiate his claims , including a PILS. listing of a building appraised for only $80 ,000 which he saw as similar to his own except that it had a brick stucco exterior with a full .basement and rents for $100 more than the $740 he gets for his building. When Mr.- Becken said later that- the City on the average had .rebeived a 10 raise , Mr. Olson questioned why his property valuation had been raised 20% . Councilman Letourneau arrived at 7 :09 P.M. When they learned there had been no onsite inspection made of Mr. Olson 's property , the Council made the following decision: Motion by Councilman Marks and ..seconded .by Councilman Enrooth to request Hennepin County to make an onsite appraisal' of the property at 2926 Old Highway 8 , . as requested by Harold Olson, 3015 Rankin Road, with the results reported back when the. Board of Review is reconvened in June. Motion carried unanimously. Emma Turnwall, 2901 - 30th Avenue N.E. , said the assessors had re- evaluated her- home from $65 , 700 to $64 ,900 after she had met with • them at City Hall, and she was- interested in how such evaluations are made . 'She reported her home is 30 years old and has an unfinished -2- basement, a blacktop driveway , a. finished upstairs which is used only for storage, and a two car garage and she has .heard that several homes near her with finished basements ,. stucco .brick exteriors , concrete driveways and 2-1/2- car garages are assessed for less than her home . Mr. Becken first told . her that driveways don' t count for much in appraisals . He !stated that 750 of the homes in' the City were not given onsite appraisals , and that her onsite inspection probably raised her valuation higher than other homes in the neighbor- hood. Those homes not given onsite appraisals are appraised on computer evaluations which include the purchase prices of comparable homes sold between September 1980 and 1981. No further action was deemed necessary for this property. Bob Dougherty, 3101 Armour Terrace , said he doesn 't understand why he received a 250- raise in property valuation between 1981 and 1982 , since his home is 28 years old and .he has made no physical changes , except a. fence, to the property for the last year and after meeting recently with the County Assessor, his neighbors have received a reduction. in their valuations . He was .referred to the computer liaison person. at .Hennepin County for more detailed information about the figures which are fed into the computer for each property analysis . Mr. Dougherty said he would be perfectly willing to permit access to his property for an onsite appraisal. Motion by Payor Sundland and seconded. by Councilman Parks to request the Hennepin County Assessors Office make an onsite inspection of the property at 3101 Armour Terrace , as requested by Robert Dougherty . Motion carried unanimously. Paul Hernick, 2609 W. Armour Terrace, said he and his neighbors who have homes comparableto his own have noted inconsistencies in the manner in which homes are evaluated in their neighborhood for years . Mr. Becken _promised to have someone in his office get back to Mr. Hernick with the computer figures for the homes .on either side of him. Mr. and Mrs . Martin O'Brien, 2708 W. Armour Terrace , were told they could get copies of their appraisals from .the Hennepin County Assessors Office .on the 21st floor of the Government Center. Motion by Councilman Marks and seconded by Councilman Letourneau to adjourn the Board- of Review at 7 : 44 P .M. to be reconvened before the City Council of St. Anthony at 7 : 00 P .M. , June 8 , 1982.
