BOARD OF REVIEW CONTINUATION
3 APRIL 25, 1989
4 The Board of Review by the St. Anthony City Council was reconvened at
5 6:30 P.M. by Mayor Sundland.
6 Present: Marks, Sundland, Enrooth, Makowske (Marks at 6:35 P.M. ) .
7 Absent: Ranallo.
8 Also present: David Childs, City Manager
9 Sue -VanderHeyden- Assistant to the City Manager
10 Richard O. Becken, Hennepin County Assessor's Office
11 Councilmember Enrooth to Meet With Hennepin County Assessor in May to
12 Gain Better Insight How city Valuations Are Established
13 Mayor Sundland told the Appraiser that Councilmembers perceived their''
14 own inability to, understand the rapid rise in valuations for City
15 property made it all the more difficult to explain those raises to
16 residents who contact City officials regarding the valuations they
17 received this year. He said he therefore perceived it might be helpful
for one of the Councilmembers to sit down with a County representative
who could explain how such determinations are made. Mr. Becken
20 recommended Tom May as the logical person to provide that information.
21 Council Action
22 Motion by Sundland, seconded by Makowske to appoint Councilmember
23 Enrooth to meet with a representative of the Hennepin County Assessors
24 Office to investigate the direction that the City valuations are going
25 and to get a' better understanding of the processes the Assessors follow
26 when making those changes to valuations.
27 Notion carried unanimously.
28 Councilmember Marks arrived after the above- vote was taken.
29 SJx City Property Valuations Reduced. and One Increased Following County
30 Re-Appraisals
31 The Council, during its April 11th Board of Review, had directed the
32 County to review nine properties in St. Anthony whose owners were
33 protesting their first evaluations. Mr. Becken reported five other
34 property owners had also requested reviews after that meeting and the
35 results of the 14 re-evaluations were contained in the April 24th letter
36 from Glen Bunitaky, Principal Appraiser for Hennepin County which had
37 been distributed to Councilmembers prior to the hearing that evening.

In his letter, Mr. Busitzky had reported the valuation of the property
at 2504 St. Anthony Boulevard had been increased $5,600.00 from
3 $108,200.00 to $113,800.00 following a reappraisal. Valuations for six
4 properties had been reduced, and no changes had been made for six
5 properties following the County's re-evaluations. Joseph Brinkman one
6 of the property owners who had approached Mr. Becken after the April
7 11th Board of Review, had requested a review which the appraisers had
8 been unable to conduct because they had been unable to contact the
9 property owner for an appointment prior to the april 25th meeting. The
10 Assessors Office representative indicated that the Brinkmans, even
it though they were not present that evening, retained the right to appeal
12 their valuations before the Hennepin County Board of Equalization as did
13 all property owners who had requested reviews up until the adjournment
14 of the April 25th Board of Review. Councilmember Enrooth said he knew
15 the Brinkmans had left the City unexpectedly after the April 11th
16 meeting and offered to let them know what options for appeal they still
17 retained.
18 Council Action
19 Motion by Marks, seconded by Enrooth to accept the recommendations of
20 the Hennepin County Assessors Office to increase the valuation of the
21 property at 2504 St. Anthony Boulevard by $5,600.00 and make no changes
22 in the valuations of properties at: 3608 Silver Lake Road; 3416 Edward
23 Street N.E.. ; 3217 - 32nd Street N.E. , 3417 Edward Street N.E. , 2529 St.
Anthony Boulevard; 3127 Stinson Boulevard; and 3304 Wendhurst.
25 The Council further authorized the reductions in valuations recommended
26 by the Assessors Office for the following properties:
27 2417 St. Anthony Boulevard 3001-36th Avenue N.E.
28 $1,100.00 reduction from $7,700.00, reduction from
29 $99,800.00 to $98,700.00 $120,700.00 to $113,000.00
30 3637 Silver Lake Road 3204 Townview Avenue
31 $4,400.00 reduction from $2,200.00 reduction from
32 $99,100.00 to $94,700.00 $90,600.00 to $88,400.00
33 3512-32nd Avenue N.E. 3107 Edgemere Avenue N.E.
34 $1,800.00 reduction from $1,800.00 reduction from
35 $100,300.00 to $98,500.00 $102,700.00 to $100,900.00
36 Motion carried unanimously.
37 Councilmember Marks commented that he thought it was a good idea to have
38 someone from the Council sit down with a Hennepin County Assessor to
39 try to get a better understanding of the valuation process, recalling
40 that several ago he and Mayor Haik had met with representatives of
41 Ramsey County Assessors Office, who had greatly enlightened the city
42 officials regarding that County's valuation process. Mr. Becken
43 explained that Ramsey County conducts its own initial Boards of Review

1 because the County assessor does all the assessing for municipalities
in Ramsey County where many cities in Hennepin County have their own
assessors who can better justify the valuations they impose on that
4 city's properties. Mr. Childs pointed out that St. Anthony actually
5 hires the Hennepin County Assessors Office to do the City valuations.
6 Mayor Sundland said he had concluded from the absence of residents whose
7 properties would be affected that night that they must have felt fairly
8 comfortable that the Council would be protecting their interests the
9 best way they could.
10 County Assessors Complimented for Their Courteous, Informative Manner
11 at City Boards of Review
12 Councilmember Marks commented that he perceived that residents came to
13 a Board of Review to seek information, fairness and action delivered in
14 a manner which was comfortable for them. He said he was convinced that
15 was exactly what they had gotten from the County Assessor at ,the April
16 lith Board of Review and all the previous hearings where the County
17 Assessors had always shown a great deal of patience and courtesy towards
18 those residents who had come to any of those meetings to protest or get
19 further information about their valuations.
20 ADJOURNMENT
21 The Board of Review was adjourned at 6:45 P.M. for the Council Executive
22 Session held prior to the council Meeting at 7:30 P.M. Mr. Childs
reported on the deposition he had given that day in relation to the
City's water contamination law suit against Honeywell and other City
25 matters he was attempting to settle before leaving .the City's employment
26 at the end of the week.
