SundlandAlso Present: Susan VanderHeyden, Acting City Manager Dan Cokley, Summer Intern JUNE 27 , 1989 COUNCIL MINUTES, Motion by Ranallo, seconded by Marks , to approve with the following changes : Page 4 , first paragraph: • After "available add a sentence to -read: "He presented a rendering showing that the words would overlap the present sign length. " Page 4 , between second and- third paragraphs : Add a paragraph to read: . "The lettering size was reviewed and a- determination made that the present lettering .size would not fit on one line. " Page 6 , fifth paragraph: ' Substitute "legitimacy" for "legiticimacy. " Page 8 , fifth paragraph:- Substitute "residents '" for "City ' s . " Page 11 , seventh paragraph: Delete "inconclusive. " Page 12 , fifth paragraph: After "approved" delete "and bids were advertised for and insert "advertisements placed for bids. PRESENTATION OF CLAIMS Motion by Marks , seconded by Sundland, to approve payment of the verified claims.. Motion carried unanimously. INTRODUCTION• OF SUMMER INTERN Mayor Sundland presented Dan Cokley, St . Anthony' s summer intern, to the *Council , and invited him to introduce himself to the Council .' Mr. Cokley' is a civil engineering major at • the University of Minnesota. After graduation in December he intends .to seek employment with the State or a city such as St. Anthony. He recently completed updating the official St . Anthony maps located in Council chambers. and at the fire department . REPORTS Mayor Sundland - National Night Out Proclamation Motion by Ranallo, seconded by Enrooth,. to approve the proclamation. 4 Motion carried unanimously., Council Member Ranallo — Grand Day Parade, VillageFest Council Member Ranallo reported that St . Anthony' s position 'in the parade is number 39 . He suggested meeting at City Hall at 8 : 00 a.m. .in order to be at Fourth and 35W by 8 : 30 to line up for the float judging at 9 : 15 to 9: 30 . The 2. 2 mile .parade will start at 10 : 30 . The Apache Queen and Princess will also be riding in the float. The float is anticipated • to be completed in time'.for the festivities . 4 Council Member -Rana llo had VillageFest buttons available, and noted that the number on each button would be entered in a drawing. The committee is seeking volunteers to serve root beer floats on Saturday, July 22nd, and to sit in the dunk tank. The July 25th Council meeting was changed to Wednesday, July 26th at 6 : 30 p.m. in order to allow St . Anthony officials to participate in the Central Avenue parade. Council. Member Makowske - Ramsey County League of Local- , Governments , St . Anthony Historical Society Council Member Makowske reported that the Ramsey County League of Local Governments ' July 19th meeting -will be a picnic tour of Long Lake. She invited the other Council Members to attend. Council Member Makowske reported that the St . Anthony Historical Society plans a meeting for Monday, July 17th to finalize their VillageFest booth plans . Film and developing will be donated by Black 's for the Society ' s "History in the • Making" VillageFest activity. She noted that members of the St. Anthony Historical Society were locked out of City Hall on July 10th but had held a meeting in the parking lot, which she missed because she was the only one who had access to the building. Council Member Enrooth - Hennepin County Groundwater Committee , Battery Recycling . Council Member Enrooth displayed to the Council a geological survey map generated by the Hennepin County- Groundwater Committee depicting the groundwater system and its sensitivity to pollution depending upon soil type and condition. The information was derived from a survey of 8 , 500 wells in the County. He reported that recycling of household batteries was discussed at the meeting of the Groundwater Committee. Presently batteries cannot be recycled, and create a concentrated source of pollution in our landfills . Council Member Marks - Return from Abroad • 5 Council Member Marks shared with the Council some of his observations of European life. He reported that public transportation systems throughout Europe are far superior to those in the United States . He commented on the scarcity of police officers and emergency vehicles which he observed in Europe. Beggars , he noted, otherwise known as "street people," were also few and far between. Drivers of cars as well as bicycles .in Europe, he noted, were generally courteous and observant of traffic laws even though high speeds were common. . He was pleased to report that his stay in France was pleasant contrary to the belief that the French dislike Americans . DEPARTMENTS AND COMMITTEES Brief discussion preceded orders to file the following: 1 . Hance & LeVahn, re: Matters conducted at the Hennepin County District Court up to and including June 21 , 1989 . 2 . Fire Department Monthly "Report - June 1989 . 3 . Police Reserves Monthly Report - May 1989 . 4 . Liquor Operations June 1989 Sales Summary.. • Council Member Makowske noted that .thanks are always in order to the Police Reserves . ACTING CITY MANAGER Council Member Marks asked whether the "DCEs" discussed in the July 6 , 1989 Staff Meeting Notes should be "TCEs. " Acting City Manager VanderHeyden responded that "DCE" stands for dichlorethylene . She noted that a carbon filter change will be performed at the water filtration station within -the next three to four months, and that a carbon filtration transport number has been obtained from the EPA. St . Anthony Shopping Center Grand Re-Opening - Acting e-OpeningActing City Manager then introduced Rod Johnson of Eberhardt Company and Joseph DiSanto Victoria Management . Mayor Sundland complimented them on their efforts at improving the St. Anthony Shopping Center . He commented that the younger generation merchants- seem to. be most enthusiastic and optimistic about the center ' s renovation. Council Member Makowske commented on the fortunate timing of the apartment construction adjacent to the shopping center, offering built-in consumers to prospective tenants . Mr. DiSanto • agreed and noted that the interest level in the center is 6 • higher than it has ever been "and that their working g relationship with Coldwell Banker is excellent . Council Member Makowske said that she had received complaints from several people about the height of the speed bumps -in the shopping center . Mr . Johnson responded that Eberhardt .received information prior to installing the speed bumps that some people would not shop in the center because of concerns about the lack of traffic controls. He expressed the opinion that there were probably equal numbers of people on both sides of the question, but felt that safety should be the primary concern. Mr . Johnson extended an invitation to the Council to attend the grand re-opening. He discussed the activities planned, including free kiddie rides, clowns, drawings , and food. He was pleased to report that Town & Country Foods has decided to extend its annual produce sale to coincide with the grand re-opening. He noted that the shopping center has upgraded its liability insurance for the event , and that the kiddie ride owner/operator has adequate insurance in force. Mr . Johnson requested Council permission to fly streamers and balloons from the parking lot .poles during the grand • re-opening, and to erect a .temporary banner for a period of . two weeks on the wall of the Montessori school visible from Highway 88 to promote the event. Council Action Motion by Enrooth, seconded by Marks, to approve the request by Eberhardt Company to fly streamers and balloons during the St. Anthony Shopping Center grand re-opening and to erect a temporary banner promoting the event for a period of time not to exceed two weeks . Motion carried unanimously. Mr. Johnson indicated that Eberhardt will be participating in VillageFest by donating prizes for the Chamber of Commerce golf tournament- Mr. DiSanto. also extended an invitation to the Council to join the grand re-opening activities . He announced that a ribbon-cutting ceremony will be held on August 9th at 4 : 00 followed by a wine and cheese party at Manning' s . Mayor Sundland expressed thanks to Mr. DiSanto and his organization for their efforts and cooperation throughout the years to improve the community. • 7 Sprinkling Ban, ' Investment of Army Award, AMM Breakfast, VillageFest Acting City Manger . VanderHeyden announced that an odd/even sprinkling ban will go into effect on Wednesday, July 19th, due to the fact that Well #5 is not yet filtered and cannot- be put on line to serve the increased summertime water demand. Special concerns of residents who have put in new sod will be dealt with on a case-by-case basis.. Ms . VanderHeyden informed the Council that a representative _ of Springsted has prepared options for the City' s investment _. of its award of fund's from the Army. She invited Council Members to review the presentation in her office, and noted that it is also available in a workshop presentation format. Ms . VanderHeyden informed that Council that an AMM breakfast meeting is to be held on July 13th. Subjects discussed will be the upcoming special session, if it is announced, and their agenda for the remainder of 1989 and 1990 . She invited Council members to attend. Council Member Makowske noted that St. Anthony .was one of the forty cities which might be adversely affected by the proposed levy if the legislature • were to go back into session for consideration of the tax bill . Ms . VanderHeyden said that the VillageFest Committee had asked her to investigate whether the Council would be willing to support advertisement in the Northeaster newspaper. The Special Contingency Fund would be the source of funds to pay for a three by six advertisement, which would cost approximately $189 . Council Action .Motion by Rariallo, seconded by Makowske , to approve expenditure of funds for an advertisement in. the Northeaster for a three by six advertisement in conjunction with VillageFest promotion. Motion carried unanimously. The Council agreed that the VillageFest Committee members should be thanked in the advertisement for -their fine efforts . Chamber of Council Sign Ordinance Subcommittee Ms . VanderHeyden told that Council that she had been 8 contacted by Donavan Fisher of Firstar St. Anthony Bank, who informed her that the Chamber of Commerce had formed a subcommittee to study the St. Anthony sign ordinance . The Council agreed that local business involvement was welcome . - UNFINISHED BUSINESS Acting City Manager VanderHeyden noted that she is continuing to do research on the 1989 use of MSA funds . - - .ADJOURNMENT-- Motion ADJOURNMENT--Motion by Marks , •seconded by Enrooth, to adjourn the City Council meeting at 8 : 33 p.m. Motion carried unanimously.
