CALL TO ORDER/PLEDGE OF ALLEGIANCE 9 The meeting was called to order by Mayor Ranallo at 7:30 p.m. who led 10 11 the Pledge of Allegiance. 12 13 A silent minute of prayer was offered for those serving in the Persian i4 Gulf. _ 15 2. REPORTS 44 LS - ' 6 a. Mayor Ranallo's Report 46 Mayor Ranallo was in receipt of a letter from the Chmnber of Commerce 48 requesting nominations for the First Annual Villager of .the Year Award. 49 The applications for nominees are available in the City offices and the 50 deadline for submitting nominees is February 15, 1991 . The award will be Regular Council Meeting January 22, 1991 page 3 made at the Chamber' s Annual Dinner on April 5th at Jax Cafe. 2 A member of the Council inquired if Bob Sundland would be eligible to 4 be nominated. Mayor Ranallo responded that the award will not be 5 made to a deceased resident of the community. This matter had been discussed by Chamber members. 7 R The Mayor noted that the Chamber of Commerce awards a scholarship 9 annually in Bob' s name. The scholarship is for $1 ,000 and is given 10 to a student who is a resident of St. Anthony and is pursuing a career 11 in Public Administration or Political Science. Another scholarship is 12 also awarded to a graduate of St. Anthony High School and another 13 for Bob Sundland's memory. Iy i4The Mayor advised that both the Bulletin and the Northeaster will be 15 16 receiving information on the Villager of the Year Award. 17 17 Mayor Ranallo had. recently met with a group of suburban mayors to discuss 19 the Fiscal Disparities Act. The group voted unanimously not to pursue 20 this matter as they felt there were more important issues to be addressed. 21 22 As a representative of the League of Minnesota Cities Federal Legislation �3 Committee, Mayor Ranallo met with Representative Jim Ramstad to discuss 24 the purpose and charge of the League. Originally, all newly-elected 5 federal representatives of the State had been invited to attend this 2 • 25 meeting. Representative Ramstad was the only one to attend the meeting. 27 27Ann Higgins, the League' s Federal Liaison on legislative activities, 78�9 also attended the meeting. The League' s purpose and the purpose of the 30 National League of Cities was explained and was well received by Rep- 31 resentative Ramstad. 32 33 b. Councilmember Wagner's Report Councilmember Wagner attended the orientation- program sponsored by the 34 35 Ramsey County League of Local Governments. He felt all of the information 36 was useful and the format for presentation was very effective. 37 c. Councilmember Fleming' s Report Councilmember Fleming also attended the orientation program sponsored by 39 39the Ramsey County League of Local Governments. She found the comments 40 41 made by Mayor Benke particularly interesting. He addressed the issue 42 of demographics specifically in the area of baby boomers who have children 43 whose interests may be steered into volunteerism. 44 LS Councilmember Fleming noted that Mayor Benke cautioned that discontent 46 of the population may be focused on local elected officials. 47 47 Mayor Benke also advised that members of volunteer fire departments are 49 beginning to view their participation on this line of volunteering as So Regular Council Meeting January 22, 1991 page 4 • part time employment . Councilmember Fleming recognized that St. Anthony 2 has no volunteer firefighters. 4 She will be attending a meeting with Representative Martin Sabo on 5 January 25th. c. Councilmember Marks' Report p Councilmember Marks will be attending the meeting with Representative 9 Sabo on January 25th. 10 11 He requested a resolution be drafted in support of people serving in 12 the Persian Gulf. He would like this resolution to be presented at 13 a future Counci-1 meeting. Councilmember Marks noted that Viet Nam 14 veterans were not recognized at all . 15 115 Mayor Ranallo requested the reporter from the Bulletin to include an 6article in the next edition of the newspaper requesting information 17 18 on those serving .in the Persian Gulf and the Middle East. 19 20 d. Councilmember Enrooth' s Report 21 Councilmember Enrooth reported that the Village Fest Committee has 22 chosen a President and two co-chairs. Mayor Ranallo has resigned from 23 the Village Fest Board of Directors. Dick Engstrom will represent the 24 Kiwanis, replacing Councilmember Wagner. 25 6 On Saturday, January 19th, Senator Marty and Representative McGuire 26 held a Town Meeting in the St. Anthony City Hall . About thirty people 98 attended -as did Mayor Ranallo and Councilmembers Wagner and Fleming. 29 Some of the issues and concerns raised by those in attendance were 30 regarding non-payment of taxes by senior citizens, off-track betting, 31 and increase in cable premiums and rates. 32 Mayor Ranallo felt some residents are not very aware of what is happening 33 at the State level regarding finances. 34 35Councilmember Fleming stated that a recent survey sent out by Senator 36 Marty and Representative McGuire received eight hundred responses. She 37 would be interested in the responses received from St.Anthony residents. 38 49 Councilmember Wagner is questioning his attendance at the National League 41 of Cities Conference in Washington, D.C. in light of the budgetary concerns. 42 He felt he could set an example of fiscal restraint by not attending. {3 44 Councilmember Marks disagreed with this assessment and felt the Conference ZS offered an opportunity for local elected officials to get a "sense" of 46 local government which is not available elsewhere. He noted that the 47 League of Minnesota Cities holds a meeting attended by all representatives '48 of Minnesota cities with Minnesota senators and representatives which is 49 very valuable. 50 Mayor Ranallo agreed with Councilmember Marks' remarks. He felt the Regular Council Meeting January 22, 1991 page 5 • 1 Council is exhibiting restraint in that in previous years .two members 2 of the Council attended the Conference. The Mayor considers the Con- ference very valuable and worthwhile. 4 r5 Councilmember Enrooth felt the "cut cut" mentality should not be used to stop the operation of the City and that this Conference -, should be taken advantage of by Councilmember Wagner. P 9 1 . Reappointment of Planning Commission Commissioner 10 Motion by Marks, second by Ranallo to reappoint John Madden to the 11 Planning Commission. 12 13 Motion carried unanimously is i42. Appointment of New Planning Commissioner 15 It was noted that the applications received for consideration for 17 appointment to the Planning Commission were from very qualified 18 people. 19 20 Motion by Ranallo, second by Fleming to appoint Jim Gondorchin to a 21 three year term on the Planning Commission. 22 3 It was noted that Mr. Gondorchin has been serving on the Road Task 23 Force and it was hoped by Councilmember he would continue to serve 25 in this capacity. 2 277 Motion carried unanimously ' 7.8 �9 B. City Manager's Report 30 1 . Proposed Cutbacks 31 . 32 The City Manager met with members of the Association of Metropolitan Municipalities regarding the proposed cutbacks in Local Government 33 33 Aids and other funding for cities. 34 35 At the present time, the City of'St. Anthony is expecting a cutback of 36 37 approximately 2.05% which amounts to $40,000. He has received the 38 department heads reports and noted that the City had lost approximately 39 the same amount of funding last year. 40 2. Vandalism in the Building 41 The 'City Manager gave examples of vandalism recently experienced in the 2 42 4 Community Building. He noted that most of it took place on weekends and 44 felt it was due to improper supervision on youths in the building. 46 Presently, the City Manager is having the building re-keyed and has given 47 instructions for gates in the building to be in place and locked. His 8 aim is to have no access to city offices during usage of other parts 4 448 of the building. He advised groups who use the building of the pro- 9 hibitions being put into place regarding other parts of the -building. • t Regular Council Meeting January 22, 1991 page 6 1 The City Manager has instructed the Police Department to issue trespassing 2 citations to any people found in the building in areas which have been designated as off-limits. 4 5 3. Skating Rink Usage The City Manager advised thatskating rink attendants have been taking 7 hourly counts of people using skating rinks. He noted there . is good A usage at two of the rinks and limited usage at a third. 9 10 6. NEW BUSINESS 11 12 A. Resolution No. 91-008; Approval of Hennepin County Recycling Grant 13 Applications 14i Motion by Marks, second by Wagner to approve Resolution No. - 91-008 15 being a resolution approving submittal of the 1991 Hennepin County 16 grant application for municipal source separated recyclables. 17 18 Motion carried unanimously 19 20 B. Resolution No. 91-009; Ratification of 1991-1992 Firefighter Contract 21 Motion by Marks, second by Enrooth to approve Resolution No. 91-009 22 being a resolution ratifying the 1991-1992 agreement between the City �3 and Teamsters Local No. 320, representing St. Anthony Fire Department 24 and authorizing the Mayor and City Manager to execute the agreement • 25 on behalf of the City. 26 26 Motion carried unanimously 28 �9 C. Resolution No. 91-010; Ratification of 1991-1992 Public Works Contract 30 Motion by Marks, second by Wagner to approve Resolution No. 91-010 31 being a resolution authorizing the Mayor and City Manager to execute 32 the agreement between the City of St. Anthony and the International 33 Union of Operating Engineers, Local 49. 34 5 The City Manager noted that both the contract for the Firefighters and 3for the Public Works employees were for two years, 1991 and 1992. The 35 36 wage increase was for 4% and settling at this percentage avoided the 38 costs associated with negotiations and arbitration. 39 40 Mayor Ranallo thanked the City Manager for doing a good job on these 41 contracts. 42 42 Motion carried unanimously 43 44 LS D. Resolution No. 91-011 ; Approval of Sexual Harassment Policy. 46 Motion by Marks, second by Fleming to approve Resolution No. 91-011 47 being a resolution approving a policy regarding sexual harassment. 48 49 The City Manager advised that there will be training session held on • 30 Tuesday, February 5th for all City personnel and a training session for City Councilmembers is scheduled for March 5th regarding the sexual harassment policy. Review/Approval of Section 300 for Ordinance Recodification 5 The City Manager advised that Section 300 has undergone extensive II changes and language clarification. He noted that VanderHeyden had p updated this section to be very comprehensive. 10 Mayor Ranallo requested VanderHeyden highlight the new portion of the 11 ordinance so it can be compared to the former ordinance language and 12 bring it back to the City Council for review. 13 14 The City Manager stated that the City Attorney-should have completed 15 all of the changes by February. 16 17 F. Construction Fund 17 A memo was received by the Councilmembers from the Public Works Director 19 stating the balance in the Construction Fund is $400,000. It was noted 20 that the City can accumulate $300,00 without being penalized. 21 22 It was stated that these funds can be used on two projects. The first �3 project is at the intersection of 37th Avenue and Stinson Boulevard. 24 • 25 26 Noting that some of these funds could be lost if they aren' t used soon, 27 the City- Manager will meet with the Actino Citv Manager of Columbia 98 Heights regarding the project for signalization of 37th Avenue. He �9 will advise that financing for a project on 39th Avenue is not in place. 30 The second project for consideration is at 33rd Avenue and Chandler Drive. 31 32 The City Manager stated that Maier Stewart will be doing some of the pre- 33 paration work for this area regarding engineering. 34 34 Councilmember Wagner inquired if these funds could be used in the area 36 of Penrod and Chandler Drive. The City Manager responded that no Minnesota 37 State Aid funds could be used on this roadway and if there were to be any 38 work done it would be assessed to benefitting property owners. 30 The City Manager also advised that there will be no Community Development 1Block Grant funds coming from Ramsey County andall that has been received 41 from Hennepin County has been dedicated to the recodification. �3 -4 G. Volunteer Commission • hs; Mayor Ranallo requested City staff to develop a list of projects which 46 could be done by volunteers so the services of those who have offered 47 to volunteer can be utilized. 48 4 9 Liability of the City in regard to these volunteers will have to be 50 reviewed. Regular Council Meeting January 22, 1991 page 8 • 1 The City Manager stated there is an on-going need for warming house 2 attendants. He noted that at the present time the City is using some community service hours available through the courts. ' 4 The City Manager will investigate use of .volunteers in the parks, L the City Hall building and the Community Center. 7 R H. Selection of an Alternate to the Cable Commission 9 Bill Zawislak has recommended the alternate to the Cable Commission 10 be someone who serves on the City Council . 11 12 Mayor Ranallo indicated a willingness to serve as the alternate to 13 the Cable Commission if Tom Gould chooses not to continue. 14 15 I . Resolution No. 91-012; Appointing Commissioners to HRA 16 Motion by Marks, second by Enrooth to approve Resolution No. 91-012. 17 being a resolution appointing City Councilmembers George Wagner and 18 Dorothy Fleming to the St.. Anthony Housing and Redevelopment Authority. 19 Motion carried unanimously 20 21 22 8. UNFINISHED BUSINESS . 23 24 A.
