42 Tootsie Roll Campaign - Knights of Columbus
J,3 Ray Eklund, a resident of St. Anthony and Grand Knight of B.V.M. Council
44 #4381 , appeared before the Council requesting permission for the Knights
bS of Columbus to conduct its Tootsie Roll campaign in the City. The candy
46 will be given away but donations will be accepted.
47
48 Mr. Eklund noted that the profits realized from this campaign is used
49 primarily to benefit the mentally disabled. The beneficiaries will parti -
50 cipate in the Special Olympics and the Boy Scouts. Scout Troup #,'364 has

1 about fifteen to twenty members who are mentally disabled. This troup
2 actively participates in many scouting activities which includes summer
camping trips. Mayor Ranallo observed that members of the troup also
�+ sell Christmas wreaths to finance trips to Minnipoint Camp.

L Mr. Eklund is requesting permi.ssion to solicit contributions. in front
7 of stores in local shopping malls. He noted they will be contacting the
P store management of stores in front of which they will be standing.

11 of Columbus to solicit contributions to the Tootsie Roll campaign.

30 7. REPORTS

32 A. Police Chief' s Report
33 Chief Engstrom attended the meeting to respond to Council and resident
34 concerns relative to recent burglaries in residential areas of the community.
35
36 The most recent incidents of burglaries were between March 1st and March
37 7th at which time three daytime burglaries occurred. In referring to one
38 of these burglaries , Chief Engstrom gave details as to what was done
39 immediately after the crime was reported. He stated that Crime Lab staff
40 took fingerprints, noted tire tracks and heel marks, and observed pry
41 marks at .the point of entry. Although there were no eyewitnesses, some
42 neighbors mentioned seeing a strange blue van in the vicinity and the
J93 mailman observed suspicious activity.

bS The Chief said that all information regarding the three burglaries was given
46 to the Minneapolis Eastside Precinct , to investigation departments in the
47 area and sent over the teletype. He noted that all of the missing property
48 was etched with numbers from Operation Identification. He did feel this
49 property would be quickly disposed of by the burglars.

1 Chief Engstrom stated there had been 98 burglaries in 1990, 70 of
2 which were at private homes. The pattern of the most recent burglaries
differed from those in 1990 as they were carried out during daylight
4 hours.

L Mayor Ranallo had spoken to two of the property owners whose.-homes had
been burglarized and they recall some instances of strange vehicles
R being in their area. The Chief stated that reporting of unfamiliar
9 vehicles by residents has steadily increased.

11 Councilmember Marks inquired as to the number of Crime Watch neighborhoods
12 in the community and any statistics generated in these areas. The Chief
13 said there are 38 or 39 Crime Watch neighborhoods, but no data regarding
i4 crimes. Residents need only contact the Police Department to initiate
15 a Crime Watch program. Presently, less than half of the City has participated
16 in the program.

18 Mayor Ranallo noted that one of the homes burglarized had an alarm system,
19 but the property owner left the house without turning it on.

21 Dennis Cavanaugh inquired if burglaries have moved to a different time
22 than last year which was around 3:00 a.m. . The Chief responded that crimes
23 are now being committed during afternoon hours. He also noted that
24 statistics for burglaries have shown they have been decreasing. Seven
• 25 burglars have been arrested recently in the metropolitan area.

27 Mr. Cavanaugh noted he had an alarm system installed in his home and has
7.8 found it quite effective. He inquired if the Police Department has a
29 routine for squad cars to follow or a policy that requires some pre-
30 dictability for police activity.

32 Chief Engstrom felt any predictability would be unwise , but did advise
33 there are many methods for patrol and police observation employed by
34 members of the Department.

36 Mayor Ranallo stated he had observed part of a drug investigation on
37 March l5th. Chief Engstrom advised the Council of the outcome of that
38 investigation and what was recovered.

40 B. Discussion of Alarms
1i1 VanderHeyden said this item was on the agenda so the Council could
42 consider a revision to the alarm policy. Presently, a property owner
1,3 pays a $25.00 permit -fee for an alarm installation permit. She recom-
44 mended this fee be continued as well as the $10.00 annual fee for
LS administration costs to update records in City Hall . Each alarm owner
46 receives three false alarm calls at no charge in a six month period,
47 thereafter, they are charged $50.00 for each false alarm.

49 Mayor Ranallo has received a call from a new resident who stated his
• 50 opposition to the $25.00 permit fee.

1 Chief Engstrom stated there were 302 alarm calls in 1990, 301 in
2 1989 and 369 in 1988. He noted nearly all of these calls were to
3 private homes. Councilmember Enrooth inquired how many property
4 owners were fined for an excess of the alarm calls which were
5 false alarms. The Chief responded there were no fines levied as
his department is not set up yet to handle the data. Councilmember
' Enrooth suggested the Council may want to consider changing the calls
R in six months to two. It was felt that alarm systems did discourage
9 quite a few burglaries.

11 Dennis Cavanaugh felt property owners who have alarm systems are
12 getting an extra level of service from the Police Department and
13 should be expected to pay for it. Councilmember Enrooth suggested
i4 a clearer explanation for the $25.00 permit fee should be drafted .
15 for residents by staff. Mayor Ranallo requested VanderHeyden and Chief
. 16 Engstrom collaborate on drafting this document .

18 C. Council Reports

20 1 . Mayor Ranallo' s Report
21 Mayor Ranallo attended a meeting last week to discuss storm water. Com-.
22 missioner Makowske , two staff people from Alderman Dziedzic' s office,
23 two City of Roseville staff members and two representatives of Barr
24 Engineering attended. The Mayor noted that Senator Marty and Repre-
• 25 sentative McGuire had been invited but did not respond nor attend.

27 Barr Engineering staff explained that water backs near 29th Avenue
28 from St . Anthony Boulevard and Wilson Street. The pipes going down
29 Highway n88 are 54" in circumference.. Three 48" pipes come into the
30 54" pipe from Minneapolis, St. Anthony and Roseville. The engineering
31 firm felt that pipes with the dimension of 48" all emptying into
32 a 54" pipe simultaneously could be the cause of the back up as could
33 the fact that the pipe from St . Anthony enters the larger pipe at an
34 angle.

36 Barr Engineering advised it would charge $1 ,200 to do an engineering
37 analysis. Minneapolis indicated it has no funds and feels this is
38 not a problem of their City. Hennepin County may have some funding.

40 Barr Engineering will be making a presentation on this project at
41 2:30 p.m. on Wednesday, April 3rd in the St. Anthony City Hall . This
42 will be on the agenda of the April 9th Council Meeting.

44 On Saturday, March 23rd, Mayor Ranallo attended a meeting with the
hr, mayors from New Brighton, Arden Hills , Moundsview and Shoreview: Com-
46 missioners Salverda and McCarthy from Ramsey County and Hennepin
47 County Commissioner Makowske attended as did Metropolitan Council
48 member Senden. Representatives of School District #621 and School
49 District #/282 had been invited. The Mayor stated that many issues
• 50 -of mutual concern were discussed during the four hour meeting.

• 1 The focus of this meeting , and that of future meetings, is on potential
2 areas of cooperation between the municipalities and various units of
government and taxing authorities. Sharing of equipment and facilities ,
4 mutual aid and joint powers agreements will be considered for discussion.
3 The next meeting is scheduled for Saturday, April 27th at 8:00 a.m. in
L the Moundsview City Hall . An evening meeting is being considered. Mayor
.' Ranallo encouraged councilmembers to attend this meeting if possible.

9 Andy Zurek contacted the Mayor to request the Council to consider the
10 installation of sidewalks across the street from his home on Silver Lane.
11 He is aware this would be an assessable project and he indicated a wil-
12 lingness on behalf of his neighbors to pay for the project.

i4 2. Councilmember Wagner' s Report
15 Councilmember Wagner attended the annual meeting of the St . Anthony
16 Merchants Association. He noted that Dennis Cavanaugh, of the Apache
17 Plaza Management Company, has offered payment of additional funds to
18 the Association to offset dues past from those businesses which have
19 moved out of Apache Plaza. It was noted at the meeting that St. Anthony
20 has not been paying its dues and has not been very cooperative with the
21 Merchants Association.

23 Councilmember Marks inquired how delinquent the dues were and the Mayor
24 responded four or five months. Mayor Ranallo remarked there had been a
25 change in promotional activity for Apache Plaza and he had received calls
26 from residents who expressed rather pessimistic !,c r nr-s 3DCt;r 11'IP
27 future.

29 Councilmember Wagner feels the occupany rate at Apache Plaza will increase.
30 At the annual meeting , it was stated that Herberger's is planning to expand ,
31 the laundromat will relocate to another space in the Center and expand,
32 and that J.C. Penney' s lease renewal is out for signatures. Bonanza is
33 still interested but it may be some time before they can move in.

35 3. Councilmember Fleming' s Report
36 Councilmember Fleming attended the information meeting at Wilshire School
37 regarding the future of the School District. The meeting focused primarily
38 on consolidation and approximately 150 people were in attendance.

40 District x(282 School Board Chair, Mike Volna, chaired the meeting. Council-
41 member Fleming felt the public was generally uninformed and noted that
42 some attendees suggested every option other than consolidation had not
43 been explored: Consolidation among the St. Anthony, Columbia Heights,
44 New Brighton and Spring Lake Park school districts was discussed. Mayor
bS Ranallo said joining the Moundsview school district had been a recommendation
46 at the Mayors ' meeting on March 23rd.

48 4. Councilmember Marks' Report
49 Councilmember Marks felt the recent retreat of the City Council had been
50 very useful and beneficial .

• 1 5• Councilmember Enrooth' s Report
2 Councilmember Enrooth gave a progress report on the Village Fest. All
committees have chairpersons in place. The Village Fest will start on
4 Friday around 4 :00 p.m. . Awards for the golf tournament will be pre-
y sented on Friday night .

7 D. Volunteer Dinner
P Councilmembers received the guest list for the Volunteer Dinner. The names
9 of Roger Larson. Dick Johnson, and Kim Johnson were added to the list.

12 E. Informational Items

IN I . State Convention
15 On April 27th the State Knights of Columbus Ladies Auxiliary will be
16 holding its State Convention at St. Charles Church.

18 2. Open House
19 Kay Andrews contacted City Hall to extend an invitation to an Open House
20 at the Northwest Youth Services Bureau on May 7th from 4:00 to 6:30 p.m. .

22 3. Newsletter Deadline
23 VanderHeyden noted the deadline for submitting articles or news material
24 for the City' s newsletter is Wednesday, March 27th. She requested the
• 25 councilmembers to submit any material they feel would be useful and
26 informative:.

28 VanderHeyden also advised there remains some Hennepin County 'C.D.B.G.
�9 funds. She welcomed suggestions for use of these funds. Extension of the
30 sidewalk to Kenzie Terrace was one recommendation as were benches in
31 parks and cooperative funding for bus shelters.

39 A. Resolution No. 91-020; Solid Waste Source Reduction Plan
40 Motion by Marks, second by Enrooth to approve Resolution No. 91-020,
41 being a resolution approving a solid waste source reduction plan for
42 City of St. Anthony employees.
