18 3. STAFF RESPONSES TO-AGGRIEVED VALUATIONS

20 Members of the Council and the City Manager received books of comparable
21 values. This book contains a breakdown of homes in the City by types of
22 housing; that being, sale price compared to assessed value. In all cases
23 but one, the homes sold in 1990 sold for more than the assessed value.
24 The sale price was taken off the Certificate of Real Estate values.

• 26 Mayor Ranallo felt these were good comparables. The Mayor read a memo
from the Hennepin County Appraiser which advised property owners that
27
27they still had the option to attend the Hennepin County Board of
28
29 Equalization if they did not agree with the appraiser' s recommendation.
30 The Hennepin County' s recommendations are as follows:

32 John Jadinak, 2805 27th Avenue N.E. ; reduce from $76, 100 to $73,200.
34 Motion by Marks , second by .Wagner to reduce the valuation on the property
54located at 2805 27th Avenue N.E. as recommended by the Hennepin County

39 30 Evelyn Jorgensen, 2908 Anthony Lane (two properties) ; 0027 - reduce from
41 $63,000 to $50,000 and 0029 - reduce from $819,400 to $760,000.
41 Motion by Marks, second by Enrooth to reduce the valuation .on the properties
43 located at 2908 Anthony Lane as recommended by the Hennepin County appraiser.

2 Mr. Kemper had felt the value of $102,000 was more accurate but he
accepted the value placed on it by the Hennepin County appraiser.

5 appraiser's valuation of the property at 3413 33rd Avenue N.E .
Motion carried unanimously

9 Gary Carlson, 3104 32nd Avenue N.E. ; reduce from $81 ,200 to $79,400.
10 Motion by Fleming, second by Wagner to reduce the valuation on the property
11 located at 3104 32nd Avenue N.E. as recommended by the Hennepin County
12 appraiser.

18 recommendation to make no change in the valuation of the property located

24 April 22nd and there is no information available at this point in time.
25 Motion by Enrooth, second by Marks to make no change in the valuation
• 26on the Autumn Woods Apartments.

36 Charlotte Olson, 3412 Skycroft Drive; reduce from $133,500 to $130,100
37 Mrs. Olson stated she had expected a .large reduction and noted that the
38 value of her property had increased $13,000 in three years.
39 Motion by Marks, second by Wagner to reduce the valuation on the property
40 41 located at 3412 Skycroft Drive as recommended by the Hennepin County
42 appraiser.

47 Motion by Marks, second .by Fleming to make no change in the valuation
48 of the mobile home at .#E29 as recommended by the Hennepin County

• 1 Mayor Ranallo read a letter received from Jake Cadwallader, Property
2 Manager of Real Property Management Company, regarding properties
located at 2938 and 3004 Old Highway 8 which are fourplexes. He is
4 requesting consideration for value reduction.

5 Mr. Becken advised that this property owner can be considered as having
17 appeared at the Board of Review and can come before the Board of
R Equalization. The City Manager noted that this property owner is
9 requesting an analysis done on the basis of income.

Motion by Marks, second by Enrooth to add the properties located at
12 2938 and 3004 Old Highway 8 as having: appeared at the Board of Review
13 and secure -the owner's right to appear at the Board of. Equalization.

16 David Jacobson, 3336 -Highcrest Road , -had sent a letter to the Board of
17
16 Review held on April 9, 1991 . The City Manager stated that Mr. Jacobson
19 was requesting acknowledgement of his letter having been received and
20 was not requesting a property reviewal .

22 Mr. Becken advised that appointments to appear at the .,Board of Equalization
23 should be made by June 10th as the Board will be meeting for two weeks
24 starting June 17th. Each property owner who will be appearing will be
5 allotted ten minutes to present his/her information regarding the value
25
of the property. He noted that all property owners who have appeared
27 at the City's Board of Review have been advised of the Findings of
28 the Hennepin County appraiser of the value of their property. This
advisory letter also explains how their value can be appealed at the
29
29 Board of Equalization. The City Manager was requested to notify those
30 30 property owners who had attended the April 9th Board of Review and
32 were not present at this Reconvened Board of Review as to the process.
344 Doug Jones explained that a property owner can apply for an abatement
35
which must be done by May 15th. Mr. Becken advised that an abatement
36 can correct an erroneous value from a previous year,
