4 The Council work session was called to order at 7:00 P.M..
5 Present: Mayor Ranallo, Councilmembers Enrooth, Marks, Wagner, and
6 Fleming.
7 Absent: None.
8 Also present: City Manager Thomas D. Burt; Management Intern David Urbia.
9 I. Water Conservation. The City Council agreed with staff recommendation to write
10 an article for the City Newsletter encouraging residents to conserve water.
11 II. Highcrest Retention Basin/Spillway. The spillway on Mirror Lake needs repair.
12 The Council recommended staff seek updated estimates to repair the spillway
13 and identify how it would be paid for. Once this information is gathered, it will
14 be scheduled for official Council action.
015 III. Proposed Sidewalk on Silver Lane. The appraiser's report was presented which
16 indicated the sidewalk did merit benefit to all properties on Silver Lane. The City
17 Council directed staff to contact the residents on Silver Lane and explain what
18 the costs would be.
19 IV. Potential Assessment Costs for Chandler Drive Improvements. Council directed
20 staff to research how St. Anthony Boulevard was assessed and do the Chandler
21 Drive improvements in the same way.
22 V. Charitable Gambling Rent. City Manager Burt advised the Council of changes
23 to state law on rent for charitable gambling. The City Manager will look into
24 making these changes.
25 VI. Clark Station Property. Staff will continue to work on researching developing
26 potentials for this site. An appraisal of the site will be done to determine fair
27 market value and preliminary soil testing will be conducted.
28 VII. Ramsey County Cooperation Committee. Councilmembers will speak to
29 residents who may be interested in serving.
30 VIII. First Time Home Buyer Mortgages. Staff will research.

1 IX. Ad Hoc Committee. There was a discussion of its role. The general consensus
• 2 was to review if Council and Planning Commissioners can and/or should be part
3 of the Committee. The Ad Hoc Committee will provide input for the corridor
4 study area of Kenzie Terrace.
5 X. Comprehensive Plan Revisions. The Council discussed the possibility of a joint
6 meeting with the Planning Commission to discuss updating the land use plan of
7 the Comprehensive Plan and of neighborhood groups being used as a
8 resource.
9 XI. Housing Maintenance Code. General discussion indicated that a stricter code
10 is needed. Staff has received copies of codes from other cities and is in the
11 process of updating the code.
12 XII. South End Storm Water Update. Staff has been in contact with the engineer
13 and expects a report within the next 45 days.
14 XIII. Business Exteriors. Staff will research what other communities have done to
15 establish architectural controls for existing and proposed businesses.
16 XIV. Trees on 33rd and Silver Lake Road. Council directed staff to determine if the
17 spruce trees planted on this corner are set back far enough from the corner.
018 XV. Water Service to Lowry Grove. Staff will look into costs and determine who
19 would be responsible.
