6 The City Manager advised that this amount reflects
7 compensation for the period of. July 1 , 1992 through February
8 1 , 1993. He noted that the amount shown is different than that
9 shown in the CDBG records and is actually $5, 608.00 .

19 A. Council Reports

22 1 . Report of Councilmember Wagner
23 Councilmember Wagner noted he will be unable to attend the
24 next meeting of the Ramsey County League of Local Government
10 as it. is in conflict with the DARE Program which he plans to
attend.

29 2 . Report of Councilmember Fleming
30 Councilmember Fleming attended the recent meeting of the
31 Northwest Youth and Family Services Bureau. She advised the
32 issue of a Human Rights Commission was discussed with the
33 theme of "Reflect Respect . "

35 The City of Maplewood has a Human Rights Commission which
36 consists of seven members and meets monthly. It ' s focus is
37 that there are acknowledged problems with race and bigotry and
38 that these problems should be addressed both through the City
39 and the School District .

41 She attended a meeting where Roger Wilkins was the guest
42 speaker and his speech addressed the setting of a new civil
43 rights agenda. Councilmember Fleming observed no other elected
44 officials in attendance. She also attended a workshop on
45 criminal justice. She found it interesting that the most
46 expensive building :�to be built in Minnesota is a jail.

Councilmember Marks had nothing to report at this time.

6 4 . Report of Councilmember Enrooth
7 The Village Fest Committee held a meeting on January 25th and
8 approximately twenty-five residents attended. Councilmember
9 Enrooth felt that there appears to be renewed interest in the
10 Village Fest and it is headed into becoming a viable
11 organization.

13 Mayor Ranallo recalled it was anticipated it would take about
14 five years before this organization became viable.
15
16 Councilmember Fleming felt the leadership of the Village Fest
17 Committee was outstanding. Bob Foster, Village Fest Co-Chair,
18 had addressed the involvement of the City in the activities .
19
20 She advised that her husband, herself and the O' Shea' s would
21 be chairing the Village Fest parade. It is scheduled for July
22 24th with a starting time of 10 : 30 a.m. and will take place on
23 Silver Lake Road. She requested that anyone interested in
24 participating in the parade contact her.
Councilmember Fleming commended the Kiwanis for its faithful
27 sponsorship of the pancake breakfast . All parade participants
28 will receive one free ticket for the breakfast and members of
29 the Village Fest Committee will encourage all to attend.

31 The Mayor inquired if the parade is being coordinated with the
32 Police Chief . It was noted that the November 9th meeting of
33 the Village Fest Committee was the last meeting the Police
34 Chief attended but the parade will be coordinated with him.

36 5 . Report of Mayor Ranallo
37 The Mayor advised that the DARE Program is scheduled for
38 January 27th at 7 : 00 p.m. in the School Auditorium. He will be
39 making a report on DARE funding.

41 A letter has been received from the St . Anthony Chamber of
42 Commerce requesting nominations for the "Villager of the
43 Year. " This will be the third annual award. The Mayor noted
44 that previously the City Council had made no recommendations
45 for this award.

47 Councilmember Wagner had been a recipient of the award but had
48 been nominated by the Kiwanis Club.

6 At the February Council work session the survey from 1988 will
7 be reviewed. At that time consideration will be given to
8 conducting a similar survey.

10 The Mayor has received many phone calls regarding enforcement
11 of the off-street parking ordinance. The City Manager advised
12 that many letters were sent today to residents who are not
13 complying with the ordinance and it is being enforced.
14
15 Mayor Ranallo has been informed that an organization of Roman
16 Catholic priests have planned a national convention this
17 summer which will be held at the Salvation Army Camp.
18 Councilmember Wagner noted that these are very good
19 facilities .
20
21 The Mayor has also received numerous calls regarding the
22 street improvement projects . He felt these calls were in
23 response to the article in the Bulletin . He requested that the
24 information continue to be given out and that residents be
advised there will be neighborhood meetings held to discuss
these projects . He noted that some of the callers did not
27 understand these will be assessable projects .

29 B. Report of the City Manager

31 1 . Feasibility Study - Street Improvements
32 The City Manager advised that the Street Improvements
33 Feasibility Study will be presented for Council
34 consideration at the next Council Meeting. Areas which
35 need improvements will be identified by groups with the
36 intention of getting better bids .

38 2 . Discussion of Street Utility Fees Resolution
39 This item is for informational purposes only and needs no
40 Council action.

42 The City Manager stated that assessments are becoming
43 more difficult to prove as benefitting specific
44 properties which are assessed. His intention is to employ
45 the services of an appraiser who will review the values
46 to benefitted properties before individual improvements
47 are commenced. Homes will be randomly selected and a
48 fifty percent benefit is being looked at . A letter was
49 received from Maier Stewart and Associates regarding this
0 matter.

6 3 . Volunteer Appreciation Night
7 Discussion was held as to the appropriateness of continuing
8 the practice of recognizing the City' s volunteers at a dinner
9 and an evening hosted by the City Council . Members of the City
10 Council took a position that this practice should be
11 continued . There is funding included in the budget for this
12 affair .

14 Referring to comments received last year regarding this
15 evening, Councilmember Enrooth felt it was a response to . the
16 climate of the economy and the war . He observed this is a very
17 effective way to say "Thank You" to the many volunteers who
18 give service to the City. Councilmember Marks felt it should
19 focus on the City ' s mission.

21 4 . Contract Police Proposal
22 The City of Lauderdale has requested a quote for police
23 protection from St . Anthony. Presently, they contract for
24 police service from Roseville. The City Manager felt a very
0 competitive quote could be given .
27 This contract would not affect the level of police service for
28 St . Anthony. The City Manager felt there would be advantages
29 for St . Anthony from this contract with the possible purchase
30 of another squad car, funds generated from data entry, radio
31 costs and prosecution costs .

33 Noting that Lauderdale is adjacent to St . Anthony' s border,
34 there would be excellent response time. It is about five-
35 tenths of a mile away.

37 Councilmember Marks observed that the addition of the
38 aformentioned advantages would enhance the St . Anthony Police
39 Department ' s opportunities to increase its service to its own
40 residents .

42 The Council directed the City Manager to present a quote to
43 Lauderdale.

45 5 . Crime Watch
46 Councilmember Fleming recently visited with two police
47 officers regarding the Neighborhood Crime Watch Program. She
48 inquired how many of these neighborhood watch programs are
49 operating in St . Anthony. She was informed that presently
0 there are none.

6 The Councilmember recalled that in the resident survey the
7 number one concern was crime. She suggested that the City
8 Council organize a group of residents to work on initiating
9 crime watch programs in all areas of the City. This could be
10 done on a door-to-door basis and function with volunteers .

12 The City of Falcon Heights has 100% participation in its Crime
13 Watch Program. One staff member in the City of Roseville is
14 responsible for administering this program in that city.
15
16 The Mayor felt the Crime Watch Program is very important and
17 it should be operated through the City Manager and the Police
18 Chief . He noted that the Police Chief did not address this
19 particular program in his annual report .

21 Councilmember Enrooth recalled this issue had been discussed
22 with the Police Chief and he had advised there was not
23 sufficient manpower available to implement the program
24 throughout the City.
The City Manager advised that one of the police reserves is
27 finishing his training in the Crime Watch Program. He will
28 talk to the Police Chief about setting up goals for the
29 program and involving residents in its promotion.

31 Councilmember Marks questioned if residents perhaps saw no
32 value in the program or were just not knowledgeable enough
33 about it .

35 The City Manager felt the program just needs to be more widely
36 addressed on an informational level and residents need to
37 become involved to make the program a success . He cited the
38 example of attempting to put a Crime Watch Program into Autumn
39 Woods . He noted there was a definite lack of enthusiasm among
40 the residents . This complex has experienced some inside
41 security problems and it would have been a very effective
42 location for the program.

44 Councilmember Enrooth has observed that in some areas of the
45 City there is a good deal of "watching" out for other ' s homes
46 and property.

6 9. NEW BUSINESS

8 A. Resolution No. 93-014 , Re: Authorization to Prepare Plans
9 and Specifications for the Rehabilitation of 37th Avenue
10 Northeast

12 The City Manager advised that 37th Avenue is on the Minnesota
13 State Aid System. Discussion followed regarding the new
14 signalization on 37th Avenue and Stinson Boulevard. The City
15 Manager was requested to get a report on the number of
16 accidents since the installation of these signs . Councilmember
17 Wagner noted there are no warning signs indicating the
18 location of these new signs . Motorists are not prepared for
19 them and accidents could result . The Mayor observed that
20 signals do not competely eliminate accidents .

22 Motion by Marks , second by Enrooth to approve Resolution No.
23 93-014 being a resolution authorizing preparation of plans and
24 specifications .

31 A. Ordinance No. 1993-01 , Re: Councilmembers ' Salaries
32 (Second Reading)

34 Second 2 . of the Ordinance was corrected to read "January
35 1994" and "as of its date of publication" was deleted.

37 Mayor Ranallo has received three phone calls regarding this
38 resolution. All three callers questioned why the salaries are
39 so low. Councilmember Wagner inquired if this resolution could
40 be rescinded in the future. He was advised that it could.

42 Motion by Enrooth, second by Fleming to approve the second
43 reading of Ordinance No. 1993-001 being an ordinance relating
44 to Mayor and Councilmembers salaries ; amending Chapter 2 ,
45 Section 200 . 12 , Subd. 1 and 2 of the St . Anthony 1992 Code of
46 Ordinances .
