9 Mayor Ranallo called the Board of Review to order at 6: 30 p.m.

21 3 . PURPOSE OF THE BOARD OF REVIEW

23 Mayor Ranallo explained that the purpose of the Board of
24 Review it to review property valuations as of January 2 , 1993
25 and to hear appeals from citizens who feel aggrieved or have
G. questions regarding property valuations.
28 The Mayor also explained that any property owner who is not
29 satisfied with the values placed on his/her property as a
30 result of this meeting, can make an appointment to be heard at
31 the Hennepin County Board of Equalization meetings. These
32 meetings are held the last two weeks in June. The deadline for
33 making an appointment to be included on the agenda is June
34 6th.

36 The appraiser advised those in attendance which quadrant of
37 the City had on-site inspections this year. It was also noted
38 that if another on-site inspection is requested, a different
39 appraiser than the one who originally appraised the property
40 will view it the second time.

42 Dr. Charles Kirk, 3612 Penrod Lane, stated that while some
43 market values appear to have been dropping, his increased
44 $1 , 700 . He had added a porch to his home which was completed
45 in 1990 . He noted this porch is still referred to in his
46 statement for taxes payable in 1993. The appraiser will
47 contact Dr. Kirk regarding this matter.

49 Mayor Ranallo said he has received calls from three property
50 owners whose values have decreased and they were concerned.

6 The appraiser explained the formula for determining a property
7 value. He noted that- comparables are used and age,
8 construction, size and sale price are looked at in this
9 formula as well .

11 Mr. Johnson, 2500 W. Armour Terrace, stated his property value
12 increased 6. 47% in 1991 which was three times the average. The
13 previous increase was 2 . 5% which Mr. Johnson found acceptable.

15 In 198.8 , Mr. Johnson paid $86, 9.00 for the property. It. was
16 valued at $72 , 600 in 1990 , $77, 300 in 1991 , $79,000 in 1992
17 and $81 , 000 in 1993 . He requested that another on-site
18 reviewal be done of his property as he had concern regarding
19 the value placed on it and what he paid for it .

21 The appraiser advised that the reviewal serves to verify the
22 data already on the appraising sheet as well as establish a
23 value for the current year.

25 Motion by Enrooth, second by Fleming to request that the
6 property at 2500 W. Armour Terrace be reviewed by a Hennepin
County appraiser .

33 April 27th Council Meeting.
