COUNCIL MEETING
JANUARY 25, 1994
I. CALL TO ORDER/PLEDGE OF ALLEGIANCE.
The meeting was called to order at 7:00 p.m. and the Pledge of Allegiance was led
by Mayor Ranallo.
II. ROLL CALL.
Council present: Mayor Ranallo and Councilmembers Marks, Enrooth, Fleming,
and Wagner.
Staff present: City Manager Burt and Management Assistant Bellefuil.
Also present: City Attorney Bill Soth.
III. APPROVAL OF JANUARY 25, 1994 COUNCIL AGENDA.
• Motion by Marks and seconded by Wagner to approve the January 11, 1994 agenda
with the addition of Item D "Verified Claims" under Section VI.
Motion carried unanimously.
IV. APPROVAL OF JANUARY 11, 1994 COUNCIL MINUTES.
Motion by Marks and seconded by Fleming to approve the minutes of the January
11, 1994 Council meeting with the following corrections: .
Page 11, Line 16: Councilmember Enrooth made the motion which was seconded
by Ranallo not Councilmember Marks.
Page 11, Line 42: Last sentence of motion should be deleted. It wasn't when all
members would be present it was when the rebidding could be completed.
Page 5, Line 36: The correct spelling of the City Attorney's last name is "Soth" and
he should be referred to as the City Attorney.
Motion carried unanimously.

V. LICENSES/PERMITS/PETITIONS.
None.
VI. PRESENTATION OF CLAIMS.
Motion by Marks and seconded by Enrooth to approve the following claims:
A. Rieke Carroll Muller Associates, Inc.
Payment in the amount of $5,164.40 for professional services rendered from
November 28, 1993 to January 1, 1994.
B. Maier Stewart & Associates.
Payment in the amount of $196.54 for legal services rendered November 28, 1993
through January 1, 1994..
• C. Dorsey & Whitney.
Payment in the amount of $1,397.25 for legal services rendered through December
31, 1993.
D. Verified Claims.
Approval of the five pages of verified claims as submitted by the Finance Director.
Motion carried unanimously.
VII. REPORTS.
A. Council.
Councilmember Marks discussed the light rail transit.
Councilmember Enrooth told about his visit to the burner. He encouraged
everyone to go and see it because he thought it was incredible.
• Mayor Ranallo attended the Firefighters Relief Association meeting. He said it was
hard for him to attend their meetings because of a scheduling conflict with the City
Council meetings.

1. Appointment of Planning Commissioners for two Commission
Vacancies.
Motion by Fleming and seconded by Enrooth to appoint Dick Horst and James
Gondorchin for the two vacancies on the Planning Commission.
Voting on the motion:
Aye: Enrooth, Fleming, Ranallo and Wagner.
Nay: Marks.

B. City Manager.
1. March Council Work Session.
The scheduled date for the work session falls on caucus night so the rescheduled
• date wi I I be Monday, February 28, 1994.
2. Set Date for Board of Review.
April 12, 1994 will be the date of the Board of Review beginning at 6:30 p.m.
VIII. PUBLIC HEARINGS.
None.
IX. NEW BUSINESS.
A. Memorandum of Understanding for Supplemental Engineering Services
Provided by City of Columbia Heights.
Motion by Enrooth and seconded by Fleming to approve the Memorandum of
Understanding for Supplemental Engineering Services provided by the City of
Columbia Heights.
Motion carried unanimously.

B. Resolution 94-018, re: Declaration of Trust of Minnesota Municipal Money
Market Fund.
Motion by Marks and seconded by Fleming to approve Resolution 94-018 regarding
declaration of trust of Minnesota Municipal Money Market Fund.
Motion carried unanimously.
X. UNFINISHED BUSINESS.
A. Ordinance 1994-001 re: Water Rates (Second Reading).
Motion by Wagner and seconded by Enrooth to approve Ordinance 1994-001
regarding the second reading of an increase for water rates, amending Section
610.02 of the 1993 St. Anthony Code of Ordinances.
• Motion carried unanimously.
B. Appoint Engineering Firm to Prepare 1993 State Aid Reporting.
Motion by Marks and seconded by Ranallo to award the 1993 state aid reporting
bid to Maier Stewart Associates.
Motion carried unanimously.
C. Resolution 94-003 re: Designate Legal Newspaper for 1994.
Motion by Fleming and seconded by Marks to designate the St. Anthony Bulletin as
the legal newspaper for 1994.
Motion carried unanimously.
XI. ADJOURNMENT.
Motion by Ranallo and seconded by Marks to adjourn the meeting at 7:35 p.m.
Motion carried unanimously.
