41 Brimeyer gave a history of his experience in the public sector

6 as a City Manager and in other positions of public service. He
7 then reviewed the history of his company.

9 The focus of the firm is that of a small executive search
10 company. He introduced members of his staff attending the
11 Council-Meeting. Brimeyer noted that Pam Wunderlich has been
12 with the firm since its inception and he gave some examples of
13 her work.

15 Using a graph, Brimeyer walked through the selection process .
16 He noted his formal proposal would be more detailed. The first
17 activity is to draft a profile of what is desired in a city
18. manager.

Individual meetings would be set up with members of the City
Council, members of the School Board, City staff, civic
22 organizations and community leaders . Items for discussion at
23 these meetings would include management style desired,
24 community priorities and future issues to be considered for
25 the City.

27 Brimeyer suggested this profile serves both the community and
28 the candidates . Many potential candidates would recognize
29 their skill level and management style would not fit the
30 community and withdraw from consideration. He also noted that
31 the profile would be a very good tool for resolving
32 differences between community leaders regarding their
33 positions on what is desired in a city manager. It has been
34 found that a profile is a good recruiting tool for attracting
35 highly quailfied candidates .

37 The Brimeyer Group proposal includes negotiating the
38 compensation package and prepares an evaluation form for the
39 six month review.

41 Councilmember Marks recalled the last few city manager

5 searches which have been done by the City Council without the
6 aid of a search group. He noted these processes were very time
7 consuming as all the applications were reviewed and it took
8 some time to get consensus on the Council .

10 Councilmember Enrooth inquired if the Group would be willing
11 to perform only certain parts of the search. Brimeyer
12 responded he is hesitant to do only parts of a search for the
13 position of city manager.
14
15 Councilmember Wagner felt the presentation by Brimeyer was
16 very thorough as to the services which would be performed.
17
18 Brimeyer stated he could shorten the process by not using
19 announcements and limiting the applicants to a total of forty.
He thinks there are some very good and qualified candidates in
the metro area. He would concentrate on this area which would
22 be. less costly and take less time.

24 The process interview recommended would be conducted over a
25 two day period. It would be limited to ten candidates who
26 would meet with the Council in three different environments;
27 informal, social and work.

29 Brimeyer has usually used Friday and Saturday. In the past, he
30 did not recall any situations where the final candidate
31 decision was not made by the end of Saturday.

33 Councilmember Marks inquired what ballpark figures for costs
34 may be . Brimeyer responded that an entire process would be
35 about $14 , 000 . A pared down process which would narrow the
36 field of candidates and perform the recruiting would be in the
37 $10, 000 to $11, 000 area.

39 Mayor Ranallo recalled the lengthy process employed with the
40 last city manager search. It began in May and a final decision
41 was not made until November. He noted the Council held

5 numerous meetings in this process.

7 Brimeyer stated that members of the Council would only need to
8 be available for three parts of the process : developing the
9 profile, reviewing the progress report and for the interviews .

11 He also stated there would be the savings of a city manager
12 salary during the search. This should be a consideration when
13 discussing the costs of the process .
14
15 Councilmember Marks is of the opinion that the single most
16 important decision the City Council makes is in the selection
17 of a city manager.

19 Councilmember Fleming noted the longevity of service of three
members of the City Council . She felt this many years of
experience would be sufficient for having the City Council
22 perform the city manager search.

24 City Manger Burt has gone through both processes, that where
25 the City Council did the search and the one done by a
26 professional search firm. He felt the process performed by a
27 search firm was very good. The profile had real advantages .
28 Burt also noted there would be no staff member on board who
29 could go through all of the applications .

31 Councilmember Enrooth felt the profile prepared by the
32 Brimeyer Group would be an investment for the future. He noted
33 the City has had to replace its city manager on a three to
34 five year basis and the profile would be very useful .

36 The Mayor has served with three city managers since he has
37 been on the Council . He recalled that three different
38 processes were used with the hiring of each of them.

40 The Mayor also stated he wants all five members of the Council
41 to agree on the final selection. He feels consensus is

7 Councilmember Wagner had nothing to report at this time.

9 2 . Report of Councilmember Fleming

11 Councilmember Fleming advised the Council a new group
12 formed by residents of St . Anthony is present to explain
13 its purpose and mission. The spokesperson for the group
14 is Judy Makowske .
15
16 Ms . Makowske advised the group has chosen the name of
17 "HEART of St . Anthony" which stands for Health,
18 Education, and Rights Task Force .
19
She introduced members of the group who are Ken Mattson
Don DeWall, Mary Ann Kuharski, and Dorothy Fleming.

23 Ms . Makowske advised this group is fashioned after
24 similar groups already functioning in Minneapolis . She
25 cited specifically groups in the Jordan Area and the
26 Lyndale Area.

28 There has been a mission statement drafted. The focus of
29 the group is one of connectedness and networking. They
30 will encourage communty commitment and hope to make St .
31 Anthony a more caring and safe place for its residents .

33 While it is not the group' s intention to take over any of
34 the responsibilities of organizations already established
35 in the City, it is its hope to provide networking
36 opportunities for them.

38 Funding will be requested from Hennepin County for future
39 activities of the group and for speakers and materials .

41 The City Council is being requested to voice its support

7 for the group. Makowske felt this would be helpful when
8 Hennepin County is approached for funds .

10 Councilmember Marks requested a copy of the group' s
11 mission statement .

13 Mayor Ranallo inquired if similar presentations will be
14 given to other community service and civic organizations .
15 Councilmember Fleming responded this will be considered
16 after March 3rd.

18 The 'Mayor also inquired as to how other people could get
19 into the group.
6 Ms . Makowske responded that this has not really been
22 discussed yet . Councilmember Fleming advised that anyone
23 who is interested is welcome to call .

25 Councilmember Marks recalled a very strong community
26 organization of about twenty years ago comprised of folks
27 who lived around Silver Lake .

29 Mary Ann Kuharski advised this group will not focus on
30 problem solving but will concentrate on enhancing the
31 good aspects of the City and making the community more
32 welcoming.

34 Mayor Ranallo requested the group make its presentation
35 to the Community Services Commission and to the School
36 Board regarding its purpose. He would like to hear their
37 input regarding the group.

39 The Mayor' s concern is that it appears the group may be
40 infringing on some of the tasks the Community Services
41 Commission should be doing. He also requested the group

5 submit a list of its members to the City Council .

7 Councilmember Fleming advised that all of the current
8 members are at this Council meeting with the excpetion of
9 Mr. DeWall .

11 The group was requested to bring a copy of its misssion
12 statement, list of .members and a draft resolution for
13 Council support for inclusion on a Council Meeting
14 agenda.

16 Ms . Makowske served as a City Councilmember in St .
17 Anthony and as a Hennepin County Commissioner. Mayor
18 Ranallo requested she share some of her feelings
19 regarding the process for hiring a new city manager.
Councilmember Fleming advised that the Friends of the
22 Library has appointed a committee to focus on the future
23 of the Library. The committee will research the
24 anticipated problems and address them. This is being done
25 in preparation of a possible threat to the closing of' the
26 library which was recently experienced.
