BOARD OF REVIEW MEETING MINUTES
APRIL 11, 1995
4 I. CALL TO ORDER/ROLL CALL.
5 The meeting was called to order at 6:30 P.M. by Mayor Ranallo.
6 II.. ROLL CALL.
7 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner, and Fleming.
8 Also Present: Michael Morrison, City Manager; Larry Miller, Hennepin County Principal
9 Appraiser; and Carrie Luther, Hennepin County Appraiser.
10 Mayor Ranallo explained this year there was a physical assessment done of one half of the homes
11 in St. Anthony located north of 33rd Avenue and east of Silver Lake Road to the county line. He
12 indicated the meeting tonight was to discuss the market value of the property and not to discuss
13 taxes. This meeting was an opportunity for residents who felt they had not received a proper
14 appraisal of the property, to voice their opinion, and a second appraisal could then be ordered.
15 Hennepin County Appraiser Miller explained there is a ratio between what the estimated market
16 value of a home is and what the home will actually sell for. A home that sells for the estimated
17 market value is at 100%. The ratio Hennepin County strives for is between 93%and 94%. The
�8 median ratio achieved in St. Anthony is 93.5%, which is comparable to other suburbs in
1j Hennepin County. Miller explained that for the homes the assessors were unable to gain
20 entrance to, the appraisal is based on physical data on file, such as age, size, condition, etc. The
21 estimated market value is then adjusted by computer based on other sales.
22 Mayor Ranallo then invited any resident who wished to speak to approach the podium.
23 III. PUBLIC COMMENTS.
24 Arthur Johnson, 3100 Townview Avenue N.E., (PIN#06-029-23420068 ), indicated his
25 estimated market value had risen $12,000.00 in the past two years.
26 Miller explained the appeal process. He stated the initial assessment was performed. The
27 homeowner could then contact the Hennepin County Assessors Office and voice his concern or
28 complaint. If it was necessary, someone would again go and look at the property. If the
29 homeowner was not pleased with the results,he could come before the Board of Review. At that
30 time, another assessment could be ordered. If the homeowner was again not pleased with the
31 results, he could then appear before the County Board of Equalization and then, if necessary, go
32 to the Minnesota Tax Court.
33 Mr. Johnson stated he did not want another appraisal of his home.
34 There was no action taken on this appeal by the Board of Review.
'R5 Ms. Charlotte Olson, 3418 Skycroft Drive, (PIN406-029-23140111 ), stated in 1991,the
36 estimated market value of her home was $130,000.00. She came before the Board of Review and

1 it was re-assessed and the market value was reduced to $124,500.00. She indicated it has risen
2 over the years and this year the estimated market value of her home is $136,000.00. She
3 indicated she lived in.a small colonial and felt this was a steep increase. She indicated the other
4 colonial style homes in the area were all much larger and she did not think they compared to her
5 home. She indicated she would like her home to be reappraised.
6 Motion by Enrooth, second by Marks to approve a County reappraisal of the property owned by
7 Charlotte J. Olson, 3412 Skycroft Drive, PIN#06-029-23140111, as requested.
8 Motion carried unanimously.
9 Ms. Charlotte Ferraro, 3013-32nd Avenue N.E., indicated she called the appraiser's office and
10 was told the reason the market values were rising is that St. Anthony is a "hot area". She stated
11 she purchased her home for$79,900.00. She indicated the estimated market value of her home
12 this year is $91,000.00 and she does not believe her home is worth that much. She indicated she
13 would like her home to be reappraised.
14 Motion by Marks, second by Enrooth to approve a County reappraisal of the property owned by
15 Charlotte Ferraro, 3013-32nd Avenue N.E., as requested.

18 Mr. Ron Hansen, 2704-32nd Avenue N.E.,indicated he called the Hennepin County Assessors
19 Office to complain about the estimated market value of his property and was given false
20 information. He indicated he was only in attendance tonight to have it put on record that he was
21 appealing the valuation. He stated he intended to take his complaints to the County Board of
22 Equalization and then to the Minnesota Tax Court.
23 Mayor Ranallo indicated if there was a problem with the Hennepin County Assessors Office, the
24 City would like to be aware of it.
25 Mr. Hansen made an appearance at the Board of Review and stated his complaint and there was
26 no action taken on this appeal by the Board of Review.
27 Mr. John Jadinak, 2805-27th Avenue N.E., (PIN#07-029-23210115 ), asked why his valuation
28 would increase by $5,000.00 this year. He indicated he lives across the street from a filling
29 station and there is trash laying everywhere.
30 Mayor Ranallo indicated Mr. Jadinak had a unique situation because of the location of his
31 property.
0 Enrooth stated his property may have to be physically appraised every year due to his situation.
33 Mr. Jadinak requested his property be reappraised.

1 Motion by Marks, second by Enrooth to approve County reappraisal of the property owned by
2 John J. Jadinak, 2805-27th Avenue N.E., PIN# 07-029-23210115, as requested.
3 Motion carried unanimously.

5 Mr. Lee Seely, 2508 St. Anthony Road, indicated there has never been an assessor in their home
6 since they have owned it. He indicated he would like someone to physically come and assess the
7 home.
8 Motion by Marks, second by Enrooth to approve a County reappraisal of the property owned by
9 Lee and Jan Seely, 2508 St. Anthony Road, as requested.
10 Motion carried unanimously.
11 Ms. Lois C. Krebs, 3009 Silver Lake Road, indicated her estimated market value has increased
12 by $11,000.00 over the past two years. She stated she lives on Silver Lake Road which is a
13 highly traveled roadway. She has to deal with the traffic, noise, and the pollution and she feels
14 the estimated market value is too high for her location. She requested that an assessor come and
15 look at her house.
•6 Motion by Marks, second by Wagner to approve a County reappraisal of the property owned by
17 Lois C. Krebs, 3009 Silver Lake Road, as requested.

20 Ms. Rosemary Franzese, 3308-36th Avenue N.E., inquired if there were any county or state
21 programs available for senior citizens to help prevent the market value of their homes from
22 accelerating and also how a development at Apache Plaza would affect the market value of
23 homes in the area.
24 Miller indicated he was not aware of any specific programs available to senior citizens. He also
25 indicated any improvement in the City of St. Anthony will have a positive influence on the
26 market value of the homes in the area.
27 Mr. Robert Brown, 3304 Wendhurst N.E., stated he believes the rise in his property's estimated
28 market value to be excessive. He reported he was informed by the Hennepin County Assessor's
29 Office, they were trying to bring the valuation of property as close as possible to a realistic
30 figure. He was led to believe the ratio for Hennepin County and the City of St. Anthony were
31 very close to one. He indicated that by law, the goal of the Assessor and the Superintendent of
32 Assessment in the State of Minnesota, is to try to bring the ratio across the state as close to one as
33 possible. He indicated his assessed market value was $142,000.00. When he called the
Hennepin County Assessor's Office, they asked him how much he felt his house was worth. He
5 indicated he felt it was worth$135,500.00 and they adjusted the valuation to that amount. He
36 stated he felt he had been cheated and would like to have his property reassessed.

1 Motion by Marks, second by Enrooth to approve a County reappraisal of the property owned by
2 Robert Brown, 3304 Wendhurst N.E., as requested.
3 Motion carried unanimously.
4 Mr. Alfred Kemper, 3413-33rd Avenue N.E., indicated his estimated market value has increased
5 $12,000.00 in the past two years. He requested that his property be reassessed.
6 Motion by Marks, second by Enrooth to approve a County reappraisal of the property owned by
7 Alfred Kemper, 3413-33rd Avenue N.E., as requested.
8 Motion carried unanimously.
9 Mr. Harold Lawko, 3421-33rd Avenue, inquired as to the average estimated market value of the
10 homes in St. Anthony. He indicated it was not right that people improve their homes and try to
11 keep them nice and then only end up paying more in taxes.
12 Miller indicated the average estimated market value of the homes in St. Anthony is $104,918.00.
13 He also stated that it is true if people make improvements to their homes, the market value will
1 increase. If they do nothing and the home becomes run down, the market value will decrease.

15 Mrs. Justin O'Connell, 3201 Bell Lane, indicated there have been no improvements made to their
16 home and still the estimated market value rises every year. She indicated she would like to have
17 someone reappraise her home.
18 Motion by Marks, second by Enrooth to approve a County reappraisal of the property owned by
19 Justin and Marguerite O'Connell, 3201 Bell Lane, as requested.
20 Motion carried unanimously.
21 Mr. Jeff Amundsen, 3316 Croft Drive, indicated he had just purchased his home last July for
22 $135,000.00 and was assessed this year at$140,000.00. He indicated he felt this was a little
23 high. He stated that Hennepin County Assessor Carrie Luther, had been to the property and the
24 valuation had been dropped to $138,500.00.
25 Luther explained that when the house was sold, it was not listed on the open market. She
26 indicated this makes a difference, as it was not.available to as many people.
27 Miller explained that because the home was for sale by owner, it did not receive the exposure it
28 typically would have. He indicated the home had been reassessed and $138,500.00 was the value
29 of record now. He felt this was a good assessment.

1 There was no action taken on this appeal by the Board of Review.
2 Mr. Ivar Slettemoen, 3027-31 st Avenue N.E., indicated he would like to have his home
3 reassessed.
4 Motion by Marks, second by Enrooth to approve a County reappraisal of the property owned by
5 Ivar Slettemoen, 3027-31 st Avenue N.E., as requested.
6 Motion carried unanimously.
7 Mr. Bruce Holten, 2909 Rankin Road, indicated he had built his house in 1991 and took out a
8 mortgage for$110,000.00 with a cost to build the house of$107,000.00. In 1992, it was
9 appraised with a value of$133,600.00. The house was reappraised and the valuation did not
10 change. In the two years following, the valuation decreased. Last year the valuation increased to
11 $136,000.00 and this year to $140,000.00. He indicated he didn't see how his market value could
12 increase $11,000.00 in such poor economic times. He indicated he only wanted a fair appraisal
13 of the property.
14 Motion by Marks, second by Enrooth to approve a County reappraisal of the property owned by
15 Bruce Holten, 2909 Rankin Road, as requested.

17 Mayor Ranallo stated the date for reconvening the Board of Review will be April 25, 1995 at
18 6:30 P.M.
19 Motion by Marks, second by Enrooth to reconvene to the Board of Review April 25, 1995 at
20 6:30 P.M.
