3 OCTOBER 24, 1995
4 I. CALL TO ORDER/ROLL CALL.
5 The meeting was called to order at 7:00 P.M. followed by the Pledge of Allegiance led by Mayor
6 Ranallo.
7 II. ROLL CALL.
8 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner, and Fleming.
9 Also Present: Michael Momson, City Manager.
10 III. APPROVAL OF OCTOBER 24, 1995 COUNCIL AGENDA.
11 Motion by Marks, second by Enrooth to approve the'October 24, 1995 Council Agenda as
12 presented.
13 Motion carried unanimously.
14 IV. APPROVAL OF OCTOBER 10, 1995 COUNCIL MINUTES.
15 Motion by Wagner, second by Marks to approve the October 10, 1995 Council minutes as
�6 presented.
17 Motion carried unanimously.
18 V. LICENSES/PERMITS/PETITIONS.
19 Motion by Marks, second by Enrooth to approve the following licenses:
20 Heating License
21 Twin City Furnace Co., St. Paul, MN(working at 4029 Shamrock Drive)
22 Contractors License
23 Everest Construction Company, Roseville, MN(working at Firstar Bank)
24 Growth Ventures Plus, Robbinsdale, MN (working at Hellickson Dental)

1 VI. PRESENTATION OF CLAIMS.
2 Motion by Marks, second by Enrooth to approve the following claims:
3 A. Foster, Ojile. Wentzell & Brever. LLC in the amount of$2,400.00 for legal services
4 rendered the month of October, 1995.
5 B. Midwest Asphalt Corporation in the amount of$31,735.360 in final payment for 1994.
6 Street and Watermain Improvements.
7 C. Midwest Asphalt Corporation in the amount of$65,963.39 for 1995 Street and
8 Watermain Improvements.
9 D. 5 pages of Verified Claims as presented by the Finance Director.
10 Motion carried unanimously.
11 Mayor Ranallo noted the neighborhood had commented favorably on the way the work was done
12 by Midwest Asphalt on the street and watermain improvements.
13 VII. REPORTS.
14 A. Mayor.
Mayor Ranallo reported since September the City has been working with Brady Zach on
Kenzie Terrace who owns the property next to Mrs. Lundeen. He distributed pictures of
17 the mess Mrs. Lundeen is putting up with. He expressed concern over the fact that these
18 cases cannot get into court fast enough. He stated this case has been taken to court once
19 before. The resident pleaded with the judge and was given a fine and told to clean the
20 area up. The area was cleaned up but the junk has since been brought back to the
21 property. Ranallo expressed distress that residents have to wait several months before
22 these types of issues can be resolved. He questioned if there were some other resolution
23 to these types of problems.
24 There was Council direction for staff to investigate and see if there was another way to
25 resolve these issues that would be more efficient.
26 Mayor Ranallo suggested trying to start a community beautification. Councilmember
27 Fleming suggested publishing an article in the Bulletin.
28 City Manager Morrison explained these issues had to go through the court system because
29 of the due process of law. He explained most residents in the City do come into
30 compliance when cited but there are a few who don't.
31 Councilmember Marks suggested the possibility of a volunteer group working with the
32 individual property owners and encouraging them and helping them.
'1�3 Councilmember Enrooth suggested it could be incorporated with Spring Clean-up Day.

1 B. Council.
2 Councilmember Fleming announced the library will be holding a book sale on November
3 18, 1995 next to the Montessori School.
4 Councilmember Enrooth noted next month he will provide the Council with the final
5 Villagefest balance. He reported he has not heard anything in regard to the meeting in
6 November but will have more information by the next Council meeting.
7 C. City Manager.
8 City Manager Mornson noted there had been two residents at the last Councitmeeting
9 with concerns. Mornson reported he had talked with Geraldine Shaughnessy in regard to
10 her concerns for the cars parking on Silver Lake Road and 36th Avenue and advised her
11 the best way to handle this issue is to call the Police Department when she has a
12 complaint. Mornson reported the walkway which Charlene Peterson expressed a desire
13 to have extended has been completed.
14 Mornson indicated the next scheduled City Council meeting is a work session/special
15 meeting on November 7, 1995 at 8:00 p.m. Because the work session is on an election
6 day, it will begin at 8:00 P.M. and the City election results will be canvassed by the
Council as soon as they are available that evening.
18 Mornson reported he attended a pre-construction meeting for the City Hall/Community
19 Center today. The contract has been signed.and everything is going well. Construction is
20 anticipated to start next week. Mornson stated he is expecting to receive.a schedule next
21 week and will distribute it to all Councilmembers. He reported the City is still working
22 on the permit with Rice Creek Watershed which will require a change order. He reported
23 there is some underground storm drainage which will be required to meet the new Rice
24 Creek Watershed District regulations.
25 Mornson reported the valuation to date due to the Arbors and Nedegaard plus some
26 residential developments is $5,170,000.00. The valuation for 1995 was $1,600,000.00.
27 Mornson reported Judy Monson, Receptionist/License Clerk, is taking a leave of absence
28 for the month of November for medical reasons and Lorri Kopischke, Council Secretary,
29 will be filling in for her on a part-time basis.
30 VIII. PUBLIC HEARING -None.
31 IX. NEW BUSINESS
32 A. Resolution 95-056. re: Approve Submittal of Ramsey County SCORE Grant
Application.
4t Motion by Marks, second by Enrooth to adopt Resolution 95-056, regarding approving
35 submittal of the 1996 Ramsey County SCORE funding grant application and entering
36 into a contract for this program.

2 B. Resolution 95-057. re: Call For Sale of Bonds For New City Hall/Community Center
3 Facili1y.
4 Mr. Gerald Shannon, Vice-President of Springsted Co., reported they have prepared and
5 distributed their recommendations for the issuance of$2,650,000.00 general obligation
6 tax increment bonds. Proceeds will be used to finance the new City Hall/Community
7 Center. He indicated debt service will be paid out of the tax increment. He reported they
8 anticipate taking bids on the bonds on November 27, 1995 at 11:00 a.m. and returning to
9 City Hall at 7:00-p.m. to present the results of the sale. The City of St. Anthony's current
10 rating from Moody's is A1. Mr. Shannon indicated this bond will be subject to the new
11 requirements for secondary market disclosure. He estimated the bond would come in at
12 5.22%to 5.25%.
13 Mayor Ranallo asked how residents could obtain these bonds. Mr. Shannon suggested
14 any interested residents get in touch.with their broker or banker.

16 Motion by Marks, second by Wagner to adopt Resolution 95-057, regarding calling for
17 the sale of General Obligation Tax Increment Bonds, Series 1995.
18 Motion carried unanimously.
19 X. UNFINISHED BUSINESS -None.
20 XI. ADJOURNMENT.
21 Motion by Marks, second by Enrooth to adjourn the meeting at 7:35 P.M.
