CITY COUNCIL REGULAR MEETING MINUTES
3 JANUARY 23, 1996
4 I. CALL TO ORDER/ROLL CALL.
5 The meeting was called to order at 7:00 P.M. followed by the Pledge of Allegiance led by Mayor
6 Ranallo.
7 II. ROLL CALL.
8 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner, and Faust.
9 Also Present: Michael Momson, City Manager.
10 III. APPROVAL OF JANUARY 23, 1996 COUNCIL AGENDA.
11 Motion by Marks, second by Wagner to approve the January 23, 1996 Council Agenda with the
12 following change:
13 Under IX. New Business add: Appoint Councilmember Jerry Faust as Commissioner of the
14 Housing and Redevelopment Authority,

16 Motion carried unanimously.
0 IV. APPROVAL OF THE JANUARY 9, 1996 COUNCIL MEETING MINUTES.
18 Motion by Marks, second by Wagner to approve the January 9, 1996 Council Meeting with the
19 following change:
20 Page 5, Line 12: replace "was" with "were" and add "the" before "Councilmembers".
21 Motion carried unanimously.
22 V. LICENSES/PERMITS/PETITIONS.
23 Motion by Enrooth, second by Marks to approve the following licenses:
24 Heating License:
25 Westair Inc., Hanover, MN (working at new home 3010 Townview Avenue)
26 Contractors License:
27 John A. Dalsen & Son, Inc., Mpls., MN (working at Apache New Market)
28 James Steele Construction Co., St. Paul, MN (working at St. Anthony Middle School)
29 Donlar Construction Co., St. Paul, MN (working at Wilshire Park School)
30 Motion carried unanimously.
31 VI. PRESENTATION OF CLAIMS.
Motion by Marks, second by Wagner to approve the following claims:
3 A. Foster, Ojile. Wentzell & Brever in the amount of$2,400.00 for legal services rendered
34 for the month of January 1996.

1 B. 5 pages of Verified Claims as presented by the Finance Director.
2 Motion carried unanimously.
-3 VII. REPORTS.
4 A. Mayor.
5 Mayor Ranallo noted how frightening the situation had been this past week with the large
6 amount of tree damage and no electricity in many homes. He suggested a system be
7 developed for these situations that would provide a place for people to go. He noted there
8 are a lot of senior citizens in the City who live by themselves.
9 Mayor Ranallo reported he had received an invitation for the Open House at Industrial
10 Custom Products on Thursday, January 25, 1996. It has been suggested that
11 Councilmembers arrive at 4:30 P.M.

13 B. Council.
14 Councilmember Faust reported he had received a call from a resident regarding locating
15 the Solid Rock Church at Apache Plaza. He stated.he explained to the resident what had
0 transpired at the last City Council meeting.
17 Councilmember Enrooth reported the first meeting of Villagefest is scheduled for
18 Monday, January 29, 1996 at 8:00 P.M. He stated issues considered will be what space
19 will be available for the next Villagefest, consideration of locating the activities further
20 north or reducing the amount of activities. He noted the Committee still needs
21 volunteers.
22 Mayor Ranallo noted a special Planning Commission meeting has been scheduled for
23 Tuesday, January 30, 1996 in the cafeteria, to consider the redevelopment at Apache
24 Mall. He asked the other Councilmembers if they felt it would be appropriate to attend
25 the meeting. He stated he did not want to partake in the meeting but wanted to attend to
26 obtain as much information as possible.
27 Enrooth stated he would like to attend the meeting but didn't want to be involved in the
28 discussion.
29 City Manager Mornson suggested if the Councilmembers were approached with
30 questions, they could state they would be addressing the item at the February 13, 1996
31 City Council meeting.
Councilmember Faust stated the Councilmembers would be attending the Planning
Commission as any other citizen, fact finding, concerned with a major issue which is
34 facing the City of St. Anthony.

2 C. City Manager.
3 City Manager Mornson outlined the following meetings at-which he will be in
4 attendance:

6 * City Manager Mornson noted a breakfast meeting of the Chamber of Commerce
7 which was scheduled for January 31, 1996 at 7:30 A.M.;
8 * Mornson reported on February 5, 1996 he will be meeting with the Twin City
9 Labor Management Committee;
10 * on February 6, 1996, he and Mayor Ranallo will meet with the School Board
11 Chairman and Superintendent to discuss City/School issues;
12 * Mornson reported he will be attending a City Manager Seminar in St. Cloud on
13 February 16, 1996;
14 * There is a Cable Franchise meeting scheduled for February 28, 1996; and,
* a League of Minnesota Cities Legislative Update meeting scheduled for February
6 29, 1996.

18 VIII. PUBLIC HEARING.
19 A. Vacation of an Easement Relating to the Village Commons (,Nedegaard Construction),
20 within Lot 5, Block 1, Villella Addition, Ramsey County_(Resolution 96-014.
21 Mayor Ranallo opened the public hearing at 7:15 P.M.
22 Bruce Nedegaard,Nedegaard Construction, stated the County Surveyor had discovered
23 the easement. He reported this easement was created during the platting of the Villella
24 Addition. At that time, they had proposed a street which would be a cul-de-sac but it
25 never developed. The only way to remove this easement is to go through with this action.
26 Motion by Marks, second by Enrooth to close the public hearing at 7:18 P.M.
27 Motion carried unanimously.
28 Motion by Wagner, second by Marks to adopt Resolution 96-014, approving vacation of
29 a road easement relating to Village Commons (Nedegaard Construction), within Lot 5,
30 Block 1, Villella Addition, Ramsey County.
0 Motion carried unanimously.

1 Mr. Nedegaard reported he would have a model ready by mid February. He has a list of
2 20 people interested in the properties but has not sold any units to date.
3 IX. NEW BUSINESS.
4 A. Appointment of Councilmember Jerry Faust as Commissioner of the Housing and
5 Redevelopment Authority of the City of St. Anthony.
6 Motion by Marks, second by Wagner to appoint Councilmember Jerry Faust as
7 Commissioner of the Housing and Redevelopment Authority of the City of St. Anthony.
8 Voting on the motion:
9 Aye: Ranallo, Enrooth, Marks, Wagner
10 Abstain: Faust
11 The motion carried.
12 X. UNFINISHED BUSINESS - None.
13 XI. ADJOURNMENT.
14 Motion by Marks, second by Enrooth to adjourn the meeting at 7:30 P.M.
