CALL TO ORDER/ROLL CALL. 6 The meeting was called to order at 7:00 P.M. Boy Scout Troop 711 of St. Charles Church , 7 along with their Troop Leader, Tom Patrick, led the Pledge of Allegiance. 8 H. ROLL CALL. 9 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner, and Faust. 10 Also Present: City Manager Michael -Mornson, Finance Director Roger Larson, Public Works' 11 Director Jay Hartman, Police Chief Richard Engstrom, Fire Chief Richard Johnson, Liquor 12 Operations Manager Michael Larson, and City Attorney William Soth. 13 14 III. OPEN TRUTH IN TAXATION PUBLIC HEARING. 15 Mayor Ranallo declared the public hearing open at 7:01 P.M. 16 IV. PRESENTATION OF THE 1998 CITY BUDGET AND TAX LEVY BY CITY 17 MANAGER AND FINANCE DIRECTOR. 18 Mayor Ranallo explained that the proposed 1998 City Budget will increase 3.61% and the Tax Levy will increase by 2.4%. The average value of a home in St. Anthony is $114,000 and 0 the change would result in a $40 increase in the City portion of the 1998 tax. 21 Mayor Ranallo explained that the public hearing this evening is in regard to the City Budget. 22 The public hearing for consideration of valuation of homes will be held in April of 1998. 23 City Manager Mornson displayed and explained the St. Anthony Budget Calendar. In April 24 of 1997, the City Manager, Finance Director and all Department Heads of the City began 25 planning the 1998 Budget. The proposed 1998 Budget/Levy was discussed at the City 26 Council Work Session on July 29, 1997. On September 9, 1997, a Resolution was passed 27 setting the proposed 1998 Tax Levy and setting the public hearing and reconvening dates. A 28 Budget work session with City Council, Department Heads and presentation to the public for 29 input/comments was held on October 7, 1997. Mornson noted that less than twelve residents 30 were in attendance at that meeting. The proposed Budget will be presented this evening and 31 the Adoption Hearing will be scheduled for December 17, 1997. 32 Mornson displayed and explained the Revenues and Expenditures. The 1997 Budget 33 Revenues are $3,021,875 and will increase to $3,130,900 in 1998. This includes a 2.4% Tax 34 Levy increase in property taxes. Mornson noted the Council could increase the Tax Levy by 35 3.9%, as allowed by State Law, but agreed to hold the increase to 2.4%. As this is a 36 balanced budget, the expenditures for 1998 will also increase to $3,130,900. All categories 37 will increase by approximately 3% except for the Elections and City Buildings. Elections will increase by 17.23% and is due to the City holding two elections in 1998, a primary and a 39 general. City Buildings will increase by 9.23% and is due mostly in part to the new City City Council Truth in Taxation Hearing Meeting Minutes December 3, 1997 • Page 2 1 Hall/Community Center building. Momson explained that the current building is more 2 expensive to maintain as it is used more than the old building. The demand has exceeded 3 what was expected but this is being adjusted for in the 1998 Budget. 4 Momson displayed and explained the distribution of the City Taxes on a home valued at 5 $114,000. The City Taxes will be approximately $430.30 for 1998. 6 7 Mornson displayed and explained a Proposed Property Tax statement for 1998 for a home 8 valued at $114,000. The City Taxes will increase from $406.65 to $430.29. The total 9 Property Tax including all categories will decrease from $2,191.83 to $2,003.46. Momson 10 explained that the decrease is primarily the responsibility of the State of Minnesota funneling 11 more funds into the school districts in the State. 12 Mary Bauer, 4000 Foss Road, #103 and #203, stated that she owns two condominiums which 13 are both 928 square feet in area. The 1998 proposed property tax for the condominium which 14 she lives in and is homesteaded is $564.64 and the 1998 proposed property tax for the second 15 is $1,111.90. No one resides in the second condominium and it is not homesteaded. Both 16 have the same valuation. She questioned why there was such a large discrepancy in taxes. 17 Councilmember Faust noted that the difference in property taxes between a homesteaded property and a non-homesteaded property is approximately double under legislated law. He OP9 suggested that Ms. Bauer may be able to homestead the property by use of a relative 20 homestead if her daughter owned and occupied the condominium by December 1, 1997 and 21 this was filed with Ramsey County by December 15, 1997. 22 Finance Director Roger Larson displayed a graph that was presented by Hennepin County. 23 He noted that the average assessed price of residential property in the City of St. Anthony was 24 $91,500 and the average selling price was $103,000. The assessors, per State guidelines, must 25 provide an assessed value of 93% of the selling price. Residential property owners in the City 26 of St. Anthony may see an increase in valuation in 1999 due to the difference in the assessed 27 values versus selling values. 28 29 V. SET DATE FOR CONTINUATION OR ADOPTION HEARING FOR THE 1998 30 BUDGET AND TAX LEVY FOR WEDNESDAY, DECEMBER 17, 1997 AT 7:30 P.M. 31 Motion by Marks, second by Enrooth to set adoption hearing for the 1998 Budget and Tax 32 Levy for Wednesday, December 17, 1997 at 7:30 P.M. 33 Motion carried unanimously. 34 VI. CLOSE PUBLIC HEARING. 35 Motion by Wagner, second by Enrooth to close the public hearing at 7:16 P.M. Motion carried unanimously.
