ANTHONY TRUTH IN TAXATION_HEARING 4 DECEMBER 75' 1998 5 6 7 I. CALL TO ORDER 8 The meeting was called to order at 7:00 P.M. followed by the Pledge of Allegiance led by 9 Mayor Ranallo. 10 11 H. ROLL CALL. 12 Councilmembers present: Ranallo,Marks,Faust, Cavanaugh, and Thuesen. 13 Councilmembers absent: None. 14 Also present:- City Manager Mike Mornson. 15 16 17 III. OPEN TRUTH INTAXATION PUBLIC HEARING. 18 Ranallo opened the Truth in Taxation Public Hearing at 7:02 P.M. He welcomed Fire Chief 19 Johnson,Police Chief Engstrom,Public Works Director Jay Hartman,Management Assistant 20 Kim Moore-Sykes,Liquor Manager Mike Larson, and Finance Director Roger Larson. 21 22 Ranallo stated the budget process began on August 5, 1998 and October 6, 1998 when Council worksessions were held to review the 1999 budget. He added the 7.3%overall tax increase reflects the addition of Police Department personnel,which is decreased to 3.15%after federal 25 funds are taken into consideration. He invited City Manager Mike Mornson to provide a 26 summary of the proposed budget. 27 28 IV. PRESENTATION OF 1999 CITY BUDGET AND TAX LEVY BY CITY MANAGER 29 AND FINANCE DIRECTOR 30 Mornson reviewed the budget changes proposed for 1999, and a Statement of Revenues, 31 Expenditures and Changes in Fund Balance. He stated the increased budget is mainly due to the 32 addition of 2 full-time police officers and 2 part-time community service officers. He added 33 these costs are off-set by grant funds from the federal government. 34 35 Wayne Carlson, 3917 Macalester Drive,asked whether the City has incurred a debt with regard 36 to the'construction of the new City Hall. Mornson stated the City Hall portion of the building 37 has been completely paid for with money saved by the City,and a 15-year bond was issued to 38 construct the community services portion of the building which is being paid back through tax 39 increment districts within the City. 40 41 Ranallo stated additional funds were provided by the Sports Boosters for the gymnasium, and the 42 School Board provides funds each year for community services. 43 V. SET DATE FOR ADOPTION HEARING FOR THE 1999 BUDGET AND TAX LEVY FOR WEDNESDAY,DECEMBER 16, 1998,AT 7:00 P.M. Y' Truth in Taxation Hearing Minutes December 7, 1998 • Page 2 1 Motion by Marks, second by Faust to set the date for the adoption meeting for the 1999 budget 2 and tax levy for Wednesday,December 16, 1998,at 7:00 P.M. noting the adoption hearing 3 should be changed to an adoption meeting. 4 Motion carried unanimously. 5 6 VI. CLOSE PUBLIC HEARING. 7 Motion by Marks, second by Faust to close the public hearing at 7:20 P.M. a 9 Motion carried unanimously. 10 11 VII. OTHER BUSINESS-None. 12 13 VIII.
