8 Meeting called to order at 6:35 p.m.

11 Councilmembers Present: Ranallo, Marks, Faust, and Cavanaugh.

17 III. DISCUSSION OF PROPERTY VALUATION IN ST. ANTHONY.
18 The Mayor reviewed the Board of Review process and indicated that a request by a resident for
19 a second appraisal by the assessor of their property won't necessarily reduce the original
20 valuation but might have an opposite effect. He reported that sometimes this process causes an
21 increased valuation.

23 Carrie Luther, Hennepin County Assessor's Office introduced Tamara Doolittle also from the
24 Hennepin County Assessor's Office, who will be assisting her with the City's re-evaluations
•25 this year.

27 Anthony Kaczor, 3008 - 33`d Avenue N.E., reported that he had questioned the value of his
28 property and called Ms. Luther. He indicated that she returned to his property to re-assess the
29 property based on their conversation. He said that he was very comfortable with the result of
30 the reassessment and was here tonight to speak about her professionalism and to tell the Board
31 that she did a good job.

33 Richard Talbot, 3128 Wilson Street N.E., reported that he had been before the Board of
34 Review before and that his property is affected by flooding problems. He indicated that he had
35 received abatement as a result of the flooding. He agreed with Mr. Kaczor that Ms. Luther
36 does a good job, but that he didn't understand the increase he received this year because he has
37 done no improvements to his property that wouldn't and hasn't prevented any further flooding.
38 He reported that the valuation of his property has gone from $98,200 to $107,000. He
39 indicated that the value of his home is not comparable to homes in the area, not even one block
40 away because they are not inundated with water like his is. Luther indicated that she could
41 review her records or inspect the property again. She reported that she was there in 1997, at
42 Mr. Talbot's request and recommends that she review the property records for Mr. Talbot's
43 property.

45 The Mayor also advised Mr. Talbot to contact the City Manager to see the plans for flood
•46 mitigation and street reconstruction projects that are scheduled for his neighborhood this year.
1 He indicated that once the projects are completed, Mr. Talbot's property should not be as
2 affected by flooding as it has been in the past.

• 4 Motion by Marks, seconded by Faust, for Ms. Luther to review her property records of 3128
5 Wilson Street N.E.

8 Perry Petersen, 3212 - 29' Avenue N.E., reported that he is the executor of his mother's
9 estate and is in attendance this evening to request a lowering of value due to the condition of
10 her house. He indicated that because of his mother's health, repairs and maintenance had not
11 been done. Ms. Luther reported that she had not been to the property since 1993 and would
12 recommend that she reassess the property.

14 Motion by Faust, seconded by Marks, for Ms. Luther to reassess the property at 3212 - 29`h
15 Avenue N.E.
16 Motion carried unanimously.

18 Jeff Light, 3119 Silver Lake Road, reported that his property valuation has gone up 13% this
19 year and indicated that Ms. Luther did reconsider his valuation, dropping it by $3,000. He
20 indicated that his property is still not worth the valuation that she has reported. He said that
21 his house is over 50 years old and that he bought it for $79,000. He reported that over the
22 years, the property valuation has increased incrementally, which he said he could somewhat
23 understand. He indicated that the property because of its age needs a lot of work if he were to
24 sell it and that he was certain he could not sell it for the $96,000 valuation that Ms. Luther has
�25 placed on it. He agreed that it is a unique property but felt that a 13% increase in valuation is
6 drastic and unfair and doesn't make sense.

28 Ms. Luther indicated that she returned to his property last week to reassess. She reported that
29 there have been seven sales of homes in the area and three of those sales were on properties
30 that have expansion-style homes similar to Mr. Light's. She indicated that the reason for the
31 valuation is that homes such as these are in great demand, therefore causing the value of them
32 to increase in the market. She reported that the State requires that properties are to be assessed
33 100% of market value and that currently Hennepin County assesses properties at about 94% of
34 market value. Ms. Luther recommended no change in the valuation and no further review is
35 needed. She advised Mr. Light that he still has the appeal process to Hennepin County still
36 available to him. She also advised Mr. Light to call Hennepin County to make an appointment
37 with the County Board of Equalization before June 7'.

39 Mr. Light indicated that if he can be shown that a property similar to his sold for $95,900, he
40 would concede. Councilmember Faust indicated that throughout the metro-area, houses under
41 $100,000 are feeling a lot of pressure from buyers because they are in great demand.

43 Lois C. Krebs, 3009 Silver Lake Road, reported that she been in her home for 20 years and
44 continues to get water in her basement. She indicated that she has had a sump pump and
45 crushed rock installed but sill gets flooded. She said that despite this, the valuation of her
046 home went up to $100,000. She reported that she doesn't understand this valuation because
47 unlike other homes similar to hers, she does not have a stucco exterior, like the others, and she

1 only has a single care garage, again unlike the others. She reported that she has not seen Ms.
2 Luther since 1995. Ms. Luther agreed that she had not been to 3009 Silver Lake Road since
3 1995 and she recommended that she return to the property to reassess the valuation

5 Motion by Marks, seconded by Faust, for Ms. Luther to reassess the property at 3009 Silver
6 Lake Road.
7 Motion carried unanimously.

9 Ms. Luther reported on a letter that she received from James Renckens, 4680 Forestview
10 Lane, Plymouth,Minnesota, protesting the valuation of his mother's home located at 3208
11 Townview. Ms. Luther indicated that she recently inspected the property and recommends no
12 change. She also indicated that she had received a call from Mr. Renckens at 4:00 p.m. again
13 disagreeing with her valuation. She said that she advised him of his right to appeal the value.

15 Motion by Marks, seconded-by Cavanaugh, for Ms. Luther to review the file..
16 Motion carried unanimously.

18 Ms. Luther reported on a letter that she received from John Kuharski, 2709 Pahl Avenue N.E.,
19 protesting the valuation of his property because he feels there is a negative stigma attached to
20 his property due to flooding that occurred as the result of the 1997 summer storms.

22 Motion by Marks, seconded by Faust, for Ms. Luther to notify Mr. Kuharski that he should
23 proceed with his appeal to the County Board of Equalization.
24 Motion carried unanimously.

6 Ms. Luther reported that people do know of the flooding problems in St. Anthony and despite
27 that, she believes that Mr. Kuharski's property would sell for $159,000. She said that homes
28 in the area have sold very well, usually more than the valuation placed on the property. She
29 also said that homes that are for sale in St. Anthony rarely stay on the market for more than 4
30 - 5 days. She reported that she has not noticed that flooding has been a detriment to any home
31 sale in the area and that the home next to Mr. Kuharski recently sold for $131,000.

33 IV. ADJOURNMENT.
34 Motion by Marks, seconded by Cavanaugh, to close the local Board of Review but to
35 reconvene on April 13, 1999, before the regularly scheduled City Council meeting.
