BOARD OF REVIEW MEETING MINUTES
3 APRIL 11, 2000
4 7:00 p.m.
5 I. CALL TO ORDER/PLEDGE OF ALLEGIANCE.
6 Mayor Cavanaugh called the meeting to order at 7:00 p.m. and invited the Council and the audi-
7 ence to participate in the Pledge of Allegiance.

9 Councilmembers present: Mayor Cavanaugh; Councilmembers Sparks, Horst, and Hodson
10 Councilmembers absent: Brian Thuesen
11 Also present: Michael Mornson, City Manager; City Attorney William Soth.
12 III. DISCUSSION OF PROPERTY'VALUATION IN ST. ANTHONY. TAMARA
13 DOOLITTLE,HENNEPIN COUNTY ASSESSOR,WILL BE PRESENT.
14 Mayor Cavanaugh reviewed for the Council and audience the purpose of the Board of Review
15 process. At this meeting, taxpayers that have concerns about the valuation of their property may
16 address those concerns and request additional action.
17 Additionally, Cavanaugh stated that Notice of the Board of Review was published on March 29,
8 2000 in the St. Anthony Bulletin, and all persons considering themselves aggrieved by said as-
sessment or who wish to complain how the property of another is assessed, were notified to ap-
20 pear at this meeting and show cause of having such assessment corrected. This is the first step in
21 the process and if the taxpayer is dissatisfied with the results,then an appeal can be made to the
22 Board of Equalization.
23 Cavanaugh introduced Ms. Tamara Doolittle, appraiser.
24 Ms. Doolittle stated that she is an appraiser with Hennepin County, and she introduced Ms.
25 Carrie Luther, a former appraiser that-was in the audience.
26 Ms. Doolittle reviewed for the Board and the audience the increases/decreases in property valua-
27 tions that were experienced by the City for 1999. She compared those figures with 1998. In ad-
28 dition, Ms. Doolittle stated that.the Department of Revenue sets a standard that assessments must
29 be in the median ratio of 90%to 105% of the sales price.
30 During the Board of Review process,the assessor's office reviews the property values of the
31 assessment,the concerns of residents, and the following options can be considered: (1) raise; (2)
32 lower; or(3)make no change to the assessment. Furthermore, any resident that has appeared
33 before the Board today is entitled to proceed to the County Board of Equalization if concerns are
34 not satisfactorily resolved.

1 Ralph Amundsen, 3424 Highcrest Road, addressed the Board. He stated that his property was
2 assessed an increased value from $101,000 to $107,000,and he requested that his home be re-
3 evaluated. Ms. Carrie Luther responded that she was familiar with the home and offered that Ms.
4 Doolittle could re-evaluate the property and review the file.
5 Ms. Amundsen thanked the Board, Ms. Luther and Ms. Doolittle for their consideration.
6 Cavanaugh directed the Board's attention to a letter dated April 10, 2000 from Anthony Kaczor.
7 Mr. Kaczor requested that the current assessed value of his home of$173,000 be lowered to
8 $168,000 due to various areas of disrepair within and around his home.
9 Ms. Doolittle responded that she had spoken with Mr. Kaczor and the original concerns listed in
10 his letter of April 10, 2000 were taken into consideration. In this respect, Ms. Doolittle's rec-
11 ommendation was"no change" and to retain the assessed valuation. Ms. Doolittle stated that she
12 has reviewed this matter and visited the property, but that Mr. Kaczor was welcome to bring his
13 concern to the Board of Equalization.
14 Motion by Sparks to retain the current valuation as determined by Ms. Doolittle of the Hennepin
County Assessor's office.
16 Motion carried unanimously.
17 After calling for any further input from the audience and hearing none, Mayor Cavanaugh closed
18 the public hearing at 7:15 p.m.
19 Cavanaugh noted that the Board would reconvene after a file review has taken place with Mr.
20 Amundsen's property. Such reconvene would take place within 20 days. ,
21 Ms. Doolittle mentioned that the Board of Review was closed to any further individuals who
22 have not appealed the assessed valuation.
23 . IV. ADJOURNMENT.
24 Mayor Cavanaugh adjourned the Board of Review meeting at 7:16 p.m.
