ANTHONY TRUTH IN TAXATION PUBLIC HEARING 3 December 11, 2000 4 7:00 p.m. . 5 I. CALL TO ORDER. 6 Mayor Cavanaugh called the meeting to order at 7:00 p.m. 7 II. PLEDGE OF ALLEGIANCE. 8 Mayor Cavanaugh invited the Council and the audience to join in the Pledge of Allegiance. 9 III. ROLL CALL. 10 Councilmembers present: Mayor Cavanaugh; Councilmembers Sparks, Thuesen, Horst and 11 Hodson 12 Councilmembers absent: None. 13 Also present: City Manager Michael Mornson 14 IV. OPEN TRUTH IN TAXATION PUBLIC HEARING. 15 Mayor Cavanaugh opened the Public Hearing at 7:03 p.m. 16 V. PRESENTATION OF 2001 CITY BUDGET AND TAX LEVY BY CITY MANAGER . X17AND FINANCE DIRECTOR: 8 City Manager Michael Mornson.stated that the City is required by law to have the Truth in.. 19 Taxation hearing. At this point, Mornson directed the Council's attention to an overhead, which 20 set forth the budget schedule for 2001. 21 Furthermore, Mornson spoke about a pie chart, which indicated where the tax dollars are applied. 22 In this overhead, the City's percentage of the tax dollars was set at 23%; School District at 43%; 23 County at 28%; and "Other Districts" at 6%. 24 Next, was an overhead entitled "Tax Capacities 2000" which set forth that Commercial/Industrial 25 areas are at 25%; Residential at 56%; Apartments at 16%; and "Other" at 3%. 26 The next overhead showed the tax capacities of 1997, which set forth that Commercial/Industrial 27 was at 23%; Apartments at 19%; Residential at 50%; and "Other at 4%." Mornson further 28 explained some of-the reasons for the.differences in percentages over the years. 29 Mornson further noted a handout entitled "Total Local Tax Capacity versus Tax Rate" which 30 presented figures from the years 1997 through 2001. 31 Mornson directed the Council's attention to page 6 of the agenda packets, which showed a page 32 entitled "2001 -No Changes In Class Rates." 133 Mornson explained the changes in St. Anthony Village Market Values and Tax Capacities. 34 Additionally, Mornson noted that the main reason for the Truth in Taxation Public Hearing was 35 to adopt the general tax levy. The General Fund, he stated, accounts for resources devoted to Truth in Taxation Meeting Minutes December 11, 2000 Page 2 1 financing general services. These include General Government, Police, Fire, Public Works and 2_ Parks. It is.the largest budget and is-the main operating fund of the.City. . 3 Morrison continued by reviewing the details of the General Fund, which houses revenues as 4 follows: Tax Levy, 50.2%; Transfers, 2.8%; License and Permits, 3.1%; Intergovernmental 5 Revenue, 20.8%; Contracts, 16.3%; Fines, 2.8%, and Miscellaneous, 4.0%. 6 Next, Morrison pointed out the General Fund Expenditures, which are: Police, 28.0%; Contracts, 7 14.0%; Fire, 16.2%; Public Works, 20.0%; Transfers, 2.1%; Budget Reserves, 3.2%; General 8 Government, 8.5%; Finance and Insurance 6.0%; and Inspections, 2.0%. 9 Morrison continued by reviewing for the Council and the audience the property tax statement for 10 an average $135,600 home and the affect on property taxes from a change in property valuation. 11 Thuesen inquired about the mention of the increase of the Park's Commission budget regarding a 12 potential new employee. Morrison noted that once the Park's system is more up and running, he 13 is anticipating that the demand on the parks would increase significantly and warrant the addition 14 of a Park's employee. •15 an Cavanaugh inquired if one'in the audience would like to address the Council regarding the g q Y 16 Truth in Taxation Hearing, and hearing none, noted that this was a good indication of the 17 residents' support of the 2001 budget. Cavanaugh would like to remind.the community that the 18 budgeting process is started in April of each year, and the Council would encourage the residents 19 to provide input at that time, or any time throughout the year. 20 A resident arrived and Cavanaugh inquired if he wished to address the Council regarding the 21 Truth in Taxation Hearing prior to the hearing being closed. Mr. Jim Weehof approached the 22 Council and stated that he has lived in the community for approximately 40 years. He noted that 23 he was recently in the City of Vadnais Heights and noticed that, although that community is 24 larger than St. Anthony, the budget seems to be much smaller and the community well 25 organized. His point seemed to be that he.has not heard of the City of St. Anthony making any 26 efforts to cut the budget, whereas it appears that.other communities larger than the Village have 27 tighter budgets and regulate the spending more conservatively. Mr. Weehof pointed out in 28 particular that the City of Vadnais Heights does not have a full time fire department whereas St. 29 Anthony does incorporate a full time department into the budget. 30 Cavanaugh noted that the Council appreciated Mr. Weehof s comments; however, in reference to 31 the Village having a full time fire department as opposed to other'larger Cities not, Cavanaugh 32 noted that the community appreciates the fire department and knows that some of their tax �3 dollars are going toward supporting a full-time fire department. Truth in Taxation Meeting Minutes December 11, 2000 Page 3 1 Mr. Weehof continued his discussion and directed the Council's attention to.a book he had 2 brought with him regarding government policy. Discussion ensued regarding certain.ideas and 3 philosophies of this manual. 4 Cavanaugh suggested that a continuing discussion at a later time could occur regarding the 5 subject on government philosophy and noted that Mr. Weehof had a healthy outlook on the 6 community. However, he noted that this particular meeting was designed for a Truth in Taxation 7 hearing,and that he would enjoy meeting with Mr. Weehof and City Manager Michael Mornson 8 regarding further discussions on government philosophy. 9 Thuesen referred to manual that Mr. Weehof brought with him to this meeting, and respectfully 10 cautioned Mr. Weehof from comparing one community to another based on the philosophy in the _ 11 manual. Each community is a separate organization and certain departments and budgets are 12 implemented based on each community's need. 13 VI. SET DATE FOR ADOPTION HEARING FOR THE 2001 BUDGET AND TAX LEVY 14 FOR WEDNESDAY, DECEMBER 20, 2000 AT 7:00 P.M. IN THE COUNCIL 15 CHAMBERS.. •16 Motion by Thuesen to set the date for the Adoption-Hearing for the 2001 Budget and Tax Levy 17 for Wednesday, December 20, 2000, at 8.00 p.m..in'the Council Chambers (modified from 7:00 18 P.m). 19 Motion carried unanimously. 20 VII. CLOSE PUBLIC HEARING. 21 After calling for any additional input from the audience and hearing none, Mayor Cavanaugh 22 closed the Public Hearing at 7:35 p.m. 23 Motion carried unanimously. 24 VIII.
