5 1. CALL TO ORDER/PLEDGE OF ALLEGIANCE

7 The meeting was called to order at 8:00 p.m. and the Pledge of Allegiance
8 was led by Mayor Ranallo.

12 Present: Mayor Ranallo; Councilmembers Marks and Wagner.
13 Absent: Councilmembers Makowske and Enrooth.
14 Staff Present: City Manager Burt.

16 GUEST
17 Bob Slick, owner of The Alternative, thanked Councilmembers for allowing
18 the easement of an ordinance seven years ago which allowed his business to
19 be open during the 24-hour Muscular Dystrophy Telethon. This year
20 $28,000 was raised. The total raised over the seven year period is $201,000.
21 Slick thanked Mayor Ranallo for his cooperation in selling raffle tickets at the
22 event and presented him with a picture from the event.

24 Slick also thanked the St. Anthony Village Police Department for helping to
25 assure safety during the motor cycle run which raised $5,000.
26
27 Mayor Ranallo extended his appreciation to Bob Slick as owner of The
28 Alternative for his work on the Telethon which is identified with St. Anthony
29 Village.

31 Councilmember Enrooth arrived at 8:07.

33 CERTIFICATES OF APPRECIATION

35 Police Chief Engstrom commended Derrick Fischer and Staci Strande for their
36 assistance Sunday morning, August 26, 1990, in the apprehension of a
37 burglary suspect. This suspect was subsequently charged with first degree
38 burglary in Ramsey county. Mayor Ranallo presented the award and
39 thanked them for their outstanding citizenship.

41 Chief Engstrom also commended Robert Nehring, a three year member of the
42 police reserve, for his performance and actions on that same morning which
43 were beyond the call of his normal duties. His award was presented by
• 44 Mayor Ranallo in appreciation for his dedication and actions which resulted
45 in the apprehension and arrest of the burglar.

2 Councilmembers applauded those honored.

4 With regard to the recent rash of burglaries, date Chief Engstrom said they
5 are working with the Minneapolis police, East Side Station. They believe
6 more than one party is involved.

8 Mayor Ranallo also thanked Chief Engstrom for his work and for recognizing
9 these individuals.

11 KIWANIS PEANUT DAY
12
13 Kiwanis member Dennis Fagerlee offered peanuts to Councilmembers for
14 donations and to ask their support for Peanut Day. The Kiwanis have been
15 active in St. Anthony Village for nineteen years and this is their major fund-
16 raiser. He also asked them to declare Friday, September 28, 1990, "Kiwanis
17 Peanut Day" and to give them permission to solicit funds on that day.

19 Motion by Marks, second by Enrooth to designate Friday. September 28.
20 1990 as Kiwanis Peanut Day.

23 SPECIAL OLYMPICS REPRESENTATION •

25 Mayor Ranallo asked for an official to represent St. Anthony on September
26 17 at the Special Olympics Kickoff '91 Wagner volunteered to officially
27 represent the city and coordinate the service organizations. Mayor Ranallo
28 noted that the Knights of Columbus has members trained to speak for the
29 Special Olympics.

31 3. APPROVAL OF THE AUGUST 28, 1990 COUNCIL MINUTES

33 Motion by Marks, second by Enrooth to approve the minutes with the
34 following corrections:

36 page 1, line 10: time correction from 7:00 to 7:30;
37 page 6, line 32: delete "the" at the end of the line and replace with
38 "one."
39 page 8, line 30: insert after "which will" the words "be used towards"
40 and change "cover" to "covering."
41 page 8, line 40: delete "coach" and insert "resident."

11 A. Short-Elliott-Hendrickson, Inc.
12 Motion by Marks, second by Enrooth to approve the claim in the amount of
13 $748.49 to Short-Elliott-Hendrickson, Inc. for construction services for
14 replacement of Foss Road sewage pumping station. Burt clarified that the
15 nine hours involved by the attorney was for the entire month.
16 Motion carried unanimously.

19 Motion by Marks, second by Ranallo to approve two claims in the amounts
20 of $2,735.25 and $4,353.00 to Koch Materials Co., for seal-coating oil.

• 24 Motion by Enrooth, second by Wagner to approve the normal monthly bill
25 from Hance & LeVahn, Ltd. in the amount of $2,400 for legal services.

45 A. Council.

2 Councilmember Enrooth reported that at a meeting of the Community
3 Service Recreational Community Educational Funding one of the subjects •
4 being addressed is various contributions of people and how it will be funded
5 in the future.

7 Councilmember Marks said he has received a number of calls from
8 residents who do not favor the Silver Lake Road project and he feels
9 supportive of stopping the project.
10
11 Burt clarified that the part Silver Lake Road project that we do not
12 participate in will go ahead regardless of our participation. Our
13 responsibility would be anything decorative, i.e. sidewalk, medians, planters.
14 The Council would vote on the amount of money the City has obligated to the
15 project of adding three extra feet width, thus improving.the existing
16 situation.

18 Recommendation
19 Mayor Ranallo asked Burt to meet with New Brighton city manager Dave
20 Childs and see what would happen if both cities say "no" and whether
21 widening would make the situation safer.
22
23 Councilmember Marks is considering attending the League of Cities meeting
24 in Houston, Texas. Burt thought the application was to be in the end of •
25 August.

28 Mayor Ranallo attended the League of Minnesota Cities State Legislative
29 Committee representing the Municipal Liquor Dealers. Burt and Assistant
30 City Manager Sue Vander-Heyden also serve on that committee.

32 Mayor Ranallo reminded the Council that the next day at 1:00 p.m. at
33 Autumn Woods Apartments, there will be a ceremony dedication of the
34 plaque in memory of Mayor Robert Sundland.

36 PROCLAMATION OF PORNOGRAPHY AWARENESS WEEK

38 Motion Marks, second by Ranallo to declare October 28 through
39 November 4. 1990 Pornography Awareness Week.
40 -- Motion carried unanimously.

42 Mayor Ranallo recommended checking ordinances to be sure that the City
43 ordinances regarding pornography are up to date.

45 B. City Manager's Report

2 Tom Burt reported that Columbia Heights Council is not interested in a
• 3 cooperative engineering report with regard to a stop light on 37th and
4 Stinson and 39th and Stinson. They will consider a pedestrian light only.
5
6 Mayor Ranallo clarified that St. Anthony can still work on the effort on 37th
7 with the city of Minneapolis paying one-third and the City paying two-
8 thirds. Maintenance would be the only problem.
9
10 Recommendation
11 Mayor Ranallo asked Burt to do the research on costs and a study of the
12 traffic and needs from 37th to Silver Lane on Stinson and report back to the
13 Council.
14
15 Burt said that the $120,000 needed for the project is presently not
16 designated in MSA funds because the money is being saved to do another
17 street.
18
19 Burt also reported that the PCA plant is officially behind schedule.
20
21 1. League of Minnesota Cities Topics:
22 a. The proposed policy on Charter Authority would limit the term
• 23 councilmembers could serve. This proposal is being addressed by the
24 Minnetonka Charter Commission even though the Attorney General said they
25 have no authority to do so. Mayor Ranallo said that at the League meeting
26 he told the members he believes such a mandate would take the decision
27 away from the voters. In addition, there is difficulty with smaller cities for
28 administrative reasons. Councilmembers Were in agreement to
29 oppose such a proposal.

31 b. Minneapolis has a bill and asked that the League support extending
32 on-sale liquor until 2:00 a.m. because of their convention business. Council
33 members considered whether determination of time extension be statewide,
34 each city should decide, or just the convention area. Resort and border
35 communities favor a change. Councilmembers opposed a state-wide
36 change but would support self-determination.

38 c. Mayor Ranallo has asked that the issue of one class of beer/wine in
39 grocery stores be moved to a top priority issue in order to assure the sale of
40 liquor to be in a-controlled situation.?

42 2. Tree Planting
43 In order to get on the tree planting list, Burt said that residents need to
• 44 contact city hall. Money is available for use in the community for trees. A

1 mix of trees is planted in case of disease. The planting will take place in
2 October.

4 3. Hockey Rinks
5 With regard to hockey rink maintenance, it has been recommended to have
6 one hockey rink in Emerald Park and only skating rinks in neighborhood
7 parks. There has been a problem with hockey rink maintenance in the
8 Silver Point Park because of noise.

10 Signage
11 Ray Nelson has asked to have new signage on the SAV Liquors to match the
12 adjacent New Market store. Mayor Ranallo recommended that Nelson get
13 more prices for a sign and to price carpeting.
14
15 Future meetings
16 On October 1, Nelson will talk about liquor business and effects.
17
18 The Barr engineer will also be coming to talk to the council and have a
19 follow-up neighborhood meeting to lay out costs and available options on the
20 water drainage problem.
21
22 Refinancing of the HRA debt will be discussed.
23 •24 Road Reconstruction
25 Only three people attended the road reconstruction meeting so members will
26 be contacted to see if there is still interest and send out reminded notices
27 before meeting. Burt would like to invite the members to the committee as a
28 whole to hear Bar and then have a follow-up meeting. Then they would be
29 invited to a neighborhood meeting with follow-up.

33 A. 1989 Liquor Operations Uncollectible Checks.
34 Ray Nelson has asked the Council to approve writing off $3120.56 of
35 uncollectible checks.
36 Motion by Marks, second by Enrooth to approve the amount.

36 The hearing was opened at 7:35 with no one present reporting failure to
37 receive the notice of hearing or objecting to its content.

39 Assistant to the City Manager VanderHeyden reported that Nedegaard wants
40 to place one sign on each of its four monument structures. The signs are
41 within the fifty square feet sign surface allowed by the ordinance and they
42 are also well-constructed and very aesthetically pleasing to the area. Staff
43 feels it is a reasonable request.

I In response to Hansen's question as to whether the staff was shown the
2 location of the four signs that were not included in the packet,
3 VanderHeyden said yes. Hansen said that it is important that detail of this
4 type be given to the Planning Commission prior to the meeting.

6 Madden clarified that the sign in the packet was not the same sign that was
7 erected.

9 Hansen asked if the applicant consulted with staff before the construction of
10 the monuments and whether they were ever given any indication regarding
11 permission for signage. VanderHeyden said they had consulted with staff
12 and that no commitment had been made regarding signage.

14 Brownell was concerned about the height of the fence. Werenicz added that
15 when that issue came up previously it was suggested that there might be a
16 request for a hand rail because of the drop in the grade.

18 Murphy said that the ten feet and 150 square feet overall plus the
19 monument indicates that maybe the variance should address that as well.

2-1--Brownell-said-there-is-a-height problem—plus-the 1-50 square foot problem,
22 plus the actual number of signs and the actual dimensions which may not be •
23 correctly stated. He said he is also concerned about the height of the fence.

25 Madden asked for a picture of the sign. The Commissioners reviewed the
26 photos and plans brought to the meeting by a representative of the
27 Company..

29 VanderHeyden said that the first she learned of the change in signs was
30 tonight's meeting.

32 Madden said that while the development appears to be a welcome addition
33 to the community. He doesn't want the Company to feel the Commission is
34 nit-picking but the petition is lacking. However, there is need for clear
35 definition and actual sign design presented in advance. And the front yard
36 fence height should be addressed

3.8 ----Faust questioned whether all the information has been provided-to the
39 Commission and to the public for a public hearing to even be opened.

41 David P. Newman, from the Nedegaard Construction Company apologized for
42 any confusion caused. He clarified that a separate sign company constructs •
43 the signs. He asked that the public hearing be opened because the request
44 for sign variance was less in scope than what was presented to the public.

3 Newman first responded to the height question: city staff had reviewed the
4 dimensions of the monument including the height. The original proposal was
5 eight feet. That was changed to seven feet and staff was satisfied that it
6 conformed with city ordinances. Mr. Newman confirmed that there were no
7 agreements made regarding signage. The Company believes that is it
8 beneficial to have the monuments on both sides of the street. The place of
9 four signs is for one on each side of the driveway.

11 Newman said reasons for placing the variance request is because there are
12 two driveways entering the project and both should be marked. This
13 signage would give balance. He discouraged use of the median for signs.
14 Should the request be denied by the Commission, Newman said the Company
15 can live with one sign but this would present problems with identity and
16 aesthetics.

18 Hansen asked about the identification of addresses served by both
19 driveways.
20
21 Newman said it could be required but the residents would probably prefer
• 22 just to inform guests of east or west entrance. The Company is trying to
23 have signage that is neat and uncluttered and would like to move on with
24 the project. They are pleased with their relationship with the community.
25 Although they would like to move on, the issue is not critical for them.
26
27 Discussion ensued regarding difficulty in finding addresses.

29 The hearing was closed at 8:06.

31 Hansen said that he cannot see where the request meets the second or third
32 conditions called for in the Minnesota Statutes in that it does not pose a
33 hardship nor are the conditions of this portion of land unique in that it
34 should require additional signage. He feels that there are a numbers of
35 different types of signs that could mark entrances. In addition, he said that
36 Council has been taking a very tough approach to these requests and this one
37 wouldn't be treated differently. Hansen supports one sign for each entrance
--38 and believes four are unnecessary.-

40 Brownell finds the project aesthetically pleasing but is opposed to granting
41 the variance in its present form because there is no hardship and no
42 necessity for four signs. He also believes the monuments are too high and
43 that this might also be a variance problem. He recommended tabling the

9 month and that the petitioner be provided with.a copy of the minutes of the

14 concern: Height of monument; total square footage of the structures and of
15 the signage itself; the fence height issue; and clarification of whether it is a
16 monument or fence.

The City received two bids for the Fire Utility Truck. The low bid
is from Road Rescue with a bid of $69,154.00. The second bid is
from Conway with a bid of $69,277.00. However, Conway's bid does
not meet the specifications required by the City and therefore
should not be accepted.
The two bids received are the base bids for the truck. The total

CHAPTER 7. PARKS
Section 700 PARK RULES
700. 01 Definition. For the purpose of this Section "Parks"
means a park, bathing beach or recreational area owned, leased
or used by this City and designated by the Council. as a park.
700 . 02 Rules Governing Use.
Subd. 1. Application to All Parks . The rules set forth in
the subdivisions which follow, in addition to all other
applicable sections, will apply to all -parks .
Subd. 2. Vehicle Speed. No person shall operate a vehicle
in any park at a speed in excess of ,15 miles per hour or in
a reckless or careless manner, nor shall any person operate
or leave standing a vehicle in any park except in areas
designated for driving and parking.
Subd. 3 . Fires . No person shall start a fire in any park
except in places provided for such purposes, and charcoal
is the only fuel permitted.
• Subd. 4 . waste and Rubbish. No person shall leave or
throw waste materials, debris or rubbish upon the grounds
or water areas of any park.
Subd. 5 . Offensive Conduct . No person shall deface,
damage or remove any structure, tree, plant, soil, rock or
other property- in any park without permission from the
Manager. Conduct prohibited by this Subdivision shall
include but not be limited to:
(a) Affixing signs , posters, or advertisements to
structures or property.
(b) Damaging flowers, trees or plants .
(c) Carrying off rocks or soil .
(d) Knocking down or destroying signs, benches,
fences or other property.
Subd-. .6 . Animals---and- Birds . No person shall intentionally - --
disturb, frighten or kill any birds or animals kept or
found in any park.

Subd. 7. Swimmina. Bathing or Wading. No person shall •
swim, bathe or wade in any pond, lake or water course
except in areas designated for such purposes .
Subd. 8 . Trespassing. No person shall trespass in any
area of any park protected by signs or enclosures giving
notice that use of- the area is prohibited.
Subd. 9 . Practice of Sports . No person shall play or
practice golf, football, baseball, archery, or any other
game or sport involving danger to the participants or to
others except in areas provided for such activity.
Subd. 10. Unattended Animals . No dog or other animal
shall be allowed to go unattended without physical
restraint in any park.
Subd. 11. Permits Required. No person shall be permitted
to sell any article or service, give any performance or
entertainment, or hold any dance, procession or public
assembly without a permit granted by the Council in the
same manner provided in Subd. 14 of this Section.
Subd. 12 . Restricted Hours . No person shall remain in or
be present at any park, except at lighted tennis courts,
between the hours of 10 p.m. and 5 a .m. , unless written •
permission is obtained from the Manager.
Subd. 13 . Park Facilities . All persons shall obey orders
or directions of the Police or the park employees of this
City concerning the manner in which park facilities may be
used.
Subd. 14 . Liquor Permits . No person shall possess or
consume any spirituous, vinous, malt or fermented liquors,
including non-intoxicating malt liquor (3 . 2 beer) ,_ in any
park at any time, without first having received -a permit
granted by the Council, in accordance with the following
procedures and conditions :
(a) Applications will be made in writing, at least
two weeks prior to the date for which the permit is to
be issued, by a person 21 years of age or older who is
a resident of the City, or is employed by an employer
located within the City.
(b) The application i. be accompanied by an
application fee and clean-up deposit in the amounts
set forth in Chapter 6 .

• (c) In granting or denying the permit, the Council
will consider the type and size of the group for which
the permit is requested, the extent to which the group
involves City residents and their use of City park
facilities, the anticipated effect upon other users of
the park and adjacent residential properties, the
likelihood of damage to park property and . any other
facts relevant to the health, safety and general
welfare of the residents of the City. The Council
reserves the right to deny any permit or to add
conditions to any permit which it grants .
(d) The permit will authorize consumption by the
applicant and bona fide members of the applicant ' s
group, as referred to in the application, during
specified hours on a specified date, of the beverages
specified in the permit.
The permit will not authorize the sale or giving of
any alcoholic beverages to any person other than a
bona fide member of the applicant ' s group; and the
same shall be unlawful .
(e) The applicant will be responsible for the conduct
of the group and for the clean-up of any cans, bottles
or debris left by the group. The clean-up deposit
• will be returned to the applicant only if the City is
satisfied that all cans, bottles and other debris from
the activities were properly disposed of or removed.
(f) The use of the park facilities will be
coordinated through the Community Services Department
of independent School District No. 262 .
(g) Any permit granted under this Section will be
subject to immediate suspension or revocation for any
false statement on the application, for violation of
this or any other Code provision, or for other cause.
Subd. 15 . Glass . No person shall possess or use any glass
beverage container in any park at any time.

CHAPTER 13 . BUILDING, HOUSING, CONSTRUCTION AND SIGNS
Section 1300 - BUILDING MOVERS
1300 . 01 Bond . Any person applying for a permit to move a
building into the City or relocating a building on a lot or
tract of land may be required by the Council to furnish the
City with a surety bond to guarantee (a) that any damaged
public property, easements, streets or utilities will be
promptly and completely repaired or replaced in a manner
satisfactory to the City at the expense of the applicant, and
(b) the reconstruction or remodeling of the structure to meet
the requirements of this Section.
1300 . 02 Insurance. The applicant for a permit to move or
relocate a building must provide the building inspector with a
copy of sufficient and adequate insurance to protect the City
and the public from any and all damages which may result either
directly or indirectly from the moving or relocation of the
building.
1300 . 03 fig. At the time of filing an application for a
permit to move a building, the applicant must pay the fee for
the permit as set forth in Chapter 6 .
Section 1305 - HOUSING CODE AND STATE BUILDING CODE •
1305 . 01 Building Code. The Minnesota State .Building Code,
established pursuant to Minn. Stat . §§ 16B. 59 through 16B. 73 ,
hereinafter called the "SBC" ,' one copy of which is on file in
the office of the City Clerk, is hereby adopted as the building
code for the City and is incorporated as a part of this Section
by reference.
Subd. 1 . Administration Required. The following chapters
of the SBC will be administered by the City.
(a) Chapter 1300 - Code Administration.
(b) Chapter 1305 - Adoption of 1985 Uniform Building
Code by Reference.
( 1) Required Provisions - UBC Appendix Chapter
35 .
(c) Chapter 1315, Electrical Code.
(d) Chapter 1320, Elevators and Related Machines .

Subd. 2 . Additional Items . In addition to those items
listed above, the following are adopted by, reference as
part of the Building Code of the City:

Systems for Group B-2, 2000 or more gross sq. ft .
(c) Chapter 1310, Building Security.

1335 . 0300 to 13355 . 1200 , Sections 200 . 2 to 205. 3 .
1305 . 02 Organization and Enforcement . The organization of the
Building Department and enforcement of the Code will be
conducted within the guidelines established by Chapter 2 of the
Uniform Building Code, 1985 Edition. The Building Code will be
enforced within the incorporated limits of the City, and
extraterritorial limits permitted by law. The Public works
Department is the Building Code Department of the City. The
City Building Inspector is the Administrative Authority and the
"Building Official" referred to in the SBC.
1305-. 03 Permits , Inspections ,=Fees,• --Su-rcharges . -- -
Subd. 1 . Permits , Inspections and Fees . The issuance of
permits , performance of inspections and collection of fees
will be as provided for in Table 3A of Chapter 3 of the
• Uniform Building Code, 1985 Edition.

Subd. 2. Changes in Permitted Work. No person or persons
may make, or cause to be made, any change in the work for
which a permit has been granted, without the consent of the
Building Inspector.
Subd. 3 . Surcharge. In addition to the permit fee
required by Subd. 1 above, the applicant shall pay a
surcharge in the amount fixed by law. The amount required
by law shall be remitted quarterly to the Minnesota
Department of Administration.
Subd. 4 . Other Fees . Other permit fees are listed in
Chapter 6 of this Code.
1305 . 04 Inspections . Orders and Remedies .
Subd. 1 . Inspections and Orders . The Building Official is
empowered to cause any building or premises to be inspected
and examined and to order, in writing, the remedying of any
condition found to exist therein or threat in violation of
any provision of this Section.
Subd. 2 . Violations . It is unlawful for any person to
erect, construct, enlarge, alter, repair, move, improve,
remove, convert or demolish, equip, use,. occupy or maintain
any building or structure in the City except an •
agricultural building as defined in Minn. Stat. § 1613 . 60,
or cause the same to be done, contrary to or in violation
of any provision of this Section or the codes adopted by
reference in this Section.
Section 1310 - EXCAVATION
1310 . 01 Excavation Permit Required. It is unlawful for any
Person to excavate, tunnel, undermine or in any manner cause to
be made any excavation in or under the surface of any street,
highway, sidewalk, alley, avenue or other public right-of-way
or easement in the City, or to place or leave any excavated
material unless such person first obtains an excavation permit
from the City.
1310 . 02 Application for Permit . Written application for the
issuance of an excavatation permit must be made on forms
provided by the Clerk. The permit will be issued only to a
contractor licensed under Section The applicant must pay
a fee in the amount set forth in Chapter 6 for the issuance of
_the excavation permit. --
1310 . 03 Duty of Manager . The Manager may promulgate
provisions to be included as a part of the excavation permit as

• the Manager deems necessary or advisable to protect the public
from injury, to prevent damage to public or private property,
and to minimize interference with the public use of the streets .
1310 . 04 Emergency Action. A permit is not required prior to
excavation in the event of any emergency in which a main,
conduit, or utility facility in or under any street breaks,
bursts, or otherwise is in such condition as to immediately
endanger the property, life, health and safety of individuals .
However, the persons owning or controlling such facility shall
thereafter apply for an excavation permit, and shall not
proceed with permanent repairs without first obtaining an
excavation permit .
1310 . 05 Non-Completion or Abandonment . Work shall progress in
an expeditious manner until completion. If work is not
performed in accordance with the permit or this Section, or
stops or is abandoned without due cause, the City may correct
the work or fill the excavations and repair the street. The
City may not take this action until after six hours notice in
writing to the holder of the permit of intent to do so. The
entire cost to the City of such work will be a liability of and
will be paid by the person to whom the permit was issued or the
permittee' s surety.
1310 . 06 Indemnification. The permittee will indemnify, keep
and hold the City, the Council and City employees free and
harmless from liability on account of injury or damage to
persons or property arising or growing out of the permittee' s
negligence in making any street excavation. In the event that
a claim is made against the City, the permittee, upon notice to
it by the City, will defend the City at .the cost of the
permittee. If a final judgment is obtained against the City,
either independently or jointly with the permittee, the
permittee will pay the entire judgment -with all costs and hold
the City harmless of any costs or damages incurred.
1310 . 07 Exemption from Fee Payment and Insurance Provisions .
The provisions of this Section requiring payment of a permit
fee and evidence of public liability and property damage
insurance do not apply to any excavation work carried on by the
City or its employees, and utilities operating gas, electric or
telephone facilities within the City.
1310 . 08 Refusal of Permits . If any person refuses or, neglects
to comply with the provisions of this Section or of any permit,

Section 1315 - SWIMMING POOLS •
1315. 01 Definition. Swimming p.00ls are defined as any
structure, .basing chamber or tank, used for swimming or
bathing, over 24 inches in depth, or with a surface area of
more than 150 square feet, that is constructed above or below
ground.
1315 . 02 Building Permits Required. A building permit is
required for the construction of or the alteration, remodeling,
or addition of any improvement to a swimming pool . A separate
building permit is required for any pump house, filter house,
enclosure for the swimming pool or any structure erected in
conjunction with a swimming pool . An applicant for the
building permits shall make application on forms provided by
the City and shall provide -the Building Inspector with a
complete set of plans and specifications of the proposed
project, together with such explanatory data relative to the
design, operation, and maintenance of the swimming pool insofar

I received a petition from John Madden and his neighbors,
requesting their street address be changed from 37th Avenue to Foss
Road. Three of the four units have signed the petition and I was
told the fourth does not want the address changed.
I have attached a list of what and who the City must contact if a
change is made. In addition to this, the property owner must
change their address on all subscriptions, bank accounts, credit
cards, etc. .
In many cities, address changes are handled administratively.
Since St. Anthony does not have a history of changing street
addresses, I would like the City Council to decide if a change
should occur.
Since all the owners do not agree to the change,. the City Council
may want to give this decision close consideration.
