CALL TO ORDER/PLEDGE OF ALLEGIANCE. 5 The meeting was called to order and the Pledge of Allegiance was led by Mayor 6 Ranallo at 7:00 P.M.. 7 H. ROLL CALL. 8 Councilmembers Present: Ranallo, Fleming, Marks, Wagner, and Enrooth 9 Councilmembers Absent: None 10 11 Also present: Michael Mornson, City Manager; William Soth, City Attorney; Larry 12 Hamer, Director of Public Works; and Richard Engstrom, Chief of �13 Police T4 Prior to starting Council business, Mayor Ranallo thanked Larry Hamer for the 15 excellent manner in which he conducted the day to day business of the City as Interim 16 City Manager. In addition, the Mayor thanked staff for their extra time and efforts 17 during the search for a new City Manager. Mayor Ranallo also welcomed the new 18 City Manager Michael Mornson. 19 I11. APPROVAL OF JUNE 28, 1994 COUNCIL AGENDA. 20 Motion by Marks, second by Wagner to approve the June 28, 1994 Council Agenda 21 with the following changes: 22 1) The Planning Commission Minutes of June 21, 1994 could not be distributed 23 because they had not been completed. 24 2) Under "Claims", "C", change "Rieke Carroll Muller Associates, Inc." to 25 "Midwest.Asphalt". 26 3) Under "Reports" add: 27 "A. Verified Claims as presented by the Finance Director. 18 Motion carried unanimously. 19 VII. REPORTS. 20 A. Planning Commission - June 21, 1994. 21 1. Conditional use permit request from Karen Rosar for 4000 Silver Lake 22 Road. The request is for a proposed Exhaust Pro (vehicle muffler 23 installation/repair) and Fast Glass (installation/repair of vehicle glass) 24 shop. 25 Commissioner Makowske was present representing the Planning Commission. 26 Makowske reported that the Planning Commission had recommended Council 27 approve this request with the following conditions: 28 1) Submittal to the City of the plans for the improvements for the structure 29 and aesthetic improvements pertaining to landscaping, plans of a 30 driveway, plans for dumpster enclosures, and signage plans. 2) The hours of operation would be Monday through Friday from 7:00 4?2 A.M. until 8:00 P.M., Saturday from 7:00 A.M. until 5:00 P.M., City Council Regular Meeting Minutes June 28, 1994 Page 4 1 (Note: half the Commissioners were in favor of the shop being open on 2 Sundays and half were not in favor of it being open on Sundays). 3 3) The signage would be one of the monument styles, with no pylons. 4 4) Vehicle storage be limited to not more than two vehicles to be stored for 5 no more than 72 hours outside the building. 6 Commissioner Makowske noted that there was a letter included in the packet from 7 Equinox Apartments which objected to the muffler shop. In addition, Leo Donahue, 8 3927 Silver Lake Road, was present to indicate his concerns about the hours of 9 operation, especially at night. 10 Mr. and Mrs. Rosar, the applicants, were present and noted that when they left the 11 June 21st Planning Commission meeting at about 8:30 P.M., similar businesses located 12 near Apache Plaza were still open and asked for the same consideration. 13 Councilmember Enrooth commented that the owners did not present the Council with 14 the Planning Commission's conditions met, therefore, he felt the request should be 15 tabled. • 16 Motion by*Enrooth, second by Wagner to table the request from Karen Rosar for a 17 proposed vehicle muffler and glass repair shop at 4000 Silver Lake Road until the 18 Council's July 12, 1994 regular meeting. 19 Motion carried unanimously, 20 2. Ground Sign Variance request from Belair Builders for a ground sign to 21 be installed at the St. Anthony Professional Building, 3901-09 Silver 22 Lake Road. 23 A representative from Belair Builders was present and explained that they are 24 requesting an 80 square foot sign (40 square feet for each side) because the existing 25 sign is too small,to list the dentists and to be adequately seen by their patients. In 26 addition, Belair emphasized that this a three business operation which requires a larger 27 sign. 28 Commissioner Makowske reported that Belair Builders were requesting a sign variance 29 of 48 square feet. Makowske stated that the Planning Commission voted to recommend 30 Council's approval of this request, with the condition that the signage would not exceed 31 a total of 68 square feet (34 square feet for each side) and will not consider any square • 32 footage bonuses for landscaping and/or height. The vote was 5 to 1. City Council Regular Meeting Minutes June 28, 1994 Page 5 1 Council consensus was that because a proposed ordinance amendment regarding ground 2 signs has not yet been developed, the matter should be tabled until such time that that 3 amendment is approved. Council directed staff to work with the Planning Commission 4 to develop this amendment. 5 Motion by Wagner, second by Marks to table the request from Belair Builders for a 6 variance to the ground sign at the St. Anthony Professional Building, 3901-09 Silver 7 Lake Road. 8 Motion carried unanimously. 9 B. Mayor. 10 Mayor Ranallo met with Hennepin County Commissioner Sandra Hilary 11 regarding the St. Anthony branch library. Hilary told the Mayor that no library 12 closures are proposed at this time. 13 C. Councilmembers. Councilmember Fleming said the St. Anthony Library Task Force is proceeding 4 g with the flier concept. Fleming asked for Councilmembers' assistance in the 16 door-to-door distribution of the fliers. Those who are interested will meet in 17 Room 9 at the Community Center on Monday, July 11th at 5:00 P.M.. 18 Councilmember Wagner had nothing to report. 19 Councilmember Enrooth indicated the plans for this year's VillageFest event are 20 proceeding. He commented that there are fewer vendors this year than last 21 year. The planners are seeking elected officials to ride in the parade. Also of 22 note, Nativity Lutheran Church will hold services after the Ice Cream Social on 23 the Saturday of VillageFest, August 6th. 24 Councilmember Marks reported on his recent trip to Russia. One of the items 25 he discussed with them was infrastructure. Marks was in Russia for a week. 26 D. City Manager. 27 1. Resolution 94-041, re: Joint Powers Agreement with the City of Falcon 28 Heights for police services. 29 The City Attorney said there had been two minor changes made by 0 Falcon Heights in the agreement which did not affect the City of St. 31 Anthony. The City Manager indicated that he has had some inquiries about the two lots on 6 Coolidge. 7 3. Morrison reported he will be meeting with Jerry Gilligan of Dorsey & Whitney 8 to review past and present Tax Increment Financing plans. 9 4. Mornson also reorted he will be working with staff to develop the 1995 budget 10 and 1995 equipment lists. 11 VIII. PUBLIC HEARINGS - None. 12 IX. NEW BUSINESS - None. 13 X.
