21 VII. REPORTS.

23 A. Mayor.

25 1. Economic Development/Redevelopment Task Force Final Report, There
26 were three members present from the Task Force, Brad Bjorklund, to
27 present the report, John Madden, to assist Mr. Bjorklund, if needed, and
28 Ted Holsten, who informed the Council that Edward Hance, who is
29 President of the.Task Force, is in the hospital. Councilmembers
30 expressed their concern for Mr. Hance and their hope that his health
31 would improve soon.

33 Mr. Bjorklund gave an overview of the background of the Task Force,
34 indicating there were 15 members from all areas of the City,
35 representing government, churches, schools, businesses, and individuals.
36 Bjorklund described the mission statement of the Task Force - to identify
37 properties or areas that could benefit from development and to
38 recommend options for improving those areas. In so doing, the Task
39 Force considered the following criteria: well kept surroundings; safe and
40 cohesive neighborhoods; a vital and compatible business community; •
41 market value enhancement; and the impact on School District /#282.

1 The typewritten report was included in the agenda packets and contained
2 a summary of the findings and recommendations of the Task Force. The
3 Task Force identified 19 properties in different areas of the City which
4 they felt needed development and/or redevelopment. Of these 19, they
5 chose the 10 most important properties. The report contained a map
6 indicating these top ten and a brief list of 23 properties in order of
7 importance, listing the size, zoning, market value, tax paid and other
8 information about each parcel.

10 Bjorklund stressed that the members of the Task Force added to their
11 recommendations that they would be available for an indefinite period of
12 time to perform additional studies of this type and to defend their
13 recommendations and suggestions, when necessary. Mr. Bjorklund
14 added that the Task Force recommended "the use of public funds
15 wherever feasible or practical to encourage the prompt redevelopment of
16 under-utilized and underdeveloped properties."

18 2. Proclamation for Sister City. Motion by Marks, second by Enrooth to
approve the Proclamation declaring August 9, 1994 as Salo, Finland Day
in the City of St. Anthony.

24 Councilmember Marks spoke about the visit of Tallervo Lassooy-Laura
25 who is from St. Anthony's Sister City-of Salo, Finland. She had asked
26 the Councilmember to present the Mayor with a new Salo flag for the
27 display case located in the entrance.to City Hall.

29 Councilmember Marks also reminded the Councilmembers that other
30 visitors from Salo will arrive about July 30th and stay through August
31 12th. The family of Arto Saarinen, who is the President of the State
32 Bank in Salo, will receive a tour of the City and a dinner on August 9th,
33 followed by Mr. Saarinen's attendance at the Council's meeting that
34 evening. Mr. Saarinen will be presented a plaque of the Proclamation
35 approved by the Council this evening.

37 3. Report on the St. Anthony Library Task Force. Judy Makowske was
38 present to report on the Library Task Force. Makowske said they have
39 been distributing leaflets to residents with a library card form, a
schedule of the library's summer events and other information about the
library. Councilmembers volunteered their time to help with the

1 distribution. She said residents were very receptive to the Task Force
2 members and indicated that most of the City has been covered. She
3 informed those present that the number of hours library employees work
4 has been increased.

6 Mayor Ranallo had previously written to the new library director,
7 Charles Brown who responded to the Mayor's letter by saying he
8 (Brown) is in the process of planning future meetings and will forward
9 the schedule to Ranallo as soon as it is completed. Mr. Brown also will
10 meet with the Friends of the Library on September 15th.
11 Councilmember Wagner said that the library director had attended the
12 Apache Merchants meeting and Makowske added that the new director
13 had also attended the St. Anthony Shopping Center merchants meeting.

15 Mrs. Makowske indicated her block will observe National Night Out on
16 Tuesday, August 2nd. The Mayor said that there are ten blocks in St.
17 Anthony doing the same, i.e., Fordham, 39th Avenue N.E., Rankin
18 Road, Hilldale, St. Anthony Boulevard, and others.

20 Mayor Ranallo thanked Mrs. Makowske and told the audience and other
21 Councilmembers that he will attend the Hennepin County Fair in
22 Corcoran where he has entered the milking contest. Last year he came
23 in 2nd place and was aiming for 1st place this year.

25 B. Councilmembers.

27 Councilmember Wagner indicated he had tried to reach the architect for the
28 proposed City Hall/Community Center but had been unable to do so. Wagner
29 would like to schedule a meeting some time this week.

31 Councilmember Fleming had nothing to report at this time.

33 Councilmember Marks further described Telle Lassooy-Laura's visit, saying she
34 stayed with Village residents and that the St. Anthony Civic Orchestra gave a
35 concert for her the last night she was in the City. Marks said the past City
36 Manager of Salo may someday be Prime Minister of Finland.

38 Marks distributed a handout about the Saarinen family, from Salo, who plan to
39 visit St. Anthony the first part of August. The family's itinerary includes a trip
40 to Ely, Minnesota and Marks asked if they can be given a tour of St. Anthony •
41 on August 9th by City staff. Mr. Saarinen also plans to attend the Council

1 meeting that evening. On August 10th a party is planned at Dr. Gary Good's
2 residence in honor of the Saarinen's.

4 Councilmember Marks noted that Salo is planning a baseball tournament to be
5 held in Salo in conjunction with Sister City Days on June 8 through 11, 1995.
6 They have asked if a baseball team from St. Anthony could compete in that
7 tournament.

11 City Manager Mornson informed the Council that a Recording Secretary is
12 being considered from the TimeSavers Off Site Secretarial agency to take City
13 Council and Planning Commission meeting minutes. He noted that this item is
14 included in the budget.

16 Mornson said that the Government access channel has been updated. Mayor
17 Ranallo asked staff to have VillageFest items placed on the Kiwanis Community
18 Bulletin Board. Councilmember Wagner noted that the Lions are proposing to
4 erect a Community sign at the north end of the City.

27 A. Award of rubber surfaced crossing material.

29 Motion by Enrooth, second by Marks to approve the award for rubber surfaced
30 crossing material as presented in a letter from the City of Columbia Heights.
31 This item is related to the Joint Cooperation Agreement the City of St. Anthony
32 has with the City of Columbia Heights for a railroad crossing at Stinson
33 Boulevard and 39th Avenue N.E. It was noted that the bid from Omni Products
34 was the lowest of three bids at $7,992.00. The City of St. Anthony is
35 responsible for half the amount of that bid and will use Minnesota State Aid
36 funds for St. Anthony's costs for the project.

5 X. UNFINISHED BUSINESS.

7 A. Street Light Request - 2916-3000 Rankin Road.
8
9 A letter, dated July 15, 1994, from Northern States Power Company, was
10 included in the agenda packet, and explained NSP charges for installation of a
11 street light. The cost is $1,215.10 plus there is a monthly fee of$5.30. NSP
12 did, however, suggest that due to the close proximity of existing street lights,
13 petitioners should consider other alternatives. Judy Makowske, who lives in the
14 area on Rankin Road which is effected, said that even though there are lights
15 near the area that the residents want lit, the situation is that trees block out the
16 light. The petitioners are asking that a shorter light be installed so the light
17 would be beneath the branches. Makowske indicated that she will poll residents
18 in her area during the National Night Out neighborhood event. There was no
19 Council action on the petition at this time.

21 B. Conditional Use permit for a muffler and glass repair shop (Exhaust Pro/Fast
22 Glass) at 4000 Silver Lake Road.

24 Mr. and Mrs. Rosar, the applicants, were present to answer any questions from
25 the Council. Their request had been tabled at the July 12, 1994 Council
26 meeting so the Rosar's could gather needed information, i.e., improvements for
27 the structure and aesthetic improvements pertaining to landscaping, driveway,
28 dumpster enclosures, and signage. These plans were presented to the Council
29 in their agenda packets. Relative to the hours of operation, it was noted that
30 Tires Plus is open until 9:00 P.M. and Good Year is open until 8:00 P.M.
31 Council consensus was that if Tires Plus is open until 9:00 P.M., the applicants,
32 too, may keep their shop open until 9:00 P.M., if they wish.

34 Councilmember Enrooth asked about the space behind the existing building.
35 Mr. Rosar responded that it is a drive and behind that is the road into Hardee's.
36 During this discussion, Mayor Ranallo noted that in Wisconsin when there is a
37 planning or variance request, the property involved is filmed on which can be
38 shown at the planning and Council meetings. City Manager Mornson agreed
39 that would help the Planning Commission and Council when they are making
40 planning/variance decisions. Enrooth also asked about a part of the property

1 which could be used for expanded parking. Mr. Rosar indicated he planned on
2 sodding the area for now.

4 Motion by Marks, second by Enrooth to approve the request for a conditional
5 use permit from Karen Rosar for a combination vehicle muffler
6 installation/repair and installation/repair of vehicle glass shop to be located at
7 4000 Silver Lake Road, noting that the required plans were included in the
8 agenda packet, and with conditions as follows:

10 1) The hours of operation would be Monday through Friday from 7:00
11 A.M. until 9:00 P.M., Saturday from 7:00 A.M. until 5:00 P.M. and
12 Sunday from noon to 5:00 P.M.
13
14 2) The signage be monument style, with no pylons.
15
16 3) Vehicle storage be limited to not more than two vehicles to be stored for
17 no more than 72 hours outside the building.

A RESOLUTION ORDERING A FEASIBILITY REPORT
BE IT RESOLVED by the City Council of the City of St. Anthony that the
proposed 1995 Street and Utility Improvement Project be referred to Rieke Carroll
Muller Associates, Inc. for study and that they are instructed to report to the
Council with all convenient speed advising the Council in a preliminary way as to
whether the proposed improvements are feasible and as to whether it should best
be made as proposed or in connection with some other improvement, and the
estimated cost of the improvements as recommended.
