4 I. CALL TO ORDER/ROLL CALL.
5 The meeting was called to order at 7:32 P.M. by Mayor Ranallo:
6 H. ROLL CALL.
7 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner, and Faust.
8 Also Present: Michael Mornson, City Manager and Carrie Luther, Hennepin County
9 Appraiser.
10 III. DISCUSSION ON PROPERTY VALUATION IN ST. ANTHONY.
11 Mayor Ranallo explained the purpose of this meeting was to discuss property valuation in the
12 City of St. Anthony. Mayor noted that property owners may ask to have their property
13 reevaluated if they so chose but cautioned that although valuations may decrease, there is the
14- possibility that the assessor may determine the valuation should be increased. The property
15 owner would still have an opportunity to appeal to the County Board in June.
16 Carrie Luther, Hennepin County Appraiser explained the areas where physical inspection
17 occurred this year were the south side of 33rd Avenue between Stinson and Silver Lake Road
18 to the north side of St. Anthony Boulevard. She stated the sales growth for residential homes
19 this year was 3.1%.
q0 Mayor Ranallo noted the 1997 sales rice and 1997 market valuation of four homes which

21 had recently sold in the City of St. Anthony: 2808 - 34th Avenue N.E., sales price $119,900,
22 market valuation $111,000; 3220 Belden Drive, sales price $145,000, market valuation
23 $144,000; 3017 Wilson Street N.E., sales price $111,500, market valuation $113,500; and
24 3042 Old Highway #8, sales price $132,000, market valuation.$132,000.
25 Mayor Ranallo invited anyone who wished to speak to step to the podium.
26 Jeff Amundsen, 3316 Croft Drive, stated he had purchased his home in July of 1994. The
27 market valuation at that time was $125,000. In 1995 the valuation increased to $140,000.
28 Mr. Amundsen contacted the Board at that time and they reduced the valuation to $138,500.
29 Last year his valuation increased to $141,000,and the 1997 valuation payable in 1998 has
30 increased to $147,000. Mr. Amundsen stated he felt this valuation was too high and asked
31 that his property be reevaluated.
32 Councilmember Faust asked Mr. Amundsen how much he had paid for the house and how
33 much he had it insured for.
34 Mr. Amundsen stated he had purchased the home in 1994 for $135,000 and did not have the
35 insurance information with him this evening.
Motion by Marks, second by Enrooth to approve a County reappraisal of the property owned

2 Mayor Ranallo asked if it was necessary to recess the Board of Review Meeting and
3 reconvene in two weeks.
4 Ms. Luther stated the meeting could be reconvened in two weeks and she would report the
5 results of the revaluations to the Council. Property owners did not need to be present at that
6 meeting.
7 Ralph Amundsen, 3424 Highcrest Road, stated he was concerned with his property valuation.
8 He noted his home was built of concrete block not brick. There were cracks in the walls that
9 needed to be repaired and water in the basement. He stated he felt it was an injustice that his
10 value increased $3,000.
11 Motion by Faust, second by Marks to approve a County reappraisal of the property owned by
12 Ralph Amundsen, 3424 Highcrest Road, as requested.
13 Motion carried unanimously.
14 Lowell Timmersman, 3221 Wendhurst Avenue, stated he had built an addition onto his house
15 and had received the "This Old House" exemption. He noted there was to be no increase in •
16 his valuation if the addition was under $25,000.
17 Ms. Luther explained the "This Old House" exemption allows up to $25,000 to be exempt
18 from taxation for 10 years. After 10 years, the amount exempt from taxation decreases at a
19 rate of 20% for 5 years. At the end of 15 years, the entire value of the home and addition are
20 taxable. However, during this period the valuation of the property will still increase at the
21 same rate as other homes in the area.
22 Mr. Timmersman stated he was confused as to the value of the addition which was listed on
23 his tax statement.
24 Ms. Luther explained it was probably due to the completion date of the addition but that she
25 would check it for him.
26 Mr. Timmersman thanked Ms. Luther for the clarification and stated he did not want his
27 home reevaluated.
28 There was no action necessary by Council for this property.
29 Gary Danyo, 3540 Edward St. N.E., stated he felt the valuation of$129,000 for his property"
30 was too high. He stated he felt his property was unusual in that he could not even find a
31 similar sale in the MLS book in New Brighton, St. Anthony or New Brighton. He stated his •
32 is a one bedroom home with an unfinished lower level.

3 Motion carried unanimously.
4 Mayor Ranallo noted the meeting this evening was to discuss property valuation. He
5 encouraged property owners to come and visit with the Council in the fall when they are
6 discussing the coming year's proposed budget.
7 Richard Talbot, 3128 Wilson Street N.E., distributed a copy of records he had kept in regard
8 to his valuation and photographs of his home. Mr. Talbot noted he frequently had water
9 problems in his basement and noted he had 7 inches of standing water in his basement after a
10 100 year storm event and 11 inches after another 100 year storm event. He noted in the 3
11 years prior to this his valuation has increased by a total of 6.9%. This year his,valuation
12 increased by 6.5%.
13 Mayor Ranallo asked Mr. Talbot if he felt he would be able to sell the property for the
14 assessed value of $99,000.
15 Mr. Talbot stated that due to the water problem, he did not feel he could sell the property for
that amount.
17 Motion by Marks, second by Enrooth to approve a County reappraisal of the property owned
18 by Richard Talbot, 3128 Wilson Street N.E., as requested.
19 Motion carried unanimously.
20 Peter Osipenko, 3417 Edward St. N.E., stated he felt the valuation of his property was too
21 high
22 Mayor Ranallo cautioned Mr. Osipenko that his valuation may increase and encouraged him
23 to contact a Realtor. Mayor Ranallo noted the motion could be made to reappraise the
24 property and Mr. Osipenko could decline when the Appraiser's Office contacted him if he
25 changed his mind.
26 Ms. Osipenko stated this was what he wanted. .
27 Motion by Marks, second by Wagner to approve a County reappraisal of the property owned
28 by Peter Osipenko, 3417 Edward Street N.E., as requested.
29 Motion carried unanimously.
Councilmember Faust encouraged property owners to file their Minnesota form M1PR, as
1 they may be entitled to a refund from the State of Minnesota.

3 VII. REPORTS.
4 A. Councilmembers.
5 Councilmember Wagner reported Dick Horst's Coast to Coast Open House will begin on
6 Thursday, April 10, 1997 with cake at 5:00 P.M.
7 Wagner reported the Family Dollar Store is open. He noted he has not yet been in the store
8 but upon driving by saw a lot of grocery carts on the sidewalk in front of the store. This
9 looked sloppy and he hoped it would not continue.
10 Wagner reported Community Services will be meeting tomorrow morning. Healthy
11 Community/Healthy Youth will be making a presentation of a survey they will use to
12 determine what assets help their work with youth. Healthy Community/Healthy Youth is
13 moving forward. Ann Sparks is very much involved. The Committee is working on ideas for
14 . promotion in the community and fundraising.
15 Mayor Ranallo noted another community had volunteers who worked in the Community
6 Center to help direct people in the building during the day. He suggested the same be done
17 in St. Anthony.
18 Wagner stated he would suggest that at the next Community Services meeting. He noted
19 there were volunteers available to help install the new playground equipment.
20 Councilmember Faust stated he felt the City needed to pursue the volunteers to help install
21 playground equipment.
22 Faust reported he and Wagner's attendance at the Comprehensive Plan Task Force meeting on
23 March 26, 1997. He stated there was good attendance at the meeting.
24 Councilmember Enrooth arrived at 6:40 P.M.
25 Faust reported he will be attending a Fiscal Futures Committee meeting on April 11, 1997.
26 At that meeting, the Committee will determine one property tax proposal that they intend to
27 support. He invited Councilmembers to share their ideas with respect to the tax proposals.
28 Faust noted the Council's attendance at the CUB Foods Stores Opening Ceremony.
29 Councilmember Marks noted his attendance at the CUB Foods Store Opening Ceremony and
30 thanked City Manager and his predecessors for all the work they had done with negotiations •

1 Marks reported a meeting of the Sister City Committee will be held on Saturday, April 12,
2 1997.
3 Councilmember Enrooth reported Village Fest continues to move forward.
4 B. Mayor.
5 Mayor Ranallo reported he will be attending one of a series of Town Meetings hosted by the
6 Board of Hennepin County Commissioners on April 17, 1997. He stated he has invited Mark
7 Stenglien to host a Town Meeting at the St. Anthony City Hall.
8 1. Proclamation, re: Volunteers Week.
9 Motion by Marks, second by Enrooth to proclaim the week of.April 13-19, 1997 to be
10 Volunteer Recognition Week in the City of St. Anthony.
11 Motion carried unanimously.
12 2. Proclamation, re: Arbor Week and Month.
13 Motion by Marks, second by Wagner to proclaim April 25, 1997 to be Arbor Day and
14 the month of May to be Arbor Month in the City of St. Anthony.

17 C. City Manager.
18 1. City Manager Mornson reported business at the Municipal Liquor Store is
19 improving. They have placed an advertisement on the back of CUB receipts
20 advertising Miller products.
21 2. Momson noted the St. Anthony Police Department has had a lot of media
22 attention in the City of Falcon Heights and Lauderdale because of recent cases.
23 3. 39th Avenue ME and Stinson Boulevard.
24 Mornson reported the bids for the traffic signal at 39th Avenue and Stinson Boulevard
25 will be open on May 9, 1997 and the contract will be before the Council for
26 consideration on May 13, 1997. He noted MSA will pay a certain portion of the cost
27 for the project.
28 4. OPUS/BRW Meeting - April 3, 1997
29 Mornson reported discussion at this meeting included OPUS' vision for the rest of
30 Apache Plaza. He stated there was concern with the Park and Ride at Apache. Jay
31 Scott has noted the Park and Ride had never had a legal definition, it had just evolved.
32 There is concern as there is no room for the Park and Ride and the retailers do not
33 want it located in the parking lot.

34 Faust noted many of the users of the Park and Ride are not from the St. Anthony area.

1 5. Warren Rolek/Dan Solar Meeting - April 4, 1997.
2 Mornson reported this meeting was to discuss the safety options on 37th Avenue.
3 Warren Rolek will be drafting a letter describing the situation and Engineer Dan Solar
4 of Ramsey County will recommend a plan for safety in the area.
5 6. BRW Park Meeting - April 8, 1997
6 Mornson noted he had met with BRW in regard to the Park Plan. There is another
7 meeting scheduled next week with the Sports Boosters, School Board and Community
8 Services to discuss the costs. BRW may be present at the April 22, 1997 Council
9 Meeting to present information to the Council.
10 7. Graus Construction Meeting - April. 8, 1997
11 Mornson reported.this meeting was to discuss punch lists items yet to be completed
12 including the parking lot and landscaping. He noted there is no smoke alarm in the
13 storage room and this is required by code. Also the contractor needs to return to
14 finish the sidewalk. Larry Hamer will negotiate with the sidewalk contractor to
15 continue the sidewalk to the gym door entrance for the Sports Boosters. Mornson
16 noted the timing of the finishing of the pavement in the parking lot will be critical.
17 He is currently working closely with Community Services to coordinate this.
1.8 Mayor Ranallo questioned a letter received about the gym floor. •
19 Mornson reported the humidity should cause the spacers under the gym floor to close.
20 There may be a problem with this but the floor is under warranty and Graus and
21 Williams O'Brien have acknowledged the problem and will monitor it.
22 8. Domino's Pizza Building Meeting - April 8, 1997
23 39th and Stinson Pizza Hut Update - April 7, 1997
24 Mornson reported he had met with a representative of Apache Squares which was built
25 in 1990 and is now 100% occupied. In 1992-93, the representative had approached
26 the Council due to a difficulty in marketing retail for the site. At that time, the
27 Council allowed him to have retail in the front of the building with warehouse in the
28 back. Mornson stated he had found documentation to support this fact and has given
29 the representative authorization to continue this as long as he continues to meet the
30 conditions. Mornson also noted the property value of this site has decreased
31 substantially.
32 Mornson reported the owner of the mall at 39th and Stinson has purchased the Pizza
33 Hut building and intends to extend the mall to include two more retail stores and
34 adjoin with the Pizza Hut building where a sit down Italian restaurant will be
35 considered. Mornson noted there are some questions with regard to parking
36 requirements. The current ordinance would require a fast food restaurant to meet three
37 conditions: 1 parking stall for each 50 square feet of area, 1 parking stall for each 3 •
38 seats, and 1 parking stall for each employee on the longest shift. Mornson stated he
39 had checked the ordinances of Columbia Heights and New Brighton and those

1 ordinances require a restaurant to meet only one of these three conditions rather than
2 all three. Management Assistant Moore-Sykes will be bringing the requirements to the
3 Planning Commission for study and recommendation. A sit-down restaurant does not
4 have to comply with the more restrictive parking regulations.
5, 9. WSB Storm Water Management Informational Meeting - April 29, 1997 at
6 7:00 P.M.
7 Morrison noted this will be a Public Informational meeting in regard to the Storm
8 Water Management Plan required as part of the Comprehensive Plan Update.
9 10. Comprehensive Plan Meeting---
April 29, 1997
10 Mornson noted the meeting will begin at 7:30 P.M. rather than 8:00 P.M. Dan Solar
11 will be speaking at 7:30 P.M. in regard to the bridge project and Jay Scott will be
12 speaking at 8:00 P.M. in regard to development at Apache Plaza.
13 1 L. Tollefson Update
14 Mornson reported the City is close to a closing date on this property.
15 12. Employee Recognition - April 10, 1997
6 Mornson noted the Employee Recognition Luncheon is scheduled for April 10, 1997 at
12:30 P.M.
18 13. Building Inspector Process
19 Mornson reported Staff is currently considering whether to hire a consultant or to hire
20 a part-time building inspector jointly with another City. Staff is talking with New
21 Brighton and Columbia Heights and will return with a recommendation in July.
22 14. Warren Rolek Meeting - April 15, 1997
23 Mornson reported he will be meeting with Warren Rolek to discuss the joint election.
24 The City will be running the election and will propose a 50/50 fee split. The School
25 District has taken the furniture from the old building that they feel they can utilize.
26 The remaining furniture will be auctioned by the Band Boosters next week.
27 The Fire and Police Departments will be using the building for practice drills until it is
28 demolished.
29 Mayor Ranallo suggested use of the building for this purpose be offered to the cities of
30 New Brighton and Columbia Heights.
31 15. Falcon Heights/Lauderdale - April 16, 1997
32 Mornson reported a meeting with the Police Chief and Staff of Falcon Heights and
�3 Lauderdale is scheduled for April 16, 1997.

1, Morrison reported Staff is currently working on the 1998 budget proposal and the final
2 Capital Equipment Budget. Morrison reported the City recently offered 5 hours of
3 sexual harassment training. There was 100% participation except for 5 liquor store
4 employees. Morrison also noted union negotiations will begin shortly.
5 17. Tires Plus Meeting - April 3, 1997
6 Morrison reported he had met with the Tires Plus owner who is very positive and
7 happy to be a tenant of the City. The City Attorney has been in contact with Braun
8 Engineering who has forwarded a letter stating that "The Minnesota Pollution Control
9 Agency issued a leaksite file closure (meaning they will not require any further
10 investigation) on May 4, 1995 for this site." It has been suggested that an association
11 letter be obtained but this will cost $2,000 to $3,000 and will take 2-3 months to
12 obtain and possibly will not be necessary.
13 Morrison reported there has been discussion in regard to the Tires Plus roof with the
14 roofing contractor who previously was working with First Bank. He has stated that
15 the roof needs to be replaced in its entirety at a cost of$75,000. There is also an
16 inspection on the rust in the building.
17 Morrison noted OPUS has a potential buyer for a pad lot at Apache Plaza. There is a
18 possibility that the interested party could buy the Tires Plus building and the City •
19 could purchase the pad lot. Mornson presented the cost figures of the two different
20 options.
21 There was Council consensus for City Manager to continue moving forward with the
22 Tires Plus lot and explore the pad lot.

These are just preliminary figures for 1996. The BCA/CJIS has not been reconciled
as yet.
Burglary is down by 19 fewer than in 1995. There were 15 house burglaries
compared with 25 in 1995.
St. Anthony experienced a drop in all Part I crimes except arson in 1996.
Police reserves worked 2740 hours in 1996. Most of the reserve hours were spent
on patrol are doing house checks, transportation details, assist to St. Anthony squads,
police impounds, and medical emergencies.

A RESOLUTION CHANGING THE DATE OF A
REGULAR COUNCIL MEETING
WHEREAS, the dates of the Annual League of Minnesota Cities Conference are
June 10 - 13, 1997 of which the June 10th date conflicts with a
regularly scheduled Council meeting date.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of St.
Anthony hereby approves a change of the regularly scheduled City Council meeting
date from Tuesday, June 10, 1997 to Monday, June 9, 1997.

ITEM: UPDATE ON CHANGING PRECINCT 1R LOCATION
As you are aware,I have been considering a change of location for Precinct 1,, Ramsey
County. Presently, voters vote at Apache Plaza, in the hallway of the northwest corner.
A change from this location is needed because:
1) Its availability is uncertain due to redevelopment at Apache.
2) There were several complaints from voters about the location, i.e., they couldn't find
it (it was plainly marked, but the area looked different because of the CUB
construction) and parking was difficult.
. 3) Election judges commented on the poor lighting, chilly hallway, lack of a convenient
restroom.
Larry and I have discussed other locations. They are
a) The gym at Wilshire Park. The problem with using the school is parking.
Superintendent Rolek has voiced his concern that there would not be enough parking
places.
b) Chandler Place. I understand they have a large area which could be used. Parking
would be a serious problem. They may charge us. I have not spoke with anyone
from Chandler Place.
c) Storage garage at Public Works. The facility has plenty of space and parking would
not be a problem. Larry assured me the garage would be cleaned and can be
sufficiently heated. He will show me the facility soon.
I recommend relocating the Ramsey County polling location to the storage garage at the
Public Works because: it's City property; it's in Ramsey County; parking won't be a
problem; it is handicap accessible; and, because Public Works personnel have always set up
the voting places, so it would be convenient for them to be able to set up'at their work site.

It may be a good year to do the change because this year is a local election year and
traditionally turnout is low. In addition, an important consideration is that it is Larry's last
year and his expertise will be very helpful for this change.

RESOLUTION 97-031
A RESOLUTION APPROVING A POLLING
LOCATION CHANGE
WHEREAS, voters residing in the Ramsey County portion of the City of St. Anthony
(Ramsey County, Precinct 1, have voted at, the northwest corner of Apache
Plaza for many years; and
WHEREAS, due to the redevelopment of Apache Plaza, it has become necessary to
change said polling location; and
WHEREAS, after consideration of several different locations, it has been determined
that the most favorable polling location for voters residing in the Ramsey
County portion of St. Anthony is the storage garage situated just north of
the City's Public Works shop (known as the Public Works Storage Garage)
at 3805 Chandler Drive; and
• WHEREAS, said location is in compliance with Minnesota Statutes.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of St.
Anthony hereby approves relocation of the polling place for Ramsey County Precinct 1
voters to the Public Works Storage Garage, 3805 Chandler Drive, in the City of St.
Anthony, County of Ramsey.
Adopted this day of 1997.
