This letter is written for purposes of expressing my interest in becoming a member of St.
Anthony's planning commission starting January 1, 1999.
For the past three and a half years, I have been a resident of St. Anthony and business
owner. Everyday I get to meet and spend time with residents of the city and I have
determined that St. Anthony is a great place to live and own a business. My participation
in the St. Anthony Kiwanis Club has exposed me to some of the social challenges our
community faces and I know we.are making great strides towards these issues. As a
member of the planning commission, I feel that I could help shape decisions that would
encourage further business development, and also keep out city a great place to own a
home.

17 IH. OPEN TRUTH IN TAXATION PUBLIC HEARING.
18 Ranallo opened the Truth in Taxation Public Hearing at 7:02 P.M. He welcomed Fire.Chief
19 Johnson,.Police Chief Engstrom, Public Works Director Jay Hartman, Management Assistant
20 Kim Moore-Sykes, Liquor Manager Mike Larson, and Finance Director Roger Larson.

22 Ranallo stated the budget process began on August 5, 1998 and October 6, 1998 when Council
23 worksessions were held.to review the 1999 budget. He added the 7.3%overall tax increase
reflects the addition-of Police Department personnel,which is decreased to 3.15%after federal
els funds are taken into consideration. He invited City Manager Mike Momson to provide a
26 summary of the proposed budget.

28 IV. PRESENTATION OF 1999 CITY BUDGET AND TAX LEVY BY CITY MANAGER i?
29 AND FINANCE DIRECTOR
30 Mornson reviewed the budget changes proposed for 1999, and a Statement of Revenues,
31 Expenditures and Changes in Fund Balance. He stated the increased budget is mainly due to the
32 addition of 2 full-time police officers and 2 part-time community service officers. He added
33 these costs are off-set by grant funds from the federal government.

35 Wayne Carlson, 3917 Macalester Drive, asked whether the City has incurred a debt with regard
36 to the construction of the new City Hall. Momson stated the City Hall portion of the building
37 has been completely paid for with money saved by the City,and a 15-year bond was issued to
38 construct the community services portion of the building which is being paid back through tax
39 increment districts within the City.

41 Ranallo stated additional funds were provided by the Sports Boosters for the gymnasium, and the
42 School Board provides funds each year for community services.

A RESOLUTION CERTIFYING THE CITY OF ST. ANTHONY 1999 TAX LEVY
AND BUDGET IN COMPLIANCE WITH THE TRUTH IN TAXATION ACT
WHEREAS, the Truth in Taxation Law requires the City of St. Anthony provide
Hennepin and Ramsey Counties with a certified 1999 tax levy and budget;
and
WHEREAS, the-CityCouncil_has_reviewed_the City Manager's_proposed 1999-budget; -- — -—-
-- and
WHEREAS, the City Council held a Public Hearing on December 7, 1998, 7:00 P.M. in
its Council Chambers to discuss the tax levy with the residents of St. Anthony;
and
WHEREAS, the.City Council held a subsequent meeting on December 16, 1998, 7:00 P.M.
in its Council Chambers to adopt the final 1998 property tax levy and budget;
• and
WHEREAS, the information required for the City to calculate a definitive tax levy has been
collected.
NOW, THEREFORE, BE IT RESOLVED that: .

33 Marks stated membership applications are still being accepted for the Sister City organization,
34 and encouraged interested residents to contact him for information.

36 Cavanaugh reported on the recent shipment of food to Honduras which was coordinated by Fire
37 Chief Johnson, Katherine Ayers and himself. He thanked all,residents who assisted with this
38 project.

40 Cavanaugh stated a report from the St. Anthony/New Brighton Chemical Health Coalition will
be presented on December 14, 1998 at 7:00 P.M. in the high school auditorium, in which the
results of recent focus groups will be included.

1 Cavanaugh stated the City Council meeting agendas should be broadcast on local public access

9 Thuesen stated his intention to attend the St. Anthony/New Brighton Chemical Health Coalition
10 meeting on December 14, 1998. He added his wish that the information presented will assist in
11 the implementation of underage alcohol and drug use awareness and prevention programs.

13 Thuesen expressed his thanks and congratulations to Katherine Ayers, Fire Chief Johnson, and
14 all involved in the Honduras relief effort. He stated the project brought people of all ages
15 together in an excellent example of community involvement.

18 Ranallo reminded the Council of an upcoming brunch at Autumn Woods on Sunday, December
19 15, 1998 at 11:00 A.M. He added the brunch should be posted.
01 Ranallo reported on a recent meeting with the Cable Commission with regard to changing the
22 cable provider's mission. He stated the original mission and charge were initiated over 15 years
23 ago and were in need of updating. He added at the meeting it was agreed that City employees
24 and Councilmembers were not providing the necessary information to the cable company.

26 He stated a committee was established to review this situation and as an attempt to promote .
27 school involvement in the process, school board members from Irondale and Roseville High
28 Schools are being asked to join this committee.

30 Ranallo stated an annual event is being planned which will involve Councilmembers and School
31 Board members from all 10 cities, and will include a presentation by the staff of Channel 15.

33 Marks stated December 6, 1998 marks the 81st anniversary of the independence of Finland
34 which was declared in 1917. Ranallo requested they be included on the City's newsletter mailing
35 list for future mailings, as well as receive copies of previous issues.

38 Morrison stated the City had received 2 applications for the 2 Planning Commission positions to
39 replace the Commissioners whose terms end on December 31, 1998. He added the deadline for
40 applications was Friday,December 4, 1998.
Morrison stated the Council would interview the 2 applicants from 6:30-7:00 P.M. on December
43 16, 1998 for potential appointment at the Regular Council meeting that night.

1 Momson stated Richard Krier is continuing his work on a proposal for the revitalization of St.
2 Anthony Shopping Center, and he has submitted a draft report on his vision for the center. He
3 proposed that the Council meet with Krier at the first worksession in January 1999 to discuss the
4 issue.

6 Mornson reported the bid opening for next year's street project is scheduled for December 10,
7 1998.

9 Mornson reported he will attend a December 15, 1998 meeting with Ken Lockesmoe of the DNR
10 to discuss the additional $1 million in funding promised to the City, and to begin discussions
11 with regard to additional funding in the 1999 legislative session.

AN ORDINANCE RELATING TO SIGNS,
AMENDING SECTION 1400.08, SUBD. 1 OF THE
1993 ST. ANTHONY CODE OF ORDINANCES
The City Council of the City of St. Anthony hereby ordains:
Section 1. Section 1400.08, Signs Requiring No Permits, Subd.1 , Political Signs will be
amended to read as follows:
Subd. 1. Political Signs. All political signs of any size may be posted from August 1 in a State
General election year until 10 days following the State General Election. For all Local
Elections, which are usually held the first Tuesday after the first Monday in November of odd
numbered years, all political signs of any size may be posted four weeks prior to a Local
Election until five days following a Local Election. Political signs are not allowed to be placed
within ten feet from the curb and ten feet from the property lines. If political signs are placed
in violation of these setbacks, they will be removed by the City Code Inspector.
Section 2. This ordinance shall become effective as of the date of its publication.
