RESOLUTION N0.76-018
WHEREAS, the City of St. Anthony is a cooperating municipality in the
Hennepin County, "urban county" Community Development Block Grant Application;
WHEREAS, St. Anthony has approved a 75 unit elderly housing project in
the City and desires approval of funding for said project;
WHEREAS, the inclusion of said elderly housing project in the Housing
Assistance Plan makes St. Anthony not in conformance with the Metropolitan i
Council 's policy that at least 60% of subsidized units be for families, the
remainder for the elderly;
E
WHEREAS, sites which are suitable for a family development in the City
are extremely limited;
WHEREAS, the City is also attempting to meet the housing needs of the j
elderly and families through the Section 8 existing housing program.
NOW, THEREFORE, BE IT RESOLVED, that* the City Council of the City of
St. Anthony does hereby declare that the Metropolitan Council 's policy that
at least 60% of subsidized housing in municipalities be for families poses
an unreasonable burden on the City and is not consistent with good planning
practices.
FURTHERMORE, the City Council of the City of St. Anthony urges that
the Metropolitan Council adopt a more flexible policy on family-elderly
subsidized housing ratios, taking into consideration the availability of
sites in a community, community size, the ability to provide public services
and the availability of other necessary amenities.,
