Council. has completed a ,comprehens=ive .study of.­.-:the resources and ;goals .of _theCity ;pursuant: to the „requ`irement sof: the Metro- politan Land Planning Act of 1976; and WHEREAS., pursuant to objectives. of the Comprehensive Plan, the City Council has been considering. revitalization or redevelopment of. various. parcels of land in the City; and WHEREAS, the City Council hasinterviewed consultants to assist in possible- revitalization/redevelopment _activities; and WHEREAS , the City Council has resolved that planning firms be directed to serve as consultants to the Council and to undertake the following activities, subject to .the negotiation of an acceptable fee: (1) A marketing/economic feasibility analysis of that triangular shaped residential and commercial area which is bounded by Kenzie Terrace, Lowry Avenue N.E. , and State Highway 88, as to whether continued commercial land use is feasible and most appropriate or whether another-land use may be more appropriate. (2) An economic analysis as to whether such tools as Industrial Development Revenue Bonds, Tax Increment Financing or federal loans and aids may be feasible to promote re- vitalization or redevelopment and its necessary magnitude in terms of density, height, scope and other- such_ con- siderations. (3) A proposed statement of community goals and objectives for the site (s) reflective of good planning, economic feasibility, greatest and best land use, and environmental considerations. (4) An analysis of soil conditions , access , public utilities and improvements, and other considerations affecting revitalization and redevelopment of the site (s) . (5) A recommendation as -to the staging of potential revitali- zation/redevelopment activities based upon the aforeto- mentioned analysis . (6) A proposed "Request for Proposals to Undertake Revitaliza- tion/Redevelopment Activities" based upon the aforeto- . mentioned analysis . -2- (7) A recommendation on the needfor and advantages of establishing a Housing and Redevelopment Authority and how it should be established and..organized. (8) A recommendation .as to how .resident/business input into the planning process can be facilitated. (9) A recommendation as to how to facilitate senior citizen' s housing in the Kenzie Terrace area. AND, . WHEREAS , the City Council deems. that the accomplishment of the forgoing activities are. for the purpose of: (1) To carry out the objectives of the Comprehensive Plan with a program- to further--ideli __y;,=-conserve rehabilitate' or revitalize the defined. neighborhood and business area within St. Anthony. (2) To determine if the defined area is considered distressed and, if so, to develop programs for possible land clearance and site aggregation for private and public development. (3) To possibly .develop programs to promote assisted housing, such as land write-downs or the establishment of a housing • authority. (4) If the study determines the necessity, to promote orderly growth by developing and carrying out the defined area of the Comprehensive plan to further -serve as a guide to private and public development, .redevelopment, or resource conservation, as appropriate, *.within the City, to include priority areas for housing assistance. The study and plan would consider the needs of all population groups, the availability of land, the public sector costs and benefits and the incidence of their - impact on the population, energy consumption and the environment, and, . WHEREAS, HUD, through the State Planning Agency and Metro- politan Council, has made available grant monies for the purpose of these studies and programs, and, WHEREAS, _the .City.,Council of ..the City. -of St. Anthony,.directs .and authorizes the City:-Manager--to submit=a -grant application- (Attachment -A'=)--to-. the' Metropol -tah--Council--fore the--above purposes and agrees -to 'pay----thee-local - share cost-. - - -- ` Adopted this day of 1980.
