ANTHONY HEALTH CENTER . RESOLUTION 80-056 A RESOLUTION IN SUPPORT OF THE ISSUANCE OF A CERTIFICATE OF NEED FOR INTERMEDIATE CARE UNITS, ST. ANTHONY HEALTH CENTER Whereas, the N.E. Minneapolis-St. Anthony area has one of the highest percentages of elderly residents in the metropolitan area; Whereas; many of the elderly residents desire to remain in their community when they can no longer live in traditional housing, Whereas, there is a critical shortage of housing for families who might be able to purchase the home of an elderly resident were it to become available, Whereas, the St. Anthony Health Center has demonstrated a strong capability and dedication in serving the needs of elderly residents of the community, Now, Therefore, Be It Resolved that the City Council of the City of St. Anthony supports all efforts to provide housing alter- natives for the elderly and supports the application of .the St. Anthony Health Care Center for a Certificate of Need for intermediate care units. • Adopted this �.(o day of A,Q LLg'r 1980. � L =���/ Mayor ATTEST: Clerk Reviewed for Administration: Cit Manager • ST. Minneapolis, MN 55421 Dear Friends, • For a number of years; we' at St. Anthony have recognized a need' in our community for additional ,services: We now are developing plans. to-meet these- (future) needs. The major goal is: to provide an alternative to skilled nursing home placement when' the' primary need is a pleasant, safe ' environment with structured services available. This goal will be met' by building an additional 55 nursing care beds and 30.' independent living apartments. The nursing home beds will be intermediate care. We presently- are licensed for 128 skilled and 26 intermediate care beds.,- Over the years we have always maintained a waiting list. With the increase in the 'number of elderly citizens wishing to remain in the St. Anthony, northeast area; and when necessary a lesser- care level at this facility these additional beds are much needed. One. floor' of' this proposed' building will be a combination of' efficiency, one bedroom and two bedroom apartments equipped with kitchens. These apartments will be designed for the retirement community. to allow independent living and privacy as well as security and socializing. • Page 2 • The following will be provided for the apartment residents: one meal a day, social and recreational opportunity with transportation, health screening and legal- aid. Rental also includes electricity, water; carpet, drapes, stove, refrigerator, a 24 hour emergency call-light system, individually controlled heat.and air-conditioning. Meals on wheels, health screening, social counsel and legal aid will also be provided to the outside community. The Metropolitan Health Board, in processing our Certificate of Need, appreciates letters of support from the community.
